chattels   Iraqi PM Abdel-Mahdi in address to the nation: I agree to early elections under a new election law. I agree to resign with the condition that political blocs nominate an acceptable replacement for me. http://mobp.as/c4I1p

chattels   A lot of if, but and maybe in the foregoing.

chattels   EXCLUSIVE: Iran intervenes to prevent ousting of Iraqi prime minister, sources tell @Reuters https://reut.rs/36fgBqS

chattels   Despite the maneuvering behind closed doors, Abdul Mahdi’s fate remains unclear. He took office a year ago as a compromise candidate between Amiri and Sadr but faces a wave of protests that has swelled in recent days.

chattels   BREAKING - ISLAMIC STATE (Isis) NAMES ABI IBRAHIM AL-HASHEMI AL-QURASHI AS ITS NEW LEADER AFTER BAGHDADI DEATH - REUTERS

chattels   ABI IBRAHIM AL-HASHEMI AL-QURASHI is a mouthful of name.

chattels   Also remember that if Abd al-Mahdi were to simply leave the office, the constitution provides that the president becomes PM. As much as people like Dr. Barham, he may be many people's favorite Kurd, but I still doubt they will let him actually become PM.

And the way to avoid this would be for parliament to refuse any resignation letter from AAM until an agreement is reached on a (Shia Arab) replacement. This opens up the possibility of a comatose govt for a period if AAM wants to resign but they won't let him. https://twitter.com/UticaRisk/status/1189999151884296192

chattels   " a comatose govt "

chattels   Dysfunctional, failed or comatose, take your pick.

chattels   This is Iraqi President Barham Salih's speech to the nation a few hours ago. https://www.youtube.com/watch?v=GKkKFFPCVRE

chattels   Perhaps the most important point is his support for early elections. But dissolution of parliament requires a true absolute majority of the body. Thus 165 MPs have to agree to put their cushy jobs at risk.

chattels   As expected Salih will propose a new election law (he gave an address on this in mid-Oct). If it is the kind of law that would open up the political system, it will be against the interests of MPs to pass it, especially if they will then be asked to vote for new elections

chattels   The point about Abd al-Mahdi being prepared to resign is not new. In fact Salih himself refers to the fact that Abd al-Mahdi's letter saying this had become public. It would require agreement on a new PM, or a vote for new elections.

chattels   Iraq’s Democracy Under a Cloud   KIRK H. SOWELL

Rife with election fraud, Iraq’s political system has sparked widespread protests one year after the country’s previous national election.

October 30, 2019   https://carnegieendowment.org/sada/80237

chattels   " .............. for Iraqis taking to the streets with frustration toward the electoral system itself, the next big question for Iraqi democracy may not be who wins, but whether voters can be convinced it even matters."

chattels   I commented a couple of days ago that the failure of a sitting government and creating the replacement government was unplowed ground for this young Iraqi democracy. If people do not believe that their vote matters then what democracy is there ?

chattels   And that's the way that it is from the news that i read out of Iraq on Thursday, October 31, 2019. Happy All Hallows Eve.

chattels   Iraq president vows early polls as protesters demand more

3 hours ago https://www.rudaw.net/english/middleeast/iraq/01112019

Chattels   In his first televised address in weeks, President Barham Salih said the country’s embattled Prime Minister Adil Abdul-Mahdi was ready to step down, but there was so far no one to take his place.

“The prime minister expressed his willingness to submit his resignation, asking the political parties to reach an agreement on an acceptable alternative,” said Salih.

He pledged to hold early elections as soon as a new voting law and oversight commission was agreed, but his speech did not appear to impress demonstrators.

chattels   Salih has held closed-door talks with top figures over Abdul-Mahdi’s ouster and parliament has called on the premier to come in for questioning.

Abdul-Mahdi has so far resisted, saying he would only appear if the session was aired on television.

Lawmakers met Thursday for a fourth consecutive day and agreed to broadcast any session live, with Sayirun MPs chanting: “Adil must come! Adil must come!”

chattels   The United Nations’ top representative in Iraq, Jeanine Hennis-Plasschaert, called for a national dialogue to draw a roadmap out of the crisis.

“Today Iraq stands at a crossroads. Progress through dialogue, or divisive inaction,” she said.

Chattels   The rallies are unique in Iraq’s recent history for their fury at the entire leadership, even normally revered clerics.

“We don’t want them, so let them leave. We also don’t want the clerics – they have no business in politics,” said Hoda, a 59-year-old in a headscarf and sunglasses protesting in Baghdad.
