There are way to many things accomplished for them to not finish the reforms. All items are awaiting on the final laws to be completed.

An investment permit to establish a huge industrial city in Najaf

Zeeman:  mm i agree with you 100% but knowing iraq and their is a real possibility what if the law is not passed tomorrow and the budget is one twelth still. then what since their is no real gov but a care taker?  

MilitiaMan:  What if..? We all know that there items that come up. We could speculate all day long on that. The bottom line is we will have to see what they do.

There are more positive things before us than ever before. We can see that there is regional reconciliation that Iraq has been instrumental in making progress between Iran and Saudi Arabia. The donor countries showing back up and even an Industrial City opening up all for their construction efforts going forward.. No-one benefits from a delay.

The Coordination Framework is likely at this point even on board for the vote to be on time. The citizens are today getting very restless with the electricity issues. Sadr himself says that he will not tolerate procrastination.

The circumstance now before parliament is actually dangerous for them to delay.. They call the law they EMERGENCY FOOD and SECURITY LAW... Regardless the back wall Sadr has put on the goes out to the 15th.. I can wait either way.. Imo ~ MM

That (List ☝Above) is where the "Purchasing Power" will come from. I got PM/DMs from people being nervous about a nonchalant comment made from Frank' when he said the FSL is not important.

People listen he is right. Why? Because the FSL was a tool to produce everything we were supposed to get in the general budget.

Didn't Mazhar Muhammad-(Financial Advisor) say there are only two legislative laws in Iraq? Which is the FSL & Budget Law. Ask yourself...what are Citizens Entitlements? What falls under that? What law made it possible to access the above items? What does Iraq need in order for all those things listed to work? What did the Federal Court make Kurdistan do just 24-48 hrs ago?

Do you think food itself was the main objective to ensure to the Iraqi people? No. That would come by default of Iraqi having access to the things mentioned above. Think people everything we wanted done for the past 10-15 years is being done under the guise of food security.

It was a ploy to enforce urgency with legal parameters (SOMO) that would ensure constitutional rights that were denied to the citizens because of corruption. Have you not read any of the articles me and Militia-Man commented under?

A parliamentary source revealed, today, Monday, the latest developments in the Emergency Support and Food Security Law.

The source told Al Furat News that: "The Parliamentary Finance Committee has now concluded its meeting on the Food Security Law after completing the law from a technical point of view."

He pointed out that "issuing a directive for the heads of the parliamentary blocs to hold a meeting at the house of Parliament Speaker Muhammad al-Halbousi regarding the food security law."

Parliamentary directive to expedite the approval of the proposed retirement and social security law for workers

The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, directed, on Monday, the Parliamentary Committees “Services and Construction” and “Labour and Civil Society Organizations” to complete the parliamentary procedures related to the proposed retirement and social security law for workers and give it great attention, in order to complete it as quickly as possible.  

Al-Zamili indicated, in a statement, that “Nass” received a copy of it, (6 June 2022), that “this law is among the most important laws that, if enacted, will contribute significantly to tackling unemployment and creating job opportunities for young people, as it will guarantee them all pension rights and privileges. 

During their work in the private sector, similar to government sector employees, and thus will encourage work in the private sector and the development of investment projects that will contribute to increasing the gross national product.  

The statement added, "This proposal comes according to the text of the letter sent to the two committees, based on the text of Article (60/second) of the valid Constitution of the Republic of Iraq."

The delegation of the Kurdistan Regional Government begins its round of talks in Baghdad

A negotiating delegation from the Kurdistan Regional Government arrived today, Monday, in Baghdad to hold a new round of talks with the Iraqi government.

Upon arrival, the delegation held a meeting at the Iraqi Financial Supervision Bureau, to hold other meetings with government officials in Baghdad.

The delegation includes the Minister of the Region for Negotiations with the Federal Government, Khaled Shwani, Chief of Cabinet of Ministers of the Region, Omid Sabah, Head of the Coordination and Follow-up Department, Abdul Hakim Khusraw, and Head of the Financial Supervision Bureau in the Region, Khal Hadi Jawishli.

"On March 29, Iraq’s Oil Ministry and National Oil Company (INOC) hosted a meeting with international industry consultants to discuss “mechanisms for managing the Kurdistan region’s oil industry in accordance with constitutional principles.” A statement by the Ministry said the meeting discussed the structures and provisions of Kurdistan’s existing oil contracts.

The consultations appear to be part of the federal government’s preparations to implement the Supreme Federal Court’s decision that declared the KRG’s oil and gas legislation to be unconstitutional and required the federal government to take over oil production in the region."   LINK

A Lawsuit Before The Federal To Dissolve The Authorities Of The Kurdistan Region

Parliament: Federal Government Funds Go To Kurdish Leaders

Member of the Security and Defense Committee, Mahdi Taqi Al-Amerli, confirmed, on Monday, that the abuse of the Iraqi judiciary by the authorities of the region is unacceptable and everyone must respect its decisions, while he saw that the money that the central government gives to the region goes to Kurdish leaders and not in projects that serve the Kurdish citizen.

The Patriotic Union of Kurdistan commented Sunday, on the Kurdistan Judicial Council's rejection of the Federal Court's decision regarding the export of oil.

The official of Baghdad organizations in the Union, Rabha Hamad, said in an exclusive statement to "Mawazine News", that "the union's position is with the constitution and resorting to it, so the parties must sit at the dialogue table and meet to deal with the matter."

Samson:  Oil rises again and exceeds $121

Oil prices rose today, Monday, in the oil futures market, by about two dollars.

Brent crude futures recorded $121.78 a barrel, while US crude futures reached $120.99 a barrel.

Samson:  Government revenues at the end of 2022 will reach 142 trillion dinars

Samson:  An Iraqi court sentences a British man to 15 years in prison for smuggling antiquities

On Monday, the Karkh Appeal Court sentenced a British citizen to 15 years in prison, and acquitted another German, on charges of smuggling antiquities out of the country.

The two suspects, British geologist James Fitton, 66, and German psychiatrist Volkar Waldmann, 60, had been part of a tourist group since March 6, before they were arrested at Baghdad Airport on March 20, after they were found in possession of 12 items. Antiques are mostly ceramic and pottery breakers.

In the first affidavit, the judge said that the defendants, who attended the session wearing yellow uniforms, are being tried according to Article 41 of the Iraqi Heritage and Antiquities Law, which stipulates a penalty of up to the death penalty for “whoever deliberately removed archaeological material from Iraq or attempted to extract it.”

James Fitton's attorney said he plans to appeal the ruling on the grounds of no criminal intent. The judge, in the presence of an interpreter, first heard what Weldmann, who lives in Berlin, had to say, and found two antiquities in his bag.

In his statement, the accused denied that he took the two pieces, saying that Fitton gave them to him. He also said that "there was no indication that these artifacts are antiquities and it is forbidden to take them." He added, "When Vuitton gave me the pieces, I put them in a transparent bag and left them in my bag in a visible way and did not try to hide them, so they appeared in the X-ray machine, and I was supposed to return them to him before we entered the airport."

Along with the other accused, 10 artifacts were found that were taken as well as other artifacts from two archaeological sites in the Dhi Qar Governorate in southern Iraq that date back to the Sumerian civilization. "I did not realize that it was against the law to take these pieces," Fitton said in his testimony before the judge. The Investigation Department of the Federal Integrity Commission revealed today, Monday, the issuance of a ruling in absentia against the former Inspector General of the Ministry of Health; for causing damage to public funds.

The department said in a statement on the details of the case that it investigated and referred it to the judiciary, which was reported to Shafaq News Agency, that the Rusafa Criminal Court, which is specialized in integrity issues, issued a ruling in absentia against the former Inspector General of the Ministry of Health, serving a seven-year prison sentence; for causing damage to public money, explaining that the judgment issued against the accused came; As a result of receiving financial grants from the Popular Medical Clinics Department, amounting to 200 million dinars, and disbursing them in contravention of the regulations granted to him.

She added that the court, after reviewing the evidence and evidence obtained in this case, reached full conviction of the defendant's negligence, and decided to sentence him to imprisonment for a period of (seven years). According to the provisions of Article (340) of the Penal Code.

Article (340) of the Penal Code stipulates that “Any public servant or person assigned to a public service who willfully causes damage to the funds or interests of the entity in which he works or is connected by virtue of his position or the funds of the persons entrusted to him shall be punished with imprisonment for a period not exceeding seven years.”  LINK

A security source in Nineveh reported on Monday, the arrest of three government directors in the province on charges of financial corruption.

The Kurdistan Regional Government announced Sunday, that it has decided to send a negotiating delegation to Baghdad to maintain dialogues with the federal government in order to guarantee the constitutional rights of the region.

A statement by the Government's Information and Information Department, received by Shafak News Agency, stated that with the aim of perpetuating the dialogues between the Kurdistan Regional Government and the federal government and in order to guarantee the constitutional rights of the people of the region

A delegation from the regional government will go to Baghdad, including both the Minister of the Region for Negotiations With the federal government, Khaled Shwani, Head of the Cabinet Office of the Regional Council of Ministers, Omid Sabah, Head of the Coordination and Follow-up Department, Abdul Hakim Khusraw, and Head of the Office of Financial Supervision in the Region, Khal Hadi Jawishli.

Baghdad used to pay 453 billion Iraqi dinars per month (about $380 million) as salaries to the employees of the Kurdistan Region, but it stopped them after the region conducted the independence referendum on its part, and because of what Baghdad said that the region was not committed to handing over its oil according to the terms of the federal budget.

After several rounds of political negotiations, the region was obligated, according to an agreement with the government in Baghdad, to hand over 250 thousand crude barrels per day of crude oil produced from its fields to the state-owned company SOMO, and hand over the revenues to the federal public treasury. 

But the oil and financial dispute returned to the scene of the outstanding issues between Baghdad and Erbil, after the Federal Supreme Court declared on February 15 that the oil and gas law of the Kurdistan Regional Government was unconstitutional and abolished, and obligating the regional government to hand over all oil production from oil fields in the region and other regions that the Ministry of the natural resources in the Kurdistan government by extracting oil from them and handing them over to the federal government represented by the Federal Ministry of Oil.

The Kurdistan Region described the decision as "unconstitutional" and was based on a law dating back to the time of the previous regime, and the regional government stressed that "such an unconstitutional decision cannot be accepted."

And the Kurdistan Region began to sell its oil in isolation from the federal government, after a stifling financial crisis as a result of the collapse of oil prices during the ISIS invasion of areas in Iraq, in addition to the disputes with Baghdad that prompted the latter to stop paying the salaries of the region’s employees.

Baghdad says its national oil company, SOMO, is the only one authorized to sell Iraqi crude oil, but each side claims the constitution is on its side. Since the Iraqi oil and gas law remained imprisoned in the drafting stage due to differences, there was room for maneuver.  LINK

Godlover:  It will be interesting to see how this plays out. As you state, Wed is their last chance to vote on the FSL, with their recess beginning on the following Thursday. Will they extend their session? This seems pointless to me. Why extend their working session when they are not even doing their job in the first place. Will parliament be dissolved? I feel it is unlikely, as we have heard this empty threat for years with current & previous members.  To postpone until they return after recess, would be another crime to their citizens. Seems to be in our & their best interest, to pass it by this Wed.

The General Authority of Customs, one of the formations of the Ministry of Finance, announced today, Sunday, the initiation of a new mechanism to reduce cases of fraud and manipulation in the currency auction.

The Director-General of the authority, Shaker Al-Zubaidi, stated, according to a statement of finance, that "after coordination and follow-up between the concerned departments, the Ministry of Transport will provide the General Customs Authority with the validity of the issuance of the entry of goods through land, air and sea ports, and in turn the authority informs the Central Bank of Iraq."

Al-Zubaidi added that "the Federal Integrity Commission praised the proposal of the Customs Commission in an attempt to control fraud in the currency auction," noting that "the Prime Minister's Office issued circulars based on the letters of the General Commission of Customs and the Integrity Commission to the Minister of Transport to work accordingly."

The statement pointed out that "this step comes within the framework of the Ministry of Finance's ongoing efforts to stop the waste of public money and harm the national economy, and cut off the path of spoilers and manipulators in all customs centers and outlets."  LINK

TIVON:  I was anticipating what you would impact onto this article. We are looking so good. It feels like I woke up with a rush of headlines just further confirming what we all have been reading over the past week. There's almost nothing to add at this juncture.

They head of the Iraqi Border Ports already seized 3,000 violations since implementing the automated mechanisms. The electronic audits have basically eliminated corruption. He stated sometimes those who are involved in smuggling have relations with influential parties and people in order to protect them, and when they are arrested, they are dealt with according to the law, regardless of their affiliations.

Basically political figures who are or have been delaying a budget since 2014 are involved in many cases from customs, auctions, and the borders. Especially Post 50. Returning to the Constitution by signing over oil contracts to Baghdad where the Iraqi citizens by law are entitled to oil revenue is another banger. Short  and to the point.

The Federal Court already canceled the Oil & Gas Law in Kurdistan. And Post 57 is basically warning Kurdistan that if they don't hand over the oil they will face judicial problems they do not want to deal with. I am loving where we are right now.

The head of the Parliamentary Finance Committee, Hassan Al-Kaabi gave us a heads up about the end of the legislative term not ending without a final vote on the FSL. The corrupt parties are in the cross hairs. Avenues to looted funds are being cut off.

Article 95: General Tax Authority issued a clarification regarding the Integrity Commission report that there is damage to public money estimated at 4 trillion dinars as a result of the corruption of the window for selling hard currency, while it indicated the preparation of an electronic program that eliminates the corruption cycle.

 The Director General of the Commission, Osama Hosam Jawdat, told the Iraqi News Agency (INA), that "the hard currency auction follows the monetary policy of the Central Bank to control the exchange rate," noting that "when someone makes a transfer abroad, he must match this transfer with imports because he took the transfer at a price." The official exchange, not the one in the market.

Samson:  The Patriotic Union: The Barzani government must be prudent and hand over oil to Baghdad

Today, Monday, a member of the Patriotic Union of Kurdistan, Faiq Yazidi, confirmed that it is not possible to challenge the decisions of the Iraqi judiciary and bypass the Federal Court.

In an interview with (Baghdad Today), Yazidi said, "The safest for Kurdistan is to hand over oil to the federal government and to deal directly with Baghdad economically."

He added that "due to the wrong policy of the Democratic Party in managing the oil file, the price of a liter of fuel has reached 1250 dinars, and this is a dangerous precedent."

He stressed that "challenging the decisions of the judiciary will lead us to indispensable problems, and the one who bears the tax is the Kurdish citizen."  LINK

An informed source revealed that Western oil companies operating in the fields of the Kurdistan region have received a summons to appear before the Commercial Court in Baghdad next Sunday

The source, who preferred not to reveal himself to Economy News, said that the Ministry of Oil, after the Federal Court’s decision, which included the unification of oil policy and the failure of the Kurdistan Region to produce and export oil independently, began to take legal measures to compel oil companies to contract with Baghdad instead of the Kurdistan region, referring to The Western oil companies received a summons to appear before the Commercial Court in Baghdad next Sunday.

The First Deputy Speaker of the House of Representatives, Hakim Al-Zamili, and Finance Minister Ali Allawi agreed, today, Sunday, to add a paragraph to the Food Security Law for the lecturers.

A statement by Mawazine News received a copy of it, that "the latter chaired a meeting of the Parliamentary Finance Committee, in the presence of its Chairman, Hassan Karim Al-Kaabi and all of its members, to put the final touches on the proposed law on emergency support for food security and development, and to finish its discussion to include it on the agenda of the parliament session." Representatives are coming for the purpose of voting on it.

Samson:  Al-Zamili calls for passing the Food Security Law: The Ministry of Electricity owes more than 5 trillion dinars

Hakim Al-Zamili, the First Deputy Speaker of the House of Representatives, called on the Parliamentary Finance Committee on Sunday to vote on the paragraphs of the proposed emergency support law for food security and development with the aim of supporting a number of ministries, including electricity.

This came while he chaired an "important" meeting of the Parliamentary Finance Committee to put the final touches on the proposed emergency support law for food security and development before submitting it to a vote.

Al-Zamili said in his speech during the meeting, which was attended by Shafak News Agency correspondent, "We do not want to approve laws by agreement between the heads of blocs and parties, but rather we want an agreement within the Parliamentary Finance Committee," stressing that "any disagreement within the committee will reflect on the work of the Council and the adoption of laws."

He added that the proposed law is important, and that the Ministry of Electricity owes five trillion and 500 billion dinars, noting that the Ministries of Social Welfare and Trade also need a financial allocation.

Al-Zamili added, "We hope to vote on the food security law within the committee in order to hold a session and vote on the law."

In an exclusive statement to our agency, Al-Zamili said that there are those who support its approval of the Food Security Law and there are those who oppose it, adding, "But in general, there is an intention for the House of Representatives to vote on the law in the nearest parliament session."

He added that the Food Security Law includes a financial allocation for lecturers, contracts, daily wages, administrators, contracts for the ministries of electricity and oil, and contracts for all ministries and state institutions, noting that an amount related to this segment has been allocated in the Food Security Law.

In turn, the Chairman of the Finance Committee, Hassan Al-Kaabi, announced that the amount allocated to the class of lecturers, contracts and daily wages is more than one trillion dinars.  LINK

TIVON:  This should not be overlooked as I stated repeatedly that the "Food Security Law" will be doing what the budgets from past years was supposed to do. But due to corruption and foreign influence these were used as political football and the citizens suffered because of it.

 Now where are we in 2022? The Iraqi citizens are being prioritized more so than any other time since the past 20 years or so. So now that everything the citizens may need is being addressed from the FSL they can use the 2022 Budget strictly for book keeping and oversight into the funds being allocated to the different departments, ministries, and governance, to ensure the money is going where it needs to go.

Whoever came up with this plan is genius.

Russia is on the gold standard. Zimbabwe announced they will be going to gold standard. China as well. When looking at the greater environment you can now see why Iraq also has gold reserves.

Back them even just 5 years ago I can see that things were not as lined up as they are now simply because the other dominoes were not ready to fall just yet. One of them being the Stock Market.

I digress. The oil contracts and the HCL being brought up in the same week? This is historical as it never happened in this manner since we have been invested. Especially if Al-Sadr was pushing for it. And now look where we are. A court summons? What more can we get over the next couple of days?

MilitiaMan:  Your absolutely right. I too, know what this implies. It imo implies they will have access to the money immediately once voted on. As the new system will be electronic and digitized, thus that can happen.

Just as the CBI has said. The dinar will be digitized just as 137 other countries of the world and possibly more will be. Once they have placed the new exchange rate, they'll need to have interconnectivity with the outside world. They'll all have to talk the same language digitally. To have a relationship down to the retail level.. That is us.

They'll need to be IMF Article VIII compliant with a new international exchange rate.

One where they will need to have new currency with less zeros. It also means that the vote is rate oriented, as the word sum is about a particular amount of money.  That fact is what we are all watching for. For the CBI to have exposed the colors in England shows intent and the ball is rolling now and it has gained a vast amount of speed.

What is not to like about the news of late? Of course everyone should be grounded, but, who is not seeing this like we have never seen before, ever. We never witnessed the CBI go to England and give a gift in a photo op like that. There is no way anyone can tell me that the prestige of the CBI Governor (NSCNs) would gift a small pack of triple zero notes to another Central Bank Governor.

So, lets be real and lets see what they vote on and what sum they come up with.. As that sum is going to make or break this whole study.. Fair market value, is what I expect. Nothing more, nothing less.

The citizens deserve their fair share. And from the looks of it both the sum of it and the equal distribution of it is front and center. imo ! ~ MM

Governor of the Central Bank of Iraq, Mustafa Ghaleb Mikheeb, confirmed today, Sunday, that the Iraqi banking sector is witnessing development and openness to the outside world.

And the bank stated in a statement that Mawazine News received a copy of it, that “Fear, received a delegation from the Central Bank of Egypt, headed by Deputy Governor Sherif Ashour, in response to an official invitation. Financial Inclusion.

He stressed that "the Central Bank of Iraq always seeks to develop its relations with central banks in the countries of the world, in a way that contributes to developing bilateral relations and increasing cooperation, which will reflect positively on the Iraqi economy."

He added, "The Iraqi banking sector is witnessing development and openness to the outside," explaining that "the mutual visits between the Iraqi and Egyptian Central Banks are part of the cooperation efforts between the two parties, which contribute to the development of human resources for workers in the banking sector."

It is noteworthy that the delegation of the Central Bank of Egypt, yesterday, Saturday, conducted an inspection tour of the new building of the Central Bank of Iraq, and visited cultural and heritage landmarks in Baghdad, where he praised the great architectural edifice that decorated the capital, Baghdad.

The two sides stressed the importance of central banks and monetary policy in facing economic challenges, ensuring macroeconomic stability and supporting economic growth.

The Governor of the Bank of England welcomed the training of the Central Bank of Iraq's staff in various fields. And the importance of developing banking relations between the two countries.

The latter may be the way they go. Be sure though the threat of losing immunity may make things get real and fast for those that may have dirty hands. Dissolution may very well clean the slate of corruption and that actually maybe the best way to go..  It is their  choice..MM

Samson:  Parliamentary Finance expects to challenge the Food Security Law

The Parliamentary Finance Committee expected, today, Saturday, to challenge the food security law that Parliament intends to pass.

Committee member Jamal Cougar told {Euphrates News}: "We expect that the Food Security Law will face appeals," noting that "its passage in the House of Representatives requires a simple majority to complete the session's quorum {50 +1}.

He added that "this condition is available, but to pass the law requires 50 + 1 of the audience," noting that "the matter will depend on the appeals that the law faces in the Federal Court, and it will invalidate the law similar to the law sent by the government."

And the Federal Supreme Court decided, on May 15, 2022, to cancel the draft law on emergency support for food security and development based on a lawsuit filed by Representative Basem Khashan, while it indicated that Al-Kazemi’s government is a caretaker and is not entitled to send bills, contract loans, appoint to senior positions of the state and exempt them or Restructuring of ministries and departments. Parliamentary efforts to vote an emergency support next weekend

2nd June, 2022

Thursday, the Parliamentary Finance Committee detailed the allocations  For the emergency support law proposal and its covered sectors, while stressing that it must be voted on before the eighth of this month, that is, before the end of the first legislative term, the end of next week.

A member of the Parliamentary Finance Committee, Muhannad Al-Khazali, told Al-Iraqiya News and its follower, the National News Center, that "since yesterday, the committee began deliberating the allocations of the law proposal, where large sums will be allocated to supplement food security through the ration card, with approximately 8.5 trillion dinars."

He added, "As for the amounts of development, 8 trillion dinars will be allocated for the development of the regions, distributed to the governorates according to the population and poverty rate, in addition to one trillion dinars allocated to the oil-producing governorates." He pointed out that "the emergency support law also focused on the file of electricity and gas debt, and 5 trillion and 300 billion dinars were allocated in the law for this matter."

With regard to the allocations for adding lecturers to the law, Khazali stated that “the members of the Finance Committee with the addition of allocations for lecturers, contracts and scientists and find that there is an interest in adding them, and a letter was sent to the Ministry of Finance about its need for allocations.”

He stressed that voting on the law must be completed before next Wednesday, the eighth of this month, as it will be the date for the end of the first legislative term. LINK

Parliamentary Finance: Contracts cannot be fixed without legal cover

The Parliamentary Finance Committee confirmed, today, Friday, that contracts cannot be established without legal cover.

Committee member Jamal Cougar told {Euphrates News}: "We believe that all files related to fixing and transferring contracts and daily procedure need legal cover," noting that "without that cover represented by the budget law, it is not possible to move and take any action."

MilitiaMan:  This next week has many things that are on going. There has already, as we can see been debate on allocations for the emergency food law. Which is said to be synonymous with the 2022 Budget Law.

They are both exchange rate oriented. So are contracts. Hence, the finance committee is mentioning the fact they need legal cover.

There has to be a level playing field. Contracts will need to have an adjustment clause if you will that allows for an exchange rate change on a value equivalency basis. Fair is fair.. Noone is to get hurt during an exchange rate change.

There is no coincidence that these issues are running in parallel. Take not of this too. "All laws are temporary laws.". They are making sure they have the legal cover needed for what's coming, imo. ~ MM

Tivon:  Right, and what did Mazhar Saleh state in regards to legislation of laws? That there are two. One being the "Food Security Law" and the other being the 2022 Budget Law. Which you say is exchange rate oriented.

 Now that the oil surplus will basically go towards the FSL. They can approve the budget at anytime prior to or after the formation of the government for general reasons outside of financial allocations.

 Post 30 explains why a budget is important. And it did not mention that because it has funds available that requires a government or exchange rate. They simply need to know for assets increase/decrease. Gains/Losses. Assets/Liabilities. Pros/Cons. Active/Inactive funds. Which is why they will allow the FSL to drain the budget financially. They only need the Budget this year to gain access to final accounts. IMO

MilitiaMan:  From what I believe is happening or has happened is that this past week there was a vote in parliament and it was related to the Food Security Law. They had the vote then adjourned the meeting until further notice with out any results. Then they told us they need to have a vote on same by next Wednesday. Today they tell us they are doing that tomorrow instead.  That is also on the heals of the summons from the Federal Court with the Oil Companies associated with the Kurdish region.  Today we see that they are talking about, "All contracts are temporary." Well we know that the FSL is about contracts. The 2022 Budget being synonymous with the  FSL and the 2022 Budget relates to contracts just as the summoned companies are related to contracts.

Samson:  The Central Bank of Iraq participates in the annual meetings of the Islamic Development Bank

The Deputy Governor of the Central Bank of Iraq participated in the annual meetings of the Islamic Development Bank, which will be held for the period from 1-4 June 2022 in the Arab Republic of Egypt.

The Deputy Governor held several meetings with officials and institutions of the Islamic Development Bank to enhance their contributions to support various projects for the public and private sectors in Iraq. For its part, the Islamic Development Bank affirmed its readiness to provide support and contribute to the financing of strategic projects in Iraq and the development of human resources for the Central Bank of Iraq and the Ministry of Finance in various financial aspects, especially the issuance of green sukuk. 

A delegation from the Central Bank of Iraq and the Director General of the Iraqi Fund for Foreign Development in the Ministry of Finance participated in the meetings.

On the other hand, he arrived in Baghdad on Friday afternoon 6/3/2022 a delegation from the Central Bank of Egypt is on an official visit to discuss prospects for cooperation with the Central Bank of Iraq and to exchange experiences in various issues of common interest.

Samson:  Al-Kazemi’s advisor identifies the reasons for the failure to approve the final accounts: the difficulty of settling the accumulated advances

The financial advisor to the Prime Minister, Mazhar Muhammad Salih, identified, on Saturday, June 4, 2022, two main factors that contributed to the failure to approve the final accounts of the state ten years ago.

Saleh said, in a statement followed by the obelisk, that "the final account of the state reflects the processes of applying the general budget in accordance with the legal regulations, regulations and financial instructions issued, to show the financial position of the state, because of its collectible rights and its repayable obligations."

MilitiaMan:  So Al Kahdimi's advisor is saying that the final accounts are sorted back through 2012 and that subsequent 2013 - 2021 will be a arduous task but, in the end will be fruitful.. Samson:  Disclosure of mechanisms to recover Iraq's smuggled money in accordance with international law

Today, Saturday, legal expert Ali Al-Tamimi revealed specific mechanisms to recover Iraq's smuggled money and move to solve the economic crisis, in accordance with international law.

And he stated, "According to Article 50 of the charter the United Nations States that fight parties under Chapter VII may request economic assistance from the Security Council, and Britain and France have declared their readiness to help, and Iraq fight ISIS, and the subject is under Chapter VII under Resolution 2170 of the Security Council.”

Al-Tamimi pointed out that, Iraq it is still under Chapter VI of the UN Charter, because there are financial relations with Kuwait worth 4 and a half billion dollars, and if the political, security and economic crises continue, the Security Council may return with Iraq to international trusteeship, i.e. Chapter VII of charter United nations".   LINK

Samson:  Integrity reveals the amount of money seized and sentenced to be recovered

Friday, the Integrity Commission determined the size of the seized funds and those sentenced to be recovered, while confirming that there are 113 files ready to recover wanted persons from countries of the world, and indicated that some countries refrain from handing over wanted persons who represent a source of benefit to them.

The Director-General of the Recovery Department in the Commission, Deputy Head of the Iraq Funds Recovery Fund, Moataz Faisal Al-Abbasi, said in a statement to his followers./National News Center/, "The Fund was able in the recent period, with its efforts and new management, to recover a very important amount that will be disclosed within a short period until the completion of procedures".

Al-Abbasi added, "The file for the recovery of wanted persons and corruption funds is related to the work of the recovery department, which includes two aspects, the first is the extradition of the wanted persons, and the other is the recovery of the sentenced money."

He pointed out that "within the first file concerned with the extradition of the wanted persons, there are 113 files ready to hand over the wanted persons, and 45 requests to countries to extradite them to Iraq," noting that "the second file is the completion of recovering an amount of up to 10 million dollars, and another amounting to 9 million US dollars, and more." From two million pounds, more than 11 million euros, in addition to confiscating an apartment.”

He noted that "there are provisions regarding the so-called seized funds, which amount to 3 million dollars, and more than 53 thousand euros, and the total funds sentenced to be recovered in US dollars amount to one billion and 500 thousand dollars, in addition to 11 million euros, and more than 930 billion Iraqi dinars." 

He stressed, "All these funds are issued with judicial rulings and are related to the competence of the Integrity Commission and the recovery of corruption funds, regardless of funds that are not related to corruption, such as money laundering and smuggling."

He explained that there are countries that do not extradite wanted Iraqis for two reasons, “the first is their refusal to extradite people who have residency in their territories, and there are other countries that refuse to receive wanted persons who represent a source of financial benefit for them,” stressing that “general problems are related to the delivery of funds, as the file of the wanted person must enter the judiciary.” The Muslim state and the follow-up of the stages of the case are all external.”  LINK

Samson:  A "popular uprising" .. A parliamentarian warns of the anger of the street as a result of the political blockage

Independent MP Mohamed Anouz warned today, Friday, of a popular uprising as a result of political confusion and delaying the government formation process.

In an interview with the National News Center, Anouz said that "the existing political blockage and the failure to resolve the file of the Presidency of the Republic and the government may generate a new popular uprising," stressing that "the citizen is waiting for quick procedures and treatments for many files, not the blockage."

Samson:  Al-Sadr's "time-out" is nearing completion...a new initiative is looming, and the coordination talks about "dissolving Parliament"

Today, Friday, the Ministry of Commerce announced that the laws in force prevent Iraq from entering the World Trade Organization, while indicating a new vision for the country to join this organization

Godlover: I will admit, I am starting to think you are onto something here. I am not convinced easily, but you are doing a good job in doing just that.

Tivon:  Godlover, I'm telling you before they adjourned the parliament session there were laws undisclosed to the public that Al-Sadr was pushing to legislate that are vital to the reinstatement of the Iraq Dinar and Citizens Entitlements which falls under the Emergency Food Security Law.

They didn't publish that for a very good reason. It's too sensitive. Playing it close to the chest is a smart thing until the FSL officially becomes Law next week.

We don't even need to wait for the formation of the government because Hakim Al-Zamili Deputy Speaker already said laws will get passes regardless. What are they voting on next week without a seated government? The FSL.

What will make the HCL/Oil & Gas Law any different? Why do you think they are in a rush to replace the FSL or outright denounce it as illegal or corrupt? Why do you think the World Bank & US Treasury held meetings around the FSL? They didn't even bring up the 2022 Budget in those meetings a couple of months ago. Think about that.  IMO

 The European Bank for Reconstruction and Development plans to provide 500 million euros for food security and trade finance for products

Agricultural and food supplies are part of a €2 billion package for Ukraine and neighboring war-affected countries, according to a Treasury report .

Ukraine will get 200 million euros and neighboring countries will get 300 million euros .

The IMF will provide financing through its regular channels, which are limited by countries' quotas and whether their debts are sustainable.
 
The majority of the resources will go to Africa, the Middle East, Eastern Europe, Central Asia and South Asia. These regions are among the most affected by the impact of the war in Ukraine on the grain supply

The World Bank indicated that the new projects are expected to support agriculture and social protection to mitigate the effects of high food prices on the poor, and water and irrigation projects .

TIVON:  IMO: The 2022 Budget was not even discussed yet the majority of resources will go towards countries like the Middle East who will use the Food Security Law to utilize the resources coming from the World Bank, US Treasury, and the IMF.

People need to really understand how close we are. They told you repeatedly that the Food Security Law is synonymous with the 2022 Budget. Mazhar Saleh told you that there's only two legislative laws that can use the oil surplus or reserves. Which is FSL & The Budget.

But also a lot of people seem to forget what another key player stated not too long ago. Because voting on the FSL is equivalent to voting on and opening the 2022 Budget. If they are both synonymous and we know the budget requires a rate change. Wouldn't the same be true for the FSL? Don't believe me read the below statement.

So, what can we glean from this. 

1) They have "ALREADY" taken steps/measures to confront the global food prices.  How can they do that?  Have they possibly already voted in the FSL????  They cannot just go to the local grocery store and ask them to reduce their food expenses all across the board???  Who will subsidize the shop owners?   Oh, lets go to number 2:

2. ) THE BUDGET will bear the support costs.  What budget?  The one that is still hung up somewhere in Parliament-Land?   Or, are many of the budget allocations...IN THE FSL??????

Forecasts prepared in April 2022 showed that the global economy this year is expected to grow by 3.6%, and this comes in light of the pressures it is facing.

And Statista, citing data from FMI and the World Economic Outlook, identified ten economies in the world that are expected to grow at the highest pace in 2022, and the list included 3 Arab countries.

According to a chart by "Statista", a German company specializing in market and consumer data, the Iraqi economy will grow at a rate of 9.5% this year and will rank second in the list after Guyana, which will lead the world's economies in growth, as its economy is expected to grow by 47.2%.

In third place comes Kuwait (8.2%), then India (8.2%), followed by Saudi Arabia (7.6%), then Panama (7.5%), Niger (6.9%), then the Philippines (6.5%), Falcongo (6.4%), And then Bangladesh (6.4%).  LINK

Tivon:  People, are you listening? Does he have to say it again? Is this clear enough? Do you understand now? The allocations in the FSL will  exploit the reserves and the oil markets.

Do you know what a subsidized price is? A price for a product that is reduced because the government has paid part of the cost of producing said products. How is the government able to pay? The budgets which will account for only 15% now.

He is basically saying the FSL on its own can cover 85% of everything that the budget of the previous years would have if it was approved including the 2022 Budget.

The 85% GDP? Under normal operational standard is things like customs, border ports, taxes & tariffs, agriculture, import/Agriculture, infrastructure projects, businesses, stores, services, merchants. Now do you see why they have been trying to take down the FSL?

Remember they told you the FSL is as big as entire countries budget? Remember they Said the FSL had "Big Cheese" in it? Remember they said the FSL is synonymous with the budget? Remember they were so nervous about the FSL they postponed it twice? Remember when Saleh said there are only two legislative laws that can allocate funds from reserves/savings which was the FSL & The 2022 Budget?

Now do you see why former MPs Deputies, and Parliament members came out to reject the FSL? Saleh just told you (Without telling you) how big the FSL actually is compared to the budget.

Samson:  Al-Sahlani: Parliament Can Pass The Budget As It Did During The Era Of "Abdul-Mahdi"

The former deputy of the Al-Fateh Alliance, Walid Al-Sahlani, confirmed that Parliament can pass the budget instead of going towards the emergency support law, as it did during the era of Adel Abdul-Mahdi.

Al-Sahlani told Al-Maalouma, "The Food Security Law can be replaced by the budget law and its legislation can proceed, as happened during the era of Adel Abdul-Mahdi's government, when the House of Representatives voted to give it the authority to send the law and vote on it in Parliament."

Samson:  Legal Expert: Parliament Can Pass The 2022 Budget Despite The Presence Of A Caretaker Government

Legal expert Ali Al-Tamimi confirmed that Parliament can pass the 2022 budget despite the presence of the caretaker government in power, pointing out that the Financial Management Law allows Parliament to do so.

Al-Tamimi told "Al-Maalouma", "Parliament has the authority to authorize the caretaker government to send the general budget law, because it is related to food security, which is one of the first priorities of the caretaker government."

He added that "the mandate to send the budget requires a vote of the absolute majority of the number of members in Parliament, and that this right is limited only to the budget law exclusively."

And he indicated that “the mandate should include the approval of the final accounts of the previous year’s budget in accordance with the Financial Management and Public Debt Law No. 6 of 2019, as all of this comes in accordance with Articles 62, 5 and 61 of the Constitution and 12 and 13 of the Financial Management and Public Debt Law No. 6 of 2019 and articles From 128 to 138 of the Parliament’s Bylaws and Procedures.   LINK

Member of Parliament, Muhammad Al-Baldawi, confirmed today, Thursday, the absence of final accounts, which led to economic and material failures of governments, which is one of the aspects of financial corruption.

Al-Baldawi said in an interview with the "National News Center", that "the absence of the final accounts of the Iraqi public budgets led to an economic, material and planning failure of the state," noting that "for this moment, the state does not know the size of the financial expenditures."

He added that "the state cannot determine the upcoming budgets as a result of the absence of current and previous accounts," explaining that "previous governments should submit final accounts in order to proceed with the upcoming budgets."

He pointed out that "the absence of accounts is one of the aspects of financial corruption that previous governments were accustomed to, but without the final accounts of the budget, we cannot approve the general budget in accordance with the law."

Samson:  Demands to disclose the names of those involved in corruption before the public opinion

The Iraqis demand that they stop covering up the names of those accused of corruption, who caused the waste of public money.

The Integrity Commission and the competent authorities used to announce arrest and recruitment orders against hundreds of implicated personalities, without disclosing their names.

And during the month of April, the Integrity Commission said that the judicial authorities issued 57 arrest warrants against 55 high-ranking officials, including a former member of Parliament, a former minister and four former ministers, as well as a former deputy minister and general managers. He asks the former Minister of Water Resources, Hassan al-Janabi, why the names of those accused of corruption were not published.

Activist Iyad Maati says that if the names of the accused persons are revealed, they will flee.

Activist Sajjad Al-Zubaidi disagreed with Maati, saying: What is the use of not revealing their names? There are those who tell them that your days are approaching, days before the judicial ruling is issued. Al-Zubaidi added: Most of the personalities whose work ends in Iraq collect everything they own and flee abroad.

Despite the assertion that there is compelling evidence of corruption cases and deals for senior political figures, the explicit names of those involved are often avoided.

Representative Salam Al-Shammari said that more than one official body working to combat corruption is the Financial Supervision Bureau, the Integrity Commission, the Parliament's Integrity Committee, and the competent courts, but these authorities have not been able to announce a single person who stole public money in front of the people so far.

He added that the insistence on not revealing the names of the corrupt can be understood on more than one side. It may relate to the existence of corruption networks, or because of the fear of the parties behind the thieves, and this is a very dangerous indicator.

The looted money in Iraq is estimated at 450 billion dollars, according to a former member of the Parliament's Finance Committee, Rahim Al-Daraji, saying that leaders and leaders are behind its theft.
