Al-Kaabi : The Emergency Food Security Support Law is ready for a vote
Today, Thursday, the head of the Parliamentary Finance Committee, Hassan Al-Kaabi, confirmed that the emergency support law for food security and development is ready for voting, and while he specified the amounts allocated to three ministries within the law, he announced an increase in the allocations of the Ministry of Electricity to 5 trillion and 300 billion Iraqi dinars.
Al-Kaabi said, in a statement to a number of media outlets, including the "National News Center", that "after the parliament completed the second reading of the emergency food security support law, there is a team inquiring about the schedules of the law and what the allocated amounts are, and certainly there is nothing to hide." Losing ones immunity from the affects of a dissolution with all the corruption files in the hands of the integrity committee is I am fairly sure a very serious position to be in. An informed source: Al-Sadr refused to receive any Iraqi or foreign figure

A source close to him said that the leader of the Sadrist movement, Muqtada al-Sadr, refused "to meet with any Iraqi or foreign figure during this period who wants to discuss the crisis."
The same source confirmed that "Al-Sadr anticipates an Iranian movement, behind which is the new Iranian ambassador, Muhammad Al-Sadeq, by informing his office of an apology for not meeting the personalities who wish to discuss the political crisis."
He added that "the political body of the Sadrist movement headed by Hassan al-Adhari, did not conduct any negotiations or meetings in the past two weeks, after informing all political parties, al-Sadr adhered to the option of the national majority government, and refused to confiscate the right to form a government from the Sadrist movement."
As for after the 15-day deadline expires, the same source said that "there will be a new movement for the Sadrist movement towards various political parties to present its vision in forming the new government, and the reason for its insistence not to repeat the Al-Attar mixture that formed 7 previous governments and did not increase Iraqis but misery" as he says.
And the source considered that "the continued inability to form the government in the form that the Sadrist movement insists on, makes the issue of dissolving Parliament and going to new elections or granting Mustafa Al-Kazemi's government some powers to run the country's affairs as options." LINK

Shafaq News / Iraq's Prime Minister, Mustafa al-Kadhimi, received on Thursday the new US ambassador to Baghdad, Alina Romanowski. Al-Kadhimi praised, according to a statement by his office, that Iraq cares for strengthening ties with the US in all fields.
He expressed Baghdad's readiness to work and achieve stability and enhance the economic situation in Iraq and the world. The two sides confirmed that security and military cooperation between the two countries is ongoing to end terrorism. There are signs of considerable leverage over the Iraqi/ Iranian dialogue that leaves me very hopeful. 1. Iraq has been cleared of Ch. 7 by whom I believe to be a conglomeration of the most powerful people on the planet.
They know what is going on from the Iranian side and it didn’t stop them from dropping the bankruptcy. 2. We are all caught up in the Central Bank Digital Currency system. And I do mean pretty much all of us—US, Europe, and the ME. This is no longer conjecture, conspiracy, or theorization. Biden signed off on it himself. The USA has been given White Papers just like Iraq.
No nutty hi-jinks from Iran or Iraqi parliamentarians have the leverage to stop this. Perhaps, our biggest clues of how the timing of this will work out in Iraq to go digital may be all the discussions they are having over gas and electricity with Iran. It would be most advantageous to tie commerce with Iran if possible. Isn’t it interesting that these dialogues have picked up.
Not to mention, China has showed up again. People will show up again at the end if they feel like they are about to completely lose out.

Tivon: Most parliament and House of Representatives already voted for all paragraphs that pertain to the citizens to be implemented with or without a seated government. Which includes Citizens Entitlements. What falls under that? The Oil & Gas Law. Which is not contingent upon the formation of the government.
They have told us multiple times as Al-Zamili mentioned just days ago that they are working around the political blockage by still passing laws without a GOI. The Food Security Law is a prime example.
We are a few days away from it becoming official. So I do not put any emphasis on the political impasse. They have shown no real obstacle as of yet that has deterred what is intended for the F.S.L. So I am watching prior to 15 for major news to break.
The forming of the government has become a formality. Not something that needs to be done for the HCL/Oil & Gas. You all forget things so easily even when it's only 24 hrs old IMO

The rights movement confirmed that the adoption of the emergency food security support law aims to empty the government budget of the surplus.
The movement's spokesman, Ali Fadlallah, said; For the program {Al-Mastra}, broadcast by Al-Furat satellite channel tonight, that: "The government deals with the people in the manner of a corrupt doctor, and if the Iraqi parliament is really interested in the citizen, there is a financial management law that is an opportunity."
He added, "The caretaker government has the right to dispose of the surplus of the 2021 budget, amounting to 14 billion dollars, which is supposed to be used to raise the value of the dinar and increase the balance of hard currency."

MilitiaMan: Agreed Tivon that the present government is currently doing work and will continue to do so. The fact that Sadr is not taking visitors from Iraq or Foreign entities shows that his focus is on, "You know where I stand politically and that is that."
Dissolution is on the table and let that sink in everyone. That fact is likely why there is much ado about the FSL being all over the place in the news and in one instance they even call for it to be shelved for to execute the 2022 Budget. Either way Sadr has no intention of budging from his stance.
The threat for / from the dissolution must have them stirred up. Losing immunity and their cash cow named corruption, is not going to be without some ruffled feathers, as we can see. lol That 30 day (15+- day left) window that Sadr gave is fast approaching and is like a time bomb ticking for those that are not on board with him. They are not likely to wait all that long knowing that.
I too am looking for the Finance Train and the Political Train to hit the platforms at the same time, they are congruent imo.. The conductor will announce the arrival of them over a very loud whistle be sure upon arrival, can't wait and look forward to an impasse even sooner than that. That threat of dissolution may pick up steam.. lol Pressure can do amazing things on ones mental state. lol.. We shall see.
We are not waiting on future elections at this stage. There are far too many things completed on the Finance side of things. The e-government side of things, the automation side of things, the digitization's side of things, etc.. All of that hard work has not been done to be put off for another 4-6 months with no guarantee they could even get an election done in the next round based off the current record. PM K has the legal side now and when dissolved, he will too.. Sadr can give PM K more power if he choses as well.. . imo ~ MM

Samson: A Deputy In The Framework Pledges The Passage Of Food Security To Achieve This Matter

Member of the coordination framework, Representative Muhammad Al-Baldawi, confirmed, on Thursday, that the framework’s deputies will not vote for any paragraph of the food security law unless explanatory tables are attached to the exchange so that the specialized committees can fully control the exchange mechanisms, while indicating that the law will only be passed after specifying a specific period for its effectiveness, and in the event of approving the budget, it shall be considered null and void.
Al-Baldawi said in a statement to "Information", that "the second reading of the Food Security and Development Law faced a torrent of criticism and pointed out many defects by the interference of the members of the Council, due to the presence of vague paragraphs in which it smells of corruption and financial waste."
He added that "the framework's deputies and a large number of deputies will not vote for any paragraph of the food security law unless explanatory tables are attached so that the specialized committees can fully control the exchange mechanisms."
Al-Baldawi explained, “The law did not specify its validity period, and this matter may be a substitute for the budget. Therefore, the attempt to pass it in this way will face a rejection by the members of the Council,” calling on the Finance Committee to “add a paragraph to determine its validity period, as well as indicating that in the event of approval of the budget is considered null.” LINK

TIVON: So now they are worried about not having the ability to use the budget as political football if the "Food Security Law" actually utilizes services, projects, and Investments, along with "Citizen Entitlements" to address what the budget was supposed to do last year which is to give them "Purchasing Power".
Why are they concerned about the time period as to the validity of the law? They want to guage how long it will take not to be able to loot any more funds that supposed to go towards infrastructure or social services and programs that address the economic crisis.
Why is it important to know how long and effective the law will be? As long as the citizens are benefitting shouldn't the framework be happy that they are no longer suffering of basic essential items?
They are nervous that this law can act as a defacto budget? I wouldn't disclose anything to them just to be petty. They don't deserve to know that information since they have found skill to keep citizens in the dark about their private backroom dealings to shield off investigation into corruption in their bloc.
We do not want them controlling anything. The Framework should be considered a Non-Essential Item of Interest'. IMO

AS for gauging how much the can steal, well that may not be the case any longer if the CBI has the control of the auctions.. The audits of oil revenues, the automation at the borders are coming on line with transparency, etc., that will curb the amount anyone can steal... If they do, it will likely be painful for those that get caught with illicit gains.

And customs centers, the system for archiving electronic permits in customs centers, the customs, tax and electronic access system, in addition to the exemptions system for the departments of development and investment.
He pointed out, "The people the deputy met with are illegal commentators requesting to enter the department, as the commission's procedures are to receive the books of the person concerned, complete them and send them to the departments in the hands of authorized agents."
Hussein explained, “It was mentioned in the deputy’s letter that the Prime Minister asked the Prime Minister to withdraw the hand for us due to the failure to implement Cabinet Resolution No. 106 of 2018, which is a canceled decision, as we mentioned above with Resolution 183 of 2020, and it is contrary to the text of Article 17 of the State Employees Law of 1991, pointing out,

MilitiaMan: The bottom line is they are automating the borders and expect a qualitative leap in the level of automation they have ever had.. imo.. A Very welcome and timely development to say the least. The have started what appears to be the final touches or accumulations as they say. With the amount of products to ensue in pouring into the country, I can imagine the accumulations will be massive.. While that is on going they are to make sure that only those authorized to be in the facility are authorized and not to allow filming or personnel, a safety issue. TIVON: 100 countries to my knowledge are using Asycuda ++ for facilitating merchandise trade as well as providing national and regional trade statistics. These are Burundi, Ethiopia, Malawi, Rwanda, Sudan, Madagascar, Uganda, Zambia and Zimbabwe. Iraq in this regard would be number 101.
They say the project will build a single window for international trade to facilitate compliance with import and export requirements. So I guess we have some obstructing parties that are a bit nervous as to the oversight from financial institutions that have provisions in place that will reduce corruption in certain committees that see their gravy train coming to a screeching halt.
It will also speed up customs clearance through the computerization and simplification of procedures, minimizing administrative costs to the business community and the Iraqi economy. We are in a great position. This is very timely as MM would say.
These next few days should reveal a lot. This project would greatly bolster the implementation of economic reforms as well. This will give the Iraqi government so much confidence to execute other plans that have been sitting on the back burner. No wonder we have some nervous sweaty hands looking to disrupt this plan.
Because of course this will play into the purchasing power of the citizens. Once this system is fully implemented and integrated. To be honest I wonder if this is really already done?
I think these articles act as official disclosure. Because knowing Iraq has antagonist on an international scale. I doubt this report would come out in the sensitive stages of development where it can be disrupted enough to delay indefinitely all stages of development due to many factors.
Because the coincidence of this article along with the "Food Security Law" being days away from being implemented should not go unnoticed. IMO

Tivon: Militia-Man, if you care to elucidate any further as to the role the Ration Card plays in the "Purchasing Power" that will be a result of the reinstatement or Oil & Gas Law in terms of electricity sector. I want to bring up some points regarding this.
We know in the past back in 2012 the Iraqi Cabinet wanted to abolish the ration card. Which the government gives out household staples to the populace. The scrapping of the social welfare plan, which is over 20 years old, was seen as an important step toward economic development in the private sector. I presume they stated this because monthly checks from the government does not create jobs or help develop communities.
We see the results from that in America. The Ration Card system was introduced to Iraq by the regime of former leader Saddam Hussein. A form of social welfare, the national food assistance programme began in the early 1990s after sanctions were imposed on Iraq following the country’s invasion of Kuwait. It allowed card holders to claim a variety of household staples.
Which is why I expect that the enactment of laws are done independently of the formation of the government as they stated a couple of days ago that includes the HCL.
Since the US-led invasion of Iraq that toppled Hussein’s government in 2003, the Ration Card system has failed dramatically, plagued by inefficiency, widespread corruption and security issues. The long process of getting flour, rice, sugar, cooking oil, baby milk and other relevant staples from government warehouses into the hands of citizens as well the poor quality of the distributed items has made the Ration Card system more of a burden than a saviour.
So in terms of electricity we know there's a gas debt to Iran that needs to be paid that was partly paid some days ago. Fuel? Well I'm thinking this will be the Oil & Gas Law settlement. They have kept this under close guard.
So where we stand today in 2022 with Citizen Entitlements, Oil & Gas Law, Food Security Law, Gold Reserves, Taxes & Tariffs, Agriculture, Import/Exports. All of which is supposed to benefit the citizens to lift them out of poverty given the monthly stimulus from the HCL, I assume they will have a short life span of using the Ration Card as a dependent upon social services since the card is only limited to basic essential items.
How or what other method of financial means will they be able to purchase things that the Ration Card can not grant them access to? Cars, furniture, clothing, etc. Because alot of emphasis has been put onto these cards where it is a bit concerning.
We want them to have a strong currency. Not a Ration Card as a primary source of income. That's why in 2010 the International Monetary Fund in February 2010 described the system as ‘an inefficient generalised benefit that distorts private sector activity’." Is the Energy Card the Ration Card? If so I guess this implies the HCL? IMO

MilitiaMan: The ration card, as a digitized card may be more efficient and specific to items directly. They'll not be able to use for unsupported items. As you point out the system was seen and known to be antiquated and a drag on the system with it's inefficiencies.
This new emergency security food law being synonomous with the budget, may very well be the conduit to the 2022 budget powered by the HCL.
Yes, I do believe the HCL is done, the Food Law is done and even it may be possible that the gov is done as well. As they had a quorum yesterday with 250 seats showing up. Voted, then adjourned.

MilitiaMan: Was there other laws on the table in the meeting yesterday outside of the Emergency Security for Food Law? Amendments to the Natural Resources, Oil and Gas Law? They don't say.
In addition, today they are discussing the cooperation with the judicial authorities in enacting important laws. They again don't say which ones.
However, we see this from Sadr's group below. My view is they tell us clearly what is on the table. The ration card in it's entirety is the food law, the electric it their life blood A/C and Fuel (energy) is the Natural Resource, Oil & Gas Law (NGO) or commonly the HCL..
If that is the case, there is good reason to hide those sensitive issues. At least for the short sensitive time that is before them..
The words "enacting and implementation" are synonymous. Just as the EFL and 2022 Budgets are.. Throw in the energy card and we have some serious on goings. I like what we are seeing.. ~ MM
For his part, a source in the "Save a Homeland" coalition told Shafaq News Agency, "The law of emergency support for food security will be passed and all members of Parliament will vote on it, and it will find its way to implementation without interfering with any party, as it is concerned with securing food in addition to supporting energy fields and service and development projects."

MP from the State of Law coalition, Alia Nassif, said on Wednesday that if the election of the president of the republic and the formation of the government are not completed, "we must go to the option of dissolving parliament."
Nassif added in an interview with the official "Al-Sabah" newspaper, which was followed by "Mawazine News", that "the continuation of the current situation means the continuation of the caretaker government, deficient in powers restricted and governed by the decision of the Federal Court and an internal system, and criticizing any action it takes, so if this obstruction remains, let us go to dissolution of Parliament.
And she continued, "There is a call before the Federal Court to challenge the legitimacy of the House of Representatives and call for its dissolution because it violated the decisions of the Federal Court or that it was unable to complete the vote on the President of the Republic in order to end the government's work and choose a new government." Samson: A New Political Proposal To Hold A Popular Referendum On The Dissolution Of Parliament

The prominent Iraqi politician Nadim Al-Jabri confirmed, on Wednesday, the possibility of the Federal Supreme Court resorting to a popular referendum to dissolve the House of Representatives, indicating that this step will depend on the court’s interpretation that the people are the source of all authorities and have the right to self-determination.
Al-Jabri said in a statement to "The Information", that "the invitations made by some parties to the Federal Supreme Court to dissolve the House of Representatives are obligatory, and the results will be announced soon."
He added, "The court may reject these demands due to its lack of direct jurisdiction in the decision to dissolve the House of Representatives, which is the largest and most important legislative authority in the country, or to go to the popular path."
Al-Jabri explained, “The interpretation of the constitution indicates that the people are the source of powers, and the court may interpret that paragraph and call for a popular referendum to decide the fate of Parliament and the people’s representatives across the same street.” LINK

Fadlallah indicated, "The purpose of approving this law came to empty the government's budget of the financial surplus, and there will be 10 trillion dinars internal and external borrowing."
He recalled by saying, "We warned in advance of the repercussions of the war in Ukraine, and the government did not move a finger, and Iraq is on the verge of deliberately cutting off electric power due to the failure to agree on forming a government."
He added, "There is a large looting of Iraq's money, and the caretaker government does not have the ability to reject and approve laws, and the emergency support law did not mention the central and southern provinces."
And Fadlallah said, "The law, in principle, is incorrect, and the height of the crime is the failure to allocate funds for it to the central and southern governorates."
He stressed "the importance of putting the weight of the law on food and water and promoting the food security industry."
The head of the National Forces Alliance bloc, Faleh Al-Sari, called on the House of Representatives to legalize the proposed law on emergency support for food security and development.
Al-Sari said in his intervention in today’s parliament session, if necessities must allow prohibitions, the proposed law must be codified and refined, and its main and primary goal is the problem that the citizen and the world suffers from, which is food, medicine and electricity.
He added, as for the proposed law to branch out and move forward with other directions, activities and ministries, it will expose the House of Representatives to criticism and that it did not proceed with laws and legislation while it is under oath to respect laws and legislation, calling on the Presidency of the House of Representatives to take into account the observations it raised.
The House of Representatives had completed in its session today, Tuesday, the second reading of the proposed law on emergency support for food security and development. LINK

Russia's Sberbank confirmed, on Tuesday, that its exclusion from the SWIFT system for international money transfers, based on the European Union's decision, will have a limited impact.
"We are operating normally - the main restrictions are already in place," said the bank, which has previously been targeted by US and British sanctions. He added that "the exclusion from the SWIFT system does not change anything in the situation with regard to international payments." He stressed that "the internal operations in Russia do not depend on SWIFT, and the bank will implement them normally."
The United States imposed strict restrictions on Sberbank; In early April, it froze all of his assets “associated with the US financial system” and prevented him from conducting transactions with US actors. The United Kingdom also froze the assets of Russia's largest bank.

The Russian Central Bank reported that the West's precedent of freezing part of Russia's international reserves will prompt other countries to rethink the risks of placing their reserves in dollars and euros.
The Russian Central said that “the precedent of freezing the gold and foreign exchange reserves of the Bank of Russia (the Central Bank of Russia) will lead to the fact that the central banks of the world will rethink the risks of placing their reserves in US dollars and the euro. It is possible to expect an increase in the demand for gold and a decrease in the role of the dollar and the euro as reserve assets.”
After Moscow launched a special military operation in Ukraine, Western countries imposed sanctions on Russia, affecting companies, individuals and economic sectors, and within the framework of the sanctions, Russia's international reserves estimated at $300 billion were frozen.
Earlier, Russian President Vladimir Putin warned Western countries against confiscating Russian property abroad, and said that "stealing other people's property never leads to good."

Samson: Get ready for reverse currency wars

Over the past year, the US dollar has appreciated against the euro by 12%, and at 0.93 to the euro, it is close to parity. If oil and other dollar-denominated commodity prices look high now, they look even higher in euros.
With the value of the US currency rising, and inflation in many countries at levels not seen in decades, we may now be entering so-called “reverse currency wars” – where countries compete to enhance the value of their currencies against foreign currencies.
Originally, the term “currency wars” was a decorative description of what international economists have long called “competitive devaluations” or, after floating exchange rates began in the early 1970s, “competitive depreciations.”
In these situations, countries feel aggrieved that their trading partners deliberately pursue policies aimed at weakening their currencies in order to gain an unfair advantage in international trade.
Competitive devaluation may arise when all countries' major macroeconomic objectives, in addition to maximizing GDP growth and employment, include improving their trade balances. This generally describes the last few decades in the global economy.
On the other hand, reverse currency wars involve competitive currency appreciation. Here, countries imagine that their trading partners are deliberately trying to strengthen their currencies in order to rein in inflation. This could describe the period that began in 2021, when inflation returned to pose a severe problem in most countries.
In either case, it is impossible for all countries to pursue such strategies, because it is not possible to move exchange rates in the same direction simultaneously. Competitive devaluation or valuation is often seen as evidence of a lack of international cooperation to stabilize exchange rates, which sometimes causes calls for a new Bretton Woods-style arrangement for greater policy coordination.
The United States has often been quick to claim that other countries' currencies are unfairly undervalued. Since 1988, Congress has required the Treasury to submit semi-annual reports on whether America's major trading partners are manipulating their currencies. China and other Asian countries are the most common targets. But Switzerland, too, has always been in doubt, even though the Swiss franc can easily be considered the most expensive major currency by other standards.
In February 2013, the US Treasury took charge of a micro-form of the Bretton Woods agreement under which the G7 countries would refrain from taking any steps to devalue their currencies. In fact, the 2013 agreement is unknown to many, but it worked. Over the last decade, the G7 member states have not intervened to sell their currencies in the foreign exchange market.
As for China, which is not a member of the Group of Seven, it intervenes in the currency market. But since 2014, it has been doing so to slow, not encourage, the renminbi's depreciation.
The phrase “currency war” was coined in 2010 by Brazilian leaders to protest the monetary policies of the United States, Japan, and other countries. They did not accuse the US Federal Reserve or the Bank of Japan of openly devaluing the dollar or the yen, or interfering in the foreign exchange market to push the two currencies down, but rather of adopting excessively accommodative monetary policies.
Brazilian policymakers claimed that their American and Japanese counterparts cut interest rates to zero and then made matters worse by introducing quantitative easing, deliberately devaluing the dollar and the yen, thereby boosting net exports, and exporting unemployment to their trading partners.
Similarly, no one today is accusing the US authorities of using foreign exchange intervention to raise the value of the dollar. Rather, the complaint revolves around the fact that the current interest-rate increases by the Federal Reserve are attracting capital inflows to the US and strengthening the US currency, leading to higher international interest rates and thus keeping global growth below its potential.
Fears of competitive devaluation are not without historical precedents, most notably in the 1930s, when major powers devalued their currencies against gold and thus against each other. But is there also precedent for competitive valuation?
Some observers have claimed that the early 1980s provided just such antecedents. When the Federal Reserve, led by Paul Volcker, decided to raise interest rates sharply to combat inflation, he knew that the appreciation of the dollar would help him in this task. But the corresponding depreciation of the currencies of US trading partners exacerbated their inflation rates and forced them to raise interest rates as well.
The most likely victims of today's euro appreciation are not the other big rich countries, but the emerging and developing economies. Many of them have large dollar-denominated debt, which has been exacerbated by the fiscal spending required to combat the COVID-19 pandemic. When the value of the dollar rises, the costs of debt servicing in local currencies increase. The combination of rising global interest rates and a stronger dollar could trigger debt crises, as happened in Mexico in 1982 and 1994.
But not all fears of competitive currency appreciation are justified or worth reforming the international currency system. Unlike most central banks, the Bank of Japan maintained a very loose monetary policy throughout the past year, continuing its long-running campaign to increase growth and inflation. So, while the Federal Reserve is raising interest rates in an attempt to slow the rate hike in the US, Japanese interest rates are still zero or less. As we expected, the widening interest rate differential has caused the yen to depreciate by about 15% against the dollar over the past year.
On the whole, such a large change in the exchange rate of the dollar against the yen is not a real problem. It pushed prices up in Japan while putting pressure on inflation in the United States. This is what both countries have been striving to achieve. Floating currencies allow each country to pursue monetary policy that suits its own circumstances.
But with high global inflation likely to persist for some time, the odds of counter-currency wars rise. Instead of racing to the bottom in the foreign-exchange market, we may see a rush to the top – and the poorest countries are likely to suffer the most in the process. LINK

Crude oil prices rose today, Tuesday, after the European Union agreed to reduce oil imports from Russia by the end of 2022.
The decision raised supply fears amid increased demand ahead of the peak summer driving season in the United States and Europe.
Brent crude futures for July were at $1.45 to $123.20 a barrel at 04:40 GMT. US West Texas Intermediate (WTI) crude futures were trading at $118.49 a barrel, up $3.42 from Friday's close. LINK

Tivon Cont….Why? Because a parliament member commented on why they were willing to forego the 2022 Budget temporarily all together if they pass the F.S.L. so the citizens can afford basic necessities while they figure out who will be a part of the government.
So with that said I personally expect that a rare should be revealed shortly after the session tomorrow when they pass the F.S.L.. If anyone disagrees please tell me what's your perspective on this topic. Because aren't they using the surplus from oil to finance both Food Security & The 2022 Budget?

This is what gives it it's excitement and anticipation as to the results of the session tomorrow. They found a way to work around the political blockage that Al-Zamili stated was not causing obstruction to get things done in a legislative manner that brought us to where we are now.
I do not see how this week is shaping up to slow down anything forthcoming in regards to the entitlements the citizens have waited for long enough. IMO

Samson: Finance Committee: The proposal for the emergency support law will be passed by a majority

Monday, the Parliamentary Finance Committee confirmed that the emergency support law will be passed a week after the second reading, while noting that the Ministry of Health requested the allocation of 1.3 trillion dinars to its budget within the law.
A member of the committee, Sattar al-Atabi, said, "The committee hosted stakeholders regarding the proposal for the emergency support law," noting that "the members of the committee are determined to discuss the provisions of the law until it is properly matured." He added, "We are trying to pass the law within a ceiling of 25 trillion dinars," noting that "there are no obstacles or impediments regarding the law."
He continued, "The Ministry of Health requested the allocation of 1.3 trillion dinars to its budget within the emergency support law," noting that "the law will be presented tomorrow for the second reading and will be voted on a week after the completion of the second reading."
And he indicated that "the law will be passed by a majority of two-thirds of the members of the House of Representatives," warning "some political parties against putting the law into the political conflict."
TIVON: The Ministry of Health requested the allocation of 1.3 trillion dinars to its budget within the law. Very key statement made here as you look back on the multiple articles stating Food Security Law & 2022 Budget are synonymous.
The request should imply that the allocations will also go towards the Ration Cards as well which is VISA/Master Card which would require a rate if citizens are looking to afford food, products, and services due to the high prices if I am not wrong on the assessment given that all of this will come from the Oil surplus?
But do they have to release the exchange rate to utilize that surplus is the primary question I hope can be answered soon now that it is a week out from passing.
Because after all isn't this "The Big Cheese" in terms of funds avaliable within the law? What investment projects in Iraq that will generate income? If so shouldn't this income come with "Purchasing Power"?
Aren't certain members of the government looking to pass laws without the formation of the government? Would the Food Security Law qualify? If so why not the 2022 Budget which Al-Kazemi could have legal grounds to pass if granted the authority. Oil & Gas Law should also go down the same route. IMO

Today, Tuesday, the Parliamentary Finance Committee announced the allocation of 10 trillion dinars for the development of the regions within the law of emergency support for food security and development
Committee member Ikhlas al-Dulaimi told the Iraqi News Agency (INA): "The committee hosted the committees of the regions and the migration and the displaced to find out the needs of the provinces, regions and the displaced," noting that "the emergency food security support law allocated 10 trillion dinars for the development of the regions, except for the petrodollar
She added that "the law did not allocate any funds to immigration and the displaced," stressing the need to "find financial allocations to the displaced within the emergency support law because the camps suffer from major problems
And she added, "The law can change completely or some of its parts after the second reading, and there are observations made by committees and specialists," explaining that the law is preliminary and will be discussed and amended during the upcoming sessions

These are the lingering questions that some ponder about in the midst of all of the political jargon as we march towards another month without none of the above occurring thus far. How close are we really? The summer is now upon us as the saga of the Iraqi Dinar continues. What will be in store for us this coming June? IMO

1) No imo. The FSL was created to be used to give their citizens immediate relief until the 2022 budget is passed & opened. The FSL is synonymous (similar) to the 2022 budget, because it has a budget of it's own. As well, the FSL has money set aside from oil rise surplus to fund the FSL. I think the FSL is good for the citizens in the short term, but it takes away from the 2022 budget.
2) Again, no, I don't think that is realistic.
3) I would hope the oil & gas law gets worked out in time prior to the 2022 budget opening. As far as it being required prior to a rate change, it would certainly be beneficial to their citizens.
4) Yes imo. The FSL & the 2022 budget are separate animals, but are similar (synonymous) because they both have a budget.
5) Certainly a new GOI is needed imo. Or for the current to be given full authority. As far as the NSCN's, I would think they would be released simultaneously with the MR or shortly after. Prior to the monetary reforms release would be pointless.
6) Honestly, I would think the ATM's would not be an issue

TIVON: I couldn't post my last few questions as this last one is the wildcard given it hasn't been defined as a priority just yet. And that is the "Citizens Entitlements".
What falls under this? Because this is also apart of the Food Security Law. Is it the Oil & Gas? Purchasing Power? Because this puts all those other questions in perspective. The final vote is a week out. What will they add to the law that will warrant a rate change that is conducive to the entitlements the citizens are seeking?
They stated that The House of Representatives assessed the criticality of the financial situation and the need to provide the necessary funding to address basic expenses and aspects that directly affect the livelihood of the citizen and the food basket, support for strategic storage and the poor classes, in addition to paying the dues of farmers and farmers in order to support the local product and reduce dependence.
What would this require if they are speaking on the livelihood of the citizens? What is the one thing that can produce a daily advance towards a stable life for an Iraqi? The Oil & Gas Law right? Well if that is a yes this would fall under the Food Security Law.
Didn't they state they are trying to pass laws without a formation of government? Because at this point the formation of a government is a formality and not a requirement. Because some in parliament and the House of Representatives do not see it as a priority to get things done on behalf of the citizens.
The Finance Committee is looking to revitalize the entire economy with the FSL. How can they begin to do this without a 2022 Budget? Someone seems intent on using the FSL to accomplish many things. Including a rate change. IMO.

He explained, "If the problem is to dissolve parliament, we are ready for the constitutional text, and the parliament must dissolve itself, and thus represent the will of the Iraqis, and when there are real popular demands, we are ready to go in this direction."
Al-Jubouri indicated that "the Alliance to Save a Homeland was determined from the first moment to achieve a national project that differs from the old projects, or to start an initiative that there would be a majority government plus a constructive national opposition, not a destructive one."
He continued, "Therefore, if the Alliance to Save a Homeland is on one side, it is not a problem, because it aspires to be a political project and not an electoral project for the president of the republic or the formation of the government." LINK

The Industrial Bank revealed, today, Sunday, an increase in the rate of industrial growth in the country due to the high exchange rates of the dollar, while stressing that the opening of new branches in the provinces needs a financial allocation within the budget.
The Director of the Bank, Bilal Sabah Al-Hamdani, said, “The Central Bank’s initiative is excellent for medium and large projects, and its duration is 15 years, and the average interest is 2%, and for large projects 3,” noting that “we have started working on the initiative, but Iraq needs thousands of factories and we are trying to provide loans.” hundreds of factories.
He pointed out that "the Industrial Bank is self-financing and has capital to lend to customers, but there is an increase in the size of the national industry and the demand significantly," noting that "the previous years, the request for loans came for projects under establishment and new, with limits of 100-150, and currently the demand reaches thousands, and this because of the exchange rate change, which led to the importer being expensive and the local product being cheaper than the importer, which made businessmen, traders and importers think about setting up factories inside Iraq.

Like the edible oil factory that used to import the raw material from Ukraine, and today the import has been stopped, and the factory is resorting to other countries where the raw materials are more expensive, and this is beyond our control, and there is also mismanagement, but we in the bank are in control of the issue.”
He added, "Most of the factories began to rise at the rate of growth for industry, but the average number of factories is few and we need thousands of factories. The Parliamentary Legal Committee announced today, Sunday, its intention to legislate a number of important laws that are intended to strengthen the work of the next government, noting that among them the oil and gas law.
Committee member Aref Al-Hamami said in an interview with (Baghdad Today), that "there are bills that have been on the shelves of Parliament for years, and therefore it has become necessary to pass them and reformulate them."
He added that "the Federal Oil and Gas Law is the most important draft of laws that we intend to pass to regulate the oil relationship between the center and the region." LINK

The former representative of the Al-Fateh Alliance, Walid Al-Sahlani, confirmed that the coming days will witness a breakthrough to the current political crisis, pointing out that the framework initiatives, international pressures, resolving the situation from some parties of the Triple Alliance, and the Kurdish dialogues all lead to détente.
Al-Sahlani told Al-Maalouma, "The coordination framework launched many initiatives in order to solve the political blockage, especially since the political process cannot be saved in this way and therefore does not serve the interest of the people and affects the country in general." TIVON: This article is a banger for several reasons. One major one coming from an advisor from Al-Kazemi when he mentioned that the two legislative laws that have a right to use the savings/reserves was the Food Security Law & 2022 Budget Law.
On top of that he also stated that the rise in Iraq's hard currency reserves will increase confidence in the Iraqi dinar and will increase its stability," stressing that "the Iraqi dinar is approaching "Full Coverage" 😀 of hard currency reserves in light of the current exchange rate." Do you know how heavy this statement is? I wonder why no one has commented on this revelation.
Listen, especially to this one particular gentleman Al-Zamili working on behalf of the citizens and not partisan self serving oligarchs when he officially stated that work in the legislative body continues without any disruption regardless of what is going on with the political impasse.
They are still voting/passing laws. So keep in mind that the Food Security Law has legal privileges to exploit reserves just as the budget Law does. And if the two are synonymous and we know the budget needs a rate to be operational to allocate funds to departments, projects, and agriculture. Wouldn't that mean the same for the FSL? Food, Poor Classes, and Investments were/are the three major areas where the surplus from oil was going to be spent on.
Mazhar also mentioned that "the reserves also have a function in the process of financing foreign trade, which is related to development through the import of production means and supplies that will revive economic development." These reserves maintain the "Purchasing Power" of individuals, as it preserves the real income of the individual from fluctuations in the event of the deterioration of the dinar.

TIVON: When you look into the fine print of the article you will notice that they don't even make an attempt to clarify their point about the Food Security Law that was rejected by the courts that was a Draft Law that has since then been amended and passed a 1st Reading on that law in which the 2nd/3rd Reading is supposed to happen this Tuesday.

An informed source at the Ministry of Water Resources stated, on Sunday, that excavation work led to the discovery of oil-generating rocks close to the surface of the earth.
The source told Shafaq News Agency, "A team affiliated with the Ministry of Water Resources, when digging a water well in the Tel Abta area, southwest of the city of Mosul, found hydrocarbons within the sandy rocks in the formation of the hole at a depth of 117 m, which is an indication that the area contains large quantities of unexplored oil." close to the earth's surface.
