Parliament stated that  the budget did not arrive Saturday as promised for its first reading citing a violation of the Constitution.

The agency on corruption has arrested several top level banking officials.

The budget is now promised to arrive to Parliament on Sunday.

For many decades not attained, historic agreements completed by PM Al-Kadhimi and his administration will now lead to agreements on the budget, salaries, oil and gas.

Tishwash:  Historic agreements solve intractable crises between Baghdad and the Kurdistan region

Talks between the federal Iraqi government and the Kurdistan region have recently yielded historic results that will soon see the light, after years of thorny crises over oil, the budget and the payment of debts of no less than 25 billion US dollars.

The writer and political researcher specializing in Kurdish affairs, Kifah Mahmoud, revealed in a special statement to the “Sputnik” correspondent in Iraq, today, Saturday, the entirety of the discussions that took place between the Iraqi Prime Minister, Mustafa Al-Kazemi, and the Kurdistan Regional Government, and the results of the exchange of visits to resolve the outstanding issues after That its solution was impossible during the past years.

Mahmoud shows that the Kurdistan Regional Ministry Council discussed with the region’s president, at the end of last week, the files that were discussed in the visit of the Iraqi Prime Minister, Mustafa Al-Kazemi, last week, on the tenth of this month.

He added that there were many files that Al-Kazemi discussed with the Kurdistan Regional Government, on top of which is oil and the region’s share of the budget, salaries and the disputed areas.

Mahmoud pointed out that a spokesman for the federal government confirmed that the most important outcome of the talks is that the region’s share of oil will be handed over , and this is an important point for the first time identified in the budget for 2021.

He continued, explaining that the region’s share of the exported oil and the value delivered to Baghdad will be fixed in the federal budget, and these agreements will see the light after the 2021 budget is approved. 

Agreements 

Mahmoud added, “There are many understandings between Baghdad and Erbil, in the various files that have been talked about, including the file of the border outlets, as Al-Kazemi visited the ports in Dohuk and Sulaymaniyah.”

He revealed, what was leaked, that half of the imports of these outlets will be for the federal government, and the second half for the regional government, as the constitution recognizes this partnership in managing ports. 

Mahmoud added, “As for the disputed areas between the center and the region, they are not resolved by visit or by decision, as they have agreed to open coordination centers between the Iraqi forces and the Peshmerga in most areas, starting from Khanaqin in Diyala, Kirkuk and areas of Nineveh such as Sinjar, east and north of the country.” 

He suggested that a delegation from the Kurdistan region went to Baghdad to complete these matters, in addition to discussing many other belongings, including the entitlements of companies that extract and export oil.

Mahmoud stated that the benefits claimed by the region amounted to nearly $ 27 billion, most of which are due to oil companies and salaries, and loans and debts owed by the regional government for their sustainability.

He stressed that technical and very serious committees from the Kurdistan region are continuing their discussions under the guidance of the presidents of the Kurdistan region and the federal government.

In the conclusion of his speech, the writer and political researcher specializing in Kurdish affairs says, “This visit moved and activated the work of these committees, and accelerated the dissolution of the salary mechanism, even during the remaining three months of this year. The Iraqi Prime Minister, Mustafa Al-Kazemi, made a visit with a high-level delegation to the Kurdistan region, on the tenth of September, to resolve the outstanding issues before sending the draft federal budget to Parliament for approval.

Tishwash:  Iraq signs 3 agreements with the European Union: money and jobs

On Sunday, the Ministry of Planning announced the signing of 3 agreements with the European Union, covering health, economic and societal aspects.  

A statement by the ministry, which "people" received a copy of (September 20, 2020), stated that "Minister of Planning Khaled Battal Al-Najm signed the three agreements on the Iraqi side, while the European Union's ambassador to Iraq, Martin Hoth, signed them for the European Union."  

Al-Najm said, after the signing ceremony, that "the new agreement includes providing financial support to Iraq to confront the Covid-19 pandemic, supporting socio-economic recovery and building the state, by creating jobs, improving income, consolidating human rights, and returning the displaced to their areas."  

He added, "We also agreed with the European Union to extend the work of the energy agreement, which includes work to modernize the energy sector, in cooperation with the World Bank, with the aim of carrying out reforms in the electricity and gas sectors." It was in the field of supporting the economy and creating job opportunities, through the European Union’s contribution through UNESCO, to implement the project to revive the Old City of Mosul. The agreement also includes improving the livelihoods of youth in Basra Governorate, through the implementation of a range of important projects.  

For his part, European Union Ambassador Martin Hoth expressed his "happiness at the signing of the agreements," noting that "Iraq is one of the priority countries within the global response plan implemented by the Union in cooperation with the World Health Organization, for the period from 2019-2023".  

The ambassador pointed out, according to the statement, that "the Union also contributes to the development of the agricultural sector in the Nineveh Plains region and facilitates the return of displaced persons," noting that "the number of projects that the European Union is implementing to support development in Iraq reached (69) projects during the period from 2016. Shafaq News / On Saturday, the Iraqi Prime Minister, Mustafa Al-Kazimi, issued a travel ban against a high-ranking security commander accused of committing a massacre of protesters in Dhi Qar Governorate.

A spokesman for the Prime Minister, Ahmed Mulla Talal, said in a tweet on Twitter, “The Commander-in-Chief of the Armed Forces, Mr. Mustafa Al-Kazemi, has issued a travel ban against Lieutenant General Jamil Al-Shammari for his involvement in the cases of killing protesters in Nasiriyah.”

Mulla Talal added that this decision came “against the background of granting him a fake leave for treatment outside Iraq. Activists in the Iraqi protests accuse Al-Shammari of being behind a massacre committed against the demonstrators on the Zeitoun Bridge in the city of Nasiriyah last November.

Activists recount that security forces were brought from Baghdad to Nasiriyah, led by Lieutenant General Al-Shammari, who was appointed by former Prime Minister Adel Abdul-Mahdi as head of the Crisis Cell in Dhi Qar, and opened fire on hundreds of protesters who were camping there, killing dozens.

They were part of at least 560 protesters and security personnel killed during the protests, according to government figures.

Al-Kazemi has repeatedly pledged to bring to justice those involved in the killing of protesters, but none of them has yet been brought before the court.

Tishwash:  Central Bank adopts 'paper to reform the banking sector'

The Central Bank of Iraq announced, on Sunday, its adoption of preparing a paper for "reforming the banking sector."  

The bank said in a statement that "People" received a copy of it (September 20, 2020), that "the Governor of the Central Bank of Iraq, Mustafa Ghaleb, the book, presided over a meeting of the Bank's Board of General Directors."

He added, "The meeting discussed a number of issues, the most prominent of which was preparing a paper to reform the banking sector, as the council adopted that paper in preparation for submitting it to the Central Bank's Board of Directors for approval and direct implementation."  

Earlier, the Governor of the Central Bank of Iraq, Mustafa Ghaleb al-Kitab, announced the development of a deliberate banking plan to develop the bank’s work and strengthen the national currency.  

The bank said in a statement, "Nass" received a copy of it, (September 17, 2020), that "the Governor of the Central Bank of Iraq, Mustafa Ghaleb Al-Kitab, met with the President of the Supreme Judicial Council, Judge Dr. Faiq Zaidan."    

"During the meeting, the governor of the Central Bank confirmed that a deliberate banking plan had been developed that would develop the work of the central bank, strengthen the national currency, and deal with negatives, in cooperation with the courts specialized in joint work with the central bank," Al-Baya added.    

The head of the Supreme Judicial Council stressed during the meeting, according to the statement, that "the selection of independent personalities from among the employees of state institutions to manage these institutions gives an indication of the government's seriousness in pursuing the professional institutional approach in building the state as well as emphasizing the importance of preserving the independence of the Central Bank in accordance with the constitution and the Central Bank of Iraq law."

Zidan stressed "the necessity of adhering to banking laws, the anti-money laundering and terrorist financing law, and the instructions issued pursuant to them, to build a solid banking sector capable of facing financial and economic challenges and providing real opportunities for development."  link
