Samson:  Under the auspices of Al-Kazemi .... Baghdad hosts a conference to recover the looted funds

The Federal Integrity Commission confirmed, today, Tuesday, that the international conference for the recovery of looted funds will be launched in the capital, Baghdad, on the fifteenth of the current month of September.

In a statement received by the National News Center, the commission stated that “the conference, which is held under the auspices of Prime Minister Mustafa Al-Kazemi, with the participation of the President of the Arab League Ahmed Aboul Gheit, a number of justice ministers, heads of judicial councils and regulatory bodies, as well as a number of representatives of associations, organizations, media figures and legal academics. 

It is hoped that it will address important issues related to the issues of recovering looted funds and smuggled assets and finding ways to facilitate their recovery processes and prevent the provision of safe environments and havens for them.”

The statement added, "The Federal Integrity Commission and the Ministry of Justice are responsible for organizing the conference, which will witness holding joint workshops and presenting research papers that address the most prominent obstacles and obstacles facing national regulatory authorities in the issue of recovering convicts, assets and funds smuggled outside the borders of their countries, and what are the solutions and remedies that are offered." To contribute to obligating the countries that hold these funds and assets and those convicted of corruption crimes by the decisions of UN conventions, laws, charters and customs calling for cooperation in returning them to their countries of origin.

The conference organizers are seeking, according to the statement, “to come up with a set of decisions, recommendations, results and initiatives that urge the participating countries (present or virtual) to cooperate and provide legal assistance among them to recover the smuggled money and the proceeds of corruption that spoilers have been able to smuggle outside the borders of their countries, and to form coalitions of pressures. Against countries that provide safe environments and tax havens for them at the Arab and international levels.”

It is noteworthy that Iraq, represented by the Integrity Commission, had participated last week in the meetings of the working groups within the framework of the United Nations Convention against Corruption held in the Austrian capital Vienna, where the head of the Commission called on the international community to abide by the provisions of the United Nations Convention against Corruption regarding the difficulties in the recovery of funds and money Efforts to recover smuggled funds and assets, identifying the obstacles and impediments that stand in the way of the success of the efforts of the national regulatory and judicial bodies, despite their great efforts and measures.

He referred to some of them as dual nationality, the difficulty of proving the link between assets and smuggled funds and the crime that these assets result from their commission, and the integration of those funds into the economies of those countries, expressing his hope that these obstacles would be overcome and would not prevent the success of those efforts, especially the issue of duplication The nationality to which some corrupt people resort to by making investments in those incubating countries.

On the sidelines of the participation of the President of the Commission, Judge (Alaa Jawad Al-Saadi), “President of the Arab Network for Integrity and Anti-Corruption” in the Vienna meetings, he held several meetings, the most prominent of which was the meeting with the Dean of the International Anti-Corruption Academy (Thomas Stelzer), and the President of the Algerian National Commission for the Prevention and Combating of Corruption, Dr. ( Tariq Kaur), during those meetings, the agreement to conclude a memorandum of understanding between the international and Iraqi academies to combat corruption, and the initial agreement to conclude a memorandum of understanding with the Algerian authority.

It is worth noting that the Federal Integrity Commission represents Iraq in the United Nations and Arab Anti-Corruption Conventions, and was entrusted with a mission to represent Iraq in them and to participate in the conferences and meetings they hold, in addition to representing Iraq in the Arab Network for Promoting Integrity, in which Iraq is chairing its current session.  LINK

The former member of the Anti-Corruption Council in Iraq, the expert Saeed Yassin Moussa, commented today, Tuesday, on Baghdad hosting an expanded international conference to recover the looted funds.

Moussa told Shafaq News Agency, "This conference is being held by the Arab League and the Iraqi Ministry of Justice for the period from 15-16 September, in the presence of the justice ministers of Arab countries, and Iraq is a party to the Arab Convention against Corruption and ratified it in 2013, and all Arab countries are parties to the Convention United Nations Anti-Corruption 2003".

He added, "The importance of holding this conference comes to activate the mechanisms for recovering looted funds through international cooperation between Arab countries in accordance with the Arab Agreement and the exchange of legal assistance between Arab countries, in order to reach mechanisms for freezing, seizing and recovering looted funds and the accused."

And Moussa indicated that "the implementation of this agreement is an opportunity for cooperation between the Arab parties to contain and prevent money laundering and smuggling between the Arab countries," stressing that "Iraq needs international cooperation and for the first time it puts the recovery of money and the proceeds of corruption after 2003 on the decision and action table."

He continued, "We hope that the Iraqi Ministry of Justice will conclude bilateral agreements to recover money and criminals, exchange information, experience, and legal and judicial assistance with Arab countries, and provide an opportunity for the Integrity Commission to pursue these looted and smuggled funds, expand cooperation in the field of money laundering and reduce transnational corruption crimes by limiting and prosecuting mafias and restricting them." 

And the former member of the Anti-Corruption Council in Iraq continued, "The task of promoting integrity and combating corruption in it is a multiplicity and integration of roles between public authorities, supervisory bodies and international cooperation, with preventive measures that are enforceable and adherence to, and then the prosecution process comes through legal assistance and cooperation with judicial authorities in Arab countries."

Moussa concluded his speech by saying that "the conference to be held is a great opportunity for Iraq to pursue criminals and looted money and recover them."

It is scheduled to start in the Iraqi capital, Baghdad, on the fifteenth and sixteenth of this month, the activities of the proceedings of the international conference to recover the looted funds.
