An investment permit to establish a huge industrial city in Najaf

There are more positive things before us than ever before. We can see that there is regional reconciliation that Iraq has been instrumental in making progress between Iran and Saudi Arabia. The donor countries showing back up and even an Industrial City opening up all for their construction efforts going forward.. No-one benefits from a delay.
The Coordination Framework is likely at this point even on board for the vote to be on time. The citizens are today getting very restless with the electricity issues. Sadr himself says that he will not tolerate procrastination.

What law made it possible to access the above items? What does Iraq need in order for all those things listed to work? What did the Federal Court make Kurdistan do just 24-48 hrs ago?
Do you think food itself was the main objective to ensure to the Iraqi people? No. That would come by default of Iraqi having access to the things mentioned above. Think people everything we wanted done for the past 10-15 years is being done under the guise of food security.

The source told Al Furat News that: "The Parliamentary Finance Committee has now concluded its meeting on the Food Security Law after completing the law from a technical point of view."
He pointed out that "issuing a directive for the heads of the parliamentary blocs to hold a meeting at the house of Parliament Speaker Muhammad al-Halbousi regarding the food security law."

Parliamentary directive to expedite the approval of the proposed retirement and social security law for workers

The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, directed, on Monday, the Parliamentary Committees “Services and Construction” and “Labour and Civil Society Organizations” to complete the parliamentary procedures related to the proposed retirement and social security law for workers and give it great attention, in order to complete it as quickly as possible.
Al-Zamili indicated, in a statement, that “Nass” received a copy of it, (6 June 2022), that “this law is among the most important laws that, if enacted, will contribute significantly to tackling unemployment and creating job opportunities for young people, as it will guarantee them all pension rights and privileges.
During their work in the private sector, similar to government sector employees, and thus will encourage work in the private sector and the development of investment projects that will contribute to increasing the gross national product.
The statement added, "This proposal comes according to the text of the letter sent to the two committees, based on the text of Article (60/second) of the valid Constitution of the Republic of Iraq."

The delegation of the Kurdistan Regional Government begins its round of talks in Baghdad

A negotiating delegation from the Kurdistan Regional Government arrived today, Monday, in Baghdad to hold a new round of talks with the Iraqi government.
Upon arrival, the delegation held a meeting at the Iraqi Financial Supervision Bureau, to hold other meetings with government officials in Baghdad.
The delegation includes the Minister of the Region for Negotiations with the Federal Government, Khaled Shwani, Chief of Cabinet of Ministers of the Region, Omid Sabah, Head of the Coordination and Follow-up Department, Abdul Hakim Khusraw, and Head of the Financial Supervision Bureau in the Region, Khal Hadi Jawishli.
"On March 29, Iraq’s Oil Ministry and National Oil Company (INOC) hosted a meeting with international industry consultants to discuss “mechanisms for managing the Kurdistan region’s oil industry in accordance with constitutional principles.” A statement by the Ministry said the meeting discussed the structures and provisions of Kurdistan’s existing oil contracts.
The consultations appear to be part of the federal government’s preparations to implement the Supreme Federal Court’s decision that declared the KRG’s oil and gas legislation to be unconstitutional and required the federal government to take over oil production in the region." LINK

Parliament: Federal Government Funds Go To Kurdish Leaders

Member of the Security and Defense Committee, Mahdi Taqi Al-Amerli, confirmed, on Monday, that the abuse of the Iraqi judiciary by the authorities of the region is unacceptable and everyone must respect its decisions, while he saw that the money that the central government gives to the region goes to Kurdish leaders and not in projects that serve the Kurdish citizen.
Al-Amerli said in an interview with the Information Agency, "The failure of the Kurdistan judiciary to comply with the decisions of the Federal Court and the Central Government, gives a clear indication that the political decision in the region is exploited for the interests of the Kurdish leaders," adding, "Everyone must respect the decisions of the Supreme Judicial Council, as they represent the sovereignty of the region." Oil prices rose today, Monday, in the oil futures market, by about two dollars.

Samson: An Iraqi court sentences a British man to 15 years in prison for smuggling antiquities

On Monday, the Karkh Appeal Court sentenced a British citizen to 15 years in prison, and acquitted another German, on charges of smuggling antiquities out of the country.
The two suspects, British geologist James Fitton, 66, and German psychiatrist Volkar Waldmann, 60, had been part of a tourist group since March 6, before they were arrested at Baghdad Airport on March 20, after they were found in possession of 12 items. Antiques are mostly ceramic and pottery breakers.
In the first affidavit, the judge said that the defendants, who attended the session wearing yellow uniforms, are being tried according to Article 41 of the Iraqi Heritage and Antiquities Law, which stipulates a penalty of up to the death penalty for “whoever deliberately removed archaeological material from Iraq or attempted to extract it.”
James Fitton's attorney said he plans to appeal the ruling on the grounds of no criminal intent. The judge, in the presence of an interpreter, first heard what Weldmann, who lives in Berlin, had to say, and found two antiquities in his bag.
In his statement, the accused denied that he took the two pieces, saying that Fitton gave them to him. He also said that "there was no indication that these artifacts are antiquities and it is forbidden to take them." He added, "When Vuitton gave me the pieces, I put them in a transparent bag and left them in my bag in a visible way and did not try to hide them, so they appeared in the X-ray machine, and I was supposed to return them to him before we entered the airport."

A security source in Nineveh reported on Monday, the arrest of three government directors in the province on charges of financial corruption.
The source told Shafaq News Agency, "A team from the Integrity Commission has arrested the current and former directors of the municipal liberation sector and the director of property and abuses in the sector on the left side of Mosul."

A delegation from the regional government will go to Baghdad, including both the Minister of the Region for Negotiations With the federal government, Khaled Shwani, Head of the Cabinet Office of the Regional Council of Ministers, Omid Sabah, Head of the Coordination and Follow-up Department, Abdul Hakim Khusraw, and Head of the Office of Financial Supervision in the Region, Khal Hadi Jawishli.
This comes a short time after the regional government confirmed that the federal government had reduced its financial obligations to the region on a monthly basis.
Baghdad used to pay 453 billion Iraqi dinars per month (about $380 million) as salaries to the employees of the Kurdistan Region, but it stopped them after the region conducted the independence referendum on its part, and because of what Baghdad said that the region was not committed to handing over its oil according to the terms of the federal budget.
After several rounds of political negotiations, the region was obligated, according to an agreement with the government in Baghdad, to hand over 250 thousand crude barrels per day of crude oil produced from its fields to the state-owned company SOMO, and hand over the revenues to the federal public treasury.
But the oil and financial dispute returned to the scene of the outstanding issues between Baghdad and Erbil, after the Federal Supreme Court declared on February 15 that the oil and gas law of the Kurdistan Regional Government was unconstitutional and abolished, and obligating the regional government to hand over all oil production from oil fields in the region and other regions that the Ministry of the natural resources in the Kurdistan government by extracting oil from them and handing them over to the federal government represented by the Federal Ministry of Oil.
The Kurdistan Region described the decision as "unconstitutional" and was based on a law dating back to the time of the previous regime, and the regional government stressed that "such an unconstitutional decision cannot be accepted."
And the Kurdistan Region began to sell its oil in isolation from the federal government, after a stifling financial crisis as a result of the collapse of oil prices during the ISIS invasion of areas in Iraq, in addition to the disputes with Baghdad that prompted the latter to stop paying the salaries of the region’s employees.
Baghdad says its national oil company, SOMO, is the only one authorized to sell Iraqi crude oil, but each side claims the constitution is on its side. Since the Iraqi oil and gas law remained imprisoned in the drafting stage due to differences, there was room for maneuver. LINK

The General Authority of Customs, one of the formations of the Ministry of Finance, announced today, Sunday, the initiation of a new mechanism to reduce cases of fraud and manipulation in the currency auction.
The Director-General of the authority, Shaker Al-Zubaidi, stated, according to a statement of finance, that "after coordination and follow-up between the concerned departments, the Ministry of Transport will provide the General Customs Authority with the validity of the issuance of the entry of goods through land, air and sea ports, and in turn the authority informs the Central Bank of Iraq."
Al-Zubaidi added that "the Federal Integrity Commission praised the proposal of the Customs Commission in an attempt to control fraud in the currency auction," noting that "the Prime Minister's Office issued circulars based on the letters of the General Commission of Customs and the Integrity Commission to the Minister of Transport to work accordingly."

They head of the Iraqi Border Ports already seized 3,000 violations since implementing the automated mechanisms. The electronic audits have basically eliminated corruption. He stated sometimes those who are involved in smuggling have relations with influential parties and people in order to protect them, and when they are arrested, they are dealt with according to the law, regardless of their affiliations.
Basically political figures who are or have been delaying a budget since 2014 are involved in many cases from customs, auctions, and the borders. Especially Post 50. Returning to the Constitution by signing over oil contracts to Baghdad where the Iraqi citizens by law are entitled to oil revenue is another banger. Short and to the point.
The Federal Court already canceled the Oil & Gas Law in Kurdistan. And Post 57 is basically warning Kurdistan that if they don't hand over the oil they will face judicial problems they do not want to deal with. I am loving where we are right now.
The head of the Parliamentary Finance Committee, Hassan Al-Kaabi gave us a heads up about the end of the legislative term not ending without a final vote on the FSL. The corrupt parties are in the cross hairs. Avenues to looted funds are being cut off.
Article 95: General Tax Authority issued a clarification regarding the Integrity Commission report that there is damage to public money estimated at 4 trillion dinars as a result of the corruption of the window for selling hard currency, while it indicated the preparation of an electronic program that eliminates the corruption cycle.
The Director General of the Commission, Osama Hosam Jawdat, told the Iraqi News Agency (INA), that "the hard currency auction follows the monetary policy of the Central Bank to control the exchange rate," noting that "when someone makes a transfer abroad, he must match this transfer with imports because he took the transfer at a price." In an interview with (Baghdad Today), Yazidi said, "The safest for Kurdistan is to hand over oil to the federal government and to deal directly with Baghdad economically."
He added that "due to the wrong policy of the Democratic Party in managing the oil file, the price of a liter of fuel has reached 1250 dinars, and this is a dangerous precedent."

An informed source revealed that Western oil companies operating in the fields of the Kurdistan region have received a summons to appear before the Commercial Court in Baghdad next Sunday

Hakim Al-Zamili, the First Deputy Speaker of the House of Representatives, called on the Parliamentary Finance Committee on Sunday to vote on the paragraphs of the proposed emergency support law for food security and development with the aim of supporting a number of ministries, including electricity.
This came while he chaired an "important" meeting of the Parliamentary Finance Committee to put the final touches on the proposed emergency support law for food security and development before submitting it to a vote.
Al-Zamili said in his speech during the meeting, which was attended by Shafak News Agency correspondent, "We do not want to approve laws by agreement between the heads of blocs and parties, but rather we want an agreement within the Parliamentary Finance Committee," stressing that "any disagreement within the committee will reflect on the work of the Council and the adoption of laws."
He added that the proposed law is important, and that the Ministry of Electricity owes five trillion and 500 billion dinars, noting that the Ministries of Social Welfare and Trade also need a financial allocation.
Al-Zamili added, "We hope to vote on the food security law within the committee in order to hold a session and vote on the law."
In an exclusive statement to our agency, Al-Zamili said that there are those who support its approval of the Food Security Law and there are those who oppose it, adding, "But in general, there is an intention for the House of Representatives to vote on the law in the nearest parliament session."
He added that the Food Security Law includes a financial allocation for lecturers, contracts, daily wages, administrators, contracts for the ministries of electricity and oil, and contracts for all ministries and state institutions, noting that an amount related to this segment has been allocated in the Food Security Law.
In turn, the Chairman of the Finance Committee, Hassan Al-Kaabi, announced that the amount allocated to the class of lecturers, contracts and daily wages is more than one trillion dinars. LINK
TIVON: This should not be overlooked as I stated repeatedly that the "Food Security Law" will be doing what the budgets from past years was supposed to do. But due to corruption and foreign influence these were used as political football and the citizens suffered because of it.
Now where are we in 2022? The Iraqi citizens are being prioritized more so than any other time since the past 20 years or so. So now that everything the citizens may need is being addressed from the FSL they can use the 2022 Budget strictly for book keeping and oversight into the funds being allocated to the different departments, ministries, and governance, to ensure the money is going where it needs to go.
Whoever came up with this plan is genius.
Russia is on the gold standard. Zimbabwe announced they will be going to gold standard. China as well. When looking at the greater environment you can now see why Iraq also has gold reserves.
Back them even just 5 years ago I can see that things were not as lined up as they are now simply because the other dominoes were not ready to fall just yet. One of them being the Stock Market.
I digress. The oil contracts and the HCL being brought up in the same week? This is historical as it never happened in this manner since we have been invested. Especially if Al-Sadr was pushing for it. And now look where we are. A court summons? What more can we get over the next couple of days?

MilitiaMan: Your absolutely right. I too, know what this implies. It imo implies they will have access to the money immediately once voted on. As the new system will be electronic and digitized, thus that can happen.
Just as the CBI has said. The dinar will be digitized just as 137 other countries of the world and possibly more will be. Once they have placed the new exchange rate, they'll need to have interconnectivity with the outside world. They'll all have to talk the same language digitally. To have a relationship down to the retail level.. That is us.
They'll need to be IMF Article VIII compliant with a new international exchange rate.
One where they will need to have new currency with less zeros. It also means that the vote is rate oriented, as the word sum is about a particular amount of money. That fact is what we are all watching for. For the CBI to have exposed the colors in England shows intent and the ball is rolling now and it has gained a vast amount of speed.
What is not to like about the news of late? Of course everyone should be grounded, but, who is not seeing this like we have never seen before, ever. We never witnessed the CBI go to England and give a gift in a photo op like that. There is no way anyone can tell me that the prestige of the CBI Governor (NSCNs) would gift a small pack of triple zero notes to another Central Bank Governor.
So, lets be real and lets see what they vote on and what sum they come up with.. As that sum is going to make or break this whole study.. Fair market value, is what I expect. Nothing more, nothing less.

MilitiaMan: This next week has many things that are on going. There has already, as we can see been debate on allocations for the emergency food law. Which is said to be synonymous with the 2022 Budget Law.
They are both exchange rate oriented. So are contracts. Hence, the finance committee is mentioning the fact they need legal cover.
There has to be a level playing field. Contracts will need to have an adjustment clause if you will that allows for an exchange rate change on a value equivalency basis. Fair is fair.. Noone is to get hurt during an exchange rate change.

Now that the oil surplus will basically go towards the FSL. They can approve the budget at anytime prior to or after the formation of the government for general reasons outside of financial allocations.
Post 30 explains why a budget is important. And it did not mention that because it has funds available that requires a government or exchange rate. They had the vote then adjourned the meeting until further notice with out any results. Then they told us they need to have a vote on same by next Wednesday. Today they tell us they are doing that tomorrow instead. That is also on the heals of the summons from the Federal Court with the Oil Companies associated with the Kurdish region. Today we see that they are talking about, "All contracts are temporary." Well we know that the FSL is about contracts. The 2022 Budget being synonymous with the FSL and the 2022 Budget relates to contracts just as the summoned companies are related to contracts.

Samson: Integrity reveals the amount of money seized and sentenced to be recovered

Godlover: I will admit, I am starting to think you are onto something here. I am not convinced easily, but you are doing a good job in doing just that.
Tivon: Godlover, I'm telling you before they adjourned the parliament session there were laws undisclosed to the public that Al-Sadr was pushing to legislate that are vital to the reinstatement of the Iraq Dinar and Citizens Entitlements which falls under the Emergency Food Security Law.
They didn't publish that for a very good reason. It's too sensitive. Playing it close to the chest is a smart thing until the FSL officially becomes Law next week.
We don't even need to wait for the formation of the government because Hakim Al-Zamili Deputy Speaker already said laws will get passes regardless. What are they voting on next week without a seated government? The FSL.
What will make the HCL/Oil & Gas Law any different? Why do you think they are in a rush to replace the FSL or outright denounce it as illegal or corrupt? Why do you think the World Bank & US Treasury held meetings around the FSL? They didn't even bring up the 2022 Budget in those meetings a couple of months ago. Think about that. IMO

People need to really understand how close we are. They told you repeatedly that the Food Security Law is synonymous with the 2022 Budget. Mazhar Saleh told you that there's only two legislative laws that can use the oil surplus or reserves. Which is FSL & The Budget.
But also a lot of people seem to forget what another key player stated not too long ago. Because voting on the FSL is equivalent to voting on and opening the 2022 Budget. If they are both synonymous and we know the budget requires a rate change. Wouldn't the same be true for the FSL? Don't believe me read the below statement.

The financial advisor to the Prime Minister, Mazhar Muhammad Salih, confirmed today, Friday, that the Iraqi government has taken early measures to confront the rise in global food prices, including oil.
Saleh said in a statement to the "National News Center", "These measures came to protect the various classes of the people and fall within the scope of combating poverty and providing food security for Iraq."
He explained these measures, saying: "The first step taken by the Ministry of Finance is to reduce customs duties and taxes for a certain period, coinciding with the rise in the prices of materials due to the Ukraine war and the occurrence of a demand and supply gap as a result of countries' inventory of their food stocks."

Samson: Al-Sahlani: Parliament Can Pass The Budget As It Did During The Era Of "Abdul-Mahdi"

Samson: Legal Expert: Parliament Can Pass The 2022 Budget Despite The Presence Of A Caretaker Government

Legal expert Ali Al-Tamimi confirmed that Parliament can pass the 2022 budget despite the presence of the caretaker government in power, pointing out that the Financial Management Law allows Parliament to do so.
Al-Tamimi told "Al-Maalouma", "Parliament has the authority to authorize the caretaker government to send the general budget law, because it is related to food security, which is one of the first priorities of the caretaker government."
He added that "the mandate to send the budget requires a vote of the absolute majority of the number of members in Parliament, and that this right is limited only to the budget law exclusively."

The looted money in Iraq is estimated at 450 billion dollars, according to a former member of the Parliament's Finance Committee, Rahim Al-Daraji, saying that leaders and leaders are behind its theft.
