UN Security Council: An Inclusive Government Must Be Established In Iraq

The UN Security Council announced its position on the ongoing political situation in Iraq, especially after the holding of the parliamentary elections and the resulting political and popular reactions, in a statement issued today, Friday (October 22, 2021), in which he said that “the last election process took place smoothly, and the elections took place smoothly. The preparation for it is better than the previous elections, especially from a technical point of view.”

The International Council congratulated the Iraqi people and the Government of Iraq for holding the parliamentary elections, and thanked all th7e countries and parties that contributed to the process.

The Council condemned all accusations against the United Nations Assistance Mission for Iraq (UNAMI), as well as the Independent High Electoral Commission.

The statement stated: “The members of the Security Council welcome the initial reports, which indicate that the electoral process was conducted smoothly, and that it witnessed a remarkable technical development compared to the previous elections,” adding: “The members of the Security Council commend the role of the Electoral Commission in conducting the process, and they thank them to the Government of Iraq for taking measures and preparations to prevent violence on voting day.”

In the statement, the members of the Security Council affirmed the Secretary-General's call on all parties in Iraq to exercise restraint and respect the results of the elections, as well as to resolve all disputes over the elections and their results peacefully and through law.

In the statement, the Council also stressed the need to establish an inclusive government, in a peaceful manner, that represents all Iraqis and responds to their demands to consolidate democracy in the country, stressing their support for the Iraqi government and continuing to defend the sovereignty and unity of the country.

The UN Security Council stressed its support for the Iraqi government’s attempts to implement reforms and start comprehensive political negotiations, “which in turn aim to respond to the demands of the Iraqi people to combat corruption, provide basic services, economic reform, provide job opportunities, develop the administrative system and strengthen state institutions.

On October 10, 2021, early parliamentary elections were held in Iraq to choose the deputies of the country's fifth parliamentary session.

According to the preliminary results announced by the Electoral Commission, the Sadrist Movement, State of Law and the Kurdistan Democratic Party were the biggest winners in the elections by obtaining the most votes.

The Sadrist movement managed to achieve the largest bloc by obtaining 72 seats, the State of Law 35 seats, and the Kurdistan Democratic Party 33 seats.

Security Council Press Statement On United Nations Assistance Mission For Iraq

The following Security Council press statement was issued today by Council President Martin Kimani (Kenya):

The members of the Security Council congratulated the Iraqi people and the Government of Iraq on the occasion of their latest elections, held on 10 October 2021. 

The members of the Security Council welcomed interim reports that the elections proceeded smoothly and featured significant technical and procedural improvements from previous Iraqi elections.

The members of the Security Council commended the Independent High Electoral Commission (IHEC) for conducting a technically sound election. 

They commended the Government of Iraq for its election preparations and for preventing violence on election day.

The members of the Security Council commended the United Nations Assistance Mission for Iraq (UNAMI) for providing IHEC the technical assistance and international monitoring team the Government of Iraq requested to strengthen the electoral process and promote transparency. 

The members of the Security Council thanked UNAMI for its assistance, and commended UNAMI for demonstrating objectivity in its efforts to support Iraq throughout the election process. 

They welcomed IHEC’s and UNAMI’s efforts to promote women’s political participation.

The members of the Security Council also welcomed the efforts of Member States and other international organizations to observe the elections, notably the European Union long-term Election Observation Mission, the Arab League, the Organisation of Islamic Cooperation and others, as well as domestic organizations.

The members of the Security Council deplored the recent threats of violence against UNAMI, IHEC personnel and others.

The members of the Security Council reiterated the Secretary-General’s call for all stakeholders to show patience and respect for the electoral timeline.  The members of the Security Council stressed that any electoral disputes that may arise should be resolved peacefully through established legal channels. 

Once the results are ratified, the members of the Security Council look forward to the peaceful formation of an inclusive government that reflects the will of the Iraqi people and their call for a stronger democracy.

The members of the Security Council reiterated their support for the Government of Iraq and their commitment to Iraq’s independence, sovereignty, unity, and territorial integrity. 

The members of the Security Council reiterated their support for the Government of Iraq’s efforts to deliver meaningful reforms and advance inclusive political dialogue aimed at meeting the Iraqi people’s legitimate demands to address corruption, provide essential and basic services, diversify the economy, create jobs, improve governance, and strengthen viable and responsive State institutions.
