Speaking at the workshop, senior managers from First Abu Dhabi Bank, Bank Muscat and Bank Africa

The workshop will host more than 200 participants from representatives of central banks, regional and global financial and banking institutions

Today, Thursday, June 16, 2022, the Arab Monetary Fund will hold a "remote" workshop to present the experience of the banks that use the most cross-border payment services provided by the "Bunna" platform for Arab payments, which is affiliated with the Regional Institution for Arab Payments Clearing and Settlement owned by the Fund.

The Buna platform for Arab payments is witnessing a growth in the number of participating financial institutions, and this growth is accompanied by an increase in the number of settlement currencies used by participating financial institutions and an increase in the volume and value of payments being settled through the Buna Arab Payments platform.

Based on these facts, the workshop will host a number of senior managers from First Abu Dhabi Bank, Bank Muscat and Bank Africa to talk about their experience using the services of the Buna platform to implement cross-border payments in multiple currencies.

During this workshop, the team working at the Buna platform for Arab payments will give a presentation on the latest developments related to Buna's activity and progress, including revealing the details related to the currency exchange service, which the Buna platform for Arab payments is preparing to launch during the second half of the year. 2022.

The workshop will host more than 200 participants representing central banks, financial and banking institutions, payment service providers and financial services from the Arab region and abroad, to learn about these important and vital topics and follow up on the development of the Buna platform and its future plans.

On this occasion, Mr. Mahdi Manea, CEO of the Regional Institution for Arab Payments Clearing and Settlement (Bunna Platform for Arab Payments) , spoke : “The Buna platform for Arab payments continues to make further progress by growing the size of its network of participating financial institutions in parallel with the development of its services. In this framework, we are keen to cooperate with financial institutions participating in the Buna platform, to provide innovative services to send and receive cross-border payments in a secure, affordable and highly effective manner.”

Mr. Manea added : “Bunna Arab Payments Platform, through its innovative services, aims to provide multiple cross-border payment solutions in Arab and international currencies. Accordingly, we have included in our 2022 plan the launch of a currency conversion service based on the simultaneous payment mechanism .

This additional service will work on Enhancing the effectiveness and efficiency of liquidity management for border payments and allowing improved liquidity levels not only across multiple payment channels and means but also across multiple currencies, through a single window and supported by efficient and flexible tools.”

It should be noted that the "Bunny" platform constitutes an integrated system specialized in providing clearing and settlement services for payments in Arab and international currencies

 It aims to enable financial and banking institutions in the Arab region and beyond, including central and commercial banks, to send and receive inter-payments throughout the Arab region and abroad in a safe and reliable manner, at an appropriate cost and with high efficiency.

 Buna offers participants state-of-the-art payment solutions that comply with international standards and principles and international compliance requirements. "Buna" contributes to enhancing opportunities for economic and financial integration in the Arab region and supporting investment links with trading partners in various continents.

It is noteworthy that participation in the platform is available to all banks and financial institutions that meet the criteria and conditions for participation in it, foremost of which are the standards and procedures for compliance aspects.    LINK

Sir:  Could we be looking at a basket of currency’s and a float of those currency’s? July surely looks promising!  Imo

Tivon:  They said preparing to launch in the 2nd half. I would like to presume that we are in that period now. So I'm expecting this to launch fairly soon.

 But to be honest they are being purposely vague about which month this year. I would say the reason is that one would automatically deduce that given a specific timeframe it would tip off speculators as to when the CBI would have to be ready to launch as well.

So of course they could only say 2nd period of this year which could be any month.

But given where we are with certain developments I think this platform would be the method of choice for the Dinar. Or maybe the CBI has another plan. Not sure but the former seems more viable. IMO

Suzie:  They have to cover the FSL with something other than "toilet" paper money in MY OPINION.....

DoTalktoMe:  second half. It would be nice if they would have said the 3rd quarter. July - September.
Typical of Iraq will be to drag it out as long as possible.

Tivon:  Well I would like to think that Buna knows how sensitive this process is. If they gave us a clear date it was cause unwanted attention to financial institutions like the CBI. That's why even though saying the second half is their launch pad they have to leave breathing room for the overall operation. Because we are not getting this information from the CBI. which has to be considered in this matter. IMO

~~~~~~~~~~~~
MilitiaMan:  The looks of this support data from the AMF that the region is fully ready for currency exchanges and conversions is telling.
Electronic cross border payments in multiple currencies is exactly what Iraq will be apart of. The second half of 2022 is within days to a couple weeks, as we all know.
Well, if Iraq is going to be one of the largest trading partners in the region and the re construction of the country is to be under way shortly, they'll need to get the exchange rate of the IQD internationally accepted and cleared.
The new ATMs with currency recycling and mention of coins to day are huge clues as to that Iraq is getting ready for internationalism by those two items alone a long with the AMF being ready for more currencies. The education is underway and gaining steam in Iraq..
All looks very good.. imo ~ MM
~~~~~~~~~~~~

Tivon:  Yeppers, 2nd half of this year is July 1st. Which would definitely explain why the articles about the ATMs coming out earlier than expected from what Frank mentioned makes plenty of sense. So of course they want to get ahead of that and get the flow of information going to acclimate the general public. I mean they have to turn these things on very soon. Why even deploy them in the first place if the reinstatement is contingent upon swapping out the old for the new? That's what the machines do right? IMO

Clare:  NEW - Powell: "Rapid changes are taking place in the global monetary system that may affect the international role of the dollar."

~~~~~~~~~~
Wagmister: White paper. He did say white papers
MilitiaMan:  He did and his mannerisms suggest urgency. He appears actually nervous. Even his paper works was folded and crinkled.. lol 137 Countries signed on the CBDCs and even at the retail level. They also agreed to Global Taxation.. Rapid change is open us and his white papers may be different than Iraq's but, I'll bet your bottom dollar they'll likely mirror themselves accordingly with respect to clearing currency digitally in the future. That level playing field likely scares the "bejeezzous" out of him.. lol ~ MM
Samson:  Maysani issues a book documenting Iraqi stamps and coins
17th June, 2022
The author, Engineer Nawar Akram, issued the book “The Oil in Stamps and Iraqi Coins”, on the authority of Adnan’s house in Baghdad, with 118 pages of large pieces documenting the Iraqi stamps and coins that dealt with the issue of oil in Iraq.
Akram told the Iraqi News Agency (INA): "The book is a documentary research on the issuance of Iraqi stamps and coins related to oil and oil topics, as it sheds light on the most important events in the historical march of Iraqi oil at the same time, highlighting the cognitive and aesthetic aspects of the stamp and coin collecting hobby."
He added that "the book included two parts and three appendices, the first part dealt with Iraqi stamps related to oil, while the second part was devoted to the issuance of paper money and coins issued by the Central Bank of Iraq, which carried a reference to oil and its topics, and the first appendix contained a list of the most important historical joints of oil in Iraq, and the other two annexes included what was available in the author's collection of envelopes for the first day and documents of oil companies.
He continued, "The book presented some talk about the history of the emergence of stamps, their types and the beginning of their use in Iraq, as well as the process of Iraqi money and its emergence, in addition to some information about the printing, dimensions and punching of stamps, as well as security signs and the method of numbering paper currencies and information on stamps and currencies in global blocks."
He stressed that "the conclusion showed a census of the number of publications and their chronological distribution within the past century of the modern Iraqi state."   LINK
MilitiaMan: Timing if this being exposed is not by coincidence, imo. They'll likely once they re issue a new exchange rate will have a need for coins, thus, the book would be expected to be updated to reflect this next historical move.
The Central Bank of Iraq has shown to the Central Bank of England new currency with a need for smaller increments to make change. That is in that they showed them the NSCNs, noted in the photos from the CBI website.
Then we saw the ATMs that have new innovative technology to recycle currency.  They roll out of the new exchange rate education is imo fully underway.
All while the EFSL has a time clock to be presented in the Gazette. I like what we are seeing.. imo ~ MM
KTFA Vietnam:
Samson: Việt Nam attends 12th WTO Ministerial Conference in Geneva
16th June, 2022
Minister of Industry and Trade Nguyễn Hồng Diên joined trade ministers and senior officials from 164 member countries of the World Trade Organization (WTO) at the 12th WTO Ministerial Conference (MC12) that took place in Geneva, Switzerland, from June 12-15.
The Vietnamese delegation also included Ambassador Lê Thị Tuyết Mai, Permanent Representative of Việt Nam to the United Nations, the World Trade Organization and other international organisations in Geneva, and representatives from the Ministry of Industry and Trade, Ministry of Foreign Affairs, and Ministry of Agriculture and Rural Development.
Addressing the event, Diên affirmed support for the multilateral trade system and Việt Nam’s efforts to join with other WTO members to deal with global economic challenges. However, the minister pointed out several shortcomings of the organisation, including internal ones identified during MC11 that had hardly been resolved.
“We should also be aware that it is now time for the WTO to undertake fundamental reforms to maintain and strengthen its three core pillars whilst adapting promptly to the profound changes and new requirements of the era. Never have we observed the issues on healthcare, environment, food security, and supply-chain disruption become more pressing and urgent than today,” he said.
"It is therefore imperative that the WTO members confront the root causes of these challenges and explore appropriate solutions so that the WTO can overcome them and continuously improve its operational efficiency."
He said that the WTO should not be limited to providing an effective negotiating platform, but also a contributor to solving global crises, whilst maintaining and ensuring a level-playing field in world trade. He highlighted that since joining the WTO, Việt Nam had been and would continue to be wholeheartedly committed to the multilateral trading system.
“We are ready to cooperate with WTO members in maintaining and strengthening the multilateral system with WTO at its core, in promoting and facilitating trade and investment, as well as in ensuring the vital supplies of goods and materials in the region and across the world. At the same time, Việt Nam is willing to stand with other members in ensuring sustainable development for the world economy, bringing inclusive benefits while striving to provide pragmatic support to the developing and least developed members,” he said.
Việt Nam attaches great importance to key WTO negotiations such as fisheries and agricultural subsidies, he said, expressing hope that the members would focus on topics of urgency and interest such as securing the supply of food and essential goods for the people.
At a discussion on trade and climate change on the sidelines of MC12, the minister underlined that climate change mitigation was an important factor in achieving equality in the world and held that the key issue is to achieve carbon neutrality while maintaining economic growth and improving living conditions for all, especially vulnerable groups. He gave several proposals to speed up actions against climate change during trade activities. He underscored the need to consider specific conditions of each country to avoid the mechanical application of environmental standards in developed countries to developing countries, either directly or indirectly.
According to the minister, allying trade ministers on climate change can be a way to realise these goals, along with enhancing cooperation and discussion not only within the WTO but also in regional and bilateral collaboration frameworks.
At a meeting of Cairns Group, a coalition of 19 agricultural product exporting countries, Diên highlighted three issues that need to be prioritised - the application of trade-distorting subsidies or domestic support measures, affecting many important commodities such as sugar and other essential agricultural products; the application of special safeguards in agriculture that leads to unequal farm produce trade; and measures recently adopted by some countries following geopolitical and supply chain tensions, which directly threaten global food security.
Diên also joined several MC12 sideline discussions and held bilateral meetings with partners such as the European Union, Australia, Singapore and Israel.
The WTO Ministerial Conference is the organisation's highest decision-making body, which takes place every two years. However, due to the impact of the pandemic, MC12 was postponed twice. This was a good chance for the WTO to prove that trade is part of the solutions to many great challenges in the current era, whether public health or the environment.  LINK
Samson:  US Treasury Department recognises Việt Nam’s progress in addressing currency-related concerns
14th June, 2022
The US Department of the Treasury has recognised the progress made by Việt Nam in its recently released report on macro-economic and foreign exchange policies of major trading partners of the US, the State Bank of Việt Nam (SBV) said on Monday.
The SBV said it would continue working closely with relevant ministries and sectors to discuss the issues of the US side’s concern in a cooperative and win-win spirit so as to develop harmonious and sustainable trade relations.
The central bank of Việt Nam would continue a monetary policy that aims to control inflation, stabilise the macro-economy, and aid economic recovery and development. It would also keep flexible exchange rates appropriate to macro-economic balances, market developments, and the monetary policy’s targets, it added.
In the report unveiled on June 10, the US Department of the Treasury continued reviewing the large trading partners in terms of three criteria: bilateral trade surplus with the US, material current account surplus, and persistent, one-sided intervention in the foreign exchange market.
It placed 12 economies on its “Monitoring List” of major trading partners that merit close attention to their currency practices and macro-economic policies, namely China, Japan, the Republic of Korea, Germany, Italy, India, Malaysia, Singapore, Thailand, Taiwan (China), Việt Nam, and Mexico.
All except Taiwan and Việt Nam (which were subject to enhanced engagement) were on the Monitoring List in the December 2021 Report. As both Việt Nam and Taiwan exceeded the thresholds of fewer than three criteria under the Trade Facilitation and Trade Enforcement Act of 2015 (2015 Act) over the four quarters through December 2021, the Treasury Department put the two economies on the list again.
In the report, it also concluded that no major trading partners manipulated their exchange rates in 2021.
In early 2021, the department commenced enhanced bilateral engagement with Việt Nam in accordance with the 2015 Act. They reached agreement in July 2021 to address the department’s concerns about Việt Nam’s currency practices.
The Treasury Department said in the report that it continued to engage closely with the SBV to monitor Việt Nam’s progress in addressing Treasury’s concerns and is thus far satisfied with progress made by Việt Nam.  LINK
Samson:  Việt Nam’s economic recovery remains strong: World Bank
14th June, 2022
The World Bank (WB) released the June edition of its monthly Vietnam Macro Monitoring on June 13, highlighting that economic recovery remained strong despite heightened global uncertainties.
Industrial production continued a robust expansion of 10.4 per cent year-on-year while retail sales rebounded with growth of 4.2 per cent month-on-month and 22.6 per cent year-on-year, suggesting strong recovery of private consumption.
About 173,000 international visitors arrived in May, about 70 per cent higher than in April and the highest figure since April 2020, yet still less than 16 per cent of pre-pandemic levels.
Sales of consumer services, which were hit harder than the sales of goods last year, experienced a stronger rebound (41 per cent year on year compared to 18.3 per cent year on year, respectively).
The rebound was due to the booming accommodation and catering services, which increased by nearly 70 per cent and were 12.4 per cent higher than its pre-pandemic level three years ago. Travelling also tripled compared to a year ago although it was about 60 per cent lower than its pre-pandemic level.
Amid heightened global uncertainties, export growth slowed and import growth plateaued.
FDI commitments were US$879 million in May, the lowest level since September 2020, and nearly 50 per cent lower than a year ago. This is the fourth consecutive month of decline, reflecting the heightened economic uncertainties caused by the protracted war in Ukraine and the health-related lockdowns in China.
On the other hand, FDI disbursement remained strong in May, up 8.5 per cent year on year, marking a six-month expanding streak.
CPI inflation edged up from 2.6 per cent in April to 2.9 per cent in May driven by a rise in gasoline and diesel prices, which were 54.5 per cent higher in May than a year ago. Producer price inflation showed signs of easing in May, with both input costs and output prices rising at the slowest rates in three months.
Credit growth remained strong at 16.9 per cent year on year while overnight interbank interest rates dropped sharply from 1.73 per cent in April to 0.33 per cent as of the end of May.
Thanks to strengthening domestic demand, total revenue collection increased by an estimated 29.4 per cent year on year in May, keeping the budget in surplus for the fifth consecutive month.
The WB recommended that Vietnamese authorities should be vigilant about inflation risks associated with continuing rise in prices of fuels and imports, which may dampen the ongoing recovery of domestic demand. Temporary support including targeted transfers should be considered to help poor households weather the price surge.
As the commodity price shock appears to be mainly affecting oil and fuels, with passthrough to transport costs, temporary targeted subsidy for main gasoline and fuel users (such as truckers) could also be considered to alleviate hardship and blunt the inflationary pressures.
Investing in alternative energy production would reduce the economy’s dependence on imported fuels in the medium term and promote greener growth.  LINK
Samson:  After the Sadrists resign, framework efforts to form a quick government
16th June, 2022
A parliamentary source confirmed, on Wednesday, that the coordinating framework will not move according to its specific directions, suggesting that there will be reactions from the Sadrist movement.
The source told "Mawazine News" that if there were no reactions from the Sadrist movement and they proceeded according to the hadith of Muqtada al-Sadr, there would be a rapid formation of the government.
He added that the meeting of the coordination framework, in the presence of Prime Minister Mustafa Al-Kazemi today, stressed that the political heads of the country are progressing with outputs to form the government quickly.    LINK
*************
Tivon:  Listen, I'll say this again briefly. Everything from the EFSL, 2022 Budget, and the formation of the GOI at this stage will happen for different reasons.
 First the 2022 Budget has access to the "Final Accounts". What is that? The revenues from the past ten years from 2014 up until now. They need to find out what happened to the money. Because once the life cycle of the EFSL ends they can not go into 2023 and start a new Budget (For That Year) and still not know states actual expenses from all those years.
Remember, only 51 trillion is going into the 2022 Budget. Why? Because the year is almost over and they do not want to allocate more then that because they only have 5 1/2 months left to do anything useful with the 2022 Budget.
So they will only address "New Projects" in this year's 2022 budget. The EFSL was for stalled ongoing projects (Reconstruction/Investment) that was never addressed in the past ten years. Why? Because there was no budget. Remember it all comes down to contracts. And since the EFSL has the HCL/Oil & Gas Law they can get "The Wheels of The Economy" (Mazhar Muhammad Saleh) moving while they sort out the formation of the government and take care of the citizens and give them "Purchasing Power" with the current EFSL.
That way they can start next year with a clean slate since  the EFSL is removing all corruption from the currency sale window (Private Banks) and Customs Authority which was recently announced.
Which is why they are confident about the ATM roll out because it is electronically secured with features that can swap old currency out for new. If you read my post yesterday you would know where I'm going with this.
This is the number one reason why they need to form the GOI. Simply because there is no other way to gain access to the "Final Accounts" for general reasons that Militia-Man said has been sorted out. But, for record keeping they still can not close out this year without it being on the books officially.
They do not need the 2022 Budget for money. They need it for the financial files. Which is why they are being cheap about how much they will put in the 2022 Budget.
The EFSL will address "Citizens Entitlements". What are they entitled to? The Oil Contracts Kurdistan signed over to Baghdad that includes what? The HCL/Oil & Gas Law. Which is in their Constitution (Article 60/Second)
There is no budget as it stands at the current juncture that has this particular contract. Which is why Kurdistan was crying and whining about their oil shares not being included in the EFSL. Nor will it be in the 2022 Budget. Why? Because the remainder of the year is all about the concerns and vitality of the Iraqi citizens. IMO
Samson:   The World Bank warns of the impact of the delay in forming the government and approving the budget on the growth of Iraq's economy
A report issued by the World Bank warned of the impact of the delay in forming the government and approving the budget on the growth of Iraq's economy.
The report said, "Iraq is gradually emerging from the deep recession that it experienced in 2020 due to the Corona Virus (Covid-19) pandemic and the accompanying collapse in oil prices, as after a contraction of more than 11% in 2020, the Iraqi economy achieved a growth rate of 2.8% in 2021 with the easing of restrictions imposed by the Corona pandemic on movement, and this growth was supported by a strong expansion in non-oil production, especially in the services sector. He added, "With the gradual cancellation of the "OPEC +" production cuts, oil GDP also began to grow in the second half of 2021, and the rise in oil revenues prompted a surplus in public financial balances and total external balances in Iraq in 2021."
The report quoted Saroj Kumar Jha, Regional Director of the Mashreq Department at the World Bank, as saying: “Iraq has a unique opportunity to undertake urgent and wide-ranging structural reforms through 3 means: taking advantage of the fiscal space resulting from its recent sudden oil revenues, and secondly, redirecting government spending towards programs that Improving growth is critical to economic diversification and job creation, and thirdly, addressing the country’s human capital crisis.”
The World Bank report confirms that “the current food security challenges in Iraq have intensified in the midst of the current rise in global commodity prices, while the level of local food production is below the level of demand caused by rapid population growth, and severe droughts and other climate change factors have led to exacerbate this situation, and while subsidies and direct transfers can help mitigate these negative impacts in the short term, achieving food security requires coordinated efforts to improve local food production and more efficient management of water resources.
The report pointed out that "the financial, social and economic challenges in Iraq underscore the need to accelerate the pace of much-needed macro-structural and financial reforms to remove obstacles to private sector development, increase investments in water efficiency and agri-food systems, and shift towards more sustainable sources of energy, in addition to Decarbonization of the transportation sector.
The report says, "A further delay in forming the government and approving the 2022 budget may lead to limiting the use of the country's sudden oil revenues, as the actual ceilings of the 2021 budget have been reached, and suspending the implementation of new investment projects, which may reduce economic growth." The white paper "developed by the Iraqi government remains a model and a bold blueprint for a comprehensive economic reform program towards economic diversification."
The report singles out a special chapter on the “Corona pandemic and the human capital crisis,” and says, “A child born in Iraq prior to the Corona pandemic may have a productivity of only 41% when he reaches the age of eighteen, than it would have been if he enjoyed a full education and full health, as the pandemic has affected the human capital in Iraq by negatively affecting the health of workers today and their level of economic well-being, as well as by reducing the potential productivity of the future generation in Iraq. Addressing such challenges requires taking an educational reform path to raise the level of learning and skills development among Iraqi children.   LINK
Tivon: Lol, I swear someone in Iraq government is reading these forums. I thought this was cleared up yesterday.(See articles below)   8 more days until it becomes law by default right friends? Anyway guys look at the ATM article. Why are you getting this now? We all listened to Frank's call. We all are privy to the Gazette publication. They want to address the urgent needs of the public. Citizens Entitlements? Does this fall under the urgent category? Seems to be the case since they are deploying the ATMs.
What are those contracts addressing? Gas, fuel, and energy, right? Which should include the HCL/Oil & Gas sector. I mean they are hiring in the Ministry of Oil correct? They did say the FSL stabilizes All Contracts & Procedures right? How do they plan on improving their standard of living without purchasing power?
Why even roll out the ATMs if citizens will have no reason to use them if their standard of living would not be addressed in the FSL.
I am just running these questions by you all to check the temperature of the room.  If you read my post all the way up until this point you understand where we are at. Because didn't Nouri Jassim state  that the exchange rate of the Iraqi dinar against the dollar should be 100 thousand Iraqi dinars for 100 US dollars, and thought this was fairness to the Iraqi citizen, to give them something of interest, vitality and well-being, because they suffered  from instability and psychological, social and economic discomfort.
 The International Monetary Fund, the World Bank, the World Food Program of the United Nations and the World Trade Organization  sounded the alarm and issued warnings of food shortages and called on the international community for urgent financing measures, and Iraq promised to Countries most at risk.
Again, how else would they address this issue? The House of Representatives assessed the criticality of the financial situation and the need to provide the necessary funding to address basic expenses and aspects that directly affect the livelihood of the citizen and the food basket, support for strategic storage and the poor classes, in addition to paying the dues of farmers and farmers in order to support the local product and reduce dependence on imports and support development projects In all governorates, providing job opportunities, revitalizing the economy, and finding ways to quickly address the proposal by presenting the emergency support law for food security and development.
This is the sole purpose why they created the EFSL.  (Emergency Food Security Law)
Again, I ask you all how can they do this without giving the citizens purchasing power? Which needs a rate correct? Does the recent news of the ATMs have anything to do with this? IMO
He pointed out that "there are important issues that do not bear the delay in disbursing money, such as the payment of electricity debts, the ration card, and other aspects related to contracts and lecturers," explaining that "every executive employee should realize the importance of these issues related to the citizen and prepare as long as there is sufficient time to know the implementation mechanisms and the instructions that it should be issued in this regard.”
 Allawi commented on the budget law saying that "the law (2022 Budget)  represents the state's economic and investment vision as it addresses future issues as well as operational aspects and cannot be compensated by the emergency support law," pointing out that "the economic outlook in which the government deals according to the budget law for the year 2021 and cannot be continued because our vision differs for 2022."
"The general budget for 2022 was prepared by the Ministry of Finance last March, according to calculating the price of a barrel of oil at $60, with a total amount of up to 150 trillion, as it may include a small part of the borrowing," he added, noting that "there are amendments that will be made to the law according to recent changes and the rise in oil prices."
Saleh….
He stressed that "The oversight task of the parliament in this regard will be a little arduous in following up on the completion of the country's final accounts for the years 2013-2021, but it will certainly be fruitful.
According to Saleh, the final accounts should accompany the new budget.
So close! God bless KTFA!
~~~~~~~~~~~~

Tivon:  The 2022 General Budget of course is for "New Projects". The Food Security Law" is for stalled ongoing projects that was never spent in the 2021 Budget as the Final Article Thread 1601 addressed.

That's why they also stated that the 2021 budget was supposed to raise the value of the dinar. Sense it didn't they will just use the FSL to and whatever money is left over in the FSL will also be put in the 2022/2023 budget.

Remember  keep in mind why the FSL was created. It was not to replace yearly standard budgets as Saleh stated as a temporary compensatory budgets for things the citizens have been asking for which is "Purchasing Power".

Again, I explained this multiple times. If they approve the budget. It will not be for any financing because they already took all the money out of the 2021 Budget and put it in the FSL. So they can basically start 2023 off with a fresh canvas even if the 2022 budget gets approved on the last day of December.

They can just transfer all the funds (51 Trillion) from the 2022 Budget and put it in the 2023 Budget. That's why Mazhar Muhammad Saleh stated that a late 2022 Budget is better than one not being approved. I agree with that.

They don't even want to put all the money that would have (100 Trillion+) in the 2022 Budget because the year is almost over. So they being cheap for this year. The 2023 budget is a different story. IMO

Just using common sense here. If they said the 2021 Budget (Final Article 1601) was supposed to "Raise The Value of The Dinar" and that they will empty the 2021 Budget and put all the money in the "Food Security Law" what do you think the FSL will do for the Dinar if Mazhar Muhammad Saleh stated it will move the wheel of the economy? Raise The Value of The Dinar right? Keep in mind that the Oil & Gas Law is in the FSL. What's makes up 90% of Iraqs revenue? Oil. IMO

******************

Popeye7Imo, yeah buddy Tivon... It would seem the raising of the rate would allow for the FSL to go further because of the increase in value of the dinar... This seems to be working out beautifully.. Quick question I ask earlier... Does President Salih have to sign the FSL before it appears in the Gazette, or will it just suddenly appear within it?... Does President Saleh have the authorization to sign it since he is a "caretaker" president?...

Tivon:  To my knowledge if it's going into the Gazette I would think any signatures would be signed on to it prior to it being published and not after. That doesn't make one iota of sense in my opinion. Why even announce that it's going into that particular publication if every signature that was needed wasn't already on it. We would have heard something by now from those like Hakim Al-Zamili when he said he would follow up with the "Relevant Authorities" to ensure the funds are allocated to the right sectors of the economy. I mean the FSL is not being published in "Time Magazine". We are talking about a government sponsored law here. IMO.

DayTrader:  Tivon is correct IMO.  The pertinent Articles in their Constitution are Article 73, Third Paragraph and Article 129.

Article 73:
The President of the Republic shall assume the following powers:

Third: To ratify and issue the laws enacted by the Council of Representatives. Such
laws are considered ratified after fifteen days from the date of receipt by the
President.

Article 129:
Laws shall be published in the Official Gazette and shall take effect on the date of their
publication, unless stipulated otherwise.

Since a law takes effect on the date of its publication, it would have to be ratified prior to being posted in the Gazette.    All IMO.

Zeeman:  just a quick comment imo. remember what frank always said in the end their will be confusion and we have it now

DeepWoodz:  Imo   Interesting tidbit from the 2021 budget law.

“C- Banks must open windows to replace the damaged and damaged banknotes to the public and deliver them to this bank and its branches. And promoting the circulation of banknotes of small denominations

Come on with it!

Samson:  Al-Hayani: Avoiding Street Pressure Depends On Forming A Government That Meets The Aspirations Of The People

14th June, 2022

A member of the Al-Fateh Alliance, Mahmoud Al-Hayani, stressed that avoiding inflaming and pressure in the street depends on forming a government that meets the aspirations and desires of the people, pointing out that the solution to the current crisis needs to sit at the dialogue table between the political parties to agree on forming the government.

Al-Hayani told Al-Maalouma, "The street is awaiting the formation of the government, and if it fails, it will certainly come out against it because it did not meet its aspirations and demands, which are expected to be implemented by the new government."

He added that "Al-Sadr went towards forming a majority government and did not succeed in forming it, which prompted him to go towards the opposition, which necessitates the other parties to form a government that meets the aspirations of the street."

And he indicated that "the positions of the sovereignty and the Democratic Party are still unclear about the followers of the Sadrist bloc in resigning or agreeing with other parties regarding proceeding with the formation of the government, as it is likely that they will not go towards the opposition and resign from Parliament."

He stressed that "the solution to the current crisis needs to sit at the dialogue table between all parties in order to reach clear visions on which all would agree to go towards forming the new government."

~~~~~~~~~~~~
Tivon:  Guys when they say the government needs to meet the aspirations of the people they are talking about an ideal general hope or ambition that goes beyond the current year. The reason it is a crisis is because it has been 7 months. Not because the needs of the Iraqi people can not be met now as the issue stands today.
That's why when they do form the government it will be one one accord that will meet the broader aspirations that can be resolved in one or five years. Especially when we talk about education in Iraq. Which is something that can not be a quick fix like food can for the current year when you talk about the ration cards.
So while discussions take place they have plans in mind that go well beyond the life cycle of the FSL or standard budget which is also just for a year for book keeping. Not to mention investment which goes beyond the current year and not just money but creative endeavors.
Money only goes so far. It's about cultivating a new Iraq that is a premier country like the West. This would be considered a aspiration. This will take time.
That's why Mazhar Muhammad Saleh stated even though the wheels of the economy can be moved with the FSL, it can not sustain one beyond the current year. But at least it can get things going. Which is what we want.
Especially regarding the imminent purchasing power. Iran just told everyone what they are about to do with their currency. You think Iraq will just sit idly by while the Iranian Rial is performing in the currency market appreciating in value without reinstating prior or right after when they also have the means to do it now thanks to the FSL?
C'mon people. The House of Representatives, The Council of Ministers, and the President of the Republic can address this now from what Nouri Jassim suggested some days ago. Not a pending decision based on a government that's not even seated yet. IMO
Samson:  Digital Media announces the joining of the first Iraqi technical team to the International Facts Network
14th June, 2022
Digital Media Center: The International Fact-Finding Network includes for its membership the first Iraqi technical team
The #Digital_Media_Center (DMC) confirmed that the accreditation of the "Technology for Peace" organization by the International Fact-Finding Network (IFCN) and its joining it, is a great Iraqi achievement that all organizations in Iraq should be proud of.
The Center indicated that "Al-Taqnia" is the first Iraqi organization and the fourth in the Middle East and North Africa to join the fact-finding network of the Poynter Institute for Studies and Media, which is located in Florida.
The Center indicated that the International Fact-Finding Network has 147 members around the world, and with the entry of technology into it, it becomes the 148th member, all of which work in the context of confronting lies and fake news on social media and presenting the truth to the user.
In a special statement to the center, the founder of Technology for Peace and its current president, Aws Al-Saadi, confirmed that joining the international network is very important for us, our followers, and the course of our work. Our work mechanism, as well as all our policies, including (methodology - privacy - transparency - correction - sources).
Al Saadi added; Before we joined the network, there were three Arab institutions, namely (Maharat Foundation from Lebanon - Find out from Jordan - Make sure from Syria) and thus (Technology for Peace) was the first Iraqi organization and the fourth Arab organization.
Regarding the conditions for joining, Al-Saadi affirms a number of rules that must be adhered to, namely;
1. Commitment to impartiality and credibility.
2. Commitment to the transparency of the sources.
3. Commitment to transparent funding and regulation.
4. Commitment to transparent verification methodology.
5. Adhere to the correction policy.
With regard to the relationship of this achievement to coordinating efforts to combat false news and disinformation in major companies and platforms, Al-Saadi explains; Meta Company (formerly Facebook) has partnerships with institutions as a third partner, and in order to partner with such major platforms, there is a prerequisite that the institution is accredited by the International Fact-Finding Network.
The Digital Media Center (DMC) stresses that this achievement was achieved through young Iraqi skills embodied in the Technology for Peace team who were, and still are, working in a continuous effort to reveal the facts and expose the forgeries and lies in the social media platforms in Iraq.
It is noteworthy that the Digital Media Center is an independent center specialized in monitoring and analyzing the phenomena of the digital world and its various platforms, as well as anticipating the transformations of this world and tracking its news.
Tivon:  Guys, you are witnessing the end of propaganda in Iraq. This is how it will be done. Why? Because the FSL is designed to weed out corruption this year and ongoing into infinity. All you have to do is look at how "The Tax Authority" completed a program that reduces corruption by 100% in the currency sale window for Private Banks. How Iraq has outlawed working for foreign Zionist entities who do not even live in Iraq but have more power than the political figures that do. This is what the FSL is doing right now. Do you see why it came under constant attacks? Because corrupt politicians, bankers, economists, celebrities, (In Iraq) are all up to be brought up on charges for many crimes. IMO
Samson:  Including ministerial agents and governors.. Thousands of double-salaries were arrested in Kurdistan
14th June, 2022
A member of the Parliament of Kurdistan Region stated today, Tuesday, that the salaries of thousands of people who receive more than one salary illegally have been cut.  LINK
Popeye7:  Imo, this is big... The cleansing continues in order to make way for the new Iraq... Thanks again Samson, and God bless you..
Tivon:  Now do you all see why they kept whining about the FSL? Look at what is happening since this law was being voted on. Those Private Banks are implementing procedures where identification numbers instead of names are being used to distinguish perpetrators from employees or unemployed. It's so much easier to catch them now. Why? Policies legislated under the guise of "Food Security" to ensure "Security & Transparency". They will have corruption under complete control before the year is out. IMO
Popeye7:  Imo, I concur completely with your assessment of the situation Tivon, and the position we are currently in at the moment... What I also find entertaining is those opposed to the change that is about to transpire flailing at the wind... Let's see what occurs as this week progress's, and with the Gazette coming out on Wednesday, and Saturday... Still have not heard anything concerning the president of Iraq's signature on the FSL... Is that necessary, and if so, that would certainly seem to be news worthy... Thanks again for your analysis, and commentary... God bless..
Tivon:  The "Food Security Law" is going into the Gazette to maintain the Al-Kazemi government. The entire strategy surrounding the approval of the FSL was to get around the political blockage. Guess what? They accomplished that resoundingly. Guess what they did it without? A seated government and a 2022 Budget. Why is this relevant to you?
I stopped following the political debacle as soon as the final vote came in for the FSL. Why? Because during that time all the contracts for the HCL/Oil & Gas was signed over to Baghdad. Which means we no longer have to wait for any approval of any shares (In The Budget) for Kurdistan before they decide to play ball so we can breath a sigh of relief and say thank God'... now all we need is the exchange rate now that they (Kurds) signed off on their 60% in the general budget.
Have you noticed Al-Sadr, Hakim Al-Zamili, or Mazhar Saleh, are not even commenting about how the pending formation of the government has any bearing on the reinstatement of the Iraqi Dinar?. Ask yourself why are the professionals in this field not sharing your sentiments about the political impasse and how it's bad for us?
The seated government you are waiting for is already staring you in the face. This is your government for the remainder of the year. Understand? The seated GOI you are waiting for is going to come after you exchange. Why? Because the FSL is designed and created to activate All Contracts & Procedures" to move the "Wheel of The Economy" that was announced by Mazhar Muhammad Saleh (Financial Advisor).
 How do you guys constantly miss the most monumental articles that is not even a week old yet? The FSL is specifically intended to clean out corruption (This Year) so they can start a new year with a E-Goverment that will come with a standard general budget where the FSL will no longer be necessary because the citizens will have purchasing power prior to 2023.
Expert : The Food Security Law Prolongs The Al-Kazemi Government If One Condition Is Met
10th June, 2022
Political analyst, Dr. Muhammad Nanaa, confirmed today, Friday, that the food security law does not represent a substitute for the budget law, but it could represent a mini budget for the remainder of 2022.
Nanaa said, in a statement to the “National News Center” that “emergency support is not a substitute for the budget because it does not address all the chapters included in the budget, but rather it is a temporary law and is suitable as a mini budget for the remainder of the current year only, provided that it approves next year a general budget for 2023 it addresses the gaps left by the current period.”
And he continued, "The support law can contribute to prolonging the political negotiations and giving the government of Mustafa Al-Kazemi a longer period, because the political pressures will also be less."
Definition of E-Government E-Government refers to the use by government agencies of information and communication technologies (ICT) that have the ability to transform relations with citizens, businesses, government employees, and other arms of government in the delivery of services. For The World Bank, it is the use of ICT to improve the efficiency, effectiveness, transparency, and accountability of government [2]. There are different uses and advantages of E-Government and this requires many tools to achieve it such as ICT, the internet and mobile computing.
 Tivon:  Opinion: Ask yourself what financial institutions are responsible for the Food Security Law? The IMF. US Treasury. And World Bank. This is who are supporting the current Al-Kazemi government. Not the government that has yet to be decided. This is about the current stage. Not some far off political discourse over who will be elected.
They want to address the needs and entitlements of the Iraqi citizens now. That is why they called it "Emergency Food Security Law". They didn't name it "Pending Favor Undecided Law".
Isn't it created to deliver services? What did the Tax Authority announce last week? That they completed a program to reduce corruption at the Currency Sale Window by 100%. Guessing where most of the corruption was happening at? The Private Banks.
What did the government of the CBI do when he went to visit those Private Banks? To make sure they are implementing Instructions & Procedures correct?
Would these be the same stipulated policy that the Tax Authority stated would fix corruption at these PBs? You do know this program is apart of the E-Goverment right? Which falls under what? The FSL. Why? Because it stabilizes "All Contracts & Procedures".
Henig:  IMO the greedy slimeballs who shorted the entire market are about to reap what they've sown. Right around a metric TON of stocks are shorted with overleveraged funds, and a whole bunch of them are set up for wicked gamma squeezes at the very least, and outright short squeezes much more likely.
IMO, they don't have the liquidity to keep shorting them, so they're using crypto as their piggy bank--and right now they're pulling all the liquidity they can get, which is why there's an entire basket of crypto showing the exact same price curve as BTC.
With most of the market crashing like this, IMO we'll hit a tipping point at which the institutions who are shorting will get margin calls, and EVERYTHING will accelerate--and instead of a gradual drop, we'll get a drop like a falling knife.
IMO, the miscreants who've been "naked shorting" by using counterfeit shares will have to be dealt with before we add more liquidity into the system with the RI, or they'll do it all again. Unless, of course, they put everything on blockchain like they say they will--QFS.
I pray that's how it goes. QFS at the same time as the RI.
Samson:  Parliamentary Warning From The Caretaker Government: It Is Trying To Control The Financial Abundance
12th June, 2022
Sunday, the representative of the Sadiqoun Parliamentary Bloc, Rafiq Al-Salihi, warned against the caretaker government's attempts to control the financial abundance achieved from the rise in oil prices.
Al-Salihi said in a statement to the "Information" agency, "The caretaker government headed by Mustafa Al-Kazemi, through the Food Security Law, is trying to acquire the financial abundance achieved from oil revenues during the past months."
He added, "The caretaker government headed by Mustafa Al-Kazemi does not have constitutional and legal powers that allow it to control the country's money and deprive the Iraqi people of it."
"The Al-Kazemi government, since the early elections, has neither the legitimate nor the legal right to dispose of the country's wealth under the pretext of conducting daily business and the lack of sufficient food reserves to face the crisis of the rise in food prices."
Last Wednesday, the House of Representatives approved the Emergency Support Law for Food Security and Development, after a wide debate that lasted for several weeks between the political parties that differed over it between supporters and opponents.  LINK
TIVON:  Looks like the opposition to Al-Kazemi is nervous about something. Funny he does not mention the HCL/Oil & Gas Law legislation that actually will help the average citizens. This is why I want to remind people that these articles are aimed at the citizens, not us for the most part. Which is why you have to look for people that I listed who work on behalf of Al-Kazemi as they are the ones combating people in parliament who put out misleading statements like this to keep the citizens confused and lost. You see how they intentionally leave out vital information that would clear up things for Iraqis? Especially the laid out ten point objectives I posted from the Parliament of Finance. IMO
Samson:  Khashan Clarifies The Fate Of The Challenge To The “Food Security” Law
13th June, 2022
The independent member of the House of Representatives, Basem Khashan, confirmed, on Monday, his insistence on submitting the appeal to the Federal Supreme Court regarding food security, indicating that the appeal is ready and we are waiting for the federal decision.
Khashan said in a statement to "Al-Maalouma", that "the law on emergency support for food security and development is a legal violation from its beginning to its end, and it cannot be tolerated."
He added, "The appeal was submitted to the Federal Court with sufficient evidence, and the final decision is due to it, as it is the owner of the separation between the legality of food security or not."
Last week, the House of Representatives passed food security amid popular and political opposition, especially with the suspicions of corruption that revolved around it, most notably placing astronomical sums for service projects.    LINK
TIVON:  Have you noticed anything that would help the citizens has a strange natural proclivity to being in violation when it comes from Al-Kazemi or people in his circle? Why? Because unlike the budget the FSL came as a ambiguous project that came with some exclusionary features that upset alot of those in power as they saw how the contracts in the FSL is created around the citizens and not sectarian leaders in the political arena who only serve themselves.
Which is why you keep seeing articles about Kurdistan whining about there's nothing in the FSL for them.
You guys have to understand something like this never happened before in Iraq or the world for that matter. Look how many regions will benefit. So don't be dismayed or mislead by articles of this nature. You are watching in real-time corruption being dealt with. IMO
Samson:  Al-Tamimi: The Resigned MPs Will Be Replaced By Others From The Same Constituency, And The Work Of Parliament Will Not Be Affected
13th June, 2022
Legal expert Ali Al-Tamimi confirmed that the resignation of MPs will not affect the work of Parliament, as the resigned MPs will be replaced by others from the same electoral district.
Al-Tamimi told Al-Maalouma, “The resignation expresses the individual will of the deputy with the approval of the Speaker of Parliament only, and this matter does not need a vote by the House of Representatives except in the case of a request to resign for the purpose of retirement according to Law No. 9 of 2005, as amended by the Federal Court Act of 2014.”
He added, "The replacement of representatives is from the same electoral district, where the best losing candidates are presented to the House of Representatives to replace the resigned, and it is not permissible for the candidate to be presented to the same bloc, but from the same district." And that "the replaced candidate's name goes through the Electoral Commission to the Federal Court at the request of the House of Representatives in order to ratify him in order to take the constitutional oath in Parliament."
He pointed out that "the resignation is subject to reform and the replacement of the resigned candidate with a losing candidate, while the dissolution of Parliament in accordance with Article 64 of the Constitution requires a request from a third of Parliament and with the approval of the absolute majority, and as a result, the resignation of a number of deputies does not affect the work of Parliament."     LINK
TIVON:  Pay attention to this guy. Look at the name as he was one of the people I told you all to look at. Everyone in Iraq is not intentionally trying to misguide everyone. Al-Kazemi is basically radioactive in the Middle East when it comes to those who represent him.
Watch for more information about the FSL. We are waiting for its official publication in the Gazette. Then implementing the law will follow. As Hakim Al-Zamili said he will follow up with the "Relevant Authorities" to ensure the allocations go where they need to go.
I think one of those authorities is the CBI. Who knows that there are debts in the FSL that need to be paid to Iran. Which is why the governor of the CBI met with Iranian leaders a week ago. IMO.
A member of the Parliamentary Oil and Gas Committee, Basem Naghmesh, revealed today, Monday, the number of foreign investment companies coming to Iraq, explaining the committee's direction in the coming days.
In an interview with the National News Center, Naghmesh said, "There are more than twenty foreign investment companies coming to Iraq to work and invest in the country," noting that "the committee will work with the Ministry of Oil to provide local gas."
He added that "Iraq burns large quantities of gas, and we hope to form the new government as soon as possible in order to contract with foreign companies to invest in gas."
He pointed out that "the committee will move in the coming days towards investing in local gas, not importing it," noting that "the committee is determined to provide local gas and declare self-sufficiency."  LINK
