Sadr commands the powerful Sairoon political bloc, which won the most seats in the last parliamentary election in 2018. Sadr himself doesn’t hold a position in the government, but wields significant influence in Iraqi politics. He is a fervent critic of US interference in Iraq.
Iraq last went to the polls in May 2018, the first general election since Baghdad declared victory over the Islamic State. At 44.5%, voter turnout was the lowest since Saddam Hussein was toppled in 2003, especially in Iraq’s Shiite-dominated south.
butterfly The early elections called by Prime Minister Mustafa al-Kadhimi were one of the main demands of the anti-government protest movement that swept Iraq in October 2019. Kadhimi’s predecessor, Adel Abdul Mahdi, resigned under pressure from tens of thousands of protesters fed up with the political establishment and Iranian influence in Iraq’s government.
In January, the Iraqi cabinet announced it was postponing the election that was scheduled for June 6. Iraq will now head to the polls on Oct. 10 to select the Council of Representatives’ 328 members, which will then elect the president and prime minister.
In May, the UN Security Council approved the Iraqi government’s request for the United Nations to send a team to monitor the elections and provide logistical support to local and international election observers.

butterfly Enhancing Agricultural Development will Facilitate Accession to WTO......15th July 2021........A workshop on "WTO Accession and Agriculture" was organised from 4th to 7th July 2021 in Baghdad.
Agricultural development consistent with WTO standards needs enhancement in Iraq for facilitating the negotiations leading to the accession process.
The workshop provided a comprehensive overview of the agriculture sector as perceived within the WTO and the Agreement on Agriculture and its pillars.
Representatives from various government institutions from Baghdad and the Kurdistan Region of Iraq including officials from the Ministry of Trade, Ministry of Agriculture, Ministry of Industry participated in the workshop.
The workshop was organized by the International Trade Centre (ITC) a joint agency of the World Trade Organization (WTO) and United Nations (UN), through "Strengthening the Agriculture and Agri-food Value Chain and Improving trade policy in Iraq (SAAVI)" project.
Funded by the European Union (EU), the project is contributing to inclusive economic growth and job creation, particularly for youth, by improving Iraq's agriculture competitiveness and supporting trade development. It is also particularly focuses on providing support to Iraq in the process of acceding to the WTO.
Mr. Adel Almasoodi, Director General, Foreign Economic Relations Department, Ministry of Trade opened the workshop and reaffirmed Iraq's commitment to the accession to the WTO and assured the support of his team to the SAAVI project.

The workshop included sessions from experts from WTO, Food and Agriculture Organisation of the United Nations (FAO) and the International Trade Centre. In addition the trade policy technical team from the International Trade Centre, Geneva, including Mr. Jean-Sébastien, Senior Officer for Policy and Business and Ms. Devika Rajeev, Associate Programme Officer, were present in Baghdad to facilitate the workshop.

butterfly KRG starts 27 Projects over Past Year.......15th July 2021........The ninth cabinet of the Kurdistan Regional Government (KRG) started 27 multisectoral projects from March 2020 to June 2021, as it reaches the 2nd anniversary since its foundation.
The KRG invested $332 million on housing projects, developed a $250 million wheat marketing project, distributed $2.56 billion worth of business licenses, and completed the MED Steel factory in Erbil with a budget of $100 million.
Over 400,000 plants were distributed to farmers, and a $10 million food processing plant was constructed in Duhok as part of government efforts to promote local products.
The ninth cabinet commissioned a 100-bed hospital in Shiladze, and allocated $4 million USD to run three blood banks in the region. They further allocated $585,240 for an autism center in Erbil, $2.1 million as a bonus for health workers, and 1.6 billion dinars for cancer treatment hospitals.
The KRG launched the 150-meter road in Erbil, and relaunched the 100-meter highway project in Sulaimani after years of delay.

ExxonMobil demise began almost ten years ago soon after it had attained significant consolidation; a demise of its own making!! Apart from the contribution of the Iraqi factors ExxonMobil faced and facing many other challenges that exacerbate its decision to abandon Iraq.
These include restructuring its international profile; energy transition (away from fossil-based to renewable-energy) environmentally-conscious; shareholder revolts, expulsion of ExxonMobil representative from EITI'MSG due to position regarding Dobb-Franck issue and the forthcoming SEC environmental compliance rules.
Royal Shell story is not very different from that of ExxonMobil. Shell launched initially a powerful strategic positioning, resisted the temptation of engaging with KRG petroleum and diversified its portfolio in oil, gas and petrochemical projects.
Now it has much weakened role; withdrew from Majnoon oilfield, sold its PI in WQ1, rumors that it contemplate leaving Basra Gas Compan- BGC , whose HoA was signed in 2008 but it did not deliver the contracted target, and Nibras petrochemical project, with MIM & MoO, draggeed for too many years without any prospect.
butterfly Again, Shell decision to leave WQ1 and Majnoon oilfields and possibly BGC was not entirely due to contractual and working conditions in Iraq; one possible explanation relates to Shell' overall plan to restructure its global business, following its takeover of British Gas Group- BGG. Also Shell faces legal action; A Dutch court ruled, recently, that Shell will have to reduce its carbon emissions by 45 percent from 2019 levels by 2030.
BP has only one engagement- Rumaila oilfield, with almost equal PI with CNPC (while during the June 2009 bidding round BP' PI was double that of CNPC). Recently, BP decided to spin off its involvement in Rumaila into a stand-alone company, a "ring fencing practice", for reasons relating to diverting its global assets and investment plans. Though this move is more structural and organizational in nature that has, contractually, no effect on Iraq, it, nevertheless, could indicate possible departure from Rumaila sooner or later.
Total, rebranded TotalEnergies, have very modest PI in only one oilfield- Halfaya, is trying a comeback to Iraq through concluding HoA comprising four major projects, three of which are part of SIIP that Iraq wasted too many years discussing with ExxonMobil!!
Surely, IOCs strategic positioning has significant implications for petroleum sector and the prospect of the entire economy. There has been a tendency for some to be highly selective by focusing only on one Iraqi based, real reason, such as harsh contractual terms; type of contracts; corruption, resource mismanagement and security conditions among others. While all these are real and effective, they are absolutely not the only factors behind IOCs shift and change of priorities as there is a complex wed that one should be aware of; 20 IOCs have recently warned for tax violation and IOCs that lost their strategic positioning inside Iraqi petroleum had themselves contributed to that outcome.
butterfly Moreover, global energy/green transition and international geopolitics have powerful ramifications though the debate is, as usual, not conclusive. While IEA recent report could have effective impact, REN21 new report raises doubt; and such wide divergence suggests oil remains needed much longer than some thinks.

One of biggest obstacles is the differences between Iraq and the Kurds over border policies. Isn’t there a definite length of time that the bank can hold “liquid” funds on an active account, without releasing the money? It’s typically 72 hours. In a Private, Bank Facilitated Buy/Sell case however, it’s outside of the standard requirement since it’s “PRIVATE”.
How long can this continue? Simple answer, as long as the terms are followed and as long as it takes, until the Agreement is in “Default” or signed off as, “Complete According to Terms of the Agreement.” As we’ve seen, this has taken a World Court and Federal Courts, to mandate. Both have had their say and made rulings. The banks are pretty much doing what they have to all while earning their fees. No problemo. The courts are doing what they can.
It’s a push using all Lawful Means, with all “i’s dotted and t’s crossed”, and no errors or mistakes can be made. The penalty for failure is just too steep and the cost too dear.

He pointed out that "refusing to pay what they owe harms citizens and accumulates debts on them and exposes them to dire legal consequences. It is the duty of advice to speed up payment in order to preserve public money, in addition to giving the opportunity to the rest of the citizens to benefit from the services provided by the bank from the returns of installments and lagging money."
The statement stressed that "the bank continues to provide various types of services and facilities for those wishing to obtain apartments in the Basmaya residential complex, in addition to loans for small projects, construction and restoration loans, car loans, in addition to investment loans and other services."

Only when we have Green Light audits of all participants accounts, and the verified compliance with all entities met, only then are we truly free of these chains that bind.

Sector-focused consultations to support sustainable and inclusive development in the poultry and tomato value chains in Iraq were held in Basra and Mosul on 4 July 2021.
These consultations will be instrumental in elaborating national strategies for the two sectors. The poultry and tomato sector strategies will serve as a compass for the Government, private sector and development partners to improve the competitiveness of farmers and small and medium enterprises in these two sectors, contributing to the national pathway towards sustainable food systems, inclusive growth and job creation for Iraq citizens.
Aligned with national planning frameworks, the strategies will specify clear priorities eventually producing a concrete five-year plan of action (2022-2026) that will not only define roles for implementing institutions but also provide an implementation management framework.
Public sector and private sector representatives including farmers, input suppliers, processors, wholesalers, traders and retailers and agri-support business services participated in the consultation sessions. They discussed the current situation and the future opportunities in developing the tomato and poultry value chains.
butterfly The sessions provided a platform for engaging into realistic priority setting based on understanding market trends and requirements, and for discussing how inter-institutional cooperation can be improved to provide the necessary enabling environment for sustainable growth of the sector.
The International Trade Centre is facilitating the elaboration of the poultry and tomato sector strategies within the framework of the European Union-funded project, "Strengthening the agriculture and agri-food value chain and improving trade policy in Iraq" (SAAVI) under the leadership of the Government of Iraq.
Mr. Eric Buchot, who leads the International Trade Centre project in Iraq said:
"As we work with our partners to strengthen agribusinesses in Iraq, we are grateful for the opportunity to hear from representatives of the government and private sector including farmers. The most effective way for the private sector to make its contributions is as part of such integrated and comprehensive strategic approach that involves government, food chain partners and development agencies."
The EU Ambassador to Iraq, Mr. Martin Huth said:

These consultations build on approximately 18 local group consultations that were held with farmers and small businesses including women-owned businesses in Ninewah, KRI, Basrah, Thi Qar.
More than 500 competitiveness surveys focusing on agribusinesses and farmers have been completed throughout the country. Over 3000 interviews were conducted at the national level with consumers as well as with representatives from various stakeholder groups, such as traders, wholesalers and retailers, to help better understand market demand, identify areas of improvement and market opportunities.

Al-Zawraa newspaper, which is issued by the Iraqi Journalists Syndicate, followed the issue of addressing the housing crisis and distributing residential land to those who deserve it.
In this regard, she referred to the statement of the Cabinet Secretariat's spokesman, Haider Majid: "The government is determined to address the housing crisis in Baghdad and the provinces. And there is a directive by the Prime Minister to take care and give priority to the issue of providing residential plots to citizens in Baghdad and the provinces."

The newspaper said: "The Committee on Labor, Social Affairs, Immigration and Displacement in the House of Representatives is about to finalize the retirement and social security law next week, after meeting with the International Labor Organization to match the paragraphs of the law with international laws."

Our correspondent explained that 18 banks and 14 exchange companies cashed $40,000,080 million, while the remaining sums went to boost funds abroad in the form of credit and non-cash transactions with 33 banks meeting those demands.

Islamic State cells continue to target Sunni areas while armed groups thought to be close to Iran step up attacks on facilities hosting international coalition forces.
butterfly July 11, 2021 Islamic State (IS) remnants continue to make their presence known in mostly Sunni-majority areas in Iraq, including an attack earlier this month on fishermen near the Haditha Dam, not far from the town of the same name that was under siege for over a year during the battle against IS.
Iraq officially declared victory against IS in December 2017, after the last urban center in the country — Rawa in western Anbar — had been retaken from the international terrorist group the previous month.
Haditha, known for its Jughayfa tribe and fierce tribal fighters as well as a massacre of civilians by US Marines in November 2005, and an attempted coverup later subjected to a lengthy investigation, never fell to the international terrorist group.
A fighter from a local Sunni Popular Mobilization Unit (PMU) in the region who did not want to be named told Al-Monitor July 8, "Four fishermen had been killed in the attack by three IS in a pickup truck."
The mayor of Haditha said that five others were injured in the attack, which occurred about 200 kilometers (124 miles) northwest of Baghdad.
The most prominent sheikh of the dominant Jughayfa tribe in Haditha, Sheikh Awwad, told Al-Monitor in a WhatsApp exchange that the IS fighters who attacked the fishermen had "fled but are located in the Jazeera area in underground tunnels. They receive supplies and fuel via the Haditha lake opposite from Reyhana."
Reyhana is a town that is administratively part of modern Anah. Ancient Anah was located nearby but was flooded under an artificial lake created by the Haditha Dam. The dam is the second-largest hydroelectric contributor to Iraq’s power system after the Mosul Dam and was completed in 1987.
butterfly During the 2017 fight to retake Anah, Reyhana was the hardest area, local fighters involved in the battle had told Al-Monitor at the time, due to the concentration of IS foreign fighters. It was heavily damaged in the battle and by airstrikes as appeared in reporting from the town afterward.
The Jughayfa sheikh said that he believed IS fighters were the ones sabotaging power lines in Anbar.
In early July, IS claimed responsibility for improvised explosive device attacks targeting Iran-aligned armed groups on the road between Qaim and Akashat, allegedly killing one and wounding two others.
The small town of Akashat, mainly known for its phosphates quarry and uranium ore production facility, is in an area running alongside the Syrian border south of Qaim to near Rutba under the control of the PMU and difficult to access for anyone not associated with them. Al-Monitor has on previous trips to western Anbar been refused access to this area.
Armed groups believed to be linked to Iran have in recent weeks intensified attacks on bases hosting US-led international coalition forces as many power lines as well as energy imports from Iraq’s eastern neighbor have been cut amid suffocatingly high summer temperatures.
Some have posited that Iran-linked groups are behind the multitude of attacks on power lines and facilities in recent weeks. Given Iran’s concurrent halt to energy supplies for Iraq, they claim it may be a way for Iran and groups linked to it to apply pressure on Iraq.
The largest danger to both local forces and international ones on the ground no longer seems IS, some security sources in Anbar contacted by Al-Monitor said, despite continuing but sporadic attacks targeting local fighters, security forces and others.
butterfly Rocket and drone attacks have targeted the Ain al-Asad base, which hosts international forces, in the Sunni-dominant western Anbar region, at least four times in just over a month — June 6, June 20, July 5 and July 7.
After the latest attack, coalition spokesman Col. Wayne Marotto tweeted that two "personnel sustained minor injuries. Damage still be assessed" and noted that, "At approx. 12:30 PM local time, Ain Al-Assad Air Base was attacked by 14 rockets. The rockets landed on the base & perimeter. Force protection defensive measures were activated."
Marotto told Al-Monitor in response to emailed questions that the Iraqi Security Forces (ISF) and "coalition believe these rockets were fired by outlaw militia groups," and that Defense Ministry spokesman Maj. Gen. Yehia Rasoul had "released a statement calling the perpetrators terrorists and enemies of the Iraqi state," while Joint Operations Command spokesman Maj. Gen.
Tahseen al-Khafaji had said, "The rocket attack violated Iraqi sovereignty and put in harm’s way Iraqi civilians and troops from the ISF and Coalition." The Iraqi Security Media cell tweeted that some of the rockets at the launch site were not shot at the base and ended up exploding, damaging local homes and a mosque.
Marotto said, "Due to operational security, we don’t provide details of where we place force protection systems or operational details of force protection." He added, "We want to ensure there is not a resurgence of Daesh [IS]. Both groups — outlaw militia groups and Daesh — are a threat to the mission of OIR, to defeat Daesh."
