Member of the Parliamentary Finance Committee, Ahmed al-Saffar, confirmed that the 2020 budget, which Parliament will vote on soon, will secure the salaries of employees for the next three months, indicating that there are no fears of a crisis or a deficit in paying salaries.
Al-Saffar said, "The 2020 budget will be approved early next month, and that the budget law will reach parliament within a week or 10 days, and it will vote on it without delay and with the agreement and consensus of the Iraqi parliament blocs."
Al-Saffar added, according to the government newspaper, Al-Sabah, which is affiliated with it, that "the 2020 budget will secure the salaries of employees for the remaining three months of this year, and there are no fears of a crisis or a deficit in paying salaries."
Regarding the calls for renewing internal and external borrowing to secure salaries, Al-Saffar said, “The budget includes internal and external borrowing within its law, and there will be no other borrowing outside the budget law, as happened 3 months ago in an urgent need to secure employees’ salaries for months (July, August and September) due to the financial crisis and shortage. The deputy of the Patriotic Union of Kurdistan in the House of Representatives, Sherwan Mirza, announced, Saturday, that the Kurdistan region is satisfied with its share in the fiscal budget for the year 2020.
A member of the Parliamentary Finance Committee, Sherwan Mirza, said that "the proportion of the Kurdistan region in the federal budget for the year 2020. It amounts to 12.67, about more than 12 trillion Iraqi dinars."
He added: "The draft financial budget law has not yet reached the House of Representatives," noting that "the Council of Ministers will hold a meeting on Monday on the special budget for 2020, and then the project will be transferred to the House of Representatives."
He stressed that "the Kurdistan region is satisfied with its share in the fiscal budget for the year 2020," noting that "the salaries of the peshmerga rose in the 2020 budget to 76 billion dinars, meaning that the annual allocations of the peshmerga salaries are 912 billion dinars." LINK

On Saturday, September 12, 2020, a parliamentary source revealed special details of the 2020 budget, which Parliament intends to discuss after its approval by the government, especially with regard to appointments, the 5-year leave and end-of-service bonuses.
The source said in an interview with (Baghdad Today) that "Article (12 / second) stipulates that: Self-financed service institutions shall keep vacancies for the movement of owners to fix contracts according to precedence." He added that Article (21/3) includes: allocating 50% of the border crossing revenues to the governorates in which those ports are located.
He continued that Article (32 / second) states that: The contractor with a daily wage is entitled to terminate his contract in exchange for a financial reward of three months' salary for each year of service.
He pointed out that Article (32) also includes the activation of the 5-year leave with a nominal salary and an additional 5-year leave without a salary.
He pointed out that Article (37) states: The end of service gratuity shall be paid to former army personnel, provided that one payment does not exceed (10) million dinars. He revealed that Article (46) confirms the issuance of orders for the calculation of certificates during the service, amendment of the address, the degree of employment, bonuses and promotions. LINK

The only thing that's changing right now...is the atmosphere in the amount of cooperation going on between Erbil and Baghdad. We know this has to be ironed out...They can't go forward with the budget until they get this agreement knocked out...this has to happen very soon. We know that there's a deadline on the budget getting to parliamentary for it to be voted on...We also know they have to review the reform papers and decide whether or not they're going to make the changes recommended including the rate change and implement it into the 2021 budget...it looks like Al-Kazemi has rolled up his sleeves. He is over there with Bersani as well as Telebani and they're getting these things knocked out...
