However, the passage of the delayed 2021 budget, after the market's close on March 31st, seems to have reignited the rally with the market up 6.9% over the following two days in response to the budget's expansionary spending plans ahead of early elections planned in October.

March saw a continuation and the sustainability of the same positive trends that drove the index's strong performance in February. Average daily turnover, excluding block transactions, continued the monthly increase - up 7% on the back of February's 189% increase over January, and up 135% over the average of the prior 12 months (first chart below).

Foreign buying, both in absolute terms and as a percentage of total buying, continued along the same lines as in February and was accompanied by continued declines in foreign selling, both in absolute terms and as a percentage of total selling (second chart below).   https://www.iraq-businessnews.co

butterfly  It is somewhat early to draw too many conclusions from such positive trends from only two months of market action. Nevertheless, these trends reflect a very different tone to the market from that which prevailed over the last two years, as the two charts show.

butterfly  Moreover, just as in February, it was local buying that extended and sustained the rally throughout March, and similarly in response to the passage of the budget. February's stalwart trio of Bank of Baghdad (BBOB) up 69.2%, Baghdad Soft Drinks (IBSD) up 30.7%, and AsiaCell (TASC) up 24.6%, had mixed performances in March.

IBSD did not trade throughout the month, as it was suspended from trading while completing the procedures for its acquisition of Al-Zaki Group, as reported here in January. IBSD will resume trading on April 5th after announcing a 4.3% dividend yield in its latest annual general meeting (AGM).

TASC ended the month down 3.0% after minor gains of 1.3% early in the month, while BBOB saw a continuation of February's blistering performance, up 21.2% by the Ides of March before profit taking reduced these gains into a loss of 1.5%.

Among the banking sector, low-priced Gulf Commercial Bank (BGUC) and Iraqi Middle East Investment Bank (BIME) were still up 17.6% and 26.3% even after shedding earlier gains of 35.3% and 57.9% respectively. February's laggards Mansour Bank (BMNS), and Commercial Bank of Iraq (BCOI) ended March flat and up 6.8% after peeling-off gains of 15.0% and 15.9% respectively.

The exception among February's laggards was the National Bank of Iraq (BNOI), which sustained its gains throughout month end, up 14.9% after completing its acquisition of the Iraqi branch network of Lebanon's Bank Audi, and announcing a 9.2% dividend yield in its AGM. Within the consumer space, Al Mansour Pharmaceuticals (IMAP), sustained its grains throughout the month, up 7.8% on the back of February's 15.2% gain.

butterfly  The market's 6.9% gain for the two days following the budget's passage was mostly led by these same stocks given their leverage to a consumer led economic revival on the back of the budget's expansionary spending plans. Over the two days, BGUC was up 20.0%, BBOB up 16.9%, IMAP up 16.1%, BIME up 12.5%, BCOI up 10.6%, TASC up 2.4%, and BNOI up 2.0%.

These gains in the banking, consumer, and telecom stocks, both on that day and year to-date, build on the revival in economic activity that has returned to levels meaningfully above those that prevailed just before the nationwide lockdown in March 2020, as seen from Google's mobility data (below chart). In particular, activity in the crucial sectors of retail and grocery has recovered to between 20-60% above the levels that prevailed pre-lockdown.

butterfly  It remains to be seen if the market can sustain these early gains in April and beyond, though the broadening of the market's breadth beyond the narrow lead of February's trio is a promising sign for the rally's continuation and staying power.

But such a recovery's pace is likely to be uneven with plenty of zigs and zags along the way. Nevertheless, the potential upside from a continuation of such a rally is substantial for even accounting for the most recent gains, the market, as measured by the Rabee Securities RSISX USD Index, is still down over 60% from its 2014 high.

Shafaq News/ Gold prices eased on Monday as U.S. Treasury yields rose and global stocks gained after better-than-expected jobs data in the United States fuelled optimism over a swift economic recovery.

Spot gold was down 0.3% at $1,723.16 per ounce, as of 0553 GMT. Gold futures were flat at $1,761.20 per ounce.

"Strong payroll data has boosted the dollar and the yields and is weighing on gold prices. I think gold's primary trend is bearish," said DailyFX strategist Margaret Yang.

"Global economic growth is definitely taking a positive turn, however, it is uneven. Growth in the U.S. is particularly strong, but parts of EU are having a challenging time with the third wave of virus."

The U.S. economy created the most jobs in seven months in March as more Americans got vaccinated and the government doled out additional pandemic relief money.

That lifted global stock prices to a more than one-month high on Monday, while benchmark U.S. Treasury yields held near a 14-month peak.  The dollar, however, was steady against its rivals ahead of U.S. services sector data.

U.S. President Joe Biden's announcement of a long-awaited $2 trillion-plus job plan last week has raised some concerns over inflation.

Some investors view gold as a hedge against inflation, but higher Treasury yields, which translate into a higher opportunity cost for holding bullion, have challenged that status.

"It is becoming clear to me that gold's sensitivity is not to future inflation expectations, but rather, to moves in U.S. bond yields, notably the 10-year tenor," said OANDA senior market analyst Jeffrey Halley in a note.

Elsewhere, silver fell 1.1% to $24.70 per ounce and palladium was down 0.8% at $2,645.98.

Sheikh Mohamed bin Zayed, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, welcomes Iraq's   strategy of diversifying its trade relations is aimed at repelling Iran’s influence in the country, by reaching out to the wider region for investment opportunities, experts and officials said on Monday.

Saudi Arabia and the UAE separately announced this week that they will invest $3 billion in Iraq following Prime Minister Mustafa Al Kadhimi’s visit to the Gulf. The joint funds raise Gulf financial commitments in the country of 40 million people to levels not seen in decades.

“By reaching out to UAE and other gulf states, Iraq is trying to regain alternative investments and lifelines so it’s not stuck to one primarily trading partner,” Renad Mansour, director of the Iraq initiative at London’s Chatham House, told The National.

“Iraq at the moment is primarily linked to investments and economic relations with Iran and to a lesser extent Turkey, which puts it in a position where it is behest of Iran and its interest,” Mr Mansour said.

The country is not only diversifying away from oil as a resource but is also looking at different economic partners rather “than being stuck to one which is Iran”, he said.

butterfly  Due to years of conflict and rampant corruption, Baghdad needs the support of Gulf states to revive its economy. Oil production was cut in the first half of 2020 as oil demand crashed when the world ground to a near-halt due to Covid-19 lockdowns.   Iraq’s economy shrank by almost 11 per cent in 2020 due to the pandemic.

So far the government is trying to be less dependent on oil and the country currently exports dates and bitumen – for road surfacing – to the UAE.

butterfly  The UAE’s initiative aims to strengthen economic and investment relations, create new opportunities for cooperation and partnership, and advance economic, social, and developmental growth in support of Iraq, a statement by state news agency, WAM, said.

Saudi Arabia said the joint fund will be for the "benefit of the Saudi and Iraqi economies, with the participation of the private sector from both sides.”

It was welcomed by politicians and parliamentarians who claim the diversification will assist in stabilising the country.

“The visit to Riyadh and Abu Dhabi can be seen as part of a strategic tour that may result in a rearrangement of the region's priorities and to help secure Iraq’s role in the Arab world,” Raad Al Dahlaki, an Iraqi member of parliament said.

“It is a basis for restoring Iraq’s role in the region and to confront challenges and plots facing the Arab cause,” Mr Al Dahlaki said.

Iraq’s populist cleric, Muqtada Al Sadr, said Baghdad's move towards diversifying its trade relations is a "step in the right direction."

butterfly  "We have a rich history with the two countries, and let us have a prosperous future with them," Mr Al Sadr said.  The cleric commands a large following among the urban poor of Baghdad and southern cities and was once the leader of a powerful militia who fought against American forces stationed in Iraq.

Baghdad lies on the fault line between the Shiite Muslim power Iran and the Sunni-ruled countries that are Tehran's regional rivals, among them Saudi Arabia.   "Let Iraq be the hub of peace in the entire region," he said.

What happens next?   Over the years, corruption and economic mismanagement have worsened conditions even further for the country to function adequately.

During times of economic crises, Iraq looks for foreign investment but as soon as oil prices rise, it often allows politics to carry on as usual, Mr Mansour said.

The opportunities presented by Abu Dhabi and Riyadh present an important lifeline to the Iraqi economy as it’s “economic system is rotten.”

“The political economy of corruption will most likely mean that any of these types of investment deals will not meet the ends for which they seek,” Mr Mansour said.  It will not resolve Iraq's “fundamental economic problem,” he said.

"We have produced a comprehensive study for the sector that provides a lot of insights into a number of prospective value chains for investments. We have come to realize that we need to have a holistic approach if we want to be successful. This requires us to consider weaknesses across the whole value chain and form partnerships to address the various needs. This would for sure provide us with the best chances for success, and create many sustainable jobs," said Dr. Salah El Hajj Hassan, FAO Representative in Iraq.

butterfly  FAO and WFP together with the REACH Initiative conducted a cross-national market and gender-sensitive value chain analysis in Iraq, using desk reviews and analysis of secondary data, supported by individual interviews, focus group discussions with farmers, and key informant interviews with actors and experts along each value chain.

The findings include the need to improve services required for the agriculture sector, identify the requirements at different stages of the production cycle, unlocking investments to improve agricultural practices in order to increase the revenue for farmers and traders, in addition to highlighting the importance of strengthened cooperation and collective action in marketing, branding, packaging and procurement.

"This analysis identifies the opportunities to better market and add value to these key foods in Iraq - dates, grapes, tomatoes and wheat," said WFP Representative in Iraq Abdirahman Meygag. "Together with the government, partners and communities, FAO and WFP are supporting the long-term market competitiveness of these four foods, which will have positive effects throughout the food sector."

Mina Aldroubi  April 4, 2021   Iraq Airways plans to start direct flights to Abu Dhabi next month, the company said as Prime Minister Mustafa Al Kadhimi headed to the UAE.

Mr Al Kadhimi has been trying to boost ties between Iraq and Gulf neighbours.

Baghdad needs the support of Gulf states to revive its economy that has been battered by years of conflict and war.

“Direct flights between Baghdad and Abu Dhabi will begin early May,” the company said, according to Iraqi state media.

Flights between Baghdad and Dubai have been operating for over a decade through Emirates Airline and Fly Dubai.

The airlines fly to Baghdad, Erbil, Basra and Najaf.

Flights to Iraq were halted last year due to the outbreak of the coronavirus pandemic but were resumed in July.

Mr Al Kadhimi arrived in Abu Dhabi on his first official trip to the UAE after assuming office last May.

Iraq and the UAE maintain strong relations, especially as Baghdad finds itself caught in the crossfire between Washington and Tehran.

Since his appointment last May, the UAE has shown support for Mr Al Kadhimi.

butterfly  On his appointment, the UAE’s Foreign Ministry said it hoped to see Mr Al Kadhimi “succeed in his duties and for political and popular forces to unite in ensuring a better future for Iraq and the Iraqi people”.

Last week Mr Al Kadhimi visited Saudi Arabia where Riyadh announced a joint $3 billion fund with Iraq to spur development in the private sector.

Saudi Arabia's investments in Iraq are expected to increase to 10 billion riyals ($2.67bn) from about two billion riyals at present.

The two countries also agreed to grow co-operation in renewable energy and maintaining stability in the global oil markets, a joint statement said.

Officials signed three new agreements – one to avoid double taxation, another for co-operation in planning for economic diversification and private sector development, and the third on financing Saudi exports.

MP Mazen el-Faili said in a press release seen by Shafaq News Agency, "41 years ago, the Baathist regime perpetrated a heinous crime against the Faili Kurds, as he stripped them of citizenship, torn up their families, executed their youth, displaced some, and his oppressive forces threw the elders, children, and women outside the borders."

He continued, "the post-2003 consecutive governments did not do justice to the Faili Kurds...The properties of many of them have not been handed back to them, they did not receive compensations, and the fate of many of them is still unknown."

El-Faili demanded putting the laws and resolutions on the Faili Kurds that have been issued since 2005 into action, including those related to citizenship, IDs, and properties without any delay or procrastination."

"Restituting the confiscated and blocked properties and funds, and granting fair compensations to the families of the martyrs and the victims."

Faili continued, "redressing expatriated, displaced, immigrated Faili Kurds and securing their repatriation to their homelands," calling for securing job opportunities for Faili Kurds residing in Iraq.

Shafaq News/ The president of the Revolutionary Command Council, Saddam Hussain, decided to remove the Fayli Kurds and carry out mass executions against them in 1980 per Legislative Resolution 666, in which he decided, "Iraqi nationality will be revoked from every Iraqi from foreign origin if it is found that he is not loyal to the country, the people, and the supreme national and social objectives of the revolution."

It is no longer a secret that what actually happened was an exploitation of law to justify a "genocide," as successive events revealed an apparent conspiracy by the former regime to target the Fayli Kurds with a series of steps, sanctions, and measures that combined to produce one of the regime's most heinous crimes.

More than 40 years after one of the epoch's most atrocious crimes, it has become clear that the former Ba'athist regime has focused on targeting the Feyli Kurds to eliminate them; a crime that constitutes genocide under international law by treating them as traitors, denationalization of thousands, mass deportation, confiscation of property and money, imposition of divorce between spouses, and, of course, the disappearance of tens of thousands of civilians. All of that was combined to create a genocide that was kept as a secret doomed to oblivion.

Ironically, Saddam Hussein was not the first initiator or instigator this time, as former president Ahmed Hassan Al-Bakr preceded him in 1970.

butterfly  It was clear - after the direct targeting measures - that the Feylis were targeted because they were Kurds, Shiites, active within the framework of the Kurdish and Iraqi nationalist movements and because Saddam Hussein was fueling anti-Iranian ideology in preparation for war with Iran.

Since 1970, the campaign to target The Fayli Kurds has been carried out with arrests and disappearances of countless Kurds in various parts of Iraq. The deportation of large numbers of them to Iran, including ordinary citizens, academics, activists, traders, and others.

During the Iran-Iraq war, many Iraqis were forced to divorce their Fayli spouse, and oppression went so far as to prevent the Fayli Kurds from completing their postgraduate studies.

The resolution signed by Saddam Hussein in 1980 was not merely a dead letter or a resolution that was not implemented. However, it is crucial to see the text of resolution 666, which reads:

Based on the provisions of article 42 (A) of the Constitution: The Revolutionary Command Council decided at its meeting on May 7, 1980:

1. Iraqi nationality shall be revoked from every Iraqi of foreign origin if it is found that he is not loyal to the country, the people, and the supreme national and social objectives of the revolution.

2. The Minister of the Interior shall order the removal of all those who have disclaimed Iraqi nationality under paragraph (1) unless they are convinced on sufficient grounds that their stay in Iraq is a matter of judicial or legal necessity or the preservation of the rights of those who are not officially documented.

3. This decision shall be implemented by the Minister of the Interior.

butterfly  The text was then followed by the signature of Saddam Hussein, chairman of the Revolutionary Command Council.

The Fayli Kurds have been in the areas where they live in Iraq and some parts of Iran for decades; before establishing the modern Iraqi state itself or establishing the Ba'ath party.

They have lived in Basra, the border areas, the southern provinces, Baghdad, Al-Sulaymaniyah, and other northern regions.

Therefore, the allusion in the resolution to "foreign origin" or dependency to drop citizenship is an explicit offer of exclusion and extermination to those who are not approved by the security authorities or the ruling political system. With all the illogical implications that this means not only in Iraq but throughout the world.

That crime was "legislated" by Resolution 666, and the campaigns continued to follow the Fayli Kurds in their living areas. At the time, few people knew that these crimes were committed because no one tried to prevent or even denounce it as Saddam Hussein was then the "gatekeeper" against the Iranian revolution that overthrew the Shah's rule in Iran, and therefore a need for some Arab countries - and many Western countries, including the United States, with which high-level coordination and military cooperation have been woven.

butterfly  The documents and events that followed the fateful decision show that in addition to stripping them of Iraqi citizenship, confiscating their possessions, displacing them to Iran, and imprisoning tens of thousands of young Kurds between the age of 17 and 35, chemical weapons were also tested on them, according to documents revealed after the overthrow of the former regime in 2003.

The exact numbers of victims are not yet known, as entire families have been wiped out or disappeared, and their fate has not yet been known.

The UN High Commissioner for Human Rights estimated that 65% of the 20,000 refugees in Iran are Fayli Kurds forcibly deported during the genocide. However, this UN estimate was in 2003.

The systematic destruction against the Fayli Kurds indeed stopped during the 1990s, but it was not due to the regime's compassion. Most likely, it was because he believed that the central goal of destroying this segment had achieved its main objectives.

The Fayli Kurds' genocide's repercussions are not yet over, and the Iraqi state - which was established after 2003 - has not done enough to address all the consequences of resolution 666's crimes, nor to re-embrace this segment's people in a way that is befitting to their sacrifices that humanity has not seen alike in other countries in modern times. Though, similar strands can be captured in Germany, in the wars of minorities and races in Yugoslavia, and the barbarity of the genocide between Tutsis and Hutus in Rwanda.

butterfly  Although many of the Fayli Kurds have regained their Iraqi nationality - according to the Iraqi Ministry of Displaced in 2010, a large number have not yet been counted due to displacement and forced deportation. The property and homes of those displaced - which were lost as rewards provided by the former regime to its men and associates in various areas - have not been returned to their original "Iraqi" owners.

The fate of thousands, if not tens of thousands of Fayli Kurds, has not yet been revealed, whether those who disappeared after the campaign of indiscriminate arrests in the 1970s and 1980s or who were mass murdered in various parts of Iraq over the long years of genocide.

This situation constitutes a condemnation of the post-2003 regime, as the archives of the former Iraqi regimes have since been available to find out the facts - or most of them - and reveal the bloody period's events.

This reality represents a great disappointment to The Iraqis in general and the Fayli Kurds in particular. They are all promised a just state according to the new Iraqi constitution, which mentions "The suffering of sectarian repression by the tyrannical junta, inspired by Iraq's Shiites, Sunnis, Arabs, Kurds, Turkmen, and other components' martyrs. As well as the violation of the holy cities in the popular uprising of Sha'ban, and the mass graves, the marshes, the sufferings of national oppression massacres in Halabja, Barzan, al-Anfal, and the Fayli Kurds".

A glimmer of hope was sparked by a decision by Iraq's supreme criminal court, which in November 2010 ruled that what happened was a "genocide" and a "crime against humanity." The Iraqi parliament also unanimously declared at its meeting on August 1, 2011, that it was a "crime of genocide" in the complete sense of the word.

UAE announces $3 bn investment in Iraq: Joint Statement ABU DHABI, 4th April, 2021 (WAM) -- The UAE Sunday announced $3 billion investment in Iraq in a fresh bid to strengthen the economic and investment relations between the two fraternal nations.

The new investments are aimed to tap new prospects of partnerships between the two countries and accelerating socio-economic and developmental growth in support of the people of Iraq.

Within this context, the UAE announces it will invest $3 billion in the fraternal Republic of Iraq. The initiative aims to solidify economic and investment ties, tap fresh prospects of cooperation, and spur developmental and socio-economic growth in Iraq.

Iraq commends the UAE's initiative to renovate Al Hadba Minaret, Great Mosque of al-Nuri and a number of churches.

The two sides also doubled down on the importance of strengthening security and defense cooperation and intelligence sharing in the fight against terrorism . They also agreed on propelling energy cooperation, specially in the fields of clean energy.

At the end of his visit, the Iraqi premier thanked the UAE, leadership, government and people, for the warm welcome and hospitality he received during the visit."

Shafaq News/ The overall global COVID-19 caseload has surpassed the grim milestone of 130 million as the pandemic is still raging, while the deaths have surged to more than 2.8 million, according to the Johns Hopkins University.

In its latest update, the US university revealed that the current global caseload and death toll stood at 130,643,579 and 2,844,807, respectively, with a mortality rate of 2.18%.

The US has so far logged 30,668,826 cases, with 554,779 fatalities.

The North American country has been sowing the world's highest number of cases and deaths since the beginning of the pandemic.

In Brazil, a total of 12,953,597 people have so far been found infected with the virus. The death toll in the country stood at 330,193 as per the university data.

Mexico is the third worst-hit country in the world in terms of deaths, as it has recorded 203,854 deaths as of Sunday morning.   India’s total case count currently stand third at 12,392,260.

Ihssan Shamran said, in a press statement, that "the coming period will witness a decline in the withdrawal of the dollar in Iraq, especially after two clear initiatives that the Iraqi economy will recover, and that we will not need to import from neighboring countries, because Iraq will produce what it needs from the materials, such as the tomato crop, and "others." The local production will be sold in Iraqi dinars.

Shamran added, "The process of raising the exchange rate of the dollar imposed protection at the borders without guards and without weapons, nor smuggling operations through the transfer of funds after purchasing the dollar at a low price inside Iraq."

The Director General of Accounting at the Central Bank confirmed that the Iraqi producer and farmer needed protection, and there is no such thing as an economic collapse in Iraq, because the country possesses oil and agricultural resources.

NORV  The economic expert, Rasim Al-Aqidi, had said earlier, that "the high exchange rate of the dollar after the approval of the Iraqi budget for the year 2021, is not surprising to us, and we expected it several weeks ago," noting that "the government adopted the framework of the floating of the dollar to legalize its sale and prevent its smuggling." Shafaq News Agency correspondent said that Al-Kifah and al-Harithiya stock exchanges are trading the 100 US dollar at 147000 Iraqi dinars, compared to 146400 dinars on Thursday morning.

Our correspondent added that today's selling and buying prices in the local markets rose to 147500 and 146500 dinars per 100 dollars.

In Erbil, the capital of the Kurdistan Region, the dollar price also climbed, as the selling price reached 148,100 dinars, while the purchase price amounted to 146,800 dinars per 100 US dollars.

A statement by the Ministry of Health stated that the meetings took place with the participation of environment ministers from various Arab countries and in the presence of the US Presidential Envoy for Climate Affairs, John Kerry.

The minister explained the importance of using renewable energy to preserve the environment, explaining Iraq's vision in the issue of climate change and its effects with various economic, environmental and health sectors

"With the support of the majority of Kurdish parliamentary blocs, the Federal Parliament approved today the Budget Law, and we hope that this will pave the way for a recovery from the era of difficult economic challenges in Iraq and the Kurdistan Region," Barzani wrote.

He conveyed his “sincere thanks to the negotiating team in the Kurdistan Regional Government (KRG) for persevering in their hard work for many months. I also thank the Kurdish blocs in the Federal Parliament for their strenuous efforts.”

“This law was a compromise and was necessary for Iraq and the Kurdistan Region,” Barzani said, explaining, “We did not achieve everything we sought, but this law is in line with the main principles of the constitution that we did not give up upon, as the rights and duties of both sides have been recognized. We encourage the progress that has been made, and we are pleased with what has been achieved."

Thanks Butterfly, getting old but keeping well. Not been affected too much here, only about 25K cases and less than 100 deaths. With the weather the way it is can get out and about even if only in the garden. In the latter half of last year the government run a domestic travel promotion with 40% discount on hotels,food and flights so saw some of Thailand never seen before. It run out after Christman but hoping for another shortly. Hope things ok with you.

You probably already know that the budget has been approved and signed and then sent to their president for a final signature where he will then post it in the law library ( Gazette ). The CBI will make the rate change and it will be seen on forex. Once in the Gazette people will be able to see the rate. It sounds like we are down to about 2 to 4 days for us to be at the bank.

Shafaq News / Iraq’s Foreign Minister Fouad Hussein discussed, on Saturday, with his Swiss counterpart the Iraqi frozen funds in Swiss banks.

The two sides held a press conference in Baghdad in which Hussein expressed happiness for "the historic visit of the Swiss Foreign Minister to Iraq," adding, "We discussed several issues, including Iraqi frozen funds in Swiss banks, reopening the Swiss embassy in Baghdad in addition to immigration issues on the Swiss and European level, and ways to find solution for refugees or asylum seekers.”

The Iraqi Official stressed that "Switzerland has an important role in ensuring stability” in the Region, adding that a memorandum of understanding was signed between Iraq and Switzerland.

For his part, the Swiss Foreign Minister Ignazio Cassis said, "This is the first visit of a Swiss foreign minister to Iraq, and it will not be the last."

He continued, "I will conduct a tour in Lebanon and Jordan for the same goals, to support stability.”

Shafaq News / The Iraqi Minister of foreign affairs, Fouad Hussein revealed that there is an international to urge the US not to close its embassy in Baghdad.

Hussein said in an interview, "the US did not threaten to close the embassy. The attacks on Diplomatic missions and Baghdad airport caused the American administration to think of closing its embassy in Baghdad".

He added, "US Secretary of State Mike Pompeo informed the President of the Republic's concern about the frequent attacks on the Green Zone and Baghdad Airport".

The Minister pointed out that, "all Western and Arab countries are concerned about the US decision", noting that, "it will create a state of international mistrust in Iraq".

"It is the duty of the Iraqi government to protect the American embassy and other international missions. It has already taken a set of organizational and political measures", Hussein said.

"In Tehran, we explained to Iranian officials the current situation. Iran influences the Iraqi situation. We expect it to take positive steps towards Iraq".

Saturday 03, April 2021 19:49 The security forces found a pile of ammunition remnants of the terrorist ISIS in a village in Tal Afar.

A security media cell statement stated that: According to accurate intelligence information, a force from the 2nd regiment, the 73rd Brigade, in the 15th Division, was able to find a pile of ammunition left over from ISIS terrorist gangs in the village of Subaiya, which belongs to the Tal Afar district.

He added: The stack included 8 120 mm mortar rounds and 6 82 mm mortar rounds, a landmine against armor, 12 artillery shells and a homemade explosive device.

The statement clarified: The materials were processed and detonated by the 15th Division, without any incident.

The draft 2021 budget is based on a world oil price of $42 a barrel and expected oil exports of 3.25 million barrels per day (bpd), including 250,000 bpd from the Kurdish region, the officials said.

But despite approval of the budget, which should be referred to parliament for final approval, disputes between the central government and semi-autonomous Kurdish region are still unresolved, a government senior economic advisor said.

“Differences between Baghdad and Kurdish delegates are still persisting over Kurdish oil exports and the region’s debts. It’s too complicated for now to reach an agreement,” said a senior government advisor.

Hit by squeezed revenues, Iraq’s central bank on Saturday increased the sale price of U.S. dollars to banks and currency exchanges to 1,460 dinars, from 1,182 dinars, seeking to close the gap of widened 2021 budget inflation after a collapse in global oil prices, a major source of Iraq’s financial resources.

The finance ministry supplies the central bank with dollars based on a price of 1,450 dinars against the dollar, Central Bank chief Mustafa Ghalib said in a statement.

Iraq has the world’s fourth-largest oil reserves and depends on oil revenues to fund 95 percent of its national budget.   ($1 = 1.45 Iraqi dinars)

Saturday 03, April 2021 21:03   Prime Minister Mustafa Al-Kazemi discussed today, Saturday, with the Vice President of the Swiss Confederation Ignazio Cassis and his accompanying delegation, means of joint cooperation and bilateral relations between Iraq and Switzerland and the prospects for strengthening them in a way that serves common interests, as well as steps to reopen the Swiss embassy in Baghdad.

Also, according to a statement by Al-Kazemi's office, ways to enhance economic development and foreign investments in Iraq were discussed, and Switzerland's support for the steps taken by the Iraqi government in this aspect, confirming a broader participation of the private sector and creating investment opportunities and promising jobs in the Iraqi labor market.

Cooperation was also discussed. In the humanitarian field, with regard to the file of the displaced and returning them to their areas of residence, in order to enhance the efforts aimed at overcoming the effects of terrorism.

The good news is everyone else in Iraq is excited. After 10 years 12 years, they finally got a Budget and it is going through. Everyone is saying they are implementing the reforms and they are going to get started, and we are going to see it, “in the coming days”.

Now, I know that you guys are scared of that phrase (we have heard it so many times and nothing happened) because it scared me – “in the coming days” – here we go again. But we will probably see it in the next 2 days.

What needs to happen next? That is the question everybody wants to know. The budget is done, they signed off, we have the amount, and within 48 hours they have to ratify the budget, signed off by the President, and it should all happen today or sometime tonight and should be recorded in the Gazette tomorrow – anyway, this is the plan – sign it off, get recorded, goes in the Gazette tomorrow, and become law.

Once that happens, they can then implement the reforms, and part of the reforms is changing the exchange rate, and we have to see when that part happens because that is up to the CBI. A lot of people are complaining about it.

They wanted it to be part of the budget, the representative wanted it to be part of the budget, and they went and let the budget go through so they can argue about it today or tomorrow.

A couple of things are happening in Iraq and you need to understand what is happening and why they are doing them because it looks wrong, suspicious, or confusing, which it is supposed to be. All of those. It is exactly how it is supposed to look. The rate went down again today.

The dinar was devalued even further. But they say it is going to stop at 1500 and it is not going any lower than 1500, is what everybody is saying, even though the rate in the budget was 1400 something and they said it would not go down.

If you look in the articles, you will see there are 5 different provinces with 5 different rates. It is one country. How could the exchange rate be different in every state you go into, or every county you go into, or in some cases, every Market you go into? How can the rate be different?

Because they don’t operate the way we do. But it is. But all the rumors that are going around saying something is going to happen. Everybody knows something is going to happen, which is a good thing. So, we are looking for that something, sooner rather than later.

About a week ago, I told you one of my guys over there said it would happen during Ramadan, and that starts on the 10th or 11th (my iPhone calendar says the 13th) and it is the month of giving to the poor, and Iraq’s citizens fit that description. I am not telling you it will drag out until the 10th.

I am telling you that somebody over there said that it is going to be during Ramadan. I don’t know, and the reason I don’t know is everybody over here is saying something different. Iraq is expecting it, and they are saying 1450, if it gets to that, would not be for a long time, which, again, tells you something.

It says all this reducing the rate is accomplishing what they wanted to accomplish. They are rebuilding their Reserves, cutting off their corruption, and making everything else apparent and visible to everyone. So, it is achieving its purpose, even though it is hurting the Iraqi citizens.

Now, they didn’t expect it to take this long to achieve its purpose, but as long as they cut off the currency, then it is really good.

So, what are we hearing over here? We are hearing it is done. We are hearing there is a live rate on the screen. We are hearing that the Banks will be processing people over the weekend – they are saying “preferred customers, only” and that the general public will be going by Tuesday morning.

That is what I am hearing. Now, they still have to ratify the budget, and they had 48 hours, and they have got to put it in the Gazette. That pushes us up to Sunday. If the banks are saying they are going to start their preferred customers tomorrow, and that is what several banks are saying, we will see what happens.

 And, they are doing it and anticipating it will be recorded tomorrow in the Gazette, and there is no turning back, regardless of Maliki filing an objection to it, and everyone can get started.

The rates are on the screens, and they are still waiting for the GO, but I don’t think we will get it until it is recorded in the Gazette, tomorrow. It is Good Friday and we have all good news, and the RV is about to explode. The rates are there.

Ray has the rates, and everyone should be happy, going over their to-do list, counting your money, knowing what to do when you get there, going over it and it and over it. And, then, know what you are going to do when you get home and reality sets in and you see all the numbers and have walked out of the bank, and you have money in your pocket and a card in your hand, and you say “Oh, my!

It was real! Now, what do I do?!” If you go through all of that now, there won’t be as much pain as waiting until after it happens. Believe me, there is still going to be some. You’re still going to be excited

The Iraqi Ministry of Interior (MoI) and the United Nations Development Programme (UNDP) Iraq delivered a strategic planning training course to senior officers and specialists to strengthen MoI institutional capacities to implement its multiyear strategic plan (2019 -2023).

The Strategic Plan is aimed at strengthening internal security, maintain public order, develop law enforcement and anti-corruption mechanisms, improve, and develop high-quality security services for citizens, and build a professional security institution.

The nine-day training programme, supported by UNDP's Security Sector Reform/ Rule of Law Programme, was held in Erbil from 09 to 17 March and attended by senior officers and specialists from various MOI departments, including the Planning and Follow up Directorate, Administrative and Financial Agency, Police Affairs Agency, Intelligence Agency, Federal Security Affairs Agency/ Civil Defence Directorate, Border Forces Command, Directorate of Civil Status, and Passports and Residence.

The token has mirrored the gains in Bitcoin over the past year amid a flood of stimulus aimed at boosting the global economy during the Covid-19 pandemic. Critics warn that crypto is a speculative bubble that will likely burst.

Ether has a market value of about $230 billion, compared with about $1.1 trillion for Bitcoin, according to data from CoinMarketCap.com.

On Apr 2, 2021  SOHR sources from inside the al-Hawl camp in far south-east of al-Hasakeh, say that the Anti-Terrorist Forces carried out an operation on Thursday evening as part of the security campaign in the camp, which resulted in the arrest of eight members of the “Islamic State” of Iraqi nationalities, one of whom is a senior leader called “Abu Karrar.”

The number of ISIS members and collaborators who have been arrested since the start of the campaign on March 28, rose to 96, mostly of non-Syrian nationalities, including senior leader “Abu Karrar” and another Iraqi official, al-Zakat official of an Algerian nationality, and 11 ISIS women who have involved in the killings and securing equipment used in their operations.

The Syrian Observatory would like to point out that many other people, including women, were arrested during the five days of the campaign, but were released after interrogation.

The forces participating in the large-scale security campaign continued taking fingerprints for those aged 15 years and above in order to confirm their identities. The first phase of the security campaign is expected to end in the camp on Friday, with the second phase to be completed in the coming hours and days.

Under IMF Art 14 the IQD is a Non-Convertible currency and as such cannot be traded or redeemed under "normal" circumstances,as in open to the public. If Iraq were to adopt the obligations of IMF Art 8 that would open the door to normal redemption and trading.

The IQD has always been traded on FOREX. FOREX is built on several levels and what should be said is that the IQD has never been traded at a level open to the general public.

Oil prices continue to rise after the OPEC + decision on production

Shafaq News / The International Monetary Fund on Thursday said advanced economies could use more progressive income taxes, inheritance and property taxes, and taxes on “excess” corporate profits to help reduce inequalities exposed by the COVID-19 pandemic, Reuters reported.

The IMF’s Fiscal Monitor said the pandemic had exacerbated pre-existing inequalities in access to health care, education and digital infrastructure, which could cause income gaps to persist generation after generation.

Most countries would need additional revenues to ensure access to COVID-19 vaccines and improve services, while interrupting a “vicious cycle” of mutually reinforcing inequalities, it said.

To change course, countries should focus on better investment in education, health and early childhood development, and strengthen social safety nets, it said.

To muster the necessary resources, advanced economies could increase progressivity of income taxation and boost reliance on inheritance/gift taxes and property taxation, the IMF said.

“COVID-19 recovery contributions and ‘excess’ corporate profits taxes could be considered,” it said, adding that wealth taxes were another option if other measures did not suffice.

Emerging market and developing economies should focus on strengthening tax capacity to fund more social spending, it said.

Oxfam welcomed the IMF’s backing for taxing of excess corporate profits and top income levels, and urged the IMF to back away from its own

Iraq and Lebanon sign an agreement that includes oil in exchange for medical services

The two parties have identified cooperation priorities in the next phase in addition to what was previously agreed upon according to the memoranda of understanding signed between them. We include: cooperation in the field of medical tourism, medical evacuation and recruitment, and cooperation in the field of modern hospital management in the Republic of Iraq by Lebanese experts and specialized medical teams.

Congratulations. The Iraqi people, with wise and rational management, have the right to build 11 university hospitals and 5 medical cities within this year, and Lebanese cadres will have the honor to assist in managing these institutions.

And cooperation in controlling the performance, quality and reliability standards in which Lebanon is distinguished, and which are carried out by the Ministry of Health, accompanied by the heads of directorates and departments in the Ministry of Public Health.

Defying rigid gender norms in Iraq, they search with careful precision for dangerous explosives.

Hind Ali explains why she joined the all-female demining team.

"The main reason I joined the team is a humanitarian one. Vast areas of the province of Basra have a lot of mines, people have been prevented from living on those lands. Moreover, there is a lack of awareness among some people that has caused countless accidents in the province of Basra."

Ridding their province from landmines – the 14 women were trained over the course of 40 days.

Equipping them with the tools and knowledge to find and safely clear different types of mines.

The difficulty and danger of the task however, was not their only obstacle.But rejection from their community for women to take up such tasks has also proven difficult.

Last Updated: Thursday, April 1, 2021 15:57 The federal government is planning to resettle in Canada hundreds of additional Yazidi refugees and other survivors of the Islamic State reign of terror in Northern Iraq in an effort to help reunite refugees with surviving members of their extended families, federal officials told Radio Canada International Thursday.

Since 2017, Canada has resettled about 1,400 survivors – mostly women and girls – of the ISIS genocidal campaign to target religious minorities in Northern Iraq. However, many of the refugees had to leave family members behind.

Minister of Immigration, Refugees and Citizenship Marco Mendicino announced Tuesday a new policy that will allow these refugees to reunite with extended family members, including siblings, grandparents, aunts and uncles.

“Having survived abuse, torture and even genocide at the hands of Daesh, the Yazidis and other groups are among the most vulnerable refugees in the world,” Mendocino said in a statement, referring to the Arabic acronym for ISIS.

“Guided by compassion, we are now redoubling our efforts to reunite their families. Our new policy will ensure that more Yazidis and other survivors can be reunited with loved ones so that they can start new lives in Canada.”

Canada to resettle 1,200 Yazidi refugees

Mendicino’s press secretary, Alexander Cohen, told Radio Canada International that the federal government expects that this new policy will support the resettlement of some 250 family and extended family members who were in captivity or missing as well as others who didn’t meet the definition of immediate family member or refugee.

butterfly  “We are already working with partners to identify vulnerable Yazidi women and children and other survivors of Daesh and their family members, and we expect to begin welcoming them to Canada later this year,” Cohen said in an email.

These kinds of operations are “extremely difficult and complex” given the volatility in region, Cohen said.

“Furthermore, identifying vulnerable Yazidi women and children and other survivors of Daesh for resettlement is particularly challenging and makes this effort very different from Canada’s resettlement of Syrian refugees, where government-assisted refugees were selected from pools of refugees already registered with the United Nations Refugee Agency,” Cohen said.

In anticipation of these new refugees, the federal government has plans and personnel in place to ensure these families are properly supported, he added.

“Due to reasons of operational security and to protect the safety of the survivors of Daesh, as well our partners and our staff, we cannot provide details on if or when personnel may be dispatched to the region,” Cohen said.

In 2017, Canadian officials worked in close collaboration with the Iraqi government, the Kurdish Regional Government in Northern Iraq, the International Organization for Migration, the United Nations refugee agency, and Yazda, an international NGO working to help Yazidi survivors of ISIS atrocities, to identify and process refugees for resettlement in Canada.

According to government statistics, as of Jan. 31, 2021, Canada has welcomed 1,356 government-assisted survivors of ISIS (1,149 Yazidi women and girls) and 94 privately sponsored survivors (all Yazidi women and girls).

Shafaq News/ War on The Rocks, an American website specialized in military affairs, considered that when NATO suspended its training and advisory mission in Iraq following the killing of Iranian Gen. Qassem Soleimani in January 2020, the alliance experienced its first reality check on its new enterprise in the country.

Iraq reportedly was and remains a tragic playground for domestic, regional, and international competition. Now NATO member states have agreed to expand the alliance’s Iraqi mission. “What has changed in the last year? And how will the alliance fare?”

COVID-19 may have temporarily constrained the behavior of some regional actors, particularly Iran, but the situation remains as challenging as ever and the distance between the level of ambition in Brussels and the reality on the ground in Baghdad remains significant.

Despite renewed support for the alliance, the new U.S. administration appears still eager to continue with progressive disengagement from Iraq. The mission will therefore test NATO’s well-known burden-sharing problems. European allies will be called to a greater role in the mission as the United States draws down, a factor that will necessarily bring about significant operational challenges to overcome.

The expanded mission will present NATO with the opportunity to evaluate its limited role in the Middle East, as well as its ability to deliver effective results in security-sector reform in such a polarizing political and security environment.

The mission will only succeed if it is properly resourced by the alliance nations and rooted in serious and meaningful engagement with the Iraqis.

NATO needs to decide whether it wants to invest in building effective political influence in the Middle East or be confined to the role of providing technical capacity-building.

In February 2021, NATO defense ministers agreed to enlarge the alliance’s mission in Iraq. The expanded mission will work with a broader range of ministries beyond just the Ministry of Defense, and will possibly operate outside the Baghdad area.

There will be a significant rise in personnel too: Up to 4,000 civilian and military staff are set to join the mission, up from a maximum of 500. The expansion will be incremental, conditions-based, and negotiated step by step with the Iraqi authorities.

Established in 2018, NATO Mission Iraq has thus far focused on professionalizing the Iraqi security forces, advising national security institutions — the Ministry of Defense and the Office of the National Security Advisor — and training the trainers, including the Iraqi Army Bomb Disposal School, the School of Administration and Logistics, and the Military Medical School.

These activities have complemented the work of the American-led Global Coalition to Defeat ISIL, the United Nations, and the European Union Advisory Mission in Iraq, the last of which is small and confined to strategic-level advising at Iraq’s Ministry of Interior.

Over the last year, however, many of these activities have stalled due to a double whammy of factors — the killing of Soleimani in January 2020 and the global COVID-19 pandemic — that have together contributed to halting progress and led to a departure of NATO personnel from Iraq.

butterfly  With the Global Coalition to Defeat ISIL reducing its footprint and activities in Iraq, the upgraded NATO mission is set to expand its scope. For instance, it is expected that the mission will initially broaden its role within the Ministry of Defense to include advising on leadership development, good governance, and policy and planning.

In the future, and subject to Iraqi requests, NATO may also undertake the advising of the federal police, which sits under the Ministry of Interior and has up until recently been trained and advised by the Italian Carabinieri.

Italy will take the command of NATO Mission Iraq from Denmark in 2022, reflecting the sustained willingness of European countries to play their role in NATO’s burden-sharing. Spain, which is a leading European contributor to the anti-ISIL coalition and already plays a prominent role in NATO Mission Iraq’s training activities, is also well-placed to undertake a future leadership role.

In a departure from President Donald Trump, the Joe Biden administration has been quick to praise and reinforce the role of NATO allies and the value of multilateral frameworks, including in Iraq. With the U.S. presence in Iraq drawing down, European nations’ willingness to step in to fill the likely operational gaps will therefore be crucial to the sustainability of NATO’s mission in Iraq.

The report mentioned the drawdown of the anti-ISIL coalition will have some significant implications for NATO in Iraq, but the upgraded NATO mission should not be simply considered as a transition of activities from the coalition to NATO. The two missions’ mandates are different — unlike the coalition, the NATO operation remains a non-combat mission with NATO personnel not involved in the training or accompanying of military units at the tactical level.

But NATO will build upon the coalition’s gains and will be likely to put more emphasis on strategic-level advisory efforts once the main coalition-supported military operations end. While the coalition is in the last phase of its military campaign, we do not yet have an announced end-date for its operations.

In light of a greater European role within the NATO mission in Iraq, there are likely to be teething problems. Moving from the agile and flexible coalition framework to the highly standardized, bureaucratic, and consensus-based NATO mechanisms will bring operational challenges.

NATO’s force-generation process, the formal and often lengthy procedure through which alliance nations provide the necessary personnel and equipment for missions and operations, will take time to reach the required operational capability. Any significant expansion of the mission will therefore have to deal with a protracted process before it is properly equipped.

The NATO mission in Iraq is the first such mission with a strong civilian component, which mainly provides strategic-level advice to the Ministry of Defense. The expanded NATO mission will likely see an increase in these civilian elements. Success will therefore rest on NATO allies providing high-quality civilian personnel capable of navigating the complex bureaucracies of the Ministry of Defense and possibly the Ministry of Interior.

butterfly  The NATO mission aims to become more self-sufficient but currently relies on the anti-ISIL coalition’s enablers — mainly American-provided intelligence, infrastructure, basing, and logistics. Some countries may decide to reflag their military personnel under the NATO umbrella, but the mission will require its own enablers, as briefly alluded to by NATO Secretary General Jens Stoltenberg during a recent press conference. If European allies are serious about burden-sharing, this is an area where they could do more.

It is not yet clear whether and how the NATO mission will go beyond the Baghdad area. It is not unimaginable that NATO could move to providing some level of strategic advising to the Kurdish Peshmerga in the north of Iraq in the future.

Any such expansion, however, will have to be requested by the Iraqi government and approved by NATO countries, to include Turkey. Given the difficult triangle of relations between Iraqi Kurdish factions, Baghdad, and Ankara, this will be tricky to negotiate.

Expectations for NATO in Iraq and in the Middle East

As per the report, the upgraded NATO Mission in Iraq will be demand-driven, and the relevant question is: What does the Iraqi government want or need? The Iraqi government has definitely requested support in the professionalization of their security institutions.

However, NATO should not overlook the political, security, and socio-economic context in which the mission will operate in order to link strategic ambitions with realistic expectations.

butterfly  Iraq is still experiencing a delicate transition process from a military campaign to recovery, reconstruction, and wider stability. There are myriad issues to consider — an ambitious economic reform program, looming parliamentary elections, the unresolved future of the Popular Mobilization Forces, resurgent jihadist activity, and the uncertain prospect of American-Iranian relations.

In opening up to the expansion of the NATO mission in Iraq, with a demand-driven approach and more of a European face than an American one, Iraq’s Prime Minister Mustafa Al-Kadhimi has attempted to reach the dual objective of an assertion of Iraqi sovereignty coupled with a U.S. drawdown.

He has also tried to seriously engage with neighboring countries, including Iran, Turkey, and Saudi Arabia, to secure political and economic support and navigate the region’s dangerous and delicate competitions.

In this context, the NATO mission will play a role in wider security-sector reforms — an important domain, but one that cannot deliver quick wins and is highly polarizing in Iraq. And such reforms are not a panacea for wider structural problems.

NATO can provide technical capacity-building to Iraq in the form of training or advisory activities. However, this will be futile if not streamlined in a coherent strategy developed by the Iraqi government and supported by NATO, which is a highly politically sensitive process.

NATO therefore should be more politically savvy with regards to what is happening in Iraq and its power relations, rather than just limiting itself to technical capacity-building. Iraq will continue to be at the crossroads of several regional and international issues — relations between the United States and Iran and between Iran and the Gulf monarchies, as well as Turkey’s regional ambitions.

butterfly  The expanded NATO mission cannot ignore this political context by staying in its comfort zone of capacity-building — it needs to be more proactive if it wants to earn relevance. Bridging this political versus technical gap will contribute to NATO attaining a more significant and positive influence in achieving its stated objective of projecting stability in neighboring and partner countries in order to ensure the alliance’s own security.

The report concluded that it will provide NATO with more robust political reach and relevance in the Middle East — limited thus far — and give much-needed coherence to the multitude of military partnerships established in the region.
