Muqtada Al-Sadr Motivates His Militia To Take Over Power In Iraq
The Baghdad Post Thursday, November 26, 2020 03:38 PM The pace of changes in the Iraqi political scene is accelerating with the approaching early elections, and the political blocs are active in an attempt to regain their momentum and mobilize their masses in preparation for the electoral race.
The leaders of the Shiite blocs were the most effective in this context, especially since the early elections came after the Iraqi uprising in October 2019, which observers indicate that it directly affected the popular bases of the main Shiite blocs.
Rallying my chest on the road to the presidency
Observers see that the first signs of electoral propaganda were through the Sadrist movement, which moved early in an attempt to stimulate its public base, by drafting several narratives, most notably mobilization for his access to the post of prime minister in the upcoming elections.
The leader of the Sadrist movement, Muqtada al-Sadr, announcedHe retreated from his decision not to contest the upcoming elections, betting on achieving the "Sadrist majority," and said in a statement on Sunday, November 22, "If life remains, I will closely and accurately follow the events. If I find that the elections will result in a (Sadrist) majority in Parliament. The deputies will obtain the premiership, and thus I will be able with their help, and as we agreed together to complete the reform project from within, I will decide to run you in the elections. "
He added, "The reason that led to my oath not to enter the elections will disappear and I will be in a solution of myself, to rid Iraq of corruption, dependency and deviation." And he continued, "Oh beloved, religion, sect and the homeland are in danger, and all of you are a shepherd and you are all responsible for his flock."
Circular to demonstrate and provoke the uprising activists
It was only hours, until the confidant of the movement’s leader, Saleh Muhammad al-Iraqi, published a circular for the protest. What observers saw as an attempt to measure the effectiveness of his audience and to mobilize them, and to send messages to competitors that he is still holding together.
The "minister of al-Sadr" provoked the activists of the Iraqi uprising, after describing Tahrir Square as "almost to be a place for immorality and disobedience to God." It seems that this propaganda will be one of the pillars of the Sadrist movement, especially in light of the deep disagreement between the civilian forces and the Sadrist movement after the Iraqi uprising.
"We must raise the voice of God in it," al-Iraqi stated in a post on Facebook, calling on supporters of the Sadrist movement in Baghdad, Karbala and Najaf to "pray in Tahrir Square, the unified Friday prayer."
The Sadrist movement’s call does not depart its supporters in IraqTo demonstrate independently of the pre-election mobilization movement, as observers believe that he was subjected to tremors on more than one occasion during the past year.
This led to deep differences crystallizing against the background of accusations by the activists of the movement of using the uprising as a platform for political gain, in addition to being involved in incidents of repression during it.
Creating opponents and appealing to the public
On the other hand, activist and journalist, Ali Riyad, saw that “the repeated targeting of the Iraqi uprising and its activists has become a major issue in the movement of al-Sadr, who is trying to convince his fans that the sect, homeland and religion are in danger, and this may be one of his most prominent narratives in the elections. He added, "Despite the inability to measure the movements of Al-Sadr fluctuating in general, the mechanism for mobilizing his fans at all stages relied heavily on creating opponents."
Riyadh pointed out that this mechanism "may not be sufficient on its own to stimulate his popular base, which prompted him to raise the ceiling of hopes in front of his movement by talking about reaching the position of prime minister," noting that "it is nothing more than an attempt, especially with all the data indicating that he is." At best, it will not exceed the limit of fifty seats. "
Concern in the corridors of the Sadrist movement
Perhaps what reflects the growing concern of the leader of the Sadrist movement, is that it is the first time that he is forced to intervene himself in the issue of elections, after he used indirect methods. This gives the impression that he is now deeply disturbed by the extent of his influence and the possibility of reaching satisfactory results in the upcoming elections.
The Sadrist movement’s talk does not deviate from its intention to obtain 100 deputies in the motivational propaganda department, as this number will represent the majority within the Shiite component that decides the position of prime minister, as in previous sessions with the Dawa Party.
With observers excluding his obtaining this number of seats, it appears as a propaganda attempt to re-move his audience, with the prevailing belief within the movement that he does not have real representation, despite his participation in most positions in the Iraqi state.
Iraqi writer and journalist Reda Al-Shammari says that "Al-Sadr's call to his supporters to demonstrate and his talk about his intention to obtain the premiership in the next stage, and his repeated attacks on the uprising activists represent the pillars of his early campaign." Al-Shammari believes that "the leader of the movement feels that the law of multiple departments came to his advantage." What prompted him to attempt early mobilization. "
Perhaps what is striking this time in his movement, which gives an impression of the extent of his mobilization and his anxiety over the growing criticism of his movement, according to Al-Shammari, is that "Al-Sadr has become rallying himself, bypassing his traditional approach that relies on vague calls and hazy stances." All his cards indicate that he will do everything possible to win the most seats. "
Civilian forces and the fears of the Sadrist movement
Observers believe that one of the most important indicators that made Al-Sadr move early in his electoral propaganda is his "letdown" of his civilian allies, who gave him additional seats that enabled him to get first place in the last elections in 2018, and therefore any decline in the number of seats It will be a defeat for him, and Basil Hussein, head of the "Klwada" Center for Studies, says that this step "
Hussein notes that "the disengagement between the civilian forces and the Sadrist movement dealt a major blow to its ambitions, which prompted it early to try to regain the momentum of its supporters."
With the Sadrist movement gaining long experience in dealing with elections, as Hussein puts it, he feels "worried about the upcoming competition with its traditional opponents from the Shiite forces, or the youth forces that represent the October uprising."
Hussein pointed out an important factor that may contribute to reducing the fortunes of traditional political currents, including the Sadrist movement, that is related to "the rates of participation in early elections, which the higher the chances of these forces in maintaining their representation."
Shiite currents decline
Observers believe that the Sadrist movement’s failure to maintain its seats that it won in the last elections will be considered a defeat for it, and confirmation that the increase in that past was through its alliances with civil forces, which prompted it early in a propaganda that relied on motivating the public ideologically on the one hand, and the tempting talk about the possibility of His arrival to the premiership in the next session on the other hand.
The writer Ahmed Al-Sharifi believes that what prompted the movement to mobilize its audience is “the prevailing public opinion that political Islam movements, particularly the Shiite ones, have retreated,” which prompted many other leaders to try to activate their roles in different ways.
Despite Sadr’s attempt to "restore the emotional and ideological atmosphere to his fans," according to Sharifi, it will not be enough. He points out that "the talk about reaching the prime minister's position will be the most prominent headline of his propaganda, to further stimulate his audience." Al-Sharifi believes that all this movement is related to "the possibility of holding early elections on time, which may be undermined by the international will and the Iraqi public opinion's feeling that its conditions are not met. Security and political. "
The Sadrist movement’s splits are the biggest motivating factor
. As for the head of the Center for Political Thinking, Ihssan Al-Shammari, he believes that Al-Sadr’s goal in calling his supporters to demonstrate is not related to “pre-emptive stimulation of his fans,” as there has been talk of splits that the movement is witnessing that may be a major factor behind it.
Al-Shammari explains Al-Sadr’s return to participate in the elections as “the decline in the popularity of other Shiite forces, which motivated him to fill this vacuum through his coherent ideological current.” He points out that al-Sadr views the next phase as a “postponed entitlement to be the decision-maker in choosing the next prime minister.” Indicating that one of the main purposes of the demonstration is an attempt to "measure the strength of the current and the possibility of achieving this."
