"It must be clear to all that any amendments being made must reflect the reality of the differences and the uniqueness of the country's components and that the rights of all sides must be stipulated in it," Barzani went on to say.

"We will not impede any amendment aimed at improving the life and management of Iraq, but any amendment which will create inequality or harm democracy and federalism [will be impeded]," he warned.

Economy News – Baghdad   Baghdad province has revealed preparations for the implementation of the project of the five cities surrounding the capital, which includes 100,000 housing units to be distributed among the poor.

The governor of Baghdad, Mohammed Jaber al-Atta, told al-Sabah newspaper that the province, among its plans to provide adequate housing for The Citizens of Baghdad, is seeking to completethe project of the five residential cities surrounding the capital.

He said the project includes the creation of land in areas of the outskirts of Baghdad such as Nahrawan, Taji and Abu Ghraib, as well as Mahmoudiya and Husseinia to build 100,000 full-service housing units, he said, adding that the province is working to coordinate with the Ministry of Labor and Social Affairs to provide it with the names of the poor within the base.

"The pace of work is constantly increasing to complete the industrial city in Dhi Qar province with the follow-up and supervision of the directorate," said The Directorate's Director General Salam Saeed Ahmed, in a press release, stressing that "97 percent of the first and second phases of the project are achieved."

"It is hoped that the city will open its doors soon to support many Iraqi families, especially the people of Dhi Qar province, as it will provide more than 5,000 jobs for various disciplines with 25 workers in the industrial block out of a total of 200 industrial blocks covering all food and construction industries," he said. Economy News - Baghdad:   Oil prices stabilized Tuesday as investors kept an eye on u.S. inventories data due later Tuesday, after two days of gains by crude due to positive economic data and hopes for a trade deal by Washington and Beijing. .

By 0739 GMT, brent crude futures had fallen by a cent to $62.12 a barrel after rising 0.7 percent in the previous session.

U.S. crude futures fell nine cents to $56.45 a barrel.

U.S. crude oil inventories are expected to rise last week, while oil inventories are likely to fall,according to a preliminary Reuters poll on Monday.

Oil has been supported by hopes for a trade agreement between the United States and China, the world's two largest oil consumers, which could boost demand.

Oil investors are closely following the initial public offering of Saudi State Oil Company Saudi Aramco, which is expected to be the largest listing in the world.

On the supply side, Russia cut its oil production to 11.23 million barrels per day last month from 11.25 million barrels per day in September, but again missed its pledge under an agreement to curb production.

Then it will be presented for a referendum to the people within a period that does not exceed two months from its approval date in the parliament.

The bank's information office said in a statement received by The Economy News, that the bank continues through its branches to pay salaries of state employees, retirees and other categories, as well as the distribution of the benefits of private outlet owners without interruption after large sums of money were allocated to feed its branches.

The bank invited employees and retirees to visit one of its branches and receive his salary at any time.

The bank's information office said in a statement received by "Economy News" a copy of it, that the bank's services to citizens and employees included loans of investment housing units of 100 million dinars to employees and 50 million dinars for citizens to ensure a guarantor and be laid off The sponsor for employees whose salaries are provided exclusively with the bank."

The bank confirmed that the construction loans to citizens amounting to 50 million dinars after the provision of a real estate bond for residential land, provided that the area is 200 meters or a building permit is approved in the name of the loan student exclusively for a period of ten years.

"The advances ofthe employees of the home state departments are paid exclusively by the bank alone, the highest of 25 million dinars and the electronic submission from the bank's branches," he said.

"The news that some are circulating about the increase in the amount of administrative commission for private outlet owners is unfounded," the bank's press office said in a statement seen by Economy News.

"The commission is fixed and will not change and employees, retirees or private office owners will have to receive their financial dues from the bank's branches in Baghdad and the provinces in order to provide sufficient financial liquidity," he said.

Economy News – Baghdad   Iraq is rehabilitating a bank completely destroyed by the terrorist group ISIS, which will soon open to trade with Syria through the only current border crossing between the two countries.

"The process of rehabilitating a branch of al-Rasheed Bank, in the judiciary, west of Anbar, has begun to deposit a tax and the money for syrian trucks entering the country," said Ahmed Gedyan, the head of iraq's border area with Syria, in a statement quoted by Sputnik news.

"The bank's branch is completely destroyed, inside al-Qaim, which is about 300 metres from the border crossing with the Syrian city of Albu Kamal," he said.

"The bank only has a non-destructive wing, which is being rehabilitated, because of the heavy amount of money deposited from trucks entering Syria, iraq, tax, and others," he said.

Gideon revealed that the bank's wing will open very soon, noting that the only place where the money will be deposited in and out of trucks currently stopped is because the large funds are available only through the fortified fortress.

"Work on the rehabilitation of the al-Rasheed Government Bank wing in the city has been going on since last month," he said.

He explained the reasons for the delay in resolving the entry order, and the exit of commercial trucks between the two countries, through the port to the decision issued in accordance with the agreement between the Iraqi and Syrian sides, which stipulates that Syrian truck drivers must review the Iraqi embassy, in Damascus, to obtain a multilateral visa.

The bank's information office said in a statement received by The Economy News, that the bank continues through its branches to pay salaries of state employees, retirees and other categories, as well as the distribution of the benefits of private outlet owners without interruption after large sums of money were allocated to feed its branches.

The bank's information office said in a statement received by "Economy News" a copy of it, that the bank's services to citizens and employees included loans of investment housing units of 100 million dinars to employees and 50 million dinars for citizens to ensure a guarantor and be laid off The sponsor for employees whose salaries are provided exclusively with the bank."

The bank confirmed that the construction loans to citizens amounting to 50 million dinars after the provision of a real estate bond for residential land, provided that the area is 200 meters or a building permit is approved in the name of the loan student exclusively for a period of ten years.

"Theadvances ofthe employees of the home state departments are paid exclusively by the bank alone, the highest of 25 million dinars and the electronic submission from the bank's branches," he said.

The Commission of Integrity, an entity connected with the Iraqi judiciary, said that warrants were issued to arrest and summon 60 Iraqi officials on corruption chargers.

A statement by the commission said that the warrants targeted ministers and ex-ministers, several members of parliament, in addition to governors and local officials.

According to the statement, a minister and five lawmakers and two ex-ministers have been summoned.

It’s also possible that parliament could remove Abdul Mahdi if one-fifth of members call for a vote of no confidence and then the vote is approved by a majority.

 If the parliament failed to form a new government, it can dissolve itself with majority vote and the current government would turn to a caretaker government and it would have to organize new elections in 60 days. Economy News - Baghdad:  Iraq's economy is slowly recovering in 2019, the World Bank announced.

"In the first half of 2019, GDP grew by 4.8% compared to the previous year, leading to a reverse shift in the contraction of the economy over the past two years," the World Bank said in a report on Iraq, seen by Economy News.

"This growth is the result of an increase in crude oil production (up to 6.3% so far) and a 5.6% recovery in non-oil economic activity in the first half of 2019 compared to last year," he said.

"The recent recovery is due to improved rainfall levels, the production of record agricultural crops, an improvement in electricity production and an expansionary fiscal policy associated with increased wage and public consumption bills," he said.

"Such positive developments are expected to raise real GDP growth to an estimated 4.6% by the end of the year," he said.

Massacre Of Karbala Protesters As Talk Begins Of PM Abdul Mahdi Resigning

chattels   President Barham Salah reportedly called an emergency meeting of the ruling parties in Baghdad to discuss an alternative to Abdul Mahdi.

As a sign that this might actually take place, a member of the Kurdistan Democratic Party told the media that the Kurdish parties would accept a new government as long as their rights were maintained. There was also a report that the prime minister might resign by Wednesday.

Will this quiet the crowds? Unlikely since they want not only the government to resign, but a new election law and then a vote to boot out the current politicians. Having a new administration put together by the current elite will likely be more of the same unless they move on these other issues.

Chattels   So here are my comments on the current state of the protest crisis in #Iraq. Plenty of others are commenting on this so I'm going to focus on what I think are the key points & hopefully not be too repetitive. Five points:

chattels   1) Given the killings in Karbala last night, tho disputes remain over # killed, the government's legitimacy is totally shot. Everyone knew the official investigation into the early Oct killings were a whitewash for the political class, but they didn't even learn a lesson from it.

chattels   2) This Abd al-Mahdi's speech just be the new wave last Thursday evening. It is a 33-minute speech filled with technocratic jargon that would have better fitted a presentation at an iqsquared debate. It is like he is stuck in op-ed mode.

chattels   3) Speaking of the Hashd: Abu Mahdi al-Muhandis knows who the enemy is - they are the Shia protesters now taking to the streets. Here is Muhandis talking about the "fitna," the "conspiracy," & he even compares them to Daesh.

chattels   4) You know the circus has gone full circle when Muqtada al-Sadr shows up at the protest site, as he did in Najaf today (having returned from Iran to Iraq).

chattels   5) This brings me to my final point, regarding the difficulties of replacing AAM when he knows full well the 165 votes for a replacement aren't there & the last thing many MPs want is another PM chosen by Amiri & Sadr.

chattels   The foregoing appears to be the tactical reason that Mahdi is not resigning. Political forces cannot effectuate a replacement under constitutional process and Mahdi is not going to resign and deliver the country into anarchy and chaos.

chattels   So, we will likely plod along in political stalemate unless there is indeed a revolution.
