Cutebwoy:  Tariq Harb reveals: Saleh and Al-Kazemi can dissolve parliament

August 6, 2020

Shafaq News / The Iraqi legal expert, Tariq Harb, confirmed, on Thursday, that the President of the Republic, Barham Salih, has the authority to dissolve Parliament without referring to it, based on a request submitted by Prime Minister Mustafa Al-Kazemi.

Harb said in a statement received by Shafaq News, that “the president of the republic may dissolve parliament, and this is what he mentioned in his second statement that the prime minister submits a request for dissolution in order to approve it without interference by parliament or his vote in accordance with his authority stipulated in Article 64 of the Constitution.”

He added, “The former president’s statement about dissolving parliament itself did not find deaf ears, so he issued a new statement that included his intention to dissolve parliament and to use his constitutional powers contained in Article 64 of the constitution to dissolve parliament.”

Harb pointed out that “all the issues related to elections are solved, as the previous election law is still in effect, so we do not need a new law, and the commission is in place. We only want parliament to legislate a law by a simple majority that includes a mechanism for completing the quorum of the Supreme Court by specifying a method for appointing a person to replace the resigned judge Muhammad Rajab.” Al-Kubaisi, any amendment (the order) Law 30 of 2005.

Harb added, “The amendment needs only 83 deputies when the parliament’s quorum is complete, with 165 deputies.”

Regarding the procedures for dissolving Parliament, Harb said, “The dissolution of parliament, whether through the parliament itself voting on the dissolution, or the parliament was dissolved through the authority of the president of the republic, entails the transformation of the government from a government with full powers to a caretaker government, and Parliament elections must be held. New within sixty days.

And the Iraqi Prime Minister, Mustafa Al-Kazemi, announced Friday that he will set the sixth of next June to hold the early parliamentary elections in the country.

Dissolution of Parliament is an essential step before proceeding towards early elections. LINK

Frank26  ...Trump does not require Kazemi to come to the United States...before the new exchange rate is released.  In fact it would be best if Kazemi stay and continues the removal of any Iranian influences in the GOI.  The visit to the Unite States of America may no longer be required...the dream meeting will still take place IMO after Donald Trump says Iraq is sovereign...the meeting is coming and it is for the purpose of making the announcement of their new exchange rate to the citizens of Iraq.

Pimpy   ...right now the Iraqi dinar is not an acceptable or recognizable international currency...you can't go into your bank and exchange it like you can a lot of other currencies because there's restrictions on it right now...We need Iraq to be a sovereign nation...they're not.  That's why you see the government constantly saying they want to try to get their sovereignty recognized again...to be a sovereign nation of course you have to have your own currency.  We need them to have their sovereignty restored and then the restriction moved off the currency for it to be accepted.  I'd love to see them on the Forex that's for sure.  Once that happens you should be able to go into your local bank...
