Economy News - Baghdad:   The Ministry of Finance revealed wednesday that next year's budget law, which has reached advanced stages in its discussion, has not yet adopted a fixed price for a barrel of oil, with a daily export rate of three million and 800,000 barrels, of which the region has a share of 250,000 barrels.

"The fiscal budget for next year 2020 will be unconventional, as it is mainly based on the provision of services and the needs of citizens across the country," deputy minister Maher Hammad Johan said in a statement quoted by the official al-Sabah newspaper and seen by The Economy News.

"The budget is under consideration and will go from four to five stages to reach its final destination," Johan said, noting that "its basic idea depends on how to provide the necessary funding to meet the needs of citizens, compensation and salaries, in addition to the success of the state government program."

"Next year's budget law has not yet adopted a fixed price for Iraqi-sourced oil, but there are proposals for a price of 50 to 56 dollars per barrel, including 250,000 barrels per day of iraqi Kurdistan," he said. Ahmed Ismail, an adviser to the Ministry of Reconstruction, said in an interview published in the newspaper "Al Sabah", that the country is suffering a crisis in the housing sector, as there is a deficit of 4 million housing units across the country, which made the ministry need to prepare the necessary plans to eliminate this crisis through plans and programs that can be implemented .

He pointed out that the ministry has prepared for this purpose a plan approved by the Minister of Reconstruction, Housing and Public Municipalities Bankin Rikani, which includes the construction of 250,000 housing units annually over the next 20 years in the form of housing complexes,

pointing out that the ministry can not implement this plan except with the participation of the relevant authorities and include Government and private sectors as well as investment.

The chancellor noted that the ministry invited all foreign and local construction companies to build low-cost housing units, as they provided modern building models that are currently being studied and showed their willingness to implement other projects in the field of housing,

stressing that the ministry also invited these companies to participate in the implementation of the plan Mentioned and the establishment of 100 thousand housing units annually.

That depends on what you consider to be "current events", a sudden revaluation of the IQD? I like many others got caught up in the hype back in 2004 but research over the years has shown it was based on misinterpretation.

The Tant interviews, the article from the CBK and old articles from the CBI fly in the face of dinarland myths that have been the cornerstones of the guru hype for years. If the dinarland version of the history is BS, then what else is BS.

The real "current events" are that Iraq is in turmoil and currently not worth a great deal. There are strict accounting policies on assets and until that changes there is little alternative than to accept what the auditors see as the financial position.

I would like to think it is not a complete write off, the 2008 financial crisis highlighted a need for change and a change in a global perspective may bring about some benefit.

The information on the background was quite significant and 2 points in particular, the rate at the introduction of the new Dinar being 1955/USD and how that rate had come about.

"TANT: Yes. The original currency of the country was called the Swiss dinar. The Kurdish area up in the north is where they used that: north of the no-fly zone line. They mainly continued to operate in the Swiss dinar, the original currency.That currency was not replaced,recycled, if you will, and it had a lot more value than the Saddam dinar.

There were some negotiations that went on about how to exchange this currency, and at what rate,for the new dinar. The rate ended up being 150 to one. In other words, in the Kurdish area, when they turned in Swiss dinars to one of the operating banks used during the exchange (and there were about 243 banks used during the exchange), they would get 150 of the new dinar for one of the Swiss dinar. The Swiss dinar basically had three denominations.

But, in the great majority of the country, they had the Saddam dinar with Saddam's face on it. There were basically only two denominations of that: there was a 10,000-dinar note, which was worth about $5, and there was a 250-dinar note, which was worth about 12.5 cents, 12 cents.

The reason its value had dropped so low was because of Saddam’s inflationary monetary policy.

In comparison, back in the '80s, before the Saddam dinar came about, the rate of exchange was about $3 to one dinar. But because of Saddam there was now a total upside-down situation where one dollar was worth about 2,300 dinar."

Today there are almost three million Iraqis with public sector jobs and at least an equal number of pensioners. However, the state has reached the pinnacle of its ability to provide employment.

There is simply no more money to hire Iraq’s newly graduating cohorts, let alone public sector work for them to do. The formula that has worked — kind of — for 15 years is simply no longer viable. Even petrodollars can only take you so far.

Iraq’s newly functioning society is asking why its government is not similarly repairing itself. The demonstrations are a tangible expression of this basic question. That guns have — to date — been the answer is not encouraging. One can only hope that better answers emerge should the demonstrations renew within the week as expected.

Sandyf   @Sergio Revaluation of Iraqi Dinar - The best example of Iraqi dinar revaluation is the Kuwaiti Dinar revaluation that occurred in 1990 and people who invested in the Kuwaiti dinar became billionaire over night.

Hi Seck, glad to see you are still out and about, I am getting a bit too old these days for it all. Thanks for bringing the General Tant interview up, I did some time ago and it was rubbished. Some would rather shoot the messenger than consider the facts.

As for Kuwait, there was never any revaluation, during the occupation the KWD was removed as the national currency and then reinstated.

During that time the Central Bank of Kuwait still operated in exile and they never changed anything, a revaluation can only come from the Central Bank, anything else is speculation. This is how the reinstated value came about.

" The banks were instructed to set their accounts at their August 1, 1990 levels, and to pay interest on savings and fixed deposit accounts for the entire period of the occupation."

Sadr Joins Protests While Govt Continues With Promises And Crackdown

October 25 is supposed to be the start of a new round of protests in Iraq. In the meantime, Moqtada al-Sadr has thrown in his hat with the demonstrations. On the other hand, the government continues to arrest activists and journalists, while promising reforms. chattels   Facing another round of possible disturbances the government is desperately trying to carry out reforms. Prime Minister Abdul Mahdi issued a statement offering more civil service jobs and training to graduates. There are two investigations underway as well into the violence used against the protests that are supposed to report soon.

The problem is that the killing of demonstrators enraged people so much that they went from the traditional demands for ending corruption and better governance to having the premier step down, and then revolution.

The promises of jobs and commissions are simply not enough to appease anyone anymore. The government for example, is incapable of providing enough employment, which was one of the causes of the unrest to begin with.

chattels   October 25 could be a real turning point in recent Iraqi history. If people come out in numbers again and are faced with bullets the country could face an existential crisis. Because of its oil wealth, the Iraqi elite have never felt accountable to the public.

Now that they are finally being asked to do so they face a real dilemma because they are incapable of carrying out real change since the status quo enriches them. Some are bolstered by Iran who wants to keep things as they are as well.

The anger amongst the youth is real, and passed the tipping point of being appeased by Baghdad’s empty promises of better governance. The state violence unleashed as a result was unprecedented. Nothing similar had been seen since the days of Saddam Hussein. It poses a real question for how Iraq can call itself a democracy if it’s only real response to its people is an iron fist.

She then asked me what organization i was calling from? I said i was a private individual who is looking for some information. She said we do not answer questions to private person, she then paused and said hold on let me see if i can get the person to help you, i thanked her for the help she was giving me, she came back on the line as asked if i could hold on he was on a call with someone from Iraq. i said yes i will hold.

then with in mins a man came on and asked was i such in such a persons name who had emailed him on the 8 th i said i have emailed 4 times in the past month LOL told him my name he said wrong person lol anyway he ask what can i do for you.

I said i wanted to know if Iraq has t come out of chapter 7 before the can have a tradable Currency? He said NO!! i then told him i was told from a person in the UN before that they would have to come out of Chapter 7 he said the person gave me the wrong answer and he will email me with docs that pertain to iraq and what ever else he could give me, I said thank you for all you help he then gave me his email address, said goodbye .

1 Question: Does the WTO have anything to do with the exchange rate of Iraq?

Answer: No the WTO facilitates the trade of goods and services between countries.

2 Question: What is the hold up of Iraq becoming a full member of the WTO?

Answer: hold on let me check on what Iraq stats. ( put on hold ) back The stats on Iraq is that they still have not provided a service and goods assessment.

3 Question : Do you know anything that if Iraq becomes a full member of the WTO that Iraq's exchange rate would go up.

The Managing Director of the International Monetary Fund (IMF) approved a Staff-Monitored Program (SMP) 1for Iraq covering the period of November 2015-December, 2016, on which the authorities and staff had reached ad-referendum agreement in November 2015 (see Press Release No. 15/509).

Iraq is facing a double shock arising from ISIS attacks and the sharp drop in global oil prices. The conflict is hurting the non-oil economy through destruction of infrastructure and assets, disruptions in trade, and deterioration of investor confidence.

The impact of the oil price decline—already felt in 2014—intensified in 2015, affecting the budget, the external sector, and medium-term growth potential. The authorities are responding to the crisis with a mix of fiscal adjustment and financing.

To help address the present and urgent balance of payments and budget needs triggered by the ISIS attacks and the collapse in oil prices, the authorities have also requested an SMP to establish a track record of policy credibility to pave the way to a possible Fund financing arrangement.

14-05-2014   The World Bank warned the Iraqi Government against the monetary policy currently pursued by the Central Bank of Iraq.

The World Bank demanded in a letter addressed to the Government of Iraq to put pressure on the management of the Central Bank of Iraq to change its policy and without a deal, the Central Bank's current policy would lead to the collapse of Iraq's economy, where the Bank has no internal or external policy challenges.

Around the walls are various colorful pictures of the old currency (featuring Saddam) and the new currency (without Saddam). In addition to the currency posters around the room, there are various maps and charts that help us map the delivery of the Iraqi currency throughout the country.

Hugh Tant III:   The new Iraqi currency's rate is currently stands at 1,955 Dinar to one US dollar. A 10,000 Dinar note is worth approximately $5 US. To give you an idea of what 10,000 Dinar can buy, here are a few examples.

Iraqis can buy a pair of child's shoes for 10,000 Dinar, 2 pounds of bananas for $.75 (1500 Dinar), a can of Coca Cola from the market costs $.25 (500 Dinar) and the Iraqi equivalent of a sandwich lunch (pita bread with meat and salad) for about $0.63 (1250 Dinar).

Hugh Tant III:   The Iraqi exchange is confined to Iraq and the currency is being well received by the citizens. The exchange program runs from October 15 of this year to January 15 of 2004.

We have completed almost 5 weeks and 67% of the expected amount to be converted has already been accomplished. I have spoken with numerous Iraqi citizens and each one has said they are very happy to finally have one currency that is secure and stable for the entire country.

Hugh Tant III:   The Central Bank of Iraq decided on what the new currency would look like. They decided that it would resemble the old "Swiss" Dinar that the entire country used prior to Saddam printing notes with his picture on them, in the early 1990s, after the first Gulf War.

These new notes have many historical and cultural characters and places that are unique and important to the people of Iraq.

Sergio   Hugh Tant III:   Thanks for your question. The conversion period is from October 15 of this year to January 15 of 2004. During this period, Iraq will work in the two old currencies that exist and the new currency.

The old currencies are the "Swiss" Dinar primarily used in the Kurdish north and the other, the "Print" or "Saddam" Dinar, used in the central and southern parts of Iraq.

However, after January 15, only the new Dinar will have value and be used by the Iraqi people.

Hugh Tant III:   The Central Bank of Iraq decided on what the new currency would look like. De La Rue based in England was the company chosen to print the new Dinar.

This company printed the Dinar used by Iraq prior to the Saddam Dinar and actually still had some of the old printing plates which were updated for the new money.

De La Rue used 5 factories around the world to print the new Dinar - in England, Sri Lanka, Kenya, Malta and Germany. The Spanish Government generously donated resources too - printing the 250 Dinar denomination notes at its print works in Spain.

Hugh Tant III:   The front and back of the notes were decided upon by the Central Bank of Iraq. The designs represent cultural and historically unique people and places from both history and current life.

The deputy Governor of the Central Bank, Ahmed Al Jaburi, told me he thought the mix of illustrations showed the harmony of the ancient and the modern in Iraq.
