You do not need to be an expert to understand the basics and recognise what is viable and what is not.
Entities have a balance sheet and it is not called that for nothing. The accounts are "balanced" by including the equity, funds due to investors, as a liability. Where the total liabilities less the equity exceed the total assets the entity is technically bankrupt.
In the case of Iraq the liability in respect of the currency issued is about 50% so it is fairly obvious that the currency could never be increased by any significant factor. Reality is that devaluation is more likely to release equity.
As far as redenomination is concerned many fail to understand that that would be a change to the monetary unit, not the currency. The currency IQD would remain the same and the monetary unit would adopt a new currency. In any country a change to the monetary unit can only be done through an act of parliament or presidential decree.
