That is the old term.......They are now called Cash Sales. IMO Nothing more than Currency Exchanges.
Please keep in mind that Iraq still does not have a currency that is internationally accepted so if anyone in Iraq travels anywhere, they would have to have a currency that is internationally tradable. Thus since Iraq has been using the USD for trade in Iraq, it just makes sense that they would exchange Dinar for USD when traveling. This also includes the Kurdistan region.
As Frank (and articles) have been telling us, the currency sales have been transformed to keep Iran from getting USD. Blessings,

At least two protesters were killed and dozens wounded in an attempt by security forces to break up demonstrations near a bridge in central Baghdad, Reuters news agency reported on Thursday.

Samson: Khalidi: 70 deputies have signed so far to dismiss Abdul Mahdi

The head of the parliamentary bloc of parliamentary good Mohammed al-Khalidi, on Wednesday, the signing of 70 deputies to dismiss Prime Minister Adel Abdul Mahdi from office, pointing out that the dismissal of the Iraqi government has become a parliamentary requirement.
Khalidi said in a statement to the information, that "the dismissal of the government has become a matter of fact because there were violations in their period and during the demonstrations as well."
He added that "the number of signatories of deputies to dismiss Prime Minister Adel Abdul-Mahdi, according to Krupp Council, 70 deputies," stressing that "the number is possible to increase because of the development of attitudes experienced by the country."
Qusay Abbas, a member of the Fatah alliance, said in a statement earlier to the information, successive governments are responsible for what the country has reached for 16 years, pointing out that the government failed to deal with the crisis of demonstrations. LINK

A specialized company has ranked the most dangerous countries in the tourism sector and is located mainly in Africa and the Middle East.
According to the company, Iraq, Syria, Libya, Yemen and Afghanistan are the most dangerous countries to travel in 2020. This conclusion was reached by experts of a foreign company specializing in tourism and medical safety.
Experts also identified countries where viral diseases are easily present - in the Central African Republic, South Sudan, Eritrea, Liberia, Guinea and Nigeria. Traffic accidents are most common in the Dominican Republic, Saudi Arabia, Thailand, Vietnam and Venezuela.
According to experts, the safest countries for travelers are Finland, Iceland and Norway. Slovenia, Denmark, Luxembourg and Switzerland were highly rated. The level of risk for tourists traveling to Russia is average.
