Butterfly OPEC+ extends most oil output cuts into April

Russia and Kazakhstan have been allowed modest production increases under the deal, the sources added.

Kazakh Energy Minister Nurlan Nogayev said OPEC + decided to keep oil production nearly stable in April 2021, “Under Thursday’s deal, Russia was allowed to raise output by 130,000 bpd in April and Kazakhstan by another 20,000 bpd to meet domestic needs.”

The news pushed oil prices back towards their highest levels in more than a year with Brent trading up 5% above $67 a barrel as the market had expected OPEC+ to release more barrels.

OPEC+ had cut output by a record 9.7 million bpd last year as demand collapsed due to the pandemic. As of March, it is still withholding about 7 million bpd, or 7% of world demand. The voluntary Saudi cut brings the total to about 8 million bpd.

Spot gold eased 0.3% to $1,692.13 per ounce by 0515 GMT, having earlier fallen to its lowest since June 8 at $1,686.40. For the week so far, it is down 2.3%.   U.S. gold futures fell 0.6% to $1,690.40.

Powell on Thursday repeated his pledge to keep credit loose and said although the rise in yields was "notable", he did not believe the Fed will have to intervene to bring them down.

"Clearly, Powell wasn't dovish enough for markets overnight and, in some ways, greenlighted higher U.S. yields by saying he was comfortable with that," said OANDA senior market analyst Jeffrey Halley.

"All signs point to the bond tantrum continuing," Halley said, adding it seems inevitable that gold will break below the current levels and lodge deeper losses to the $1,600 region.

The U.S. 10-year yields held above 1.5%, while the dollar surged to three-month highs. Higher yields increase the opportunity cost of holding non-interest paying bullion.

"Powell's remarks just reinforce the sense that the Fed is slowly moving in the direction of acclimating markets toward there not being substantial further policy support," said DailyFX currency strategist Ilya Spivak.

Markets are also starting to take into account that with the ramp up in vaccines, another U.S. fiscal package and increasing inflation expectations, the Fed might consider tightening sooner than they expected, Spivak said.

Holdings of the world's largest gold-backed exchange-traded fund, SPDR Gold Trust fell to lowest since May on Thursday.

Silver fell 0.5% to $25.17 an ounce, and was down 5% for the week, its worst since late-November. Palladium eased 0.2% to $2,334 and platinum shed 0.6% to $1,119.53.

The Organization of the Petroleum Exporting Countries (OPEC) and its allies, a group known as OPEC+, agreed on Thursday not to increase supply in April as they await a more substantial recovery in demand amid the coronavirus pandemic. Crude prices rose after announcement and are up 33% this year.

Brent crude futures for May on Friday rose nearly 1%, to $67.44 a barrel, and are on track for a near 2% gain this week.

“As one of the largest crude-consuming countries, India is concerned that such actions by producing countries have the potential to undermine consumption-led recovery and more so hurt consumers, especially in our price-sensitive market,” Minister for Petroleum and Natural Gas Dharmendra Pradhan told Reuters.

India, hit hard by the soaring oil prices, urged producers to ease output cuts and help the global economic recovery from the coronavirus pandemic.

“We were really hopeful that OPEC and OPEC+ would have eased the production cuts to some degree taking into account the fragile recovery of the global economy, particularly in developing countries,” Pradhan said.

Rising oil prices are posing fiscal challenges for India, where heavily-taxed retail fuel prices have touched record highs in some parts of the country, threatening the demand-driven recovery.

India, Asia’s third-largest economy, imports about 84% of its oil and relies on Middle Eastern supplies for meeting over three-fifths of its demand.

Responding to India’s repeated request for an increase in output, Saudi Energy Minister Prince Abdulaziz bin Salman responded on Thursday by saying India should start using oil it bought cheaply during the price collapse last year.

February saw a resumption of the trends that drove the index's rally of 8.7% (in local currency terms) in the immediate aftermath of the currency's devaluation, in which both daily turnover and foreign buying increased meaningfully month-on-month.

Pope Francis will arrive today at Baghdad International Airport within hours, where an official reception will take place in presence of Iraq’ PM Mustafa Al-Kadhimi.

During his visit to the Country, the Pope will will head to Najaf, where he will meet Grand Ayatollah Ali Al-Sistani. Later, he will visit “Ur” Archaeological City in Dhi Qar Governorate.

The Pope will be received officially in Erbil Airport on March 7 where he will meet the Kurdish President Nechirvan Barzani and the civil and religious authorities.

Then head to Mosul where he will pray for the war victims in Hosh Al-Baya.

This will be the first-ever visit by a pope to Iraq.

Pope Francis has long expressed his desire to visit Iraq.

The Central Statistical Organization mentioned in a statement received by Shafaq News Agency that the monthly inflation index rose by 0.9% last January compared to the previous month, along with the annual inflation index, which rose by 3.3% compared to the same month of 2020.

"The increase in dollar exchange rates since mid-December 2020 has caused a devaluation of local currency and an increase in the prices of goods and services for most of them are imported," they added.

The Central Statistical Organization mentioned in a statement received by Shafaq News Agency that the monthly inflation index rose by 0.9% last January compared to the previous month, along with the annual inflation index, which rose by 3.3% compared to the same month of 2020.

"The increase in dollar exchange rates since mid-December 2020 has caused a devaluation of local currency and an increase in the prices of goods and services for most of them are imported," they added.

The organization pointed out, "the increase of the monthly inflation index of December focused on the increase that happened in the goods and services department by 2.1% due to the rising costs of gold across Iraq."

"The health department also witnessed an increase of 1.3% as a result of the rise in the prices of the main medical products and services, which include pharmaceutical products such as blood pressure and diabetes medication, high physician wages in community-based clinics, and high services wages in community-based hospitals." They proceeded.

They explained further, "The housing department recorded a rise of 1.4% due to the rise in the water, electricity, fuel and rental fees by 0.2%, along with the education department which also increased as a result of the rise in the fees of private lessons in many governorates."

The organization confirmed that the rise of the annual index for January compared to the same month in 2020 came as a result of the increase in the tobacco department by 11.2%, as well as the annual rise in the housing department by 0.3%, and the health department by 13.6%."

They added that the transportation department recorded an annual increase of 9.7%, and the communications department recorded an annual rise of 5.8%. butterfly   2021-03-04 03:12 Shafaq News / the Central Bank of Iraq on Thursday, announced decrease in the foreign currency exchange for the fourth day in a row.

Shafaq News Agency correspondent said that the foreign currency auction of the Central Bank of Iraq recorded a 9.43% decrease to 106,016,000 dollars which the bank covered at an exchange rate of 1460 dinars per dollar.

He added that the sales operations were in the form of wire transfer and credits.

Last December, Iraq’s central bank increased the sale price of U.S. dollars to banks and currency exchanges to 1,460 dinars, from 1,182 dinars, seeking to compensate for a decline in oil revenue due to low crude prices.

The central bank of Iraq said the key reason behind the dinar’s devaluation was to close the gap of widened 2021 budget inflation after a collapse in global oil prices, a major source of Iraq’s financial resources.

the Iraqi Prime Minister advisor Mazhar Muhammad Saleh said in an interview with Shafaq News Agency, closing down countries due to coronavirus pandemic is slowing global economy indicating that the country's gross domestic product in 2020 shrank by about 11 %.

"The poverty rate rose to more than 30% while unemployment among the youth jumped to more than 29%," He added.   "About 11 million Iraqis -25% of the population- have been affected by the pandemic."

Saleh pointed out that the daily-workers who do not have any stable job or monthly salary are the most affected part, “those people do not benefit from social welfare nor retirement systems and do not receive any support from the government."

It’s noteworthy that according to the International Monetary Fund (IMF) Iraq’s economy, which shrank due to Covid-19 and a sharp decline in oil revenue is poised to return to pre-pandemic levels by 2024.

The slowdown in the real gross domestic product reflects a drop in non-oil activity and reduction in crude output as a result of OPEC+ decisions, IMF said in February.

The IMF stressed the importance of fighting corruption in key public institutions and restructuring large state-owned banks to foster financial stability and develop the private sector.

Iraq has begun taking much-needed steps towards ensuring future economic stability.

The Central Bank of Iraq devalued the currency by about 23 % against the US dollar in December, a move the fund expects to help reduce external imbalances and preserve foreign exchange reserves.

The draft 2021 budget is intended to cut the fiscal deficit through various measures to raise non-oil revenue and contain the unsustainable expansion of pension bills and government wages, the IMF said.

The market has been expecting OPEC+ to ease production cuts by around 500,000 barrels per day (bpd) from April.

Meanwhile, U.S. crude oil stockpiles surged by a record of more than 21 million barrels last week as refining plunged to an all-time low due to the Texas freeze that knocked out power for millions.

OPEC leader Saudi Arabia has also been expected to end its voluntary production cut of an additional 1 million bpd.

But three OPEC+ sources said on Wednesday some key OPEC members had suggested keeping the group’s output unchanged.

A ministerial panel meeting ended on Wednesday without making any policy recommendations, two OPEC+ sources told Reuters.

It was not immediately clear whether Saudi Arabia would end its voluntary cuts or extend them, they said.

Arab told Shafaq News Agency, "Political forces are stipulating the passage of the federal court law, in exchange for the passage of the budget law of 2021," noting "the Federal Court law was included in today's session."

He pointed out that today's session did not include voting for the budget law, but there will be a special session for the 2021 budget, either Saturday or Sunday, where it will be passed upon everyone's approval.

It was the first attack since the U.S. struck Iran-aligned militia targets along the Iraq-Syria border last week, killing killed one militiaman and stoking fears of a possible repeat of a series of tit-for-tat attacks that escalated last year, culminating in the U.S. drone strike that killed Iranian Gen. Qassim Soleimani outside the Baghdad airport.

butterfly  Wednesday's attack targeted the same base where Iran struck with a barrage of missiles in January last year in retaliation for the killing of Soleimani. Dozens of U.S. service members were injured, suffering concussions in that strike.

British Ambassador to Iraq Stephen Hickey condemned the attack, saying it undermined the ongoing fight against the Islamic State group. “Coalition forces are in Iraq to fight Daesh at the invitation of the Iraqi government,” he tweeted, using the Arabic acronym for IS. “These terrorist attacks undermine the fight against Daesh and destabilize Iraq.”

Denmark, which like the U.S. and Britain also has troops at the base, said coalition forces at Ain al-Asad were helping to bring stability and security to the country.

“Despicable attacks against Ain al-Asad base in #Iraq are completely unacceptable,” Danish Foreign Minister Jeppe Kofod tweeted. The Danish armed forces said two Danes, who were in the camp at the time of the attack, are unharmed.

Wednesday's attack comes two days before Pope Francis' is scheduled to visit Iraq in a much anticipated trip that will include Baghdad, southern Iraq and in the northern city of Irbil.

butterfly  The financial advisor to the Iraqi prime minister has revealed that his country has so far paid out $49.5 billion to Kuwait in compensation for the destruction of oil fields and facilities during the 1990-91 Gulf War.

In an interview with Iraq's Al-Sabah newspaper, Dr Mazhar Muhammad Saleh explained that Baghdad has still to pay the balance of the $52 billion claimed by the Kuwaiti government.

According to Saleh, three per cent of Iraq's oil revenues are deducted and used to pay the compensation through a bank account run by the Federal Reserve Bank in New York. This was dictated by UN Security Council Resolution 1483 in May 2003.

"The compensation is currently paid through the UN Compensation Fund," Saleh pointed out. He expects the balance to be paid within a year or perhaps a little longer, depending on the recovery of oil prices.

Another force of Nineveh Operations Command launched an operation in separate areas in the Governorate in which 21 ISIS elements were arrested.   In both operations the commands seized military equipment.

The statement added that a force of the joint operations in Kirkuk launched an operation in different areas and arrested 14 ISIS militants.

Earlier, The Iraqi Security Media Cell reported air strikes and major search operations between Saladin and Kirkuk governorates.

The cell said in a statement “Under the supervision of the Joint Operations Command, Iraqi F-16 aircraft launched this morning ten air strikes on the area between northern Saladin and southwestern Kirkuk, which killed terrorists and destroyed strongholds.”

In another statement, the cell said, "Joint units of the Iraqi army and the Popular Mobilization Forces carried out an operation in the same areas to pursue ISIS remnants." 

Meanwhile, a security source said an Iraqi security officer was killed, on Wednesday in an explosion in Saladin Governorate.  The source told Shafaq News Agency "an explosive device blew up at the Interior Ministry's forces in the Zerka area of Saladin on the borders of Kirkuk governorate which killed a member of the Rapid Response Forces.”

Meanwhile, the market’s attention is on a forthcoming Thursday meeting by the Organization of the Petroleum Exporting Countries (OPEC) and allies, together called OPEC+, at a time when they are generally positive on the oil market outlook compared with a year ago when they slashed supply to boost prices.

The market widely expects them to ease production cuts, which were the deepest ever, by about 1.5 million barrels per day (bpd), with OPEC’s leader, Saudi Arabia, ending its voluntary production cut of 1 million bpd.

However, a JTC document, seen by Reuters, called “for cautious optimism,” citing “the underlying uncertainties in the physical markets and macro sentiment, including risks from COVID-19 mutations that are still on the rise”.

Reinforcing concerns of potential oversupply, the American Petroleum Institute industry group reported U.S. crude stocks rose by 7.4 million barrels in the week to Feb. 26, in stark contrast to analysts’ estimates for a draw of 928,000 barrels.

Hundreds of women in the internal security forces and other agencies attended the celebration held in the stadium of the city of Rmaylan, 70 kilometers from Qamishli, the largest Kurdish city in Syria.

Halima Mahmoud, head of ISF’s Women unit said "We congratulate all women in the International Women's Day, especially the women of northern and eastern Syria, …The 8th of March is a historic day for us, is the Day of Resistance,….thanks to the thought and the long struggle of free women we have reached this stage."

“Today, we receive our first batch of COVID-19 vaccines from China, We thanked and appreciated China for supporting the Kurdish people”, Kurdish Minister of Health, Dr. Saman Al-Barzanji said during a ceremony to receive the consignment in the presence of the Chinese Consul in the Region, Ni Ruchi.

Al-Barzanji said Kurdistan is negotiating with several international companies to buy vaccines after KRG allocated a budget for this reason.

For his Part, the Chinese Consul said his Country has helped the Region in combating the pandemic from the beginning by providing equipment and support.

He added that this batch is for those working on frontlines but later, vaccines will be secured for all groups by priority.  “The batch is to show good friendship,” he added.

Earlier today, Iraq also received its first 50,000 doses of the Sinopharm COVID-19 vaccine donated by China as the country is struggling to cope with a new surge of the disease.

An Iraqi military transport plane carrying the first batch of the vaccines from China landed at Baghdad International Airport late on Monday.

The doses will be offered to health workers, elderly people and members of the security forces first, the Iraqi health ministry said in a statement.

Shafaq News / The head of the Iraqi Turkmen Front, MP Arshad Salhi on Tuesday, issued a “distress call” to Prime Minister Mustafa Al-Kadhimi for saving the archaeological areas in the city of Kirkuk.

Salhi said in an urgent message, “We call on Prime Minister Mustafa Al-Kadhimi to immediately intervene to save the antiquities of Kirkuk in its historic citadel, Al-Qishla and its heritage markets, which are exposed to neglect and destruction due to the lack from the competent authorities.”

He added, "Antiquities are Kirkuk's historical identity,… it needs to be saved."

It is noteworthy that Kirkuk Citadel originally housed a Jewish temple, which was then turned into a Christian church and lastly into a Muslim mosque.

This historic site is located in the center of Kirkuk and is considered to be the oldest part of the city. It stands on a mound 130 feet high. It is believed that the enormous structure was constructed between 884 and 858 B.C. by King Ashurasirpall II. Last month Canadian securities regulators cleared the launch of the Purpose Bitcoin ETF, making it the first to gain regulatory approval in North America. Cboe said in its filing the cryptocurrency ecosystem has “progressed significantly,” citing among other things products investing in Bitcoin futures as well as the emergence of regulated custodial services for digital assets.

U.S. regulators have so far refrained from approving a Bitcoin ETF, citing worries about everything from market volatility and industry manipulation to thin liquidity. That includes a prior attempt by Cboe that was withdrawn in January 2019. However, the cryptocurrency market has gotten increasingly robust as big names and institutional players have piled in recently.

Also, President Joe Biden’s nominee to lead the Securities and Exchange Commission, Gary Gensler, is seen as potentially more sympathetic to crypto than prior officials have been.

“This time around we’re much more optimistic than we have been in the past,” Cboe Global Head of Listings Laura Morrison said in an interview. “The market has really changed. There’s a tremendous amount of information relative to the depth and breadth.”

Cboe was the first U.S. regulated exchange to offer Bitcoin futures in December 2017. The exchange stopped listing the contracts in June 2019.

The report showed, according to the ministry's statement, an increase in inflation indicators for the month of December by (3.3%), compared to the previous month of November, while the annual inflation rate increased compared to the month of December 2019 by (3.2%) affected by the change of the dollar exchange rate.

PM Al-Kadhimi tweeted, "The ratification of the Yezidi Female Survivors law is a vital step towards justice and equal citizenship," he continued, "The Iraqi Government is keen on implementing the law, provide a dignified living for all female survivors, work on freeing those in captivity, and support liberated areas."

In the same context, the Prime Minister of Kurdistan Region, Masrour Barzani, expressed gratitude to all political blocs for the approval of the law in the Iraqi Parliament, deeming it as a step to compensate the Yazidis and restore their trust.

Barzani demanded, in a statement received by Shafaq News Agency, the expedition of the implementation of the law's items to ease the suffers from the survivors and their families.

The Head of KRG reiterated his call for committing to the Sinjar agreement to reconstruct the district and allow a safe return for its citizens.

Barzani added that the Liberating Yazidi abductees' office has been able to free 3545 Yazidis, stressing that the work is underway to reveal the fate of 2768 still missing Yazidis.

He pointed out that ISIS cannot pose a threat to the region, but there are quite a few Arab villages' residents who had previously joined the terrorist organization who have recently joined al-Hashd al-Shaabi they supply ISIS with food, weapons and government cars whenever they can.

Abdul-Jabbar said in a statement to Shafaq News Agency, "Basra Gas Company manages a giant project to build new constructions. They are still in the initial stages, but they aim at producing 400 million cubic feet and 1000 million cubic feet in future."

Abdul-Jabbar pointed out that the South Oil company started negotiating with the French TOTAL and the Russian Lukoil to build plants with a capacity of 600 million cubic meters.

He added that Maysan is working on a project aiming to produce 300 million cubic meters, which equates to 20% production.

"Dhi Qar also will witness a big project to produce 200 million cubic meters, and they are now in the stage of land handling. Contracts were concluded with the companies. They are currently completing the credential documents."

Preliminary estimates of the Iraqi Ministry of Oil show that Iraq has 132 trillion cubic feet of gas reserves, and 70% of Iraqi gas is a byproduct of oil extraction. Iraq today occupies that 11th place among the world's wealthiest countries in natural gas.

Some currencies have a much more significant effect on a country's economy than others.

Sandyf   The last global reset was on Nov 18th 1967 when the GBP was devalued by 14% from $2.80 to $2.40. At that point in time the GBP was the predominant reserve currency and as a result most countries around the world had to adjust their financial position. It should be noted that occurred at 9pm on a Saturday evening, bit of a shock coming home from the pub. In those days we could only take £50 out of the country.

Sandyf   Iraq is never going to revalue in the way people want to think but some sort of reset is not out of the question. At the end of the day, the major economies cannot keep printing money ad infinitum.

“We are taking every precautionary measure to provide maximum security for his Holiness’s visit to our region,” Barzani told France 24 in an interview on Saturday. “This will be a historic visit for his Holiness to the Kurdistan Region and so to Iraq, and we believe this is going to shed light on the efforts that the KRG has done over the years for tolerance and acceptance of religious groups and minorities that live in Kurdistan for many, many years.”

The Kurdistan Region has been a safe haven for tens of thousands of Christians who have fled violence in the rest of Iraq since 2003, as well as millions of Muslim Arabs and Syrian refugees who have lived in the semi-autonomous region in peace and harmony for nearly 20 years. In a February 15 rocket attack on Erbil, the killed an injured included a father of two from Ramadi who sought safety in the Kurdistan Region for his family during the war against the Islamic State group (ISIS) and a refugee from Kobane, Syria who fled the civil conflict there.

In a visit to the Vatican last February, Barzani discussed with Pope Francis the Kurdistan Region’s achievements in protecting religious and ethnic minorities and hailed successes in guaranteeing freedom of worship for all faiths.

"We hope that the process of export development with neighboring countries, specially Iraq, will be stable and will continue and increase due to Iran's very desirable capacities," he added.

Economic relations between Iran and Iraq have expanded and the volume of trade has increased in recent years.

“Ending the presence of the American forces in the region would be the best response to this terrorist act,” Zarif said.

Foreign Minister Hussein, for his part, described the visits of the delegations of the two countries as a sign of the two sides' commitment to bilateral relations. Reviewing the issues of relations between the two countries in various fields, he explained the views of the Iraqi side in this regard.

The Iraqi foreign minister also met with Shamkhani, who expressed appreciation to Iraq for issuing an arrest warrant against former U.S. President Donald Trump who had ordered the assassination of General Soleimani and al-Muhandis.
