"A stable exchange rate is an important objective for central banks and can be used as a monetary policy instrument to stabilize price levels. The nature and structure of the Iraqi economy, with its undeveloped financial system, makes the foreign exchange rate an important monetary policy instrument to stabilize and control economic agents’ and individuals’ inflation expectations.
The Central Bank of Iraq (CBI hereafter) is working hard to monitor and stabilize the foreign exchange rate, as it is the main instrument in has to control money supply and achieve other targets where traditional monetary policy instruments are ineffective .
Since 2004 the CBI has intervened directly in the foreign exchange market using an auction window as an instrument in the open market. The auction window for selling foreign currency is the main formal channel to meet the demand for foreign currency."
sandyf For those that are a bit confused the following should clarify matters.
"However, to assess whether the pressure is absorbed by e or by r, Girton and Roper (1977) and Connolly and Silveira (1979) suggest including a variable Q =(e-1)/(r-1) on the right-hand side of Equation (7). The variable Q can identify the method that a central bank uses to absorb pressure in the exchange market.
The central bank uses exchange rate depreciation when the coefficient of Q is significant and positive, while a significant and negative coefficient of Q implies that more pressure is absorbed by reserve losses. The central bank is not sensitive to the changes in the EMP components when the coefficient of Q is insignificant. "

chattels ERBIL, Kurdistan Region – Iraq’s parliament has postponed a vote on whether to approve Prime Minister-designate Mohammed Tawfik Allawi’s new cabinet until Saturday after the legislature failed to meet quorum on Thursday.
chattels Just 120 MPs turned up to the session in Baghdad – shy of the 165 needed to meet quorum. Kurdish and Sunni parties seem to have deliberately avoided the session, alongside some Shiites, because they are worried Allawi intends to exclude their choice of candidates from power.

chattels A difficult translation, but it appears that it is saying that the failure of Parliament to convene a quorum and vote on the Allawi government tomorrow is not a failure of Allawi, but of the Parliament. The inference is that if there is no vote them the designation by Salih of another as Prime Minister under the constitution is not operative.

"The speaker of the parliament, Mohamed Al-Halbousi, announces the approval of the presidency of the parliament on the request submitted by the prime minister in charge of postponing the extraordinary session in order to complete the formation of his ministerial cabinet until Sunday, March 1, 2020, at one o'clock in the afternoon," the statement said.
The Prime Minister-designate, Muhammad Tawfiq Allawi, addressed this evening the House of Representatives to postpone the extraordinary session scheduled for tomorrow, Saturday, until next Sunday, "in order to complete the cabinet formation,"
