Institute For International Studies: Washington Plans To Withdraw Completely From Iraq In 2023

POSTED ON 2020-09-14 BY SOTALIRAQ  Translation / Hamid Ahmad

Nearly three years after Iraq announced the end of ISIS, the size and extent of the continued survival of foreign countries to help Baghdad maintain security will have impacts on the geopolitical side of the coalition and its counterterrorism and corruption operations, and indirect effects on other issues in the country.

How the new prime minister, Mustafa Al-Kazemi, will deal with local demands and achieve balance in relations with the United States and Iran, will determine whether progress can be made toward the goal of restricting weapons in the hands of the state within a one-year period of his remaining in power prior to early elections.

In late August, during the Iraqi-American strategic dialogue, reports indicated that US President Donald Trump told Al-Kazemi that all American forces would withdraw from the country by 2023.

The United States is at the forefront of the countries of the international coalition against ISIS in its assistance to Iraq, as the largest donor in the field of security and humanitarian sectors. The withdrawal process is likely to play a major role in how the Iraqis plan for the coming years and whether they look to other countries for help.

Nevertheless, declining threats from ISIS and the escalation of the combat capabilities of Iraqi forces on the other hand, may theoretically make the request for external security assistance less necessary.

Political parties and armed groups have long been calling for a complete US withdrawal from Iraq, yet there are many Iraqis, and even within the Iraqi security forces themselves, they acknowledge that the Iraqi armed forces still need the security assistance that the coalition provides to them in dealing with ISIS threats, which include On training, military equipment, and intelligence effort as well.

There are countries that are not part of the coalition that contribute, through direct and indirect channels, to providing security assistance to the country. Some analysts point out that while the United States and Western countries tend to focus their aid to the country on strengthening its governmental institutions, there are regional powers, including Iran, that resort to strengthening non-governmental sectors in order to increase their influence in the country and thus weaken the state considerably.

However, as far as the future of international security assistance to Iraq from Western countries is concerned, an official from one of the European countries, who asked not to be named, said that the question should be as follows: "Why should we provide security assistance in Iraq?"

"From an abstract perspective, there are no security threats against Europe and the United States coming from Iraq, which require us from an internal national security standpoint to justify the presence of international forces in Iraq," the official said.

The US-led international coalition withdrew from several military bases in recent months, but missile attacks are still targeting bases containing international coalition forces. ISIS also continues to carry out attacks in several separate areas across the country, especially in areas witnessing a security absence and disputed areas as well.

In the meantime, Denmark is preparing to assume command of NATO missions for training programs in Iraq at the end of this year. An unclassified Danish security report issued on May 26 to assess the security situation in Iraq and the threats therein, indicated that the security situation has worsened in recent months, and that there are armed groups that pose "a political and military threat to Western interests and their presence in the country."

Nevertheless, Iraq has been left to become more self-reliant and on its feet.

It seems that the United States is confident that the country is in the best position now towards preventing and preventing any new emergence of armed groups that threaten its interests in the region and beyond. Or, you may feel that it simply no longer enjoys the welcome it did in the past, despite Al-Kazemi's repeated assurances that Iraq and the United States enjoy close relations.

The international security aid provided by this country in recent years in the form of equipment, ammunition and training will therefore be greatly reduced. The hope that remains is that the thousands of troops that have been trained and the millions of dollars spent providing equipment and humanitarian aid will ultimately help maintain security as much as possible.
