Budget 2020 ... a full year in the cabinet and warnings about the collapse of the Iraqi economy!
Yesterday, the thirtieth of June, the deadline that the House of Representatives gave to Mustafa Al-Kazemi’s government to submit a draft general budget bill for the current year 2020 has expired for a vote and approval, after half a year has passed without a budget, and the other half may also expire.
By the end of the last deadline, a full year has passed since the budget bill was prepared in the Council of Ministers , without being able to finish it and send it to Parliament ..
As reports indicate that the budget bill preparation sessions by the relevant committees have started since June of the year Past 2019.
The reason for not submitting the budget to Parliament is due to the presence of a large deficit rate of about (48) trillion Iraqi dinars, which is a very large number.
This was before the Corona pandemic, the collapse of oil prices, the government's inability to cover the salaries of employees and retirees ... and its "compelling" resort to borrowing only to secure salaries and avoid provoking the street and creating a new crisis that would add to its successive crises ...
and borrowing by itself is not a solution to the financial crisis, and all that it will provide is securing salaries for three months, at the highest, and then the situation goes back to the starting point, unless the rebound again oil prices or reach the government to alternatives to secure its operating budget from other non - oil sources, Kalmnavz border and further administrative reforms and the economic challenge of higher spending and waste money ..
The economist, Wissam Al-Tamimi, warned of the collapse of the Iraqi economy with the government continuing to ignore the issue of the budget, pointing out: "A lot of money may be misplaced and unprecedented corruption may occur."
Al-Tamimi said: "Parliament obligated the government to send the 2020 budget, even for the remaining months of this year in conjunction with the vote on the borrowing law."
He added: " Iraq may witness the largest corruption and theft in its history in the event that it did not approve a budget for the current year, as borrowing money may be used incorrectly and go to the pockets of the corrupt." Thus, Iraq will be burdened with debt at a time when it is still suffering from a stifling financial crisis.
For his part, Deputy Fadel Al-Fatlawi stressed the need to expedite the approval of the 2020 budget and the government's commitment to the timelines that Parliament required Al-Kazemi to present the budget in order to vote on.
According to al-Fatlawi, a lot of money is wasted, especially in border crossings, communications, and Baghdad's dues from the region with regard to oil exports and taxes, noting:Iraq without a budget will increase the financial chaos, as the papers should be arranged again and exploitation of contacts that could be the second resource for the country after oil. ”
Prime Minister Mustafa Al-Kazemi faces intense pressure from the political blocs, regarding the economic reform that he promised, especially after having To borrowing and the lack of improvement in oil prices, and the absence of any indication of the approval of the budget ..
The representative of the "Walkers" coalition, Riyad Al-Masoudi, indicated: "The government is obligated to present a comprehensive economic reform paper within the next two months," noting that external borrowing cannot proceed without taking a step in expanding Iraqi sources of income.
he hinted that he Masoudi: " We can not support the government absolutely and continuously without touching the political blocs in serious reform of the economic situation" ...

Separate planning from implementation
Thursday 02 July 2020 Dr.. In the name of Brahimi
The problem of statistics and data is one of the main problems in Iraq, because the lack of data and its inaccuracy cause another more serious problem, which is the inability to provide appropriate solutions in various fields, and among the topics that have been widely debated among economists is the issue of the size of the actual public investment spending During the past years, when it was estimated that it reached $ 300 billion for the period (2003-2019), and the question here is what has been achieved from these sums? How can we address the obvious imbalance In which?
A review of the implementation of the investment budgets for the mentioned period shows that the investment spending suffered from two problems of low implementation rates and fluctuation, in terms of the actual spending ratios to the plan in the public budgets, according to the data issued by the Federal Ministry of Planning, as the average implementation rates reached about (60 percent) for the mentioned period And the low rates of implementation are mainly due to poor security conditions,
as well as the causes related to mismanagement, routine and corruption, knowing that some question even this percentage and see that the truth is much less than that, and if we leave the statistics and data and rely on an analysis of the data that we see, we can say Investment spending is one of the gates of corruption, which is difficult to control under the established mechanisms, and therefore this issue needs a real deal to advance the reality of the economy. Iraqi.
The previous government has attempted to solve the problem through the Iraqi-Chinese agreement and to establish an investment fund to be implemented under high-level government supervision, especially for the executing companies and it is a good step if success was written to them,
but the other solution that we propose here is to form an entity (body or any naming Other) are related to the prime minister working to assign and follow-up investment projects within the general budget instead of ministries, that is, ministries specialize in planning the investment projects that they need within their field while the proposed body is concerned with implementation procedures and thus separating the planning body from the implementation side which we believe is important in facing corruption,
and this proposal We put it before the attention of the current government as it prepares its program for economic reform, perhaps it will be useful and capable Applicable.
