Al-Kazemi Returns To The Fore As A "Strong" Candidate To Head The Next Government

Posted On 2022-01-22 By Sotaliraq   Al-Kazemi receiving the family of Colonel Yasser Al-Jourani, who was killed at the hands of “ISIS”…

Although the position of the leader of the "Sadr movement" Muqtada al-Sadr was not clear in terms of the talks held with him by the commander of the Iranian "Quds Force" Ismail Qaani, the position of al-Sadr did not budge, according to the ongoing movement between the "Sadr movement" and the "coordinating framework", in terms of accepting some of the Coordination framework only.

Al-Sadr, who used to express his position regarding his adherence to the government of the national majority when meeting any official or delegation, is still the master of silence for him, especially after his meeting with Qaani. But he violently attacked what he called "the prosecutor of the resistance", against the backdrop of the attack on the headquarters of the second deputy speaker of parliament, Shakhwan Abdullah, in Kirkuk.

According to political observers, Sadr's violent attack on the armed factions; None of which claimed responsibility for a series of attacks that included the headquarters of Sadr's allies from the Sunnis ("Progress" and "Azm") and the Kurds (the Kurdistan Democratic Party), which means that Sadr is still seeking to include those he described in a previous tweet on Twitter as “He still thinks well of them.” What is meant by that is the “Al-Fateh Alliance” led by Hadi Al-Amiri.

on their part; The forces of the “coordinating framework” (which includes several Shiite forces whose results varied in the elections, namely: “Al-Fateh Alliance”, “State of Law”, “The Wisdom Movement”, “Victory”, “National Contract” and “Supreme Council”) are still continuing. Hold almost daily meetings, but without issuing a statement as was the case in previous meetings.

Even a few days before the visit of Qaani and the Lebanese Wajih Kawtharani, responsible for the Iraqi file in the Lebanese “Hezbollah”, the forces of the “coordinating framework” were expressing their positions in an official statement after each meeting, summarizing that the position of the forces of the “coordinating framework” is unified on all issues related to the formation of the next government.

But that has changed over the last four days; Since the start of a meeting of the leaders of the “framework” is announced, the outcomes of the meeting remain confidential, while the leaks begin either through media close to one of the framework's parties, or through leaders in these alliances.

However, according to information obtained by Asharq Al-Awsat from close sources, “the (framework) forces are in a critical situation; Especially since al-Sadr's position did not budge from adopting not only the idea of a majority government; Rather, his absolute rejection of the accession of all forces (the framework) to this government, by his insistence on the exclusion of the leader (coalition of state law) Nuri al-Maliki.

According to the same sources; “The forces of (the coordinating framework), although they see that the exclusion of al-Maliki, who has 34 seats, which is about half of the seats (the coordinating framework); Which means that the forces (the framework) if they agreed to exclude al-Maliki from among their ranks; Its position will be weak regarding the cohesion of (the Sadr bloc), which has 75 deputies in Parliament.”

While the idea of distributing a number of representatives of the State of Law Coalition to the forces of the “coordinating framework” as a way out to resolve the crisis between the “current” and the “framework” as long as the position of al-Sadr appears personally towards al-Maliki without his coalition, the representative of the State Law» Dhurgham al-Maliki denied the existence of such an idea.

Al-Maliki said in a statement that “(The State of Law Coalition) represents the main force within the (framework) because of the number of parliamentary seats it possesses, which reached 35 after two minorities joined it,” denying that “there is an idea to distribute a number of deputies ( The rule of law) over the rest of the forces of the (coordinating framework) as a way out to resolve the crisis between (the framework) and (the current).

Al-Maliki explained that "the State of Law coalition is coherent and organized under the tent of the (coordinating framework)", stressing that "the forces of the (framework) are coherent as well, and there is no withdrawal or alliance of any of its forces outside (the framework)."

According to these statements and other opinions expressed under different names; This in itself means that there are differences within the "framework" forces, but they have not been made public so far, while al-Sadr's position remains the same.

According to this political movement; It is among the positions and opinions that all of this has repercussions on the personalities nominated for the next government. Among them is the current Prime Minister Mustafa Al-Kazemi.

At a time when there was a veto regarding the three presidencies (the republic, ministers and parliament), the election of Muhammad al-Halbousi for a second term to head the parliament and the nomination of the current president, Barham Salih, himself for a second term practically dropped this veto, while the position of the prime minister remained dependent on the major bloc. . While the forces of the "coordinating framework" presented themselves as the ones that would form the largest bloc and put forward their candidates for prime minister.   LINK

Accumulation And Facts

Saturday 22nd January 2022  74  Thamer Al-Haims

The economic scene in Iraq enjoys accumulations and facts that have become well-established. We anticipate their movement in the fifth parliamentary session, as they should be put forward to find solutions, not to recycle them. Perhaps the most prominent, first and most important of which is a discussion of the factors of failure of performance in the real economy with its agriculture, industry and services, represented by the lack of technical electricity supply and poor performance.

Electricity is the most important par excellence, as it is the mother of modern industry and agriculture, work and the home, and the search for all its alternatives constitutes a burden on the state and the people, from imported electricity and its energy to private generators and their fuel, as they are temporary solutions, and their condition is permanent.

One Of The Main Causes Of Economic Failure.

The second facts are that state departments do not buy the national product, but rather prefer importing often for reasons that are almost known, as the Ministry of Industry always complains, and the same is true of agriculture, where the state imports wheat, and does not buy it from the local farmer or farmer despite the price difference, as the price of A ton of imported wheat is $650, the price of the local product is 560, and the price is delayed until an easy time! And finally, the corn crop.

Does this policy encourage the Ministry of Water Resources to provide more groundwater, which irrigates three million acres, or does it encourage the production and provision of pivotal and fixed irrigation systems? Which provides 40% of water imports? In light of our need for more than 60 thousand pivot systems in the thirst season, which reduced our cultivation to 50% of its plan.

Among the established and revolving facts with the dates of their settlement for the previous parliamentary sessions, is the issue of the semi-open border crossings, by land, sea and air, and what we hear of disasters and waste bleeds the brow of the faithful.

As the resources of the ports are equal to 12% of the estimate under the open import licenses, which are supplemented by the policies practiced by the relevant authorities, meaning that this deliberate neglect in the port file is closely related to the agricultural and industrial suffering, which not only perpetuates the rentierism of our economy, but also pushes us into an unknown With our population explosion, along with a growing increase in smuggling and money laundering, as the current operating agencies, by their reality, do not benefit from curbing or scaling it, which makes it imperative not to rotate these facts and problems into future parliamentary sessions as long as they are ours.

By appointment.

As for the solutions, they are not necessarily impossible or radical, but rather by fixing priorities according to a timeline that is directly related to the current parliamentary session, by enforcing the rule of law because work without law is chaos and saying without action has goals.

Perhaps the credibility of this comes first through the settlement of the smuggled file from public money, coupled with the deduction of salaries and retirement of special grades in accordance with the law, and financial savings that bridge the gap of poverty and stifle any attempt to recycle or deport, so the diagnosis is known and prominent with accuracy and transparency as facts and consequences.

Calls To Invest Surplus Oil

Saturday 22nd January 2022  174   Baghdad: Muhannad Abd al-Wahhab

Economic circles are pressuring the government to launch an “emergency fund” that absorbs the financial surplus from oil exports, in parallel with the new rise in global oil prices, which approached $90 a barrel, in conjunction with the global drop in temperatures and the easing of Corona restrictions.

Specialists called on the government to separate the monetary and fiscal policies, to go to income-generating projects and to use clean energy, in anticipation of a decline in oil prices to 50% in the next ten years. Economist Abdul Rahman Al-Sheikhly said: “The rise in the global oil price to $90 is an opportunity in favor of the budget, so that Europe sells oil at $150 to $200 on credit,” calling on the government to “establish an emergency fund to prevent low prices and fill the budget deficit, instead of borrowing through the International Monetary Fund.”

In his speech to Al-Sabah, Al-Sheikhly warned of the harms of merging the monetary and financial policies, saying: "The government should separate them to enhance the independence of the Central Bank, and they cannot be like two divisions in the Ministry of Finance."

He added that "both policies have different visions from the other, and their integration leads to major economic problems," noting that "the Iraqi currency is a difficult currency, because it is fully covered now, and if there is a borrowing from the Central Bank's reserves, it will upset the balance of payments and Iraq will not be able at that time to guarantee the obligations." International banks, especially correspondent banks or intermediaries between their Iraqi and Western counterparts.”

And the expert continued by saying: “The defect in the two policies will lead to confusion in economic management and oversight, so that mistakes cannot be noted in the financial and monetary institutions.” For his part, economic expert Osama Al-Tamimi explained that "the reason for the rise in oil this year is due to the drop in temperatures and the global cold wave, in addition to easing global restrictions in the face of the Corona pandemic, to maintain the global economic market that will need energy." And that "

Al-Tamimi stressed to “Al-Sabah” the need to prepare next year’s budget wisely, “to benefit from the financial abundance in rising prices instead of losing them, in light of future reports on the weak demand for oil during the next ten years by 50%, and the world’s trend towards clean energy,” pointing out There are positive signs in dealing with this issue after raising customs taxes on the numbers of imported cars that use both electricity and gasoline.

The expert called for “directing the financial abundance to money-generating projects, with the investment of the Faw port, the agricultural and irrigation sector, the development of industrial sectors and the employment of manpower, in order to reduce pressure on the public budget,” noting that “the financial abundance will improve the exchange rate of the local currency, and in the event of a decrease in the existing rate.” From hard currency, there will be projects on the ground that will generate income and contribute to exporting in the future.”   LINK
