The Council Of Ministers Holds A Regular Session Headed By Prime Minister Mustafa Al-Kazemi
Today, Tuesday, the Council of Ministers held its regular session chaired by the Prime Minister, Mr. Mustafa Al-Kazemi, during which it discussed the issues and topics included in its agenda.
During the session, the developments of the work of the Committee to Promote Governmental Measures, in the fields of prevention and health control and awareness, were discussed, as well as the governmental measures followed to confront the Corona virus, and limit its spread.

The Council of Ministers issued a directive to support the Ministry of Health with regard to purchasing the vaccine and facilitating procedures in this regard.
After the Council of Ministers discussed what is included in its agenda, it issued the following decisions:
First / Approval of the renewal of the contract (D-3W - 2017) drilling three tilted wells in the East Baghdad field - Central Oil Company, as an exception to the instructions for implementing government contracts ( 2 of 2014), and the conclusion of an attached contract.
Second / Approval of the implementation of the new contract for the provision of well drilling and exploration services on the basis of a work request between the Middle Oil Company and Al-Jass Arab Company in the manner of direct contracting stipulated in the Instructions for the Implementation of Governmental Contracts (2 of 2014), for a total amount of $ (4,604,360) dollars, only four million Six hundred and four thousand three hundred and sixty dollars, with a contract period of (5) years, provided that the reasonableness of the prices is reviewed annually.

1- Granting the Iraqi Media Network the authority to directly implement the interactive screen project relying on the engineering staff working in it, provided that it is able to implement the aforementioned project.
2- The Ministry of Planning amending the Direct Execution Instructions (2 of 2019), in order to ensure their application to the self-financing and central departments.
Fourth / Approval of reducing the wages of the bridge scales operating at the border crossings from an amount of (10,000) dinars, only ten thousand dinars per ton, so that the amount of the amount becomes (5,000) dinars, only five thousand dinars cut off completely for the vehicle.
Fifth / The Ministry of Finance amends the budget of the Media and Communications Commission, by allocating an amount of (12500000000) dinars, only twelve billion five hundred million dinars, from the allocations of the Media and Communications Commission to the General Company for Communications and Informatics, one of the formations of the Ministry of Communications, to cover the costs of completing the access gates project International (IGW) Internet services, based on the provisions of Article (45 / Fifth / A) of the Federal Financial Management Law (6 of 2019) as amended, and the provisions of Section (1/4 and 5) of the dissolved CPA Order (65 of 2004).
Sixth: Amending the customs fee imposed on hybrid vehicles according to the mechanism stipulated in Article (2 / First) of the modified Customs Tariff Law (22 of 2010), by zeroing the amount of the customs fee for the aforementioned vehicles.
Seventh / Approving the authorization of the Minister of Planning, Mr. Khaled Petal Al-Najm, the power to negotiate and sign a draft agreement to avoid double taxation and prevent evasion from paying taxes on income and capital, between the government of the Republic of Iraq and the government of the Republic of Turkey, as amended by the State Council, based on Provisions of Article (80 / Clause Six) of the Constitution.

The House Of Representatives Votes On A Law And Ends Reading Of The Publishing Law In The Official Gazette

On the other hand, Mr. Al-Halbousi directed to set dates for the interrogation of the President of the Media and Communications Commission, the Governor of the Central Bank and the Minister of Finance, according to the council’s agenda, in addition to directing the Legal Committee to light up its legislative procedures to complete the Federal Court’s law.
The Council voted on the draft law on the accession of the Republic of Iraq to the agreement of the International Hydrographic Organization, as amended, submitted by the Committee on Foreign Relations to enhance the use of hydrography aimed at safety of navigation, increase global awareness, and the development of processes, data, information, products and services related to it.
The council voted to form a parliamentary committee headed by the head of the Security and Defense Committee and the membership of other representatives to follow up farmers ’demands regarding agricultural contracts and other issues, provided that it submits its report to the council within fifteen days.
The Council also voted to form a parliamentary committee to follow up the implementation of Diwani Order No. 29 related to combating corruption and to select representatives for it from the Integrity, Legal and Human Rights Committees, in addition to voting to form a parliamentary committee headed by Deputy Abd al-Ilah al-Naeli to verify the legality of the government's implementation of decisions and laws related to transitional justice.
In another matter, the House of Representatives finished reading a report and discussing the draft law on the accession of the Republic of Iraq to the 1996 Protocol to the Convention for the Prevention of Marine Pollution Resulting from Waste and Other Materials for 1972 submitted by the Foreign Relations Committee.
During the session, partly headed by Deputy Speaker Dr. Bashir Al-Haddad, the Council completed the reading of a report and discussion of the proposal for the First Amendment Law of the Parliament and its Formations No. (13) of 2018 submitted by the Legal Committee.
The Council completed the first reading of the proposed publishing law in the Official Gazette No. (78) of 1977 submitted by the Legal Committee to ensure the publication of all decisions of the House of Representatives and the decisions of the Federal Supreme Court for the importance of these decisions and to ensure the flow in publishing laws, decisions and regulations and for the law to contain the publication of the dissolved Revolution Command Council decisions and to avoid Delay in publishing laws approved by the Council after the constitutional period has passed.

Ports: The Automation Project Will Be Completed By The End Of 2021 And Our Revenues Amounted To 47 Billion Dinars
