The Parliamentary Finance Committee held, on Tuesday, a meeting to put the final touches to amend the Emergency Support Law for Food Security and Development.

The Media Department of the House of Representatives said in a statement received by Mawazine News that "the Finance Committee held a meeting headed by the Chairman of the Committee, Hassan Al-Kaabi."

 1. The Ministry of Oil, through the Oil Marketing Company (SOMO), notifies and informs all international oil companies that purchase crude oil not to deal with the Ministry of Natural Resources in the regional government, and with foreign contracting companies (under production sharing contracts) and not to purchase crude oil produced from The fields of the Kurdistan region - Iraq. Otherwise, SOMO will file lawsuits against the companies that buy this oil, given that the ownership of the oil belongs to the Republic of Iraq.
 
 2. The Ministry of Oil, through SOMO, informs the oil-purchasing companies that they must pay the amounts resulting from the differences in crude oil prices for the quantities of oil they have purchased or purchased from the Ministry of Natural Resources, based on the official prices announced by SOMO on the dates of sale and purchase.
 
 3. Coordination between the Ministry of Oil and the Ministry of Foreign Affairs to prepare a message that the Ministry of Foreign Affairs will send to all countries of the world through Iraqi embassies abroad, in which it is clarified that the ownership of petroleum wealth (oil and gas) is for the Iraqi people, and that the development of this wealth and its revenues belong to all the Iraqi people, and it is illegal Dealing with the Ministry of Natural Resources in the region independently, as well as not allowing the establishment of any kind of activities related to oil and gas by representatives of the region in these countries.
 
 4.  5. The Ministry of Oil informs the Turkish government of not allowing and facilitating the export of crude oil produced from the region's fields. Otherwise, the Turkish government bears the legal and financial consequences of that.
 
 6. Coordination between the Ministry of Oil, the Ministry of Finance and the Central Bank of Iraq to notify the banks in which the proceeds of the sale of crude oil produced from the region’s fields were deposited with the seizure and freezing of those financial returns as they belong to the Republic of Iraq and based on the decision of the Federal Court.
 
 7. The Ministry of Oil informs the companies working on laying oil and gas pipelines from the region to outside Iraq, or the companies operating the pipeline system, to stop their work and activities and that what they are doing is against the law.
 
 8. Coordination between the Ministry of Oil and the Ministry of Finance - under the direction of the Council of Ministers - to stop paying any amounts to the regional government for its monthly dues, and not to include any financial dues to the region in the general federal budget for the year 2022.
 
 9. The Ministry of Oil continues to approach the regional government in writing to maintain negotiations and discussions With the Ministry of Natural Resources and not to stop that on its part, provided that the negotiating delegation from the region is at the appropriate level, not that this delegation is at a lower level on the part of the Ministry of Oil, or that it is intended to waste time.
 
 10. Coordination between the Ministry of Oil and the Federal Office of Financial Supervision to review records and documents related to the quantities of crude oil and natural gas produced from the region's fields, oil derivatives and financial returns arising from the sale of crude oil and gas.  LINK

 He stated that "the Council of Ministers reviewed a special report on hemorrhagic fever disease, reviewed by the technical agent of the Ministry of Agriculture, which included the total injuries that were recorded in some governorates, and the measures taken by the ministry," explaining that "the Council directed the need to redouble efforts to control the disease and prevent its spread; It requires intensification of awareness campaigns."

He stressed that "the council recommended providing the necessary support to the Ministry of Agriculture to confront the disease, providing spraying and dipping pesticides to combat ticks, providing the necessary medicines to combat the disease, as well as logistical support for the extension campaigns carried out by the Ministry of Agriculture."

The office stated that "the Cabinet decided the following:

Excluding the Ministry of Agriculture from the instructions for implementing government contracts (contracting methods in Article 3 of them), in a way that enables it to take the necessary measures to control hemorrhagic fever disease, and to disburse the amounts available to it, with the exception of the circular of the Ministry of Finance, and does not exceed what is available to it, amounting to (1459972750) dinars , only one billion four hundred and fifty-nine million nine hundred and seventy-two thousand seven hundred and fifty dinars, according to what is proven in the Ministry of Agriculture’s letter (12622) on May 10, 2022.

And the office indicated that "the session witnessed the review of the epidemiological report, the measures taken to confront the Corona pandemic, the developments of the work of the committee to strengthen government measures in the areas of prevention and health awareness control to limit the spread of the virus, and the efforts of the Ministry of Health in providing medical supplies and securing vaccines."

The Council stated that "the Council of Ministers discussed the topics on the agenda, and decided the following:

First/ Amending Paragraph (1) of Cabinet Resolution (379) for the year 2021 according to the following:

- The Ministry of Finance financed an amount of (3,000,000) dinars, only three billion dinars, to the Ministry of Agriculture to implement the sand dune stabilization project, in implementation of paragraphs (1 and 2) mentioned in the letter of the Federal Financial Supervision Bureau No. (1/1/15/2443) dated On February 3, 2021 attached to the Council of Ministers Resolution (15 of 2022).

- The Ministry of Finance assigns one billion dinars to the Ministry of Agriculture / Department of Forestry and Desertification for the purpose of paying the dues of its contractors, according to the decision of the Council of Ministers (15 of 2022). LINK

Having the HCL Article 140 being talked about today and the citizens entitlements we should all be very happy that the citizens are about to get what they deserve.

With having purchasing power ( Protection ) the citizens will have consistent payments and they'll be able to afford many things and food is one of them... imo

HCL is all about money from oil and other assets. That will require an international calculation for the new exchange rate. That imo is why it is an important law.. imo ~ MM

 The leader of the Sadrist movement, Muqtada al-Sadr, had put forward earlier today an initiative calling on independent parliamentarians to form an independent bloc to form the government away from the coordination framework.

Saleh and Al-Kazemi confirm support for dialogue in resolving outstanding issues and launching

 The President of the Republic, Barham Salih, and the Council of Ministers, Mustafa Al-Kazemi, stressed today, Saturday, the importance of supporting dialogue in resolving outstanding issues and moving towards meeting the national entitlements that await the country.

 According to the presidential statement, {Euphrates News} received a copy of it, that: "This came during the President of the Republic's reception of the Prime Minister in the presidency in Baghdad."

He added, "During the meeting, the general situation in the country was discussed, where the importance of consolidating security and stability, chasing down terrorist remnants and blocking its attempts to target the security of citizens was emphasized, in addition to the need to provide all support to the security forces in carrying out their important tasks in this regard."

And on the political situation in the country, the statement explained that "the two sides stressed the importance of solidarity, consolidating the national ranks and strengthening the home front in facing the various challenges facing the country."

The statement indicated, "Saleh and Al-Kazemi affirmed their support for dialogue in resolving outstanding issues and moving towards meeting the national entitlements that await the country, focusing on the needs of citizens, improving living and service conditions, and the need to secure Iraq's security, stability and sovereignty." MilitiaMan:  These articles are actually.  It is the President, Prime Minister and Council of Ministers and they are talking about the future today.

We were told there would be meetings today and apparently they have happened.

The timing is all coming together and may even have been done to a degree that suggests we could see more out of the CBI sooner than thought.

 But first lets talk about what has transpired with Sadr. He gave a 40 day period out to the Coordination Framework to form a government and they are said to have failed. Also, this week we have seen that Sadr gave the independents up to 15 days to form a government with the Sadr's block.

An article suggests that the Independents could actually get on board within days and walaa here we are seeing them meeting tomorrow.. So, here we may have been an Independent group that gives Sadr 23rds of the seats to come on board. 

In the recent past there was approximately 220 seats under Sadr that didn't get him the 2/3rds majority. But, if the independents come on board adding 35+-  seats may give Sadr what he needs to form the government. 

I find it interesting that the President, Prime Minister and Kahdimi today are so called caretaker government, yet acting like they are not a caretaker or at least they know from the Federal Court, they have the powers to see that the entitlements for the citizens get sorted while the group is still in office and likely to be in the future.

They'll not be considered a caretaker government anymore, imo based off the court decision and by their present actions.

 The timing of an article out from a Maliki today states, *"A member of the Coalition, Muhammad Al-Sayhoud, told Shafaq News Agency, "Political parties are working to suspend the monitoring role of the House of Representatives to pass many contracts and projects in the caretaker government for their interests." and "Now we have a caretaker government and should not work as a government with full powers."

He added.* This is looking to be the Maliki is trying to sway public opinion in his favor and it is likely to late to be effective. 

Again a key to be remembered, is the Federal Court has already told us the caretaker government can do the needs of the people and that is their entitlements.

Thereby, Malki is merely spouting off and the outcome is not in his favor at all. The consequences he faces are loss of immunity. That is not good based off his past. 

So by this meeting today with the President, Prime Minister and Council of Ministers, suggests that they have security, stability, coordination, continuity and entitlements for the citizens in mind.

That would require a rate which would likely be in the 2022 budget plan.

Possibly  to be voted on in short order as voted on as well. We shall see soon enough.

We know Sadr has summoned the Finance Minister and the Central Bank Governor to meet on 05/12/2022. That meeting appears to be possibly an after the fact meeting. With possibly having a newly disclosed budget timed accordingly, the allocations of that would warrant decisions to be made that Sadr would need to know about by then, as they would affect everyone in the country.

Their entitlements, i.e., HCL would be front and center to those decisions among many others, imo. 

Lets see how this plays out, but, with the President, Prime Minister and Council of Ministers having this meeting it is very promising for us and even in the very, very short term.

Add in the Independents tomorrow? Hence, why Maliki is freaking out. lol imo ~ MM

The news hounds have experience in vetting many of the sites that are likely to be suspect for fake news, thus, we are likely to get less of the suspect ones in our forum.

As for when it will happen is always a question in many peoples minds. There is nothing wrong with following along and making opinions from the data we gather and glean.

The whole process is unique imo and it is not only about Iraq. It is about Iraq, regional and international arenas. We can see that by the likes of the WB, the IMF, the AMF, the G7, G20+, WTO, AYSCUDA, BUNA, CRS2, ISO20022 digital platforms and or systems, etc.. Interlinking all those entities while trying to sort a convoluted process of seating the government to have credibility is directly in the forefront today. 

They'll all need that to have the confidence needed for investors to have security and stability.

The process of seating the government and gearing for the 2022 budget is slated for from now through this next week from the looks of it.

It is not hidden from you, dear gentlemen, the economic, health and security crises that the world suffers from as a result of a chronic hybrid war that is heating up little by little, starting with the Ukrainian crisis, passing through the crises of the Middle East and the China Sea, spreading disease, and rising inflation rates in all countries of the world, and the pace of Military confrontations, which prompted the world to take the necessary measures to confront disease, hunger and war, those three pests that gnaw the skeleton of humanity, and threaten its survival and sustainability.

In light of these crises, capitals search for safe and low-risk havens, such as gold, silver, commodities, the dollar, and the euro, and avoid high-risk safe havens such as securities traded in the markets and stock exchanges, and cryptocurrencies.

Gold and the dollar compete to attract capital, in the midst of these burning and aggravating crises, as gold provides its investors with good returns in light of its continuous and steady rise in its price, due to the high global inflation rates, which is considered the fertile hotbed of gold, as gold is considered the best safe haven in an atmosphere of inflation, This is despite the rise in the global dollar index, which crossed the 100-point barrier.. Despite the rise in the dollar index, and the US Federal Reserve’s confirmed decision to raise the interest rate by 0.5%, and reduce the size of the monetary mass of the dollar in America, all of this did not prevent, and will not Gold is prevented from rising, for reasons, the most important of which are:

First: the high negative interest rate that the American economy suffers from, the current interest rate in America is less than 1%, while the inflation rate is 8.5%, and this means that the interest is lower than inflation by about 7.5%, meaning that the interest is negative by (- 7.5% ), and this will push the capital to buy gold to protect it from inflation, which the dollar is unable to secure, and this is also the reason for the decline in global central bank reserves of the dollar to less than 60% of global monetary reserves.

Second: the global financial markets' conviction that the world is unable to rein in inflation in the foreseeable future, that is, the next two years at least, and this raises the appetite of these markets to possess gold instead of the dollar to secure protection against inflation.

Third: The high frequency of conflicts in global conflict hotspots, especially in Ukraine, which generated a conviction among global financial markets and global political decision centers of the possibility of an expansion of the Ukrainian crisis and the outbreak of a wide war.

 In this case, all banknotes, including the dollar, would shrink, and paper money would lose much of its Its purchasing power against the amazing rise that will happen in the prices of goods and luggage, and gold will come at the top of the list of luggage whose prices will rise significantly.

Iraq invests more than 20 billion dollars in US treasury bills and bonds, with low annual interest, and much less than the inflation rate.. Whatever the reason for this investment in the past, today it is a failed investment, fraught with risks, and inevitably harms the interest of Iraq, and only benefits the US treasury. Which fills its deficit with these investments, and then uses them to achieve its internal and external ends.

So, dear gentlemen... I believe that it is necessary to expedite the sale of these papers, and to buy gold bars in place of them, and to add them to the central reserve, in order to save the national wealth from wastage, free it from serving the foreign economy, and be able to use it freely and under national sovereignty, not to mention that any crisis in the American economy Or in US dollars, it will reflect negatively on this investment, and those bills and bonds will turn into printed papers that have no value even in washing hands.

Today, Sunday, Finance Minister Ali Allawi revealed that meetings with the International Monetary Fund and the World Bank are about to be held in Baghdad, while noting that the financial situation is very good 

Allawi said in a statement to Al-Iraqiya News that "the meetings with the International Monetary Fund, the World Bank and other major institutions in the American capital, Washington, were good," noting: "We have reached several agreements, the most important of which is support for the reform process, especially the white paper

He added, "There are close meetings in Baghdad, which will be after the blessed Eid Al-Fitr, so that the support will be technical and there will be advisors, in order to strengthen the capabilities of the Iraqi government, in order to advance and move forward with the reform project

He pointed out that "Iraq is in the process of implementing agreements with the World Bank, especially to support the technical side. We have reached very good results, and will contribute to strengthening the cadres working in the state," noting that "the ministry is in the process of submitting a law to the House of Representatives for the purpose of employing the unexpected gain resulting from the rise in oil prices, in the areas of strengthening support for groups affected by the prices of raw materials

He continued, "While the second double crisis came between 2020-2021, it represented a serious deterioration in Iraq's oil revenues, a frightening deficit in the current account of the balance of payments, and a more serious deficit in public finances as a result of the price war in the energy markets in the world, and the reduction in the quantities of our country's oil production to nearly less than half is under the influence of the (OPEC Plus) agreements and the deterioration of global demand for oil throughout 2020 and parts of 2021, accompanied by a stifling global health crisis represented by the Corona pandemic and the closure of the global and local economy, as the country was affected by an agricultural crisis due to severe drought and the deterioration of agricultural crops, which made the output the GDP is shrinking to (minus 11%), in addition to the prevalence of poverty and unemployment at unprecedented rates in the country’s economic history

The Central Bank continued the approach of the third edition, by blending modern technologies with the beauty of design. The aesthetics of the design in these two papers is represented in the presence of a transparent window decorated with the image of the founding father, the late Sheikh Zayed bin Sultan Al Nahyan, "may God rest his soul", and the logo of the state's visual media identity, in addition to the presence of advanced geometric shapes, drawings and inscriptions designed using intaglio printing techniques and fluorescent inks. .

Technical characteristics of the five-dirham banknote

In designing the new five-dirham banknote, the Central Bank was keen to preserve the technical characteristics of the color in the paper banknote currently in circulation of the same denomination, to facilitate identification by the public.

Pictures of a number of national and civilizational symbols in the UAE were also included in the design. In the center of the front face of this banknote, the image of "Ajman Fort" appears as an archaeological and historical landmark that stands as a witness to the cultural and historical legacy of the fathers and grandfathers. In the center of the reverse side of the banknote, an image of "Dayya Castle" appears in the Emirate of Ras Al Khaimah, which is a distinctive cultural and heritage destination in the country.

Economist: The only currency in the world has an impact on the dollar

Samson:  Israel adds China's yuan for the first time ever while cutting its dollar holdings in biggest currency reshuffle in a decade

Israel's central bank added yuan to its reserve holdings for the first time ever.

Previously, the bank only held US dollars, euros, and the British pound. 

According to the IMF, the dollar's share of the total global currency reserves has fallen to its lowest point in over two decades. 

Israel's central bank will add Chinese yuan while slashing its dollar and euro holdings in a move to diversify its reserve allocations and lengthen its investment horizon, Bloomberg reported. 

"We need to look at the need to earn a return on the reserves that will cover the costs of the liability," Deputy Governor of the Bank of Israel, Andrew Abir, said in an interview.

In addition to the yuan, the bank will also add the Canadian and Australian dollars, signaling a shift in the bank's "whole investment guidelines and philosophy," Abir said. Previously, the bank only held US dollars, euros, and the British pound. 

Israel's reserves stockpile will surpass $200 billion for the first time. 

Moving forward, the yuan will take up 2% of the bank's reserves, and both the Canadian and Australian currencies will have 3.5% each, according to the bank's annual report.  The new additions means the euro's share will fall from 30% to 20%, and the dollar will account for 61%, down from 66.5%. 

According to the International Monetary Fund, the dollar's share of total global currency reserves has fallen to its lowest point in over two decades, sparking speculation over the rise of China's yuan. 

China has long pushed for the yuan to supplant the dollar as the go-to reserve currency. The weaponization of the US currency against Russia's financial institutions means a sea change could be coming, experts say. The effectiveness of the West's sanctions against Russia has provided a wake-up call for countries seeking to reduce their exposure to the dollar, economist Aleksandar Tomic previously told Insider. 

But for China's yuan to gain much further, other nations would have to lose trust in the US economy and gain trust in China's monetary authorities.  "Challenges to the dollar have come before, but none have taken hold because when things turn volatile, the US tends to be stable, so the dollar persists," Tomic said.

 Department of “New Holidays”  - tasked with inventing new ways to give government workers time off so they don’t feel guilt for not doing their job on those days

 Department of “Confusion” - tasked with disseminating unnecessarily vague and/or conflicting information so nobody (including themselves) knows what is really going on

 Department of “Resource Dissemination”- simply tasked with enriching the ruling class while keeping the citizens dependent and lacking for even the basic necessities

 Department of “Delays and Can Kicking” - tasked with inventing and recycling ways to impede action on everything

Department of “Camouflage”- tasked with hiding Iranian sympathizers in plain sight

Department of “Sanitation” tasked with laundering oil revenues to further enrich the ruling class

 Department of “Elections and Government Seating”  - just kidding, nobody works here, they are a ghost sub-department of “Delays and Can Kicking”

Samson:  World Bank: Iraq ranks first in the Arab world with the largest growth in GDP

Today, Wednesday, the World Bank announced that Iraq has achieved the first Arab position with the largest growth in GDP, while praising the positive steps taken by the government with its corrective measures for fiscal policy

A statement of the Ministry of Finance received by "Economy News" stated that "the World Bank report issued for the current month of April, in which it was expected that Iraq would achieve the first Arab rank with the largest growth in GDP and per capita for the year 2022

The report indicated, according to the statement, that "Iraq's GDP may grow during the current year by 8.9 percent, surpassing the rest of the Arab countries, including Qatar, which is expected to grow by 4.9 percent, Saudi Arabia 7 percent, Kuwait 5.7 percent, UAE 4.9 percent, Algeria 3.2 percent, and Egypt 5.5 percent." Jordan 2.3 percent and Morocco 4.3 percent

He added, "The growth of Iraq will decline in the year 2023, but it will also remain higher than the rest of the Arab countries except for Egypt," noting that "the growth of Iraq's GDP will be 4.5 percent and similar to Qatar, and it will rise in Egypt to reach 5 percent and Saudi Arabia will have 3.8 Kuwait 3.6 percent, Algeria 1.3 percent, Tunisia 3.5 percent, and Jordan 2.3 percent
 
The World Bank report indicated that "Iraq will also be the highest among the Arab countries in terms of per capita GDP growth during 2022, at 6.3 percent, while Saudi Arabia's per capita growth will be 5.5 percent, Kuwait 4.5 percent, Bahrain 1.4 percent, Egypt 3.6 percent, and Qatar." 4.5 percent, while Morocco will decrease 0.1 percent

In a related context, experts at the bank praised, according to the report, "the positive steps taken by the Iraqi government through the Ministry of Finance in its corrective measures for the fiscal policy and for the structure of the Iraqi economy in general, in addition to its adoption of an extensive package of measures and plans of medium and long-term impact in the face of the repercussions of the phenomenon of inflation and the rise in global prices and the repercussions of Corona pandemic

Experts estimated that "the growth of the Middle East and North Africa region will be 5.2 percent in 2022, after recording a recovery of 3.3 percent in 2021. The World Bank expected that "the growth rate in per capita GDP in the region will rise to 3.6 percent in 2022 after recording a recovery of 1.7 percent in 2021.  LINK
