Parliamentary Finance Reporter Ahmed Al-Saffar revealed, on Monday, the estimates of the frozen funds in foreign banks, indicating that most of the estimates suggest that there are no less than 500 billion dollars.
According to the official agency, Al-Saffar said, “There are estimates and there are no accurate figures, but the majority indicate that the volume of funds outside Iraq is not less than $ 500 billion.”
He added that “the process of accessing funds abroad is very necessary, as it is assumed that there will be a move by the government to retrieve it, especially as it is the easiest way to obtain funds and get out of the crisis.”
He pointed out that “if information is available about the whereabouts of the funds, in which names are they are registered, and in which banks, the government can resort to international assistance to recover these funds.”

The Independent / – Sheikh Khalifa bin Zayed Al Nahyan, Ruler of the Emirates, issued today, Monday, a federal law decree amending the provisions of Federal Law No. (2) of 2015 regarding commercial companies in the UAE.
According to a press release, according to this decree, 51 articles were amended and new articles were added, most of which focused on reorganizing the provisions for establishing limited liability and shareholding companies, exempting them from a minimum percentage of the ownership of Emirati citizens, and allowing foreigners to establish and own companies 100%.
This decree will take effect from December 1 of this year.
And the Federal Decree Law No. (19) of 2018 regarding foreign direct investment has been canceled, as the amendments to the Companies Law canceled the requirement that the foreign company have an agent who is a citizen of the state.

On Sunday, Ikhlas Al-Dulaimi, a member of the parliamentary finance committee, confirmed that no general agreement had been reached on the draft federal budget law for 2027, despite it being presented during the State Administration Coalition meeting yesterday.
Al-Dulaimi told Shafaq News Agency that the draft budget needs some amendments, noting that there is currently no government agreement between the federal government and the Kurdistan Regional Government, as well as objections to the region’s share in the budget.

The Central Bank of Iraq has directed all licensed banks to implement updated scenarios for monitoring suspected cases of money laundering and terrorist financing, setting the end of December 2026 as the deadline for completing their activation on anti-money laundering (AML) systems.
The bank explained that the update is based on international standards, Financial Action Task Force (FATF) recommendations and Iraqi legislation, taking into account technological developments and financial products currently in use.
