This and the Cabinet issued a number of decisions and recommendations:
First / approval of the draft law on pension rights for deceased medical and health professionals as a result of addressing the Corona virus, and referring it to the House of Representatives, based on the provisions of Articles (61 / First and 80 / Second) of the Constitution.

Third/
1- Approval of the draft law on the accession of the Republic of Iraq to the 2005 protocol, relating to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms on the Continental Shelf of 1988, which entered into force on 28 July 2010, and referred it to the House of Representatives, based on the provisions Articles (61 / I and 80 / II) of the constitution, provided that accession to the aforementioned protocol is complete after completing the legal procedures related to the accession of the Republic of Iraq to the Protocol for the Suppression of Unlawful Acts against the Safety of Fixed Platforms on the Continental Shelf of 1988.
2- Confirmation of the Republic of Iraq’s reservation that signing, ratifying, or acceding to the aforementioned agreement does not in any way imply recognition of Israel or entry into any relationship with it, according to the provisions of Article (21 / Second) of the Treaty Contracts Law No. (35) of 2015 .
IV / approval of the draft accession of the Republic of Iraq to the patent cooperation Treaty (PCT) of 1970, which entered into force on 24.01.1978, and forwarded to the House of Representatives, based on the provisions of articles (61 / I and 80 / II) of the Constitution.
Fifth / Approval of the recommendation of the Ministerial Council for Human Development regarding the diversity of lower secondary education, according to the following:
1- Forming joint committees from the ministries (Education, Higher Education and Scientific Research, Planning) and the advisory board , which shall integrate the curricula and find solutions to the obstacles that hinder the return to the scientific branch .
2- Creating an art branch in the preparatory study, taking into consideration the redistribution of the majors tree to determine the college inputs from the preparatory study graduates.
Sixth / The Ministry of Labor and Social Affairs is tasked with preparing an urgent study, which includes the real numbers of those entitled to social benefits, the estimated cost of their inclusion, the mechanism of their inclusion, the accuracy of targeting for these, and the measures taken by the Ministry to reduce abuse on the social protection network in cooperation with other ministries through the intersection of data.
Seventh / Approval of the Minister of Finance authorizing the authority to sign a memorandum of understanding between the Ministry of Finance and the German Development Bank, regarding the grant to support the health system in Iraq in an amount of (15,000,000) euros, only fifteen million euros, to finance the project of 5 temporary hospitals equipped with medical devices and equipment in ( 5) Various locations, to combat the Corona virus pandemic, according to the provisions of Article (3 / II) of the Treaty Contract Law No. (35) for the year 2015.
Eighth / In order to maximize the state’s revenues from non-oil resources and improve the Internet service for citizens 4g in line with global development The Council decided:
1- Adopting the third scenario mentioned in the Board of Trustees ’decision for the Media and Communications Authority, which includes renewing (5) years according to the contract, and proposing an additional period of (3) years, according to the reasons stated in the study submitted by the Executive Management (ISIS terrorist events, the Corona Virus pandemic), For the total period of renewal to be (Cool years, ending at the end of the license 30/8/2030, knowing that the amount of (3) years has been paid in the amount in paragraph (2) below.
2- Adopting the third method of calculation mentioned in the Board of Trustees ’decision to ensure the success of these investments and partnership between the private sector and the government in achieving the goals of the state to support upgrading the service and the introduction of modern technologies ((G4) and maintaining revenue, because the total amount required for renewal at the current frequencies for eight years (2) / 233674667) dollars, only two hundred and thirty three million six hundred and seventy four thousand and sixty seven dollars, paid as follows:
A- Pay an amount of (2/13367467) dollars, only one hundred and thirty three million six hundred and seventy four thousand sixty six dollars, And two cents before the date of 1/12/2020.
B - Paying an amount of (100 million) dollars, only one hundred million dollars during a period of (5) years without interest.
3- The renewal mentioned in paragraphs (1,2) above is conditional upon the companies paying the issued and supporting financial dues by decisions of the Appeal Board acquired the peremptory degree to be paid at a proposed rate of (50%) before signing the contract attachment, and the remainder of these sums will be paid in installments within (5) ) Years, provided that these details and the date of settlement of payments are included in a new annex, according to the Government Debt Collection Law No. (56) of 1977 amending.
4- Calculating the additional frequency spectrum (additional frequency channels) in the current packages, by adopting a mechanism issued by the authority.
5- Granting additional frequencies within other frequency bands when needed, such as the 3.5GHZ frequency band with a neutral technology in a manner that ensures keeping pace with technological development according to the mechanisms and controls issued by the authority.
6- The companies commitment to continue completing all the obligations mentioned in the original contract during the extension period, and it is an integral part of the original contract.
7- Launching the commercial service for modern technology (the fourth generation) with the latest internationally approved technical version dated 01/2/2021, provided that compliance with the quality service service regulations issued by the authority, and coordination with the Ministry of Communications companies to prepare the requirements related to infrastructure and increase the size of capacities.
8- Excluding the renewal procedures from the instructions for implementing government contracts.
