MilitiaMan:   The take away here is Sadr’s  bloc being the largest by a long shot just resigned. The effect on things are seeming to be sketchy, however, likely not the case at all.

The resignation of the largest bloc puts Kahdimi and Saleh in office for an additional two years.

They’ll from the looks of it dissolve parliament. That move takes away the immunity  for those that have committed corruption against the state..

 Sets up the stage for early elections and finishing up 2 years of power for Kahdimi at the helm as Prime Minister.

Sadr has done this move as a sacrifice for the people. Something the coordination frame work seems to not know anything about.. I see this power play to set the stage for the next big move. We were told yesterday from our Iraqi source that massive change is coming to Iraq. This is likely what he meant!!

We see the move with respect to those killed at Spichter this weekend.. That travesty is not ever going away. Those that may have had a part in it and that goes for global entities as well may better lawyer up and or skiddaddle pronto!!

Tivon:   Militia-Man, what up my guy? I would like to add to your sentiments here. Because I think the entire plan was exactly how you put it. Because they are more terrified of Al-Kazemi then they are Sadr. Which is why they didn't want to vote on the FSL. They knew what it meant for their overall agenda. Especially Kurdistan. Why do you think they keep whining about their oil shares not being in the FSL? I like where thus is going because it is getting us closer to the HCL being enacted very soon. We have the contracts now. Things can only go up from here. Al-Jubouri stated a few days ago that the FSL stabilizes all Contracts & Procedures. Not some, all. IMO.

Expert : The Food Security Law prolongs the Al-Kazemi Government if one condition is met

Political analyst, Dr. Muhammad Nanaa, confirmed today, Friday, that the food security law does not represent a substitute for the budget law, but it could represent a mini budget for the remainder of 2022.

Nanaa said, in a statement to the “National News Center” that “emergency support is not a substitute for the budget because it does not address all the chapters included in the budget, but rather it is a temporary law and is suitable as a mini budget for the remainder of the current year only, provided that it approves next year a general budget for 2023 it addresses the gaps left by the current period.”

And he continued, "The support law can contribute to prolonging the political negotiations and giving the government of Mustafa Al-Kazemi a longer period, because the political pressures will also be less."

The Parliamentary Electricity and Energy Committee announced, on Sunday, that it is preparing to meet with Prime Minister Mustafa Al-Kazemi to discuss the reality of electricity and the payment of dues for Iranian gas supplied to Iraq.

Deputy Chairman of the Committee, Dakhl Radi told Shafaq News Agency, "The Parliamentary Electricity and Energy Committee will meet with the Prime Minister in the coming days to discuss the reality of electricity, the problems experienced by the ministry and its need for funds to pay dues for Iranian gas and conduct maintenance of electrical stations."

 Scarter13:  Ah the next act in the smoke and mirrors show has started in my opinion. Are you not entertained? In my opinion, for everyone that appreciates alternative opinions I'll offer this (if you don't like alternative opinions you should probably stop reading here, in my opinion). 

In my opinion if you zoom out to the macro and look at this potential RI for the global even that it is, it doesn't really make sense for it to happen until we hit the bottom of the crash that is coming.

How far away is that? Could be next week, could be next month, could be next year, in my opinion. In my opinion global inflation is off the charts and is in the process of being corrected and from the numbers just released yesterday we have a long way to go before it is under control.

 In my opinion, The FED will be increasing rates and offloading their balance sheet in the coming weeks and these actions tend not to have an effect on the actual economy (usually hits the markets pretty fast but the markets are not the economy in my opinion) for months down the line.

Now yes, I know the FED technically isn't control of the global economy but they control the global reserve currency so they kinda do to some extent in my opinion. So where we currently sit, in my opinion, the FED and the PTB are looking to take liquidity out of the economy to lower inflation and continue to prop up the greenback. 

 If the RI was to occur now and the currencies we are expecting change all do, that will be fresh liquidity in the global economy that will probably make inflation worse and continue to artificially prop up the markets in my opinion.

 So, how does the FSL, the budget, the government formation, and this other political stuff play into all this? In my opinion, none of it really matters until the PTB are ready for the liquidity to enter the global economy and start to rebuild and all this political stuff will "magically" just work itself out.

When with that be? In my opinion that is something we simply won't know until it happens. Now, for the record, in my opinion, I hope that I'm wrong and we all wake up tomorrow to what we seek, but what I aluded to above is what makes the most sense to me.

And in my opinion, until then we'll just keep seeing the smoke and mirrors show in Iraq. But on the bright side, more time to buy more currency and refine your plans.

Deepwoodz:  Imo  Anything is possible but that would bring Iraq’s sovereignty into question. Not to mention the state of their own poverty being put on the sidelines…. To finish the thought….it bodes well for us if this is true because this means they do expect everything we seek to be completed THIS YEAR.

Samson:  The Agricultural Bank clarifies the embezzlement of a trillion dinars, revealed by integrity

On Sunday, the Cooperative Agricultural Bank issued a statement regarding what the Integrity Commission revealed about the embezzlement of nearly one trillion Iraqi dinars of public money.

A statement by the bank received by Shafaq News said, "The media circulated a news about an embezzlement operation in the branches of the Agricultural and Al-Rasheed Bank in Maysan Governorate, and at a time when this bank appreciates the efforts of the audit team from the Integrity Commission in detecting cases of fraud, we would like to clarify that the case referred to in Branches of Al-Rasheed and Al-Zera’i Banks in Maysan Governorate occurred in 2013 and 2014.

And he continued, "The customers of the Maysan branch bank issued checks without balance, and their amounts were withdrawn from the Rashid Bank branch in Maysan in collusion with the director of the Agricultural Bank branch in Al-Amarah, who is currently deposited in the Reform Department, and an administrative investigation was conducted by an investigative committee in the Ministry of Finance, the Legal Department after Referring the priorities to it from the Office of the Inspector General after canceling it.

He pointed out that "the committee completed its work with the approval of the Minister of Finance on the recommendations, which included referring the employees involved in the Al-Rasheed and Al-Zaari bank to the judiciary through the Integrity Commission, as well as providing the Anti-Money Laundering and Terrorist Financing Office for the purpose of tracking those funds." He pointed out that "there are joint committees formed to limit the manipulated amounts, as there were duplicate payment notices, as well as priorities that were hidden by the employees involved in the process."

On June 9, the Federal Integrity Commission revealed the embezzlement of nearly a trillion Iraqi dinars of public money, indicating that major embezzlement, forgery, fraud and money laundering had occurred in a number of branches of the Agricultural and Rasheed Bank.  LINK

We will also demand statements of these expenditures, which are carried out by ministries and state institutions, to prevent any waste of money or suspicions of corruption such as thefts and others.

Tivon:  The Tax Authority pretty much covered this section in terms of eliminating corruption. Now you have a movement towards sending the money allocated from the FSL directly to the Ration Cards. And now we have an admittance from the Finance Committee that corruption is just about a non-issue given all the legal and electronic parameters set in place that will protect the funds from being looted.

Now do you guys see why Mailiki wants to file lawsuits against the FSL? He is actually upset that he will not be able to steal from the citizens anymore.

So whenever you see anyone trying to come out against the FSL just know the incentive may be more nefarious then they would ever let on.

This Law is the real deal. Otherwise it wouldn't have faced so much resistance. There are gurus out there who read my post looking for zingers where they think my position will falter at some point because they presume there has to be holes somewhere in my argument.

The Director-General of the authority, Shaker Al-Zubaidi, stated, according to a statement of finance, that "after coordination and follow-up between the concerned departments, the Ministry of Transport will provide the General Customs Authority with the validity of the issuance of the entry of goods through land, air and sea ports, and in turn the authority informs the Central Bank of Iraq."

Which means if you do not have paperwork to justify pricing of products to match the offering/purchase as opposed to mark ups on items from parties under questionable aliases they can not account for it will not be allowed at the port of entry to proceed towards shipping.

This will help with fraud in the currency auctions. No more using citizens names under the guise of appointment to buy/sell who have zero income to attribute to any legal contract.

 All of this is addressed in the FSL. There are parties that take advantage of the citizens' full documents under the pretext of appointment and others, and their names are registered in the currency auction and financial transfer.

This is why they will now use an identification number system instead of the citizens names assigned to the remittances, and on this basis, no name will be accepted, but rather an identification number so that there is no similarity and will also end corruption and the like.

IMO - There were several articles  recently covering Sadr calling for the resignations from his entire block.  Yet, unless I missed it, nobody has commented on this at all.

Can someone please tell me why Sadr would have his block MP's resign???  What does he gain by that & what part would that play in forming the GOI???   OR, was this just a big BLUFF???

Tivon:  Listen, in general the goal is to return to the "Gold Standard". Which will by default will result in a smaller government in most countries anyway.

Power is returning to the people. Keep in mind Iraq has not announced a return to the Gold Standard yet. Russia did. Zimbabwe plans to. China is in the process. From 1879 until the outbreak of the World War in 1914, the United States was a participant in what has been called the classical gold standard, under which all world powers redeemed their sovereign currencies in a definite weight of gold.

What is Iraq trying to return to or already has? A Sovereign country.

Everyone thinks the "Criminalizing Normalization Zionist Law" was to create social/racial conflict among the average citizens. No, it was to ensure the corrupt elite entities that pledge their allegiance to Rothschilds/Khazarians no longer can impose or implant political figures who work on behalf of "The British Crown" who can uproot Iraq from it's own wealth under the guise of "The War On Terror" to pillage its gold/precious metals so they can remain under the hegemony of the US Dollar.

Al-Sadr knows corruption runs deep in the politics blocs. Before the Civil War, government officials weren’t in charge of picking the quantity of dollars at all. Rather, the public determined how many dollars were in circulation by presenting gold or silver to the government for minting as coins according to weights specified in law.

Remember,  Fiat Money = Fiat Government.

Once the reinstatement occurs you will see governments around the world be reduced by a wide margin. I'd say 70-90%. Why do you think they are trying to get Al-Kazemi to run the country through the FSL for the remainder of the year?

Because they plan on using this time to shave off the fat and oust most from their position before the end of the life cycle of the FSL. Then they can start fresh with a new E-Government. Free of corruption.

 Since it will be extremely hard to steal most people running for office will be very small. Fiscal prudence is a deterrent. IMO

Tivon:  My fellow members of KTFA, I want to bring something to your attention that I think has been overlooked from a few weeks ago regarding the "Food Security Law" and what it entails.

 We will focus on a particular section in an outline of objectives written by "The Finance Committee" and the agenda they look to activate once the FSL is published and implemented on the day it is to be printed in the Gazette.

What are one of the areas of "Citizens Entitlements" can be found in the proposed law? The HCL/Oil & Gas correct? Tell me what accounts for 90% of Iraqs revenue? Oil, correct? They told you a week ago that this has already been legislated.

Isn't it in their Constitution (Article60/Second) Based on provisions of Article 17/First of Parliament Law and it's formation Number (13 of 2018). And Article (120) of The House of Representatives internal system that includes the distribution of the oil revenues is owed to all the Iraqi people according to Article (111) in the Constitution.

Which states that Oil & Gas is the property of the Iraqi people in all regions and provinces.

Didn't the Federal Court exert their constitutional will upon the Kurdistan Region to sign over the Oil & Gas Law to Baghdad? So how will they attain these funds if the result of this will be "Purchasing Power"?

 Who did the CBI meet with to ensure the electricity file will be paid? Iran, correct? Isn't the Electricity/Gas File in the FSL? So how or why wouldn't the CBI know of the FSL if they are the ones obligated to ensure debts of this file is paid to Iran? (MG).

 Didn't Mazhar Muhammad Saleh state a few days ago that the FSL will move the wheels of the economy? How do they plan to do so if the international exchange rate is not applied if they plan on giving these entitlements to citizens that is predicted upon the HCL/NGO/Oil & Gas?

Where else can you find someone in Dinarland willing to break this down to you daily? I am not an expert/guru. I am using critical thinking skills. Now couple this information with what you heard on Frank's call last Thursday. Think. What is about to come out for the citizens? ATM's, Visas, Small, Notes, and all the details concerning the rate that you heard from Walkingstick. 

Emergency Food Security Law Outlines

1- Conducting an extensive study of the proposed law to ensure the achievement of its objectives in providing food security and supporting the development process in the governorates. 

2- Hosting the relevant authorities from the ministries of (Finance - Planning - Oil - Trade - Electricity - Agriculture - Labor and Social Affairs - Water Resources and the governorates) and other relevant authorities. 

3- Achieving social justice and directing support to the poor. The Pharmaceutical Council - the Finance Committee

4- Direction not to go towards internal or external borrowing.

5- Pay the dues to farmers and farmers for the previous years to purchase wheat and rye crops in a manner that achieves self-sufficiency. 

6- Working to reduce poverty. 

7- Supporting strategic food storage to secure the food basket. 

8- Determining the validity of the proposed law during the current fiscal year, in a manner that does not conflict with the legislation of the annual general budget law. 

9 - To approach the Council of Ministers regarding the proposed law in accordance with the legal contexts. 

10- Supporting the electricity sector, especially the entitlements and debts of imported gas and energy purchase.

But having said that, I must say I'm hopeful the fruit we all desire will come forth soon..I'm NOT excited (that was taken long ago) but Hopeful and grounded...let's sit back and see what they give us.

Tivon:  Tsm, I understand your sentiment as it is based on past disappointments of not having the discernment required to decipher through who is your opposition and who are the protagonist as everyone in Iraq for the most part is looked at through one lens.

So to break through the gray area you have to internally understand your own humanity in order to spot it in others.

 And when you study, I mean really look into these articles you can clearly see who the antagonist are. Because when you look at some of these politicians when they mention the many obstacles from opposing parties who don't live in Iraq but like to criticize laws that would help the average citizens and demand it be changed or revoked look at their residence, status, history, and connections you can start the process of understanding their refusal to support something that goes against how they attained their wealth.

What is about to be published in the Gazette? The Food Security Law.

 How many have said it was the end of the world vs the ones who said this law will help Iraqis? Why do you think the World Bank came out and apologized to Iraq?

273 Deputies voted for the law. I can post many opposing viewpoints from the FSL. But who ultimately won out? The 273 people who voted for it. Now look who holds the oil contracts. Not Kurdistan. So obviously something has change dramatically. IMO

Samson:  Opening of a bridge across the border between Russia and China

 Russia and China opened a new bridge across the border in the Far East on Friday, which the two countries hope will boost trade relations between them, as Moscow seeks to mitigate the damage of Western sanctions imposed on it due to its war on Ukraine.

The Russian Information Agency stated that the bridge links the Russian city of Blagovishensk and the Chinese city of Heihe across the Amur River, known in China as Heilongjiang, and extends for a distance of just over a kilometer at a cost of 19 billion rubles, equivalent to about 342 million dollars.

A video clip of the opening of the bridge showed trucks from both sides crossing the two-lane bridge, and it was decorated with the flags of the two countries against the background of a fireworks display.

The Russian authorities said that this bridge would bring Beijing and Moscow closer by increasing trade exchange, after the two countries announced a "borderless" partnership in February, shortly before Russian President Vladimir Putin sent his country's forces to Ukraine. During the opening ceremony, Chinese Vice Premier Hu Chunhua said that Beijing wants to deepen cooperation with Russia in all fields. Russian Transport Minister Vitaly Saveliev stated that the bridge will contribute to enhancing the annual trade exchange between the two countries, increasing it to more than one million tons of goods.

Construction of the bridge began in 2016 and construction finished in May 2020, but its opening was postponed due to border closures to combat the COVID-19 pandemic, reports said.

The last common position of the two countries was during a session of the United Nations General Assembly last Wednesday, when China and Russia criticized the United States and accused Washington of stoking tension on the Korean peninsula, according to Agence France-Presse.

The session was held to discuss the reasons that prompted Beijing and Moscow last month to veto the Security Council against a US draft resolution that would have imposed additional sanctions on North Korea.

Tivon:  Listen I want you to pay attention to the wording here. Look at how the reference the "Food Security Law" as compensatory to the citizens. Why would they use that verbiage in two different articles that officially states that this law is important for all contracts and procedures. What procedures could be implemented if the hard currency reserves are enough to cover the Iraqi dinar that Mazhar Muhammad Salih mentioned weeks ago?

Is is the same procedures the private banks are now following where they are implementing instructions on behalf of the CBI?

Again pay attention to the language. What can the Iraqis be compensated for? What have they been begging for from the past 5 years or more? Why is Mazhar Muhammad Salih also referring to the FSL as a compensatory law?

He just said the 1/12 from last year is not enough. How will the FSL move the wheel of the economy? Well if the law they cover all contracts/procedures and they include the HCL/Oil & Gas which will give the citizens purchasing power which will also be maintained by the hard currency reserves against any inflation.

 I guess they can predict a pretty healthy economy where all "Trade Contracts" with Foreign Nations will for the first time in decades be settled in Iraqi Dinar. 

Saleh told {Euphrates News}: "The emergency support law is related to national food security, as well as electric power, support for farmers, and Iraq's fuel needs and he indicated that "Iraq's survival on the Financial Management Law {1/12} according to last year's expenditures is not enough

Political analyst, Dr. Muhammad Nanaa, confirmed today, Friday, that the food security law does not represent a substitute for the budget law, but it could represent a mini budget for the remainder of 2022.

Nanaa said, in a statement to the “National News Center” that “emergency support is not a substitute for the budget because it does not address all the chapters included in the budget, but rather it is a temporary law and is suitable as a mini budget for the remainder of the current year only, provided that it approves next year a general budget for 2023 it addresses the gaps left by the current period.”

And he continued, "The support law can contribute to prolonging the political negotiations and giving the government of Mustafa Al-Kazemi a longer period, because the political pressures will also be less."

He added, "Negotiations between the political parties can be given more scope now, but all of the foregoing is subject to the failure of any political party to challenge the law before the Federal Court because submitting the appeal may mean accepting it and returning again to the same crisis."   LINK

Butttttttttttt according to a legal expert Al-Sadr can be granted full authority to run the country with the "Food Security Law" backing him to execute everything the citizens have been asking for. Which is in the list I posted. Al-Sadr seems to be intent on the 15th deadline being the line in the sand. So constitutionally we will have a government from one in the current stage, or one being formed as a result of dissolution. Where Al-Kazemi will act as a defacto government. 

The legal expert, Ali Al-Tamimi, revealed the duration of the government's handling of daily affairs according to the Iraqi constitution.

Al-Tamimi told {Euphrates News}: "The Iraqi constitution talked about the term of managing daily affairs in Article 61, the eighth paragraph of the Iraqi constitution, and it was set at 30 days and not more than that in the event of a withdrawal of confidence from the government."

He added: "Also in Article 64, a second paragraph of the Iraqi constitution, in the event of the dissolution of Parliament, and here the text said, the Council of Ministers continues to manage daily affairs, and we did not specify any period for the government to manage daily affairs."

He continued: "The Iraqi constitution did not provide a definition for the concept of managing daily affairs, but the internal system of the Council of Ministers 2 of 2019 in Article 42 of it, which said that the Council of Ministers will continue to conduct daily matters until a new government is formed in the event of the dissolution of Parliament, the withdrawal of confidence from the government and the end of the parliamentary session. Here, the period for conducting daily matters was not specified in the above article.

Tivon:  Everytime I am in a predicament to explain why the FSL is a place holder for the budget until other thing's are sorted out I get further clarity from the man himself to help me along my explanations as to what role this FSL will play.

I almost feel at times Mazhar Saleh is reading my comments and see the trouble I am having at trying to produce enough evidence for my case and he comes out swinging from the benches to get things going for the home plate by hitting one out to the left field over the fence.

Why would he say the FSL will get the wheels of the economy moving if this law had no effect on potentially releasing an exchange rate that the economy is contingent upon?

I mean what else is there to assist the citizens if the budget is still not approved when a 30 day recess has been called without a seated GOI but they are some still sure the economy will move in the right direction with the FSL?   IMO

You wouldn't happen to also be referring to the oil contracts as well from the Kurdistan Region who no longer has an active Oil & Gas Law that was signed over to Baghdad a couple of days ago that will help the Iraqis recieve "Purchasing Power" since the Oil & Gas Law is being currently legislated under the guise of "Citizens Entitlements" that they have been waiting on for years right?

Are we sure the FSL isn't just some filler with little funds to finance the Reconstruction of liberated provinces that the budgets from almost a decade ago was to supposef to address?

Are you pulling our legs parliament? Are you joking around? Are you really trying to get our jollies going just to pull the rug from under us when we least expected it? Because around these parts here at KTFA there are some who don't think this FSL has the legs for the marathon that is before it.

Samson:  An Economist, The Emergency Support Balances Will Be Transferred To The Ministries' Accounts With Budget Legislation

The economic expert, Dr. Safwan Qusay, explained that the balances of the Emergency Food Security Support Law will be transferred to the ministries’ accounts if the general budget for 2022 is approved, whereby its final accounts are presented with the budget accounts.

Qusay told Al-Maalouma, “The process of opening an account in favor of the Emergency Security Support Law for Food Security and distributing its amounts to the federal ministries will be an account that will be extinguished and settled with the accounts of the 2022 budget if it has been approved.”

He added that "these allocations that will be monitored will reduce the allocations of the federal ministries for the year 2022, as once the budget is approved, the balance of this account will be transferred to the accounts of the concerned ministry."

And he indicated that "the issue of the accounts is settled in advance, and it is not permissible to spend twice for the same section or entity, after allocating funds for it within the law of emergency support for food security."   

Tivon:  Now here is another article explaining what I have been trying to get across as far as the roles of the FSL & Budget. One is for financing. The other is for accounting for those allocations for book keeping in order to have a financial portfolio as to the revenues to understand better where the money is going.

I have to be on the right track. This is the 3rd article this morning further elucidating on my stance that provisions what I have been saying is a legitimate perspective.

I told you all the budget for this year will not have the role of monetary utility. It will be approved to access the final accounts. The FSL will do the heavy lifting this year in the financing ddepartment.

Now here is the thing. Hakim Al-Zamili didn't say the access to these funds were contingent upon the Final Accounts or Budget in order for ministries or departments to receive the allocated amounts. So I am waiting for an article from Hakim to clarify this post.

Read the last paragraph. The guy said it's not necessary for the budget to finance what the FSL will cover because it will be doing it twice if it did for the same section or entity that the FSL has already done. IMO   LINK

Samson:  Iraq And The World Bank Partner To Reform The Social Protection System

The Ministry of Labor and Social Affairs announced, on Thursday, that it is partnering with the World Bank to implement the final steps of the social protection system project in the country.

The head of the Social Protection Authority, Huda Sajjad, said in a statement that "the aforementioned project is supported by the European Union and includes four stages for designing and developing a national strategy for social protection, as well as building information management systems leading to the establishment of the national registry for social protection and building an integrated model for subsidies." Conditional stimulus granted to pregnant women and children in schools up to middle school.

Sajjad added, "The project also aims to train the staff working in the authority, noting that it is being implemented in an integrated manner with the World Bank in two parallel tracks, and that the amount allocated for it amounts to $37 million."

 She explained, "The government should develop an integrated map to combat poverty and highlight the importance of combating it, by providing and strengthening services in the areas of health, housing, education, food security, and other necessities of life that provide a decent living for needy families, and enable them to break the cycle of poverty in all its forms."

Sajjad pointed to "the importance of investing in modern technology to provide the best services to it, through careful targeting that ensures that the aid reaches its true beneficiaries."    LINK

Tivon:  Wait a sec, Social Protection? Food Security? Housing? Addressing poverty? Doesn't this all fall under the Food Security Law? How is it so when the FSL only has about 25 trillion? Please World Bank I beseech you to explain further how all of these areas will benefit from something that is supposedly only 2/10ths of the 2022 Budget? Eradication poverty is a tall order for something not aimed at producing long-term monetary assistance. I mean the law is only for this year correctly? Unlesssssssss......   IMO

TIVON: Dissolution of Parliament is looming for the upcoming 15th deadline to have one. Not only that the current government is going on a 30 day recess. Not only that you no current budget. So if Hakim Al-Zamili stated today that he will meet with the "Relevant Authorities" to distribute all the funds of the "Food Security Law" to departments, ministries, governates, and citizens as soon as possible.

How could he have the ability to do so if the GOI is 30 days out after the break to approve something that was voted on without them being seated?

The a House of Representative member stated that laws can be legislated with or without a seated government. Is a general budget a law? But what did Mazhar Saleh state in terms of active laws in Iraq? That there are only two right? Well tell me which one of the two was voted on today? Because if one requires a rate to function to be a proper budget. What would you call the Food Security Law if all the money in a budget was sent to the FSL?

TIVON:  Dissolution of Parliament is looming for the upcoming 15th deadline to have one. Not only that the current government is going on a 30 day recess. Not only that you no current budget. So if Hakim Al-Zamili stated today that he will meet with the "Relevant Authorities" to distribute all the funds of the "Food Security Law" to departments, ministries, governates, and citizens as soon as possible.

How could he have the ability to do so if the GOI is 30 days out after the break to approve something that was voted on without them being seated?

The a House of Representative member stated that laws can be legislated with or without a seated government. Is a general budget a law? But what did Mazhar Saleh state in terms of active laws in Iraq? That there are only two right? Well tell me which one of the two was voted on today? Because if one requires a rate to function to be a proper budget. What would you call the Food Security Law if all the money in a budget was sent to the FSL?

MilitiaMan:  That is a good question Tivon. We can look to what has been said. So, we see the sums (money) will be in the ministries and governorates as soon as they law is voted on.  That sounds like quickly to me.

Then there is the statement of the parliament adjourned until further notice. We know they have a session recess starting tomorrow for thirty days. But, they say until further notice adjourned.. That to me suggests a meeting may come at anytime a necessary item arises.

The needs of the citizens are a necessary.  The President is slated to be on the table in the next few days. That too would be a necessary if they want to avoid a dissolution of parliament within about a weeks time, per Sadr..

The Kurds have now put up Fouad Hussein as a new go to candidate for President. Sounds like he is well liked. The article suggests that they mentioned him yesterday.. I can not imagine he just popped into the picture.. Fairly sure he would have been floated all along or at least a portion of the proceeding 7 month blockage.  His track record supports he is well received by many foreign relations. 

So, the sums are to be in the accounts of the ministries and governorates, awaiting the mechanism for distribution.

That mechanism imo is a new international exchange rate, a needed item for distribution.

Could that distribution be prior to the next voting session in a few days, or has that voting session already happened and possibly today, just untold to us yet?   We don't know.

If they are to expose the rate prior to seating, as the present PM Kahdimi is in power now and he has the same powers to address the citizens needs today, is it in the realm of possibilities?  We don't fully know, yet. 

The main take away is they voted on teh FSL and passed it and they apparently stated they were to place sums into accounts awaiting a mechanism to distribute amounts allocated once passed.

Having the President seated may be all that is needed for that too,  as it would show they have 2/3rds majority and Sadr has easy 50% +1 in the bag in the end.. He wants no procrastination.

For his part, the First Deputy Speaker of Parliament, Hakim Al-Zamili, considered the vote on the "Food Security" law a victory for the rights of the poor, stressing, "We will follow up on the mechanism for disbursing the amounts allocated in it." LINK

A source confirms that the name of Fouad Hussein has been proposed as the consensus President of the Republilc for the Democratic Party

Tuesday, a high-ranking political source revealed that the crisis of the presidential candidate has ended, after the current Foreign Minister, Fouad Hussein, proposed a consensus candidate for the Kurdistan Democratic Party for the presidency.

In an interview with the National News Center, a source said that the opponent of the Kurdistan Democratic Party's assumption of the presidency was the Shiite coordination framework, but now he admitted that he took the wrong path by supporting the candidate of the Patriotic Union of Kurdistan, Barham Salih, on whom they had prior comments, but they supported him. Because his party tends to the eastern neighbor, as do most of the leaders of the framework.”

He added, "The framework has changed its direction now, after the name of Fouad Hussein was proposed as a candidate for the presidency, and described his candidacy as the safest and best option, especially after he achieved outstanding successes in the foreign file, during his tenure as Minister of Foreign Affairs.

He explained that "Fouad Hussein enjoys good relations with the various political blocs, and he has experience in managing external and internal files, so he will not find any obstacle in front of him as he walks confidently towards the Sinbad presidential palace. The source indicated that “the next few days, the date for the voting session on the President of the Republic will be set.”  LINK

Tivon:  Now that you brought this article to my attention this I can now picture why things may have been set up in a manner where the citizens can see who is working for them and who is not. Food Security Law is settled and now they are on the verge of picking a President of The Republic?

And the mechanism Hakim Al-Zamili refers to could be the same one The General Authority of Customs mentioned when reducing fraud at the currency auctions? I mean they did say the mechanism reduces fraud from goods exports/imports from land, air, and sea correct?

This program was announced as complete. Ministry of Finance also deals with this new mechanism. Also doesn't this same mechanism deal with balancing the exchange rates?

They stated the Director General of the Commission, Osama Hosam Jawdat, told the Iraqi News Agency (INA), that "the hard currency auction follows the monetary policy of the Central Bank to control the exchange rate," noting that "when someone makes a "Transfer Abroad", he must match this transfer with imports because he took the transfer at a price." The official exchange, not the one in the market.

I would think Hakim Al-Zamili would know something about this mechanism given it was just announced couple of days ago. Wouldn't the CBI be the proper authorities to be a provisional entity to oversee where or how these financial distributions should come about? (Article 95 June 5th Thread)

This mechanism Hakim talks about sounds really peculiar don't you think? Especially since we know oil contracts are settled. Along with AYSCUDA being ready. Monumental announcements have been made over the past seven days that will directly impact the citizens. Now the formation of the GOI is closing in in a few days? This week definitely isn't over by a long shot. People need to double down on certain articles and go read them a few times over. 

What a powerful week this is shaping up to be on multiple fronts as if this was all coordinated in advance in writing and everyone was given their scripts to play out.

This FSL is acting as a budget (Financially) until one is approved so the state can account for all revenues from every sector of public & private sector.

Why? Because the budget has access to the Final Accounts. The balance of the final account shows the increase or decrease in the state's assets or assets, which is embodied by the deficit in expenditures or the surplus in revenues during one fiscal year."

This is why it is important to actually have a general budget. Not necessarily because of money that is associated with one. They do not need the budget to allocate any funds, the FSL will do that.

So when they release a rate it will be because of the forecasted input/output o the Overall GDP that influence what price they decide to come out at.

Which is why the FSL covers so many economic areas. Let the CBI do their job because it's them who will release the rate. Not Parliament, or House of Representatives. Because most of them will be dissolved anyway. And Al-Kazemi will run the country. And be given all authority until elections.   IMO

Tivon:  Well the sense of urgency as to the approval of the FSL was performed under circumstances surrounding the reasons why the FSL was needed to begin with. Which they treated as an alternative to the general budget. Y

You have to consider what influences an exchange rate. A budget only exists as a provisional parameter that creates a margin on revenues that will come from the things listed below. All of the calculated revenue from these areas determines the exchange rate that could be put into a budget. Or in this case the FSL sense it is being treated as one.

So we wait for the CBI now. The political figures done their part. I highly doubt releasing an exchange rate while markets are already open is a good idea. I think this would be something that happens after closing/before opening.

In a statement received by Mawazine News, Al-Zamili indicated that the biggest challenge faced by the House of Representatives during the past period was to provide the requirements and needs of the people, and the House was keen to pass the "Food Security" law with the aim of supporting the poor by providing ration card allocations.

 Increasing social welfare salaries to include the largest number of beneficiaries, in addition to the sums needed to meet the needs of the electricity sector, adjusting the status of lecturers, administrators, procedure, metrology readers, holders of higher degrees and first graduates, electricity and oil contracts, and other ministries, and returning voided contracts from the security services. and military.

Ask yourself if the government is going on a 30 day recess who would be the "Relevant Authorities" to disburse the funds? They can't use the budget to allocate the funds because it's not approved and doesn't have any money in it because it all went to the FSL.

So someone tell me how these will be dispensed to the departments or ministries again? Let alone the citizens if there will be an inactive government for 30 days without a budget?

Who controls the mechanism? Can't be the government. They going on break right? So please let's allow this guy to do his job.

Tivon:  Wait a sec....wasn't Reconstruction, Farmers Dues, and Electricity originally a thing that the budget from previous years was supposed to address via a new exchange rate?

Now I'm not a rocket scientist. But looking at one of the line items that 500,000,000,000 for new & ongoing construction projects will be allocated to while the government is on a 30 day recess surely would present problems if they need a budget to finance something that requires a rate if it was approved right?

How else would these projects find the funds to begin anything right?

Unless there is something called an "Emergency Food Security Law" that just got approved today that will act as a budget right?

I don't think I'm using any 6th sense to come up with this logical input I'm imparting upon the thread today. Just saying that is alot of money to be distributed without a budget. And I only mentioned one of the areas on this list.

I guess some people have to hear it a thousand times before it gets through. I don't know how else this could get through after I have shown so many references to state officials and comments made from financial advisors why both the FSL & Budget are important for different reasons.

You tell me how they will accomplish everything on this list with a program rate without a budget?

DinarDiva:  So Publish Food Security Law in Gazette  first then RATE Change or Visa Versa!!!!!  

Youngsc:  No Dinardiva. IMO there is no new rate associated with this food law. This food law is just a filler until the budget is approved imo. Food law is not what we want as investors. We await the 22 budget as WS and Frank had stated so many times. Frank had also stated to Eddie this this past Monday that this food law is not important IMO. Personally i do not care for this law too but i await for the annoucement of a GOI along with the 22 budget being approved IMO.  

DallasDude:  I believe Tivon and MM may have a different take on your opinion..now parliament is off on a 30 day break which means mid July for addressing budget issue at the earliest. If that is the case we have a ways to go plus the 2023 budget will be a topic soon..I believe CBI will adjust accordingly now that the FSL is passed

Godlover:  I do not think this FSL has a new rate, but I do think it gives the current government an avenue (resources) to change the exchange rate. This law is going to jump start the private sector aka the citizen sector.

TIVON: And if you read my comments regarding that statement from Frank you would see how and why I did not disagree with him for reasons I laid out.

The HCL/Oil & Gas is the bottom line for everything that will fuel their economy. Which was approved to be contracted with Baghdad days ago that Kurdistan region signed off on.

 When they approve of the 2022 Budget it will not be because of the money that is usually in the budget because most of it went towards the Food Security Law that will cover everything that even budgets from ten years ago was supposed to do.

Which is why Mazhar Muhammad Salih (Financial Advisor) stated that they only need the budget to gain access to the final accounts. Once they do they can have a financial portfolio to track all allocated funds going toward ministries, departments, governates,, investments, reconstruction, agriculture, etc.

Remember they said they want the FSL to empty the budget. So that should tell you they are not dependent upon the approval of the budget to finance anything. 

That's why the budget is important because it stipulates an oversight committee to have provisions in place to account for all financial revenues from oil, exports, trade, local markets and, international markets.

Not to mention the oil contracts and border ports. Citizens Entitlements covers a long list of things that require a rate change which is in the FSL. Why? Because it was legislated to do so as just like the budget the FSL has access to the oil surplus and gold reserves that is 90% covered.

Again, they can go this entire year if they wanted (Doubt They Do) without budget simply because "Purchasing Power" by default will come from THE HCL/NGO. It can be handled without the citizens being dragged along during the back & forth that has transpired over ten+ years because of the budget.

Saleh said in an interview with Shafak News Agency; "The rise in Iraq's hard currency reserves will increase confidence in the Iraqi dinar and will increase its stability," stressing that "the Iraqi dinar is approaching full coverage of hard currency reserves in light of the current exchange rate."

He didn't say a budget caused this. The reserves did. Which the FSL has access to in order to produce purchasing power for the citizens.

 The General Authority of Customs, one of the formations of the Ministry of Finance, announced today, Sunday, the initiation of a new mechanism to reduce cases of fraud and manipulation in the currency auction.

The Director-General of the authority, Shaker Al-Zubaidi, stated, according to a statement of finance, that "after coordination and follow-up between the concerned departments, the Ministry of Transport will provide the General Customs Authority with the validity of the issuance of the entry of goods through land, air and sea ports, and in turn the authority informs the Central Bank of Iraq."

Al-Zubaidi added that "the Federal Integrity Commission praised the proposal of the Customs Commission in an attempt to control fraud in the currency auction," noting that "the Prime Minister's Office issued circulars based on the letters of the General Commission of Customs and the Integrity Commission to the Minister of Transport to work accordingly."

The statement pointed out that "this step comes within the framework of the Ministry of Finance's ongoing efforts to stop the waste of public money and harm the national economy, and cut off the path of spoilers and manipulators in all customs centers and outlets."   LINK

Jwarizona:  I think I heard somewhere,  "IT MUST NOT FAIL WITH THE CITIZENS " or something along those lines to be fair....... Once again I'm enjoying the fair shake of information and also enjoy the contrast or opinions from others.  Either way this has been an exciting, frustrating, up, down, sideways and humbling experience.  Make note....I sure hope this thing gets done soon or I continue to wait like the rest. Hopefully sooner than later as the old cliché goes. IMO
