Alasdair Macleod: Is a Russia-China Gold Standard Inevitable?

WTFinance : 9-28-2026

Alasdair Macleod has over decades of experience in financial markets, with a focus on monetary history, systemic risk, and the enduring role of gold. He is one of the most respected voices on sound money and wealth preservation.

A recent video from WTFinance on YouTube delves into a fascinating and impactful topic: the possibility of Russia and China transitioning their currencies—specifically the ruble and the yuan—onto a gold standard.

This potential monetary evolution is viewed by experts as a strategic maneuver designed to stabilize their domestic economies and currencies in the face of ongoing international financial pressures.

To understand the feasibility of such a move, one must look closely at current resource distribution and fiscal health. Russia, for instance, boasts substantial gold reserves, holding approximately 12,000 tons distributed across its central bank and national wealth funds.

This immense stockpile places the nation in a strong position to back its currency with a tangible, precious asset. Furthermore, proponents of this monetary theory argue that anchoring a currency to gold could yield significant domestic benefits, including falling interest rates, reduced inflation, and a more productive lending environment that stimulates sustainable economic growth.

Another critical factor supporting this potential shift is the stark contrast in national debt levels between Eastern and Western economies. While many major Western economies currently grapple with high government debt-to-GDP ratios hovering around 100 to 120 percent,

Russia maintains a remarkably low debt-to-GDP ratio of approximately 18 percent. This impressive fiscal health provides the structural flexibility needed to contemplate and potentially execute a transition toward a gold-backed monetary framework without immediately overwhelming the national balance sheet.

Beyond domestic stability, this potential monetary realignment could have profound ripple effects across international trade and geopolitics. The video highlights how such a move might spark broader adoption or alignment among Asian economies, particularly the broader BRICS coalition.

By establishing a gold-backed or yuan-and-ruble-linked settlement system—potentially facilitated through China’s Cross-Border Interbank Payment System (CIPS)—these nations could significantly streamline cross-border trade.

Ultimately, this cooperative approach could challenge the long-standing dominance of traditional Western financial networks and lay the foundational groundwork for a brand-new economic architecture centered firmly in Asia.

Good Afternoon Dinar Recaps,

GLOBAL MARKET RESET WATCH: OIL SURGE PUSHES DOLLAR HIGHER AS TREASURY YIELDS RISE

Renewed uncertainty surrounding U.S.-Iran negotiations has pushed oil prices higher and placed additional pressure on Treasury markets, the dollar and global investors as inflation and interest-rate concerns return to focus.

Good Afternoon Dinar Recaps,

GLOBAL MARKET RESET WATCH: OIL SURGE PUSHES DOLLAR HIGHER AS TREASURY YIELDS RISE

Renewed uncertainty surrounding U.S.-Iran negotiations has pushed oil prices higher and placed additional pressure on Treasury markets, the dollar and global investors as inflation and interest-rate concerns return to focus.

 OVERVIEW

  • Oil prices climbed above $107 per barrel, with Brent crude rising more than 3% as uncertainty surrounding the U.S.-Iran conflict increased concerns about energy supplies.

  • Treasury yields moved higher, with the 10-year yield reaching approximately 5.27% and the 30-year yield rising to about 5.57%, according to an afternoon Associated Press market report.

  • The dollar remained near a two-month high, as investors considered whether persistent energy-price pressures could influence the Federal Reserve's future interest-rate decisions.

KEY DEVELOPMENTS

1. Oil Rises As U.S.-Iran Negotiations Remain Uncertain

Oil prices rose sharply on Monday after President Donald Trump rejected Iran's proposal to resolve the conflict and reopen the Strait of Hormuz.

Brent crude moved above $107 per barrel, with reports placing the day's increase above 3%. The continued uncertainty has renewed concerns about energy supplies, shipping routes and the potential economic effects of prolonged disruptions.

Although Trump indicated that further discussions could take place during the week, no completed agreement to resolve the conflict or reopen the Strait under new conditions had been announced in the market reports reviewed.

The Strait of Hormuz remains important to global energy transportation, meaning that developments surrounding the route can affect more than regional markets.

2. Treasury Yields Reach Elevated Levels

The increase in energy prices has added to concerns that inflation could remain persistent, particularly if higher transportation and fuel costs spread through the broader economy.

An Associated Press report on Monday stated that the 10-year Treasury yield rose to approximately 5.27%, while the 30-year Treasury yield reached about 5.57%. These movements place borrowing costs and bond-market valuations under additional pressure.

Higher Treasury yields can affect:

  • Government borrowing costs.

  • Mortgage and consumer lending rates.

  • Corporate financing.

  • Bond prices.

  • Equity valuations.

  • International capital flows.

The rise in yields also illustrates how geopolitical developments can move from energy markets into the wider financial system.

3. Dollar Holds Near A Two-Month High

The U.S. dollar remained near a two-month high as investors evaluated the combination of higher oil prices, inflation risks and expectations about future Federal Reserve policy.

Reuters reported that the dollar index was around 101.16 and was on track for an approximately 1.7% monthly gain, while the euro remained near a two-month low against the dollar.

A stronger dollar can have different effects across the global economy. It may increase the cost of dollar-denominated imports and debt repayments for some countries, while also influencing commodity prices, currency demand and international investment decisions.

The dollar's movement should not be interpreted as evidence of a permanent change in its global role. It reflects current market conditions and investor positioning.

4. Stocks Face Pressure As Markets Reassess Inflation Risks

Higher oil prices and rising Treasury yields have also affected equity markets.

The Associated Press reported that the S&P 500 was down approximately 0.9%, while the Nasdaq Composite declined about 1.2% and the Dow fell around 0.8% in late-morning trading. The report linked the market pressure to rising oil prices and the effect of higher bond yields on stocks and other investments.

Higher yields can make fixed-income investments more attractive relative to riskier assets. They can also increase the discount rate used to value future corporate earnings, creating pressure on certain stock-market sectors.

These effects are not uniform across all assets, and market conditions can change as new economic and diplomatic information becomes available.

WHY IT MATTERS

The current market reaction demonstrates how energy security, inflation, monetary policy and financial markets are closely connected.

A disruption to major energy transportation routes can increase the cost of oil and refined products. Higher energy costs can then place pressure on inflation, potentially influencing central-bank decisions and market expectations for interest rates.

At the same time, higher Treasury yields can increase borrowing costs for governments, businesses and households. This creates a connection between geopolitical risk and the cost of financing economic activity around the world.

The important point is that the market is responding to a developing situation. The present price movements do not establish how long the energy disruption will continue or how central banks will ultimately respond.

WHY IT MATTERS TO FOREIGN CURRENCY HOLDERS

For foreign currency holders following the evolution of the global financial system, the interaction between oil prices, the dollar and Treasury yields deserves attention.

Higher oil prices can affect countries differently depending on whether they are major energy exporters or importers. Energy-importing nations may face higher import bills and pressure on trade balances, while exporters may experience changes in revenues and foreign-currency inflows.

A stronger dollar can also influence the relative value of other currencies and the cost of dollar-denominated obligations.

These developments may affect financial conditions, but they do not establish a guaranteed currency revaluation, a specific reset date or an automatic increase in the value of any foreign currency.

IMPLICATIONS FOR THE GLOBAL RESET

  • Pillar 1: Debt

Higher Treasury yields can increase government borrowing costs and influence the cost of refinancing existing debt. Countries and businesses with substantial borrowing requirements may face additional pressure if elevated interest rates persist.

  • Pillar 2: Trade

Higher energy and transportation costs can affect international supply chains, import prices and trade balances. Prolonged shipping disruptions could encourage businesses and governments to reconsider their supply routes and energy dependencies.

  • Pillar 3: Assets

Rising bond yields can affect the valuation of stocks, bonds, real estate and other financial assets. Changes in investor risk appetite may also influence capital flows between countries and currencies.

  • Pillar 4: Energy

The current oil-price movement reinforces the strategic importance of energy transportation routes. Energy security, shipping access and supply diversification remain important considerations in the planning of national and international economic systems.

WHAT TO WATCH NEXT

The next developments to monitor include:

  • Whether U.S.-Iran negotiations produce concrete progress toward reopening the Strait of Hormuz.

  • Whether oil prices remain elevated or respond to new information about supply and shipping.

  • Whether Treasury yields continue rising or stabilize as investors assess inflation data.

  • How the Federal Reserve and other central banks communicate about energy-related inflation risks.

  • Whether higher borrowing costs begin to influence business investment, consumer spending and international capital flows.

The direction of these markets will depend on a combination of diplomatic developments, energy availability, economic data and monetary-policy expectations.

THE BOTTOM LINE

The latest market movement shows how quickly geopolitical tensions can spread from oil and shipping routes into Treasury yields, currencies, borrowing costs and investment markets.

For foreign currency holders, the more meaningful lesson is the relationship between these developments—not the assumption that any single market movement guarantees a global financial reset.

The bigger story is not simply whether oil prices rise or the dollar strengthens—it is how energy security, debt markets, trade and monetary policy are increasingly shaping the evolution of the global financial system.

September 30 is the day of the end of the mission of the international coalition forces and their withdrawal from Iraq, after September 30, relations between Iraq and the coalition, move to the phase of bilateral relations and security, intelligence and logistics coordination.

The Iraqi Council of Ministers has declared September 30 as Sovereignty Day and declared a public holiday from September 30 to October

September 30 marks the end of 12 years of US and allied troop presence in Iraq, which returned in 2014 to help Iraq fight ISIS, although in 2011 an agreement ended the US military presence in Iraq and withdrew.

The Commander-In-Chief's Spokesperson: Sovereignty Day Is A Turning Point For Enshrining The Independence Of Security Decision-Making

About the news

  • Al-Nu'man: September 30 is the date for the end of the coalition's mission and the departure of the last foreign soldier.

  • Iraq is moving from the umbrella of the international coalition to an equal bilateral partnership.

  • Al-Zaydi is betting on armament and efficiency... Our forces are at their highest level of readiness in their history.

The spokesman for the Commander-in-Chief of the Armed Forces, Sabah al-Nu’man, affirmed that Sovereignty Day constitutes a turning point in establishing a new phase that reflects the independence of security decisions and the control of the land with a pure national will.

  • Sovereignty Day: Announcing the end of dependence on foreign forces and the beginning of an era of equal partnership.

  • This day holds profound significance in the hearts of Iraqis.

Al-Nu’man said in a statement to the official agency that this day represents deep dimensions in the conscience of Iraqis, embodying the restoration of full control over the country’s resources, and is a powerful message of the end of the era of dependence on foreign forces and the shift towards equal partnership.

He added that tireless work continues to fully secure the airspace by accelerating strategic plans to develop the defense system, which are based on supplying the air defense force with advanced radars and modern monitoring systems, diversifying sources of armament by introducing smart technologies and drones, and enhancing intelligence efforts and cybersecurity.

Al-Nu’man had confirmed in a statement to “Channel 8” that two years ago a high security committee was formed that included the Chief of Staff of the Army and the leaders of the security services, and held a series of meetings with the international coalition to determine the dates for the end of Operation “Inherent Resolve” in Iraq, explaining that the work of the committee was purely professional and security-related and focused on measuring the readiness of the Iraqi forces and their ability to take control of the security file without going into any side political details.

He explained that the committee reached an agreement with the international coalition, which includes 36 countries and was formed in 2014, to set September 30, 2026, as the date for the withdrawal of the remaining coalition forces stationed in Erbil and Harir base, noting that the process is proceeding smoothly and in parallel with the growth of Iraqi security capabilities. Direct follow-up from the Commander-in-Chief's office.

He pointed out that the situation today is different, as the Iraqi security forces enjoy the highest levels of readiness, after the government of Prime Minister Ali Faleh al-Zubaidi, the Commander-in-Chief of the Armed Forces, gave great priority to good armament and raising the efficiency of the forces, in conjunction with great political stability and understanding and everyone’s keenness on the unity of Iraq and not dragging it into regional conflicts, in addition to social cohesion and the confidence of Iraqis of all backgrounds in their armed forces.

He noted that work is ongoing to fully secure the airspace by accelerating strategic plans to develop the defense system.   https://channel8.com/arabic/news/88459

The official told the German Press Agency (DPA) that the withdrawal process is fully complete, although there has been no official confirmation from the US side yet.

Iraq and the United States had agreed on a timeline to end the US military presence in the country. According to the US Department of Defense, approximately 2,500 US troops had been stationed in Iraq in recent years.

Prior to the withdrawal, US forces were deployed across Erbil in the Kurdistan Region, a base near Baghdad Airport, and locations within the capital's Green Zone.

US forces had returned to Iraq in 2014—at the request of the Iraqi government and as part of the international coalition to combat ISIS—three years after their withdrawal following the 2003 US invasion of the country.  link

Tishwash:  Deputy: Trump administration lifts veto on nominee for Iraqi deputy prime minister

On Sunday, MP Abu Turab al-Tamimi revealed that Prime Minister Ali al-Zaidi had received American "blessings" to appoint one of the figures as his deputy,

while he criticized the Iraqi government's response to the flight ban with Iran, stressing that it was a decision contrary to international laws.

Al-Tamimi told Shafaq News Agency, “During his meetings with the US administration during his recent visit to the United States, the Prime Minister obtained approval to name one of the candidates for the position of Deputy Prime Minister, even though this candidate had an American objection or veto preventing his appointment to this position. However, according to the information received, the veto was lifted from him based on guarantees made by Al-Zaidi . ”

Regarding the completion of the cabinet, Al-Tamimi explained that this issue will be resolved after the withdrawal of US forces from the country.

He pointed out that the State of Law coalition, led by Nouri al-Maliki, "is still holding on to its candidate, Qasim Atta, for the position of Minister of the Interior, and we support Atta's nomination for the position . "

Regarding the ban on Iranian flights, the MP criticized the decision and considered it “contrary to international regulations and agreements related to flight bans, since a ban or prohibition can only be imposed by a United Nations resolution to ban civil and military flights or by the International Civil Aviation Organization (ICAO), otherwise it is a clear violation . ”

The International Civil Aviation Organization (ICAO) is a United Nations agency that helps 193 countries cooperate with each other and share their airspace for mutual benefit .

The Iraqi government issued a decision last week banning flights from Iraqi airports to Iran or receiving Iranian flights, in response to sanctions announced by the US Treasury Department on September 8 against 36 entities linked to the Iranian aviation sector, including 27 airlines.

The positions of travel, tourism and land transport companies in Iraq varied regarding the US sanctions imposed on Iranian airlines, which came into effect last Wednesday.

The Iraqi government announced on Saturday that it would hold direct talks with the US administration to exempt some Iraqi airports from the ban on Iranian flights.

Earlier today, a well-informed political source revealed that the leaders of the Coordination Framework will hold a meeting this evening, Sunday, in the presence of Prime Minister Ali al-Zubaidi, to discuss the decision to ban Iranian aircraft from landing at all Iraqi airports, as well as to discuss the internal political and popular repercussions of the decision.

Today, the Iraqi government also received a serious and direct American warning against continuing to receive any Iranian airline at Iraqi airports, stressing that continuing to receive the planes exposes the airport and the entities and companies that provide services for these flights to American sanctions.

An informed source told Shafaq News Agency that "the American side clarified to the Iraqi government that the punitive measures will not be limited to the Iranian airlines covered by the sanctions, but may extend to any entity or airport that provides services or facilitates the operation of those companies' flights, including landing services, ground handling, refueling and other services related to the flights."  link

Tishwash:  Starlink's license is official and legal in Iraq. The Media Commission: We have full control over the data and deny its presence in Qatar.

About the news

Starlink license becomes official in Iraq.

The Media Authority confirms the legality of the service and categorically denies that its data is located in Qatar.

Abu Kalal reveals details of Starlink launch: We were delayed due to security vetting.

The Media and Communications Commission announced on Sunday that Starlink's license has become official, confirming that working with its services is legal in Iraq, with full control over data, and denying the validity of claims about its presence in Qatar.

It guarantees Iraq's full sovereignty over the data.

Access gateways will be installed inside Iraq soon.

The head of the executive body of the authority, Baligh Abu Kalal, said in a statement to the official agency that “the Starlink license has become official and working with it is legal in Iraq and there are requests to subscribe on the company’s website.”

The first subscription meal has been launched.

Delivery of meals to citizens who have ordered Starlink devices will continue.

Our agencies have detailed information about the devices in operation and who owns them.

We have a connection with Starlink to find out about devices operating in Iraq.

The head of the executive body of the authority affirmed that "the company is committed to the authority, and we have an advanced security system that is a source of pride in Iraq. What is being raised regarding the presence of Iraqi data in Qatar is inaccurate, and we have complete control over the data."

The company wanted to open access gateways in Iraq after two years.

Due to the increasing demand in Iraq, we have now begun negotiating with them to start installing access gateways.

He pointed out that "the control of satellite internet does not stop at access gateways, because it is broadcast in space, which is an increase in reassurance. The basis for controlling satellite internet is regulation, licensing, the company's commitment to the state, and the imposition of state sovereignty." link

Reset Intelligence: The Occupation Is Over.

By Reset Intelligence | @EXIT_FIAT

Iraq's Foreign Minister says American forces have completely finished their withdrawal from Iraq, the Kurdistan Region included. That is 3 days ahead of the September 30 deadline.

The same weekend, Washington agreed to keep the cash dollars flowing to Baghdad, and Trump said of Iraq's Prime Minister: "I endorsed him."

The withdrawal

Foreign Minister Fuad Hussein told the country on Sunday that Iraqi forces now carry full responsibility for its security, with National Security Adviser Qassem al-Araji behind him. Every base and headquarters has been handed to Iraqi authorities, the American air defenses in Erbil are gone, and the coalition headquarters closes on September 30. The coalition's funding for the Peshmerga ended with a final payment on September 24. The cabinet has declared Sovereignty Days, a state holiday from September 30 to October 3.

Everything else that moved

  • The cash - the government spokesman said the United States agreed to continue shipments of physical dollars, halted in April, with a new consignment due in the coming days. He tied it to Iraq's controls over how dollars are distributed.

  • The cabinet - an Iraqi lawmaker said Washington lifted its objection to al-Zaidi's nominee for Deputy Prime Minister after guarantees from the Prime Minister. Al-Zaidi has 14 of 23 ministers in place.

  • The airports - Baghdad, Najaf, Erbil and Sulaimaniyah stopped taking Iranian flights under US aviation sanctions, and Baghdad is asking for narrow exemptions for pilgrims, patients and students.

  • The budget - the Ministerial Council for the Economy approved the draft 2027 budget and sent it to the cabinet. It is due in parliament October 15. No figures have been published.

  • The street - $100 opened Sunday at 155,250 dinars in Baghdad, off the 160,000 it touched a week earlier, against the official 131,000.

Tehran and Kuwait

Trump rejected Iran's offer to trade Hormuz for an end to the blockade, and Iran's foreign minister said Tehran is fully prepared for the war to resume. At the UN, Iraq and Kuwait agreed a joint team to deliver a roadmap on their outstanding files within 30 days.

That is the short version. What the end of the occupation means for the IQD, and how the weekend's moves fit together - that is the daily read.

Militia Man  They're talking about possible new notes.  If they're going to have a revaluation of the currency are you going to still use 25,000 notes when you revalue?  ...Can they? Sure.  Are they going to add something else?  Can they go in tandem?  Yes they can.  They can have both at the same time.

Frank26  Donald Trump said Zaidi is a fantastic guy 4 times.  He repeated it.  He repeated it.  He repeated it.  He repeated it...Would you endorse him if he left it at 1320?  Trump is trying to tell you something.

Militia Man  Iraq's integration into the global financial system is real.  Parts of it are already at an advanced level.  Other parts are underway...Is it finished.  No...Is the dinar's public life larger than it was when many of us began this study?  Yes.

Jeff   When they start saying they're going to transition to international business and sovereignty the rate has to be close.  It has to be.  It can't be that far.  I think the rate change is very very close... We want to monitor the news about them trying to get the cabinet done by Saturday October 10th...and additional news putting emphasis on them working towards getting the budget sent to parliament for approval on October 15th.  If you see that, this thing is going to wrap up...

U.S.-CHINA TRADE RESET WATCH: TWO-MONTH TRUCE EXTENSION OPENS NEW WINDOW FOR GLOBAL TRADE AND FINANCE

The extension of the U.S.-China trade truce through January 10 creates additional time for the world's two largest economies to reduce tariff barriers, expand economic dialogue and reshape the framework for global trade.

Good Morning Dinar Recaps,

U.S.-CHINA TRADE RESET WATCH: TWO-MONTH TRUCE EXTENSION OPENS NEW WINDOW FOR GLOBAL TRADE AND FINANCE

The extension of the U.S.-China trade truce through January 10 creates additional time for the world's two largest economies to reduce tariff barriers, expand economic dialogue and reshape the framework for global trade.

 OVERVIEW

  • The United States and China have extended their trade truce by two months, through January 10, creating additional time to work through unresolved economic and trade issues.

  • A new trade council will address a proposed $30 billion reciprocal tariff reduction, while regular discussions will focus on investment opportunities, trade barriers and greater policy transparency.

  • Trade discussions are expanding beyond tariffs, with new cooperation involving agriculture, coal, financial services and artificial intelligence, creating a broader framework for economic relations.

KEY DEVELOPMENTS

1. Trade Truce Extended Through January 10

China's Commerce Ministry confirmed Monday that the United States and China have extended their trade truce through January 10.

The ministry said the additional two months would give both sides time to evaluate implementation of their existing economic and trade arrangements while considering how to advance negotiations.

China described the extension as providing a “relatively stable and predictable policy environment” for businesses and continued economic discussions.

The extension does not represent a final settlement of the broader U.S.-China trade relationship. Instead, it creates additional negotiating time while keeping the existing framework in place.

2. $30 Billion Tariff Reduction Moves Onto the Agenda

One of the first issues expected to be addressed through the new U.S.-China trade council is a proposed reciprocal tariff reduction covering approximately $30 billion in products.

The arrangement is intended to support more stable bilateral trade while creating better conditions for the movement of goods between the two economies.

China and the United States have also agreed to continue regular economic and trade discussions focused on investment opportunities and barriers, policy transparency, predictability and business concerns.

This is significant because the discussions are moving beyond simply negotiating individual tariffs toward questions about how businesses will operate within the two countries' economic systems.

3. Agriculture And Energy Become Part Of The Broader Framework

Agriculture remains another area of discussion, with the two countries establishing mechanisms to address agricultural trade.

The broader agreement also includes plans for China to import U.S. coal during 2027 and 2028, adding an energy component to the evolving trade relationship.

These developments demonstrate that the negotiations involve more than manufactured goods. Agriculture, energy, investment and industrial supply chains are all becoming part of the larger U.S.-China economic framework.

4. Financial Services And Investment Discussions Expand

China has indicated that it will examine and approve applications involving foreign financial-services institutions, including firms with U.S. capital, seeking to conduct business or establish branches in China.

At the same time, the two countries plan continued discussions about investment opportunities and barriers.

For global financial markets, this is an important area to watch because greater access for financial institutions can influence cross-border capital flows, investment activity and the international integration of financial markets.

5. AI Dialogue Adds A Technology Dimension

The two countries have also agreed to establish a China-U.S. AI Dialogue focused on the risks and benefits associated with artificial intelligence.

The next exchange is scheduled for November 2026, and the countries have agreed to establish a bilateral communication channel for AI-related incidents.

The addition of AI to the economic discussions shows how trade negotiations are increasingly connected with technology, financial infrastructure and future economic competitiveness.

WHY IT MATTERS

The U.S. and China account for a substantial share of global economic activity, manufacturing, trade and investment. Changes in their relationship can therefore affect supply chains, commodity demand, corporate investment, shipping, currencies and international capital flows far beyond their borders.

The two-month extension provides businesses with additional time to operate under a less immediately disruptive trade framework while negotiators continue working through more difficult structural issues.

However, the extension is not the same as a permanent trade agreement. Important questions remain unresolved, and future negotiations will determine whether the temporary framework develops into a longer-term arrangement.

WHY IT MATTERS TO FOREIGN CURRENCY HOLDERS

For foreign currency holders watching the evolution of the global financial system, the U.S.-China relationship is important because trade policy can influence currency demand, investment flows, commodity markets and the movement of capital between countries.

A more predictable trade environment could reduce some uncertainty surrounding international commerce, while renewed tariff escalation could have the opposite effect by increasing costs and disrupting supply chains.

The significance is therefore not that the trade truce guarantees a currency revaluation or a specific financial reset. Rather, it provides another documented example of the international economic infrastructure being negotiated and adjusted in real time.

IMPLICATIONS FOR THE GLOBAL RESET

  • Pillar 1: Trade

The extension gives the world's two largest economies additional time to address tariffs, trade barriers and supply-chain issues. A new trade council creates a continuing mechanism for managing these relationships rather than relying solely on occasional high-level negotiations.

  • Pillar 2: Assets

Expanded discussions involving investment opportunities and foreign financial institutions could influence cross-border investment and capital flows. Greater access to financial markets can become an important component of how global assets are connected and managed.

  • Pillar 3: Technology

The new AI dialogue adds technology governance to the broader economic relationship. As artificial intelligence becomes increasingly integrated into finance, manufacturing and commerce, cooperation between major economies could become part of the infrastructure supporting future international economic activity.

  • Pillar 4: Energy

The planned U.S. coal trade illustrates how energy remains intertwined with international trade negotiations. Energy flows affect transportation, manufacturing costs, inflation and trade balances, making them an important component of the broader global financial system.

WHAT TO WATCH NEXT

The immediate focus will be whether the newly established trade council can translate the $30 billion tariff-reduction framework into specific measures.

Markets and businesses will also be watching for progress on investment access, agricultural trade, U.S. coal purchases, financial-services opportunities and the November AI dialogue.

The larger question is whether the additional two months become simply another temporary pause or provide the foundation for a broader and more durable framework for U.S.-China economic relations.

THE BOTTOM LINE

The U.S.-China trade truce extension is not a completed restructuring of global trade, but it creates additional negotiating space and introduces new mechanisms covering tariffs, investment, finance, energy and technology.

For those following the evolution of the global financial system, the important development is the creation of new channels for managing cross-border economic relationships rather than simply the extension of an existing tariff pause.

The bigger story is not simply whether the U.S. and China reach another trade agreement—it is how trade, finance, technology and investment are increasingly being reorganized into the evolving architecture of the global financial system.

How To Make Strategic Cash Bucketing Work For You

Last Edited Sep 16, 2026|  Angelena Mascilli

Cash bucketing – or categorizing your funds based on specific expenses or goals – can help you organize your financial life.

Cash and other liquid assets may be the ideal place for buckets of money that you may need to access soon to cover expenses or capitalize on new investment opportunities.

Financial products like high-yield savings accounts can help you maximize the return on your cash buckets without losing your ability to tap into the funds when you need them.

Cash bucketing is a personal finance strategy where you allocate your income into separate “buckets” or categories, each dedicated to a specific expense or savings goal. Instead of having one large pool of money, you break your spending down into segments, which helps you prioritize your financial goals and avoid overspending.

The primary purpose of cash bucketing is to create clarity and control over your finances. It forces you to think about how much money you need for different aspects of your life so you can ensure you aren’t over-allocating funds in one area while underfunding others.

One key part of the bucketing approach is ensuring that you have enough money set aside in cash or other liquid assets that you can access quickly when needed. In addition to covering your expenses – from everyday needs to larger discretionary purchases – your cash “buckets” can be an important resource to draw from when new investment opportunities arise.

Let’s look at how smart bucketing decisions can help you make the most of your strategic cash.

Bucketing Basics

To get started with the cash bucketing method, take a close look at your income and expenses. Start by listing your fixed monthly costs, such as your rent or mortgage, utilities, debt payments and transportation costs. Next, list variable expenses, like groceries, entertainment and dining out. Then, consider longer-term savings goals, such as retirement, an emergency fund or future vacations.

While the breakdown of your buckets will inevitably vary based on your personal situation, one key consideration is your time horizon. The optimal account or investment vehicle for each of your buckets depends largely on when you will – or might – need to access the funds.

If you’re planning for goals far in the future – like looking ahead to retirement during the early stages of your career or preparing for college expenses while your children are young – you’ll likely want to bucket the corresponding funds in long-term investments with a chance of growing over time. This often means sacrificing liquidity, or the ability to withdraw your money on short notice.

On the other hand, buckets that you may need to tap into relatively soon, like the funds you need to cover everyday expenses or emergencies, are better kept in more liquid assets like cash and cash equivalents. These assets typically provide lower returns but offer you peace of mind in knowing that your money will be there for you whenever necessary.

Making The Most Of Your Cash Position

Fortunately, keeping your money in liquid assets does not require stashing a wad of cash under your mattress. There are plenty of ways to ensure that the financial buckets you may need to draw on in the near term continue working for you.

Optimizing the allocation of your opportunistic cash could mean seeking out high-yielding financial instruments. Depending on your liquidity requirements, you might choose to shop around for a high-yield savings account that pays an attractive rate but still allows you flexibility to withdraw your money as needed.

For funds you can commit to leaving untouched over a specific time frame, you might opt for a certificate of deposit (CD) account. These products often provide higher yields than traditional savings accounts, and CDs let you lock in these attractive returns for a specific time frame. But beware that you could be on the hook for an early withdrawal penalty if you take money out before the end of your CD term. Footnote 1 Opens overlay

Money market accounts are another option for allocating your cash buckets. These accounts also generally offer higher returns than typical savings accounts, and they may allow you to write checks or make purchases using a debit card.

Money market funds, on the other hand – which are different from money market accounts – are a type of mutual fund that can offer short-term investing returns and pose lower risk than other vehicles. They come in three main forms: government, municipal and prime.

T-bills – or Treasury bonds – are another option when designating your cash buckets. T-bills are short-term securities backed by the U.S. Department of Treasury. Given their backing, they are considered a safe investment with potential for yield depending on the current environment.

All these aforementioned account types – excluding money market funds and T-bills – are secured by federal deposit insurance, protecting up to $250,000 worth of your funds, even if the institution where you hold your account fails or experiences a significant adverse incident. Iraq Economic Council Approves Draft 2027 Budget

2026-09-27  Shafaq News- Baghdad   Iraq’s Ministerial Council for the Economy approved the draft 2027 federal budget on Sunday and referred it to the Council of Ministers, according to a Finance Ministry document.

Earlier today, the Finance Ministry said it had submitted the draft to the economic council after completing its preparation.

The ministry said the Higher Committee for Budget Preparation, overseen by Finance Minister Faleh Al-Sari, had held a series of meetings with representatives of federal ministries, the Kurdistan Region, and provincial governments, while also consulting Iraqi and foreign financial experts.

Al-Sari said the ministry completed the draft within the required timeframe. The proposal introduces the gradual use of program and performance budgeting in the Electricity Ministry and the provinces of Al-Diwaniyah and Saladin, linking allocations more closely to objectives, measurable results, and the impact of public spending.

The approach is intended to be expanded gradually across other state institutions.

According to the ministry, the draft places particular emphasis on increasing non-oil revenues and strengthening "fiscal discipline".

Al-Sari said last Sunday that the draft also includes a provision allowing contract employees to be transferred to permanent government positions.

The Public Prosecution Clarifies The Mechanisms For The Recovery Of The Defendants And The Fugitive Funds Abroad

Money and business    Economy News – Baghdad   The Recovery Commission in the Presidency of the Public Prosecution, on Sunday, the mechanisms of recovering the accused and the money smuggled abroad.

A member of the Public Prosecution, Latif Hussein, said that "the Commission is considering the files of recovery received from the Legal Department of the Ministry of Foreign Affairs, for the accused who committed crimes outside Iraq, and a memorandum is submitted by the Chief Prosecutor to the President of the Supreme Judicial Council to obtain his approval to name a competent criminal court to consider the extradition request submitted by the state that committed the criminal act on its territory."

He added that "it is also the task of the Commission to consider requests for letters rogatory and legal assistance received from the Legal Department of the Ministry of Foreign Affairs, and send them to the competent courts."

Hussein pointed out that "the Commission is also responsible for auditing the recovery files of Iraqi and foreign defendants who committed crimes on Iraqi territory and fled outside Iraq, and received from the competent courts, after receiving a notification from the Ministry of Interior / Directorate of Arab and International Police to arrest them outside Iraq, and deposited with the Legal Department of the Ministry of Foreign Affairs, for the purpose of sending them through diplomatic means to the state on whose territory the accused was found."

Funds and people

Hussein pointed out that "recovery is on two sides, the first is the recovery of funds that have been smuggled to foreign countries, which is a complex and multi-level process, and is one of the important measures to combat corruption and recover stolen assets."

He added that "the recovery of funds may be the competence of the Integrity Commission, based on the law of the Integrity and Graft Commission No. 30 of 2011, but its work is linked to the presidency of the Public Prosecution through the submission of requests for legal assistance, as the approval of the President of the Supreme Judicial Council to send requests for legal assistance to the country in which the funds are to be seized."

With regard to the recovery of persons, the Prosecutor explained that “this is at the heart of the work of the Presidency of the Public Prosecution, on the basis of the provisions of articles 352-368 of the Public Prosecution Code, which provide for the prosecution of the extradition of accused and sentenced persons to the foreign State, taking into account the provisions of international treaties and conventions, the rules of international law and the principle of reciprocity.”

“Requests for legal assistance and letters rogatory are either from the judicial authorities of the foreign state or are issued by the judiciary in Iraq to a foreign state.”

Hussein explained the procedures followed, saying that "if the request is to be handed over to an Iraqi nationality, the request is rejected directly based on the Iraqi Constitution, and then the file is referred to the competent investigative court to take legal action against him, with the state notifying the requester of extradition."

If the person whose extradition is sought is a foreigner, he explains that “a criminal court is called to consider the extradition request, and in the event of approval or disapproval, the decision shall be submitted to the Minister for Foreign Affairs for a statement of opinion, based on the provisions of article 362 of the Code of Criminal Procedure.”

He added that "the opinion of the Minister of Foreign Affairs is then presented to the President of the Supreme Judicial Council exclusively, and in the event of approval from the President of the Council, he is handed over by the Ministry of Interior to the requesting state, but in the event of non-approval of the President of the Council, he is released and notified the requesting state by diplomatic means."

INTERPOL Newsletters

Hussein pointed out that "there are a number of types of bulletins issued by the Arab and International Police Directorate (INTERPOL) to track wanted internationally, and INTERPOL bulletins are the most popular tool of the international organization, as many fugitives are arrested every year thanks to red bulletins, while other types of bulletins are also used to locate missing children and alert the authorities to the methods of work of criminals."

“The Red Notice is a request to arrest a person whose extradition is required, while the Blue Bulletin is used to collect additional information about the identity or whereabouts of a person, and the Greens to warn of the criminal activity of a person who poses a risk to public safety, and the yellow to help find missing persons.”

He added that "the black bulletin is used to inquire about the identities of unknown bodies, and orange to warn of an imminent threat to people or property, while the purple bulletin is used to detect the methods of work of criminals and their techniques, and Interpol issues new silver bulletins to track and track stolen assets and restore them to their owners."

“Based on the provisions of Article 83 of the INTERPOL Data Treatment Regulations, conditions have been established for the issuance of red notices, including that the crime in question constitute a serious common-law crime, and that sufficient elements are available to identify the person, such as the family and personal name, the sex and the date of birth,” Hussein said.

He added that "the required data also include descriptions, DNA, fingerprints and identity documents, such as a passport or national identity, in addition to a summary of the facts of the case, a valid arrest warrant or a judicial decision, the charge against him, the maximum possible penalty or issued against him, or the remaining period of the penalty."

Hussein concluded by saying that "the public prosecution represents the link between the local judicial authorities in the state and international organizations, as it receives requests for recovery from the judicial authorities through diplomatic means, organizes the files of recovery of accused and fugitive convicts, and submits the request to the competent court, the Criminal Court, to consider extradition requests  https://www.economy-news.net/content.php?id=74391

US Lifts Objection To Iraq Deputy PM Nominee: MP

Shafaq News- Baghdad   Iraqi Prime Minister Ali Al-Zaidi secured US approval for an unnamed deputy prime minister candidate who had previously faced an American veto, lawmaker Abu Turab Al-Tamimi told Shafaq News on Sunday.

Al-Zaidi reached the understanding during his latest visit to the United States, with Washington lifting its objection after receiving unspecified guarantees from the prime minister, Al-Tamimi, a member of the Badr parliamentary bloc, said. However, he did not identify the nominee or elaborate on the assurances.

Addressing the outstanding cabinet appointments, al-Tamimi said the issue would be resolved after US troops withdraw from Iraq on Sept. 30.

He added that the State of Law Coalition, led by Nouri al-Maliki, remains committed to its nominee, Qasim Atta, for the post of interior minister, adding, “We support Atta’s nomination for the position.”

On the suspension of Iranian flights, the lawmaker criticized the measure and argued that restrictions on civilian or military aviation should be imposed through the United Nations or the International Civil Aviation Organization (ICAO)*, rather than unilaterally.

A senior Iraqi government source told Shafaq News earlier on Sunday that Washington had warned Baghdad against allowing Iranian carriers to continue using Iraqi airports, adding that potential penalties could extend beyond already sanctioned airlines to airports, companies, and other entities providing landing, ground handling, refueling, or related services.

Baghdad is negotiating with Washington over possible exemptions for humanitarian and civilian travel that would allow some services to resume without exposing Iraqi airports or companies to penalties, according to the source.

On Sept. 8, the US sanctioned 36 Iran-related targets, focusing on airlines and foreign networks accused of supporting Tehran’s aviation sector and facilitating the movement of weapons, personnel, and illicit cargo. Iraq initially issued no nationwide suspension, although airports in Baghdad, Najaf, Erbil, and Al-Sulaymaniyah halted connections with Iran.
