The Speaker Of Parliament Receives The US Ambassador

06/12/2020  Today, Sunday, the Speaker of the House of Representatives, Muhammad al-Halbousi, received the US ambassador to Iraq, Mr. Matthew Tueller.

The meeting discussed bilateral relations between the two countries, strengthening cooperation in the security and economic fields, discussing the issue of the displaced, and affirming continued support to ensure safe return to their areas, in addition to a number of issues of common interest.

Iraq Urges The Formation Of A Committee To Follow Up The Outcomes Of The Kuwait Donor Conference

Money  and business  Economy News _ Baghdad  On Sunday, Iraqi Foreign Minister Fuad Hussein called for the formation of a committee to follow up the outcomes of the Kuwait donor conference.

"Hussein discussed with the Secretary-General of the Gulf Cooperation Council Nayef Falah Mubarak Al-Hajraf a number of issues related to Iraq, and called for the formation of a committee to follow up on the outcomes of the Kuwait donor conference," said Foreign Ministry spokesman Ahmed Al-Sahaf.

Hussein stressed "the need for coordination with the World Bank, and stresses the need to create a mechanism for joint work with the Cooperation Council."

Two years have passed since the Kuwait International Conference for the Reconstruction of Iraq with the participation of more than seventy countries, which pledged to provide huge sums of money totaling $ 30 billion, as well as investments, reconstruction projects and support for areas devastated by the military operations against ISIS.

A Parliamentary Committee Provides Al-Kazemi A Vision That Supports Investment And Economic Development

Committee member Atwan Al-Atwani said, according to the official agency, that "the committee presented a vision to Prime Minister Mustafa Al-Kazemi, in a meeting with regard to improving the economy, as well as developing and developing the investment sector."

Al-Atwani added, "The decision to declare investment projects as investment opportunities needs practical implementation and practical steps taken with regard to announcing them and determining lands for these projects."

He pointed out that "the white paper is a vision for the future of the economy for years to come, and therefore a part of the plan must be taken in every budget during the coming years to implement it, and it is possible that during the passage of time there will be a clear impact."

The Governor Of The Central Bank Of Iraq Discusses With His Jordanian Counterpart The Implications Of The Corona Crisis

A "Preliminary Agreement" Between Baghdad And Erbil ... Oil For Salaries

Sunday 06 December 2020   194  Baghdad: Hoda Al-Azzawi   The central government reached with the Kurdistan Regional Government a "preliminary agreement", which includes sending the salaries of Kurdistan employees, in exchange for handing over 250 thousand barrels to the federal government with 50 percent of the border crossing revenues.

This agreement is somewhat similar to the previous agreement in the government of Adel Abdul Mahdi, with the addition of some paragraphs, as it will be included in the 2021 budget, which may accelerate its approval in Parliament.

The differences between Baghdad and Erbil escalated against the backdrop of the parliament’s approval of the “financing the fiscal deficit” law, which enabled the Iraqi government to borrow internally to pay the salaries of employees.

The law stipulates that the Kurdistan Regional Government of Iraq must pay its financial dues to the federal government, before proceeding to pay the salaries of employees.

The reporter of the Parliamentary Finance Committee, Ahmed Al-Saffar, said in a statement to Al-Sabah: "The federal government reached with the regional government the same old agreement, which was supposed to be included in the 2020 budget that was not approved." He added, "The agreement included delivering 250 thousand barrels per day to Baghdad, in addition to 50 percent of the ports' revenues in exchange for the Kurdistan region's share of the federal budget, which amounts to 12.67 percent, in the forefront of which is salary insurance." He pointed out that "this initial agreement will be included in the 2021 draft budget."

For his part, a statement by the Presidency of the Kurdistan government said, "The regional government president, Masrour Barzani, met with the regional government’s delegation that negotiated with the federal government, and the meeting discussed the latest developments regarding the course of talks with the federal government regarding salaries and financial rights for the region."  LINK

Baghdad Determines The Share Of The Kurdistan Region In The 2021 Budget, According To The New Agreement

The Baghdad Post Sunday, December 06, 2020 03:10 PM  The deputy of the Kurdistan Islamic Group, Salim Hamza, stated on Sunday that the Kurdistan Region’s share of the federal budget for the next year will reach more than 12%, after reaching a technical agreement between Erbil and Baghdad on this issue.

Hamza said that the Kurdish delegation reached an agreement with the federal government in principle to export oil through the national "Sumo" company.

He added that it has been agreed on the Kurdistan Region’s share in the general budget for 2021, which will be 12.67% of the total amount in the budget.

Hamza continued by saying that during the coming days, what was agreed upon between the region’s delegation and officials in the federal government will be signed.

On Saturday, the Coordinator of the Media Room in the Change Movement, Delir Abdul Khaleq, announced the arrival of the Kurdistan Regional Government’s delegation visiting Baghdad.Currently, there is a technical agreement with the federal government regarding salaries and the quota of residents in the 2021 budget

Abdel Khaleq said in a press conference held yesterday that the delegation headed by the region’s finance minister, Awat Sheikh Janab, has reached an agreement with the Federal Ministry of Finance from the technical point of view regarding financing the salaries of employees in Region, and Kurdistan’s share in the budget next year.

He explained that "what remains needs administrative procedures by the Council of Ministers in the region in order for this agreement to become a text and be installed in the 2021 federal budget, and at the same time the Iraqi parliament votes on it."

Abdul Khaleq, who is close to the region’s finance minister, added, "This news is a source of pleasure, but we believe that this stage needs a high-ranking political delegation to go to Baghdad to solve all the disputes and outstanding issues."

On Thursday, a delegation arrived from Erbil, headed by the region's finance minister, Awat Sheikh Janab, and the membership of Khaled Shawani, the minister of regional affairs, and Abdul Hakim Khusraw, Director General of Coordination and Follow-up in the Council of Ministers. On Thursday, the

President of the Kurdistan Regional Government , Masrour Barzani, sent a letter to the Iraqi Prime Minister, Mustafa Al-Kazemi, asking him to abide by the agreement concluded between them last August, which includes sending Baghdad to the amount of 320 billion dinars per month to the region.

Barzani said that the Kurdistan Region did not receive any amount for the months of May, June, July, and October of 2020, in addition to not disbursing the dues and salaries of the Peshmerga despite its inclusion in the allocations of the Ministry of Defense.

He pointed out that this amount was agreed upon after the federal government deducted all oil and non-oil imports of the region from its actual entitlements from the federal general budget.   LINK
