The Central Bank of Iraq (CBI hereafter) is working hard to monitor and stabilize the foreign exchange rate, as it is the main instrument in has to control money supply and achieve other targets where traditional monetary policy instruments are ineffective .
Since 2004 the CBI has intervened directly in the foreign exchange market using an auction window as an instrument in the open market. The auction window for selling foreign currency is the main formal channel to meet the demand for foreign currency."

"However, to assess whether the pressure is absorbed by e or by r, Girton and Roper (1977) and Connolly and Silveira (1979) suggest including a variable Q =(e-1)/(r-1) on the right-hand side of Equation (7). The variable Q can identify the method that a central bank uses to absorb pressure in the exchange market.
The central bank uses exchange rate depreciation when the coefficient of Q is significant and positive, while a significant and negative coefficient of Q implies that more pressure is absorbed by reserve losses. The central bank is not sensitive to the changes in the EMP components when the coefficient of Q is insignificant. "

Chattels For a parliament session to obtain a quorum, half plus one of its members must show up to vote — which is 168 members. Half plus one of the attendees must vote for the Cabinet to approve it.
This means Shiite parties can hold the parliament session or make quorum without the Sunni and Kurds, but today there were Shia defectors also and even if the Shia can muster quorum and decision without the support of Sunni and Kurdish parties will add to an already divisive situation in Iraq, in my view.

FEB. 27, 2020 WORLD OIL NEWS NEW YORK (Bloomberg) --Oil continued to plunge after closing at a 13-month low as more new coronavirus cases were reported outside of China, adding to fears the world is on the brink of a pandemic that will stunt economic growth.
Futures fell as much as 5.3% in New York on Thursday and headed for the worst weekly loss since 2014. Global stocks also tumbled, with the six-day slide pushing the S&P 500 and Dow Jones Industrial Average indexes down by 10% from all-time highs set this month.
Germany said the virus was likely at the start of an epidemic and Saudi Arabia halted religious visits. In addition to crude, diesel has also plummeted, with heating oil futures in New York trading at the lowest since July 2017.
“We’ve dived deeper into this well,” said Bob Iaccino, market strategist at Path Trading Partners. “Until the virus outbreak gets under control it’s going to be the driver of everything. We still don’t know the full effect on demand but it’s going to be terrible.”
U.S. data that showed a smaller-than-forecast increase in crude stockpiles failed to arrest the slide. Oil has fallen more than 24% this year as the virus hit a market already awash with supply. Investors are assessing whether the Organization for Petroleum Exporting Countries and its allies will be able to agree on deeper output cuts at a meeting in Vienna next week.
Oil could fall below $30 a barrel if OPEC+ fails to agree a production cut, Standard Chartered Plc analysts Emily Ashford and Paul Horsnell wrote in a report. Russia has so far resisted pressure from Saudi Arabia for an OPEC+ agreement to cut production further as the virus hits demand
