Muqtada al-Sadr, who won the largest number of votes in the October elections, withdrew his 74 deputies from parliament last June, after he failed to form a government that excluded his Shiite rivals (the coordinating framework). US Agency: Weak Deterioration Of Basra Port Docks Weakens Oil Revenues

For his part, the deputy director of SOMO Oil Marketing Company, Ali Al-Shatri, says, "Iraqi officials hope that the oil export capacity from the Basra port will reach 3.35 million barrels per day by September."

Al-Shatri added, "With regard to the present time, taking into account not only the limitations of export capacity but also the activities of rehabilitation operations that may cause interruptions at times, this is what we expect that we can achieve."

Al-Shatri indicated, "The possibility of achieving a higher number than that, but I have some reservations about this possibility until I see plans to develop export facilities in full swing."

Al-Shatti added that "SOMO expects that the quantity of shipments of the Basra Heavy crude category will be 1.1 million barrels per day in July, and Basra Medium crude will be 2.2 million barrels per day."

The report stated, "The analyzes of the agency (Platts) indicate that the quantities of exported oil will be limited at that maximum rate for the rest of the months of the year, with production quantities remaining at 4.54 million barrels per day."

The project is being implemented by the GCC Electricity Interconnection Authority, which owns and operates the Gulf Electricity Interconnection Network, and is one of the most important infrastructure interconnection projects approved by the Gulf Cooperation Council.

Among the benefits achieved by the project are reducing the required reserves in each country, mutual coverage in case of emergency, benefiting from the surplus, and reducing the cost of producing electric power among the countries of the Gulf Cooperation Council .

In 2001, the Gulf Cooperation Council was established, and the interconnection project was completed in 2009 .

The authority considers that the signing of the interconnection agreement with the electricity grid in southern Iraq, which coincided with the Jeddah Summit for Security and Development on July 15, 2022, is one of the most important strategic projects in the Gulf Cooperation Council countries that will begin. Al-Shatri indicated, "The possibility of achieving a higher number than that, but I have some reservations about this possibility until I see plans to develop export facilities in full swing."

Al-Shatti added that "SOMO expects that the quantity of shipments of the Basra Heavy crude category will be 1.1 million barrels per day in July, and Basra Medium crude will be 2.2 million barrels per day."

Al-Federah Responds To A Lawsuit Against The Communist And The Iraqi Nation Against Al-Halbousi

Posted On2022-08-02 By Sotaliraq   The Federal Supreme Court rejected a lawsuit brought by the Iraqi Communist Party and the National Umma Party against the Speaker of Parliament, Muhammad al-Halbousi, regarding the election of the President of the Republic.

A document issued by the Federal Supreme Court stated that the court considered a lawsuit filed by Raed Fahmy, Secretary of the Iraqi Communist Party, and Muhammad Hussein Reda, Secretary-General of the Iraqi Ummah Party, against Speaker of Parliament Muhammad al-Halbousi.

The document added that the two plaintiffs requested to oblige Al-Halbousi to implement the text of Article (72/Second/B) of the Constitution of the Republic of Iraq, which states that “the President of the Republic shall continue to exercise his duties until after the elections and meeting of the new House of Representatives, provided that a new President of the Republic is elected within thirty days.”

From the date of the first meeting of the Council. She pointed out that Fahmy and Reda confirmed that the failure to elect a new president of the republic led to delaying the formation of the government and the consequent obvious damages, most notably the failure to ratify the state's general budget, and that the members of the House of Representatives by boycotting the session of electing the president of the republic had perjured their oath.

"The private transport company is responsible for all transportation inside Iraq to transport citizens, and

it is one of the profitable companies,

but it needs development, as

we have started working with plans to develop these garages, and all provinces are covered by the issue of garages, including Nineveh, Al-Amarah, Basra, Holy Karbala and Najaf as well."

With regard to the maritime transport sector, Al-Shibli said:

"We have a shipping company, which is a profitable company, but

unfortunately most of our ships have been destroyed, as we have only six ships that are currently carrying out very large tasks in transportation, and

we are currently planning to buy new ships very soon through the amounts available to the Navy, as There was a contract in 2012 that was signed to buy ships, but unfortunately it was not implemented."

There is, now, a dilemma. The installation of the pro-Iranian prime ministerial candidate, Muhammad al-Sudani, cannot be considered legitimate, because the main Shiite political force does not recognize him. It is very difficult to suppress this force and its leader.

The report considered that the joint oil and gas fields in the Arabian Gulf and the Gulf of Oman are areas that have not been greatly exploited in the field of bilateral and multilateral cooperation, noting that

Iran and Qatar share the largest gas reserves in the world, and

Iran also participates in more than twenty oil and gas fields in the Gulf. With the countries of the Gulf Cooperation Council and Iraq,

in addition to the fact that there are many common fields between the countries of the Gulf Cooperation Council and Iraq. 

For example, the report pointed to

a meeting last March between the Saudi Minister of Energy and his Kuwaiti counterpart in order to sign an agreement to develop the joint Dora gas field, about 80 kilometers from the coast on the border between Saudi Arabia and Kuwait and at a distance adjacent to the shores of southwestern Iran., a field that can produce one billion cubic feet of natural gas and 84,000 barrels of condensate per day.  The report added that

after the Saudi-Kuwaiti announcement, the Iranian Foreign Ministry quickly expressed its dissatisfaction, considering that any step towards a joint Saudi-Kuwaiti development of the field, which Iran calls the "Arash" field, must take place through cooperation between the three countries.

In a surprising situation, Saudi Arabia and Kuwait invited Iran to hold additional negotiations with a view to demarcating the eastern boundary of the energy-rich joint maritime zone, the report added.

  Although the report pointed out that the proposed talks have not taken place so far,

the "Al-Durra-Arash" field is a clear example of how to turn an area of dispute into an area for cooperation, when the political and security environment in the region allows it.  The report pointed out that

in order to transfer the energy resources produced by the region's fields, the countries in the region have long thought about establishing pipeline projects, such as a project between Iran and the Sultanate of Oman, as well as talks for the re-export of Iranian gas as liquefied natural gas by Qatar. It is from the Sultanate of Oman.   

However, the report indicated that most of the common fields between the Gulf states are either untapped, or they are disputed, adding,

in the absence of cooperation agreements around them, these countries have chosen to develop and extract reserves on their own, noting that often, disputes have caused On the lines, the various extractive rights and privileges, in the emergence of tensions between the regional states.   

For example, the report stated that Iran has opposed the claims of Kuwait and Saudi Arabia regarding the "Al-Durra-Arash" field since it was discovered during the 1960s, at a time when the maritime borders in the Gulf were not well defined and the neighboring countries did not care much about that..   

He added that a similar situation was also linked to the "South Pars - North Dome" field, which is a joint gas field between Iran and Qatar, where negotiations took place on the median line between the two countries before the discovery of the gas field in 1971, noting that

when Iran and Qatar defined their borders two years ago., the dependent factor behind the delimitation was equal distance.

Regarding the "Al-Durra-Arash" field, the report indicated that in the absence of a clear demarcation, Kuwait, Saudi Arabia and Iran asserted their sovereignty over the field by granting overlapping concession rights over the past five decades, adding that by the year 2000, they had reached Saudi Arabia and Kuwait have reached an agreement on offshore areas, allowing each of them to grant their own exploration concessions.

But in response to its exclusion from the negotiations, Iran deployed drilling equipment in the field in the following year, and a series of steps and responses have continued so far, which hindered the full exploitation of the field on the Saudi, Kuwaiti and Iranian sides.  The report quoted

an expert in the energy sector, Wayne Ackerman, as saying that production from the "Al-Durra-Arash" field will not have an important impact on the global natural gas markets in the wake of the Russian invasion of Ukraine and the increasing demand for energy resources, explaining that

the first reason for this is that the three countries, That is, Saudi Arabia, Kuwait and Iran will need to use the extracted gas to meet their domestic energy needs.  Regardless, the report considered that

the field's production would be important in terms of enhancing global gas reserves, in addition to creating an area for more comprehensive and multilateral cooperation in the region.   The report concluded by saying that

"economic diplomacy, if implemented through joint projects such as the development of the "Al-Durra-Arash" gas field", could give a new impetus to relations between Iran and the Gulf Cooperation Council countries.   He added that the

establishment of a long-term cooperation project for a joint development of the field represents a means by which to measure the "state of regional economic diplomacy" in the region and provides Iran and its neighbors in the Gulf Council with a means of expressing goodwill.

After the report indicated the existence of another potential field of cooperation, represented in the joint "Salman field" between Iran and the UAE, it pointed out that Iran and Iraq seem the closest to putting joint development plans into practice, as they are after years

In this context, the report said that countries and companies from Europe and Asia can participate and intervene in order to strengthen confidence-building measures among the Gulf states by proposing multilateral projects, adding that

external players, especially those who have the potential, can mediate and work with all From Iran and the Gulf states, to help the countries of the region in demarcating their borders based on international law, as well as by proposing multilateral projects that achieve profits for both parties, and invest in developing and exploiting the fields.

The report concluded by saying that the Gulf Cooperation Council Iran largely ignored the benefits of "unification", that is, through the joint development of oil and gas fields extending across two or more regions.  The report stressed that

such "unification" would allow the Gulf Cooperation Council countries and Iran, in addition to external players such as European and Asian companies, to jointly contribute to the development of joint fields and also benefit from effective solutions through the costs of extraction, processing and export.

For this, the British report concludes by calling on regional leaders to take advantage of cooperation in the energy fields with the aim of creating common incentives, in order to make "regional diplomacy more sustainable."

He pointed out that the rise in oil prices is not only linked to the Ukrainian crisis, but to the recovery of demand, the decline in investments in refining and the wave of refinery closures globally due to a lack of spare production capacity. According to Kuwaiti opinion.

He explained that the "OPEC Plus" historical cuts of 9.7 million barrels per day had the greatest impact on the market recovery again.

And the group of “OPEC Plus” countries reduced oil production in the largest reduction in the history of the oil industry, reaching about 9.7 million barrels per day in May 2020, during the beginning of the Corona crisis.

Al-Ghais indicated that "OPEC Plus" has returned these quantities on a monthly basis gradually and in an orderly manner, in full accordance with the levels and pace of the return of demand for oil, coinciding with the decline of "Corona".

He pointed out that to maintain the world's current production level, estimated at 100 million barrels per day, the oil industry needs to inject investments estimated at 500 billion dollars annually.

The Secretary-General of the organization stated that the Corona crisis caused a significant decrease in investments in the exploration, drilling and production industry, to nearly $300 billion in 2020.

He pointed out that after the gradual return of the economic recovery, these investments recorded an increase, reaching 375 billion dollars annually, according to the latest data for 2022, noting that they did not reach the levels that were before "Corona", explaining that this is the most prominent challenge for the oil industry globally.

Regarding the transition to alternative energies, Al-Ghais explained that the transition must be gradual and orderly in the use of alternative energy as a supporting source of energy required in the future, with the importance of ensuring the security of supplies to the world.

He stressed that achieving this through a dialogue that includes all concerned partners, and OPEC has an important and fundamental role in this file.

Al-Ghais said: "On the occasion of Egypt's hosting of " COP 27 " next November, this occasion will be an excellent platform for us as "OPEC" countries to spread this message, and we are looking forward to the UAE hosting " COP 28 " next year."

According to "Reuters", Brent crude futures fell by 63 cents, or 0.6 percent, per barrel at 12 GMT.

Meanwhile, WTI fell from $103.34 a barrel to $97.87, or 75 cents.

Oil had fallen even more, when trading began in Asia, where the price reached $97.55 a barrel.

The price of oil fell, amid fears that inflation and high interest rates would cause an economic recession, which means a decline in demand for “black gold.”

Oil prices rose remarkably after the start of Russian military operations last February, which led to an unprecedented exacerbation of inflation in many countries of the world.

A report revealed that the “OPEC +” group produced in June a quantity of crude less than three million barrels per day than its expected quotas, as sanctions imposed on some members and a reduction in the volume of investment in others undermined its ability to calm the energy crisis around the world.

This development represents another setback for the US administration led by Joe Biden, which had hoped that OPEC would be able to increase production to offset Russian supply disruptions and slow the rise in fuel costs and inflation in its broader measures, according to Reuters.

The Russian Interfax news agency quoted a source familiar with the data as saying that the rate of production shortfall in “OPEC +” jumped to 320 percent in June, from 256 percent in May and 220 percent in April.

Shafak News Agency reporter said that gold prices in the wholesale markets on Al-Nahr Street in the capital, Baghdad, recorded this morning, the selling price of one weight of 21 karat of Gulf, Turkish and European gold amounted to 367 thousand dinars, and the purchase price of 363,000, while the selling prices for yesterday, Sunday, were 364 One thousand dinars for one weight.

Our correspondent indicated that the selling price of one 21-carat weight of Iraqi gold also increased at 327 thousand dinars, and the purchase price reached 323 thousand.

With regard to gold prices in the goldsmiths’ shops, the selling price of a 21-carat Gulf gold weight ranged between 365 thousand and 375 thousand dinars, while the selling price ranged between 325 thousand and 335 thousand Iraqi dinars.

Gold prices in the Erbil markets also increased, as the selling price of a 24 carat gold weight amounted to 420 thousand dinars, a 22 carat gold weight to 385 thousand dinars, a 21 carat gold weight to 375 thousand dinars, and an 18 carat gold weight to 315 thousand dinars.  It is equal to one mithqal of gold (five grams).     LINK

As we know, too there is a time frame for the BUNA to start clearing the IQD in the second half of 2022. Also, there is support that all banks in Iraq must be in compliance to communicate with the CBI for the new electronic platform by 08/15/2022.

MilitiaMan Cont……Clearing internationally will require compliance with the IMFs Article VIII... WTO, will need to have that as well. Not to mention the ASYCUDA system for taxation will too!!

 A new political proposal to end the crisis between the current and the framework 1st April, 2022 Today, Monday, writer and political analyst Ali Al-Baydar proposed a solution to end the political crisis and recent tensions.

Al-Baydar said in an interview with (Baghdad Today) that "the political solution satisfies the coordination framework and the Sadrist movement, which is to allow the framework to form a government for a period of six months." "This government's mission is to hold early elections," he added.

And he indicated that "with this solution, it will achieve the framework's desire to form a government, as well as the Sadrist movement's desire to hold early elections and dissolve parliament."  LINK

Al-Kazemi calls on Sadr's supporters to vacate state institutions and sends a message to the leaders

 On Monday, the Iraqi Prime Minister, Mustafa Al-Kazemi, called on all political forces for a national dialogue by forming a committee that includes their representatives to sit at the dialogue table and draw up a "road map for the solution."

Al-Kazemi said in a statement received by Shafaq News Agency, "Iraq is witnessing a great political tension that threatens if wise people do not interfere with dire consequences," adding:

"While we have taken all "necessary measures" to control the situation, maintain security, and prevent the waste of Iraqi blood, we call on all parties To calm, reduce escalation, to start an initiative for a solution on national bases".

The Prime Minister called on everyone "not to be drawn into accusations, the language of treason, and to set up hostility and hatred between the Brotherhood in the same country, and to sit at a national dialogue table to reach a political solution to the current crisis, under the roof of Iraqi synergy and the mechanisms of national dialogue."

Al-Kazemi addressed the demonstrators, saying, "Your message is clear, and your commitment to calm and organization is a duty and appreciated, and it is now time to discuss the mechanisms for launching a reform project agreed upon by the various national parties, and I am sure that in Iraq there is enough rationality and courage to move forward with a project."

Baghdad-INA   Supreme Judicial Council, Faik Zeidan, published an article regarding the term caretaker and emergency governments. The following is the text of the article published by the Supreme Judicial Council website and viewed by the Iraqi News Agency (INA):  

The indication of a particular phrase on the intent of the constitutional legislator may be explicit so that the possibility of its conflict is excluded, and this phrase is described as being explicit on the intended meaning.

Here it is said that this phrase is apparent in this meaning, so the text that indicates one meaning is described as an explicit text, as it is explicit in this meaning and has no other meaning days until the formation of the new Council of Ministers) as stated in Article (64/Second) of the Constitution (the President of the Republic, upon dissolving the House of Representatives, shall call for general elections in the country within a maximum period of sixty days from the date of the dissolution,

and the Council of Ministers in this case is considered resigned and continues to conduct daaily affairs). In both articles, the intent of the phrase (the Council of Ministers) is to denote the (caretaker government) according to the contextual and customary meaning that reaches the mind of the reader. The same case applies to what is being used in the term (emergency government), and here too there is no explicit text of this name.

Rather, it is stated in Article (61/Ninth) of the Constitution (A- Approval of the declaration of war and a state of emergency by a two-thirds majority, based on a joint request from the President of the Republic and the President of the Republic.

C- The Prime Minister is empowered with the necessary powers that enable him to administer the country’s affairs during the period of declaring war and a state of emergency, and these powers are regulated by law, in a way that does not contradict the constitution)

From this text, the apparent meaning of the phrase (the Prime Minister) mentioned in that article is the indication of the (emergency government) that exercises the powers necessary to manage the affairs of the country during the period of declaring war and the state of emergency, according to the contextual meaning of the sentence and the customary use of this phrase  LINK

MilitiaMan:  If I may add my 2 cents.. The Constitution gives the authority for the President and or Prime Minister necessary powers to run the country under war and or emergencies.

Well, the Emergency Food Security Law fits the bill not to mention they have not seated their government for about the last 10 months real close and counting.

The CF (Coordination Framework) is not necessarily stone walling imo, they are exercising their political will in that they believe to be their right to debate, negotiate, save their lives, etc..

The Sadrist movement has done everything they could to get them to the table , while being outside of corruption. Sadr will not have the corrupt in the government. The hold up if there ever was one would be Sadr giving the CF ample time to come on board.

They clearly failed in their efforts and with a noticeable difference in the amount of demonstrators on the CF side of things.. Read Post #145 las thread. Read it closely. Maybe go through this thread. I put together a group of articles that provide links to support my views..

 I get the feeling the Kahdimi, has said enough to me that he is already acting as the leader and will continue to do so with legislative powers..  Awesome times now.. imo ~ MM
