The source said that "Allawi met with Al-Halbousi during the past hours, where the latter presented 3 personalities to the assumption of 3 ministries in the Allawi government," noting that "Allawi agreed to this request."

The source added, "Allawi has allocated 7 ministries to the Sunni component, 3 of which will be nominated by Al-Halbousi, and 4 of them will be chosen by Allawi himself," stressing that "Al-Halbousi persuaded his deputies to vote tomorrow to pass the ministerial team."

The deputy of the Alliance of Raiders Riyad Al-Masoudi revealed in a previous statement the launch of a round of talks between Prime Minister-designate Muhammad Tawfiq Allawi and the political blocs rejecting him, noting that the last hours talks will pass the Allawi government.

Chattels   For a parliament session to obtain a quorum, half plus one of its members must show up to vote — which is 168 members. Half plus one of the attendees must vote for the Cabinet to approve it.

This means Shiite parties can hold the parliament session or make quorum without the Sunni and Kurds, but today there were Shia defectors also and even if the Shia can muster quorum and decision without the support of Sunni and Kurdish parties will add to an already divisive situation in Iraq, in my view.

Futures fell as much as 5.3% in New York on Thursday and headed for the worst weekly loss since 2014. Global stocks also tumbled, with the six-day slide pushing the S&P 500 and Dow Jones Industrial Average indexes down by 10% from all-time highs set this month.

Germany said the virus was likely at the start of an epidemic and Saudi Arabia halted religious visits. In addition to crude, diesel has also plummeted, with heating oil futures in New York trading at the lowest since July 2017.

 “We’ve dived deeper into this well,” said Bob Iaccino, market strategist at Path Trading Partners. “Until the virus outbreak gets under control it’s going to be the driver of everything. We still don’t know the full effect on demand but it’s going to be terrible.”

U.S. data that showed a smaller-than-forecast increase in crude stockpiles failed to arrest the slide. Oil has fallen more than 24% this year as the virus hit a market already awash with supply. Investors are assessing whether the Organization for Petroleum Exporting Countries and its allies will be able to agree on deeper output cuts at a meeting in Vienna next week.

Oil could fall below $30 a barrel if OPEC+ fails to agree a production cut, Standard Chartered Plc analysts Emily Ashford and Paul Horsnell wrote in a report. Russia has so far resisted pressure from Saudi Arabia for an OPEC+ agreement to cut production further as the virus hits demand

The oil sector's vessels were excluded from the ban on stopovers at Kuwaiti ports.

This coincides with the announcement by the Kuwaiti Ministry of Health earlier Wednesday to monitor two new cases of MERS-CoV infection in the country, linked to "travel to Iran".

The Ministry of Health said in a statement that the total number of people infected in Kuwait has reached 11 so far.

Kuwait had earlier announced the suspension of flights to a number of countries that recorded mers-CoV infections.

Economy News – Baghdad   The Iraqi Stock Exchange announced sunday that 5 billion shares traded at a value of more than 4 billion dinars last week.

"The number of companies traded in the past week was 46 out of 104 listedcompanies," the market said in a press release.

"The number of shares traded reached 5.915 billion shares, down 19.8% from last week with a financial value of 4.407 billion dinars, a decrease of 72.6% compared to last week, achieved through 1,662 transactions,"the market added.

He noted that "the current prices were closed on ISX60 at 462.96 points, up 0.4% from last week's close."

Whitelions    Officially … The Iraqi parliament decided to postpone its special session to vote on the government of Muhammad Allawi, until next Saturday.

The decision came after disputes, some of which resulted in a quarrel between Parliament Speaker Muhammad al-Halbousi and his deputy, Hassan al-Kaabi, over the controversial session.

The dispute occurred between Al-Halbousi Al-Kaabi, due to the announcement of the postponement of the session on the passing of the government of Muhammad Allawi, which was rejected by Al-Kaabi and demanded that the attendance of the representatives present in the parliament session be checked.

For the government to obtain the confidence of Parliament, an absolute majority (50% +1) is required for the number of members present (not the total number).

According to Shafak News sources, only 105 deputies were present in the parliament session out of 329 deputies.

A parliamentary source told Shafak News, that the Prime Minister-designate Muhammad Tawfiq Allawi called for a session of granting confidence next Saturday, while Parliament Speaker Muhammad Al-Halbousi urged that it be held on Sunday, which called Al-Halbousi to hold a meeting with all the leaders of political blocs to resolve a deadline to vote on the government .

He added that the last decision went with the holding of the extraordinary session next Saturday.
