Shafaq News / Iraq’s Parliamentary Economic and Investment Committee confirmed, on Thursday, that the exchange rate of the Iraqi Dinar against the US Dollar will remain the same until 2025.
"It was supposed that the new exchange rate will remain for one year, but the agreement of the political forces and the government breached the agreement that said the exchange rate of the dollar remains the same until 2025." the Committee member Nada Shaker Jawdat said.
“For this, the prices rose by 25%." She said “Prime Minister Mustafa Al-Kadhimi, the Minister of Finance and the Governor of the Central Bank have dared to change the exchange rate because they have a political approval," Jawdat continued.
Last December, Iraq’s central bank increased the sale price of U.S. dollars to banks and currency exchanges to 1,460 dinars, from 1,182 dinars, seeking to compensate for a decline in oil revenue due to low crude prices.
The central bank of Iraq said the key reason behind the dinar’s devaluation was to close the gap of widened 2021 budget inflation after a collapse in global oil prices, a major source of Iraq’s financial resources.
On March 2021, the Iraqi parliament voted on the first article of the budget law, which included to adopt the dollar exchange rate of 1450 dinars per dollar.

The research division at the Organization of the Petroleum Exporting Countries, whose 13 members sit on 80% of the world's crude oil reserves, produced an internal briefing document on the IEA's report, a copy of which was seen by Reuters.
"The claim that no new oil and gas investments are needed post-2021 stands in stark contrast with conclusions often expressed in other IEA reports and could be the source of potential instability in oil markets if followed by some investors," OPEC's report said.
OPEC also said a scenario in the IEA's report could affect how companies invest and limit demand for oil. The producer group currently forecasts oil demand will recover strongly this year and continue rising until the 2030s.
"While the NZE (net zero) Scenario seems overly ambitious in terms of assumptions and results, it will certainly influence investment decisions, which may curb demand (growth) for fossil fuels such as oil and gas, as many policymakers and oil & gas companies use the IEA's scenarios for their strategic planning," OPEC said.
OPEC made the further point that for many developing countries, the route to net-zero emissions without international help was not clear and they would need technical and financial support to get there.
"Without greater international cooperation, global CO2 emissions will not fall to net zero by 2050," OPEC said.

sandyf @Dave sandyf going to call this new Iraqi currency IQN......? - It is up to the ISO what designation would be used for the new currency in the event of a redenomination, that would be issued about 4 months prior to implementation. Convention is they take the next letter from the name of the currency but IQI would be phonetically unacceptable so there is a good chance it could be IQN, or possibly IQA.

sandyf @BobbyC butterfly I think what SandyF is missing is at what rate will the new (ld's) co-exist with the new currency (hd's) If Iraq issues the LD's, we have a re denomination. - I am not missing anything, I posted a document on how it operates but if you are not interested in facts that is up to you. Iraq would have to pass a Bill through Parliament to implement a redenomination, any change to the monetary unit is a government matter, nothing to do with the CBI.

The field's oil production rate averaged 1.392 million barrels per day (bpd), despite the impact of COVID-19, a budget reduction and compliance with instructions from BOC to reduce oil production, which reflected OPEC+'s request for Iraq to curtail oil exports.
The year's strong performance has been attributed to the dedication of the field's workforce (which is 96% Iraqi) to adapt to and overcome major new challenges. These included a revised and reprioritized production strategy, which benefitted from the strong foundations laid in previous years to modernize facilities, optimize wells and deploy advanced technologies.
Basra Oil Company (BOC) Director General, Mr Khalid Hamza Abbas, said:
"Rumaila's achievements in 2020 deserve great recognition, not least within the context of the global pandemic. My thanks go to every member of staff who did his or her utmost to ensure the field continued to serve the nation at this most difficult time."
Rumaila's 2020 achievements included record-breaking levels of water injection, averaging 1.35 million bpd of water - volumes never previously seen at the field. New digital technologies were deployed to maximize efficiencies; 21 new wells were drilled, 115 wells were optimized or renewed, and almost 7,000 well services jobs were conducted to further maintain production, while preventative maintenance and repairs ensured the continued performance of ageing facilities.
In addition, new projects were initiated to reduce Rumaila's operational carbon emissions, particularly utilizing electricity from the gas-fired Rumaila Power Plant, rather than diesel generators, to power some key facilities in the field.

With the onset of the pandemic, global oil demand contracted, resulting in the already low international oil price falling further and causing governments and companies around the world to review their plans. Iraq was no exception and resulted in the ROO's annual budget reduced by around 30%, with adverse impacts on some development projects and well and production-raising activities.
In addition, government-requested curtailments averaged 55,000 bpd over the course of the year, partly in response to Iraq's compliance with OPEC+'s request to reduce the country's overall oil exports.
2020 was therefore a year defined by COVID-19. It has always been ROO's commitment to place the health and safety of staff members above all other considerations. COVID-19 therefore required multiple preventative and responsive activities to limit the transmission of the virus. Field personal protective equipment (PPE) was sourced and distributed, including 300,000 sets of gloves, 20,000 masks, and 1,300 units of hand sanitizing products.
Two new clinics were established; additional respiratory and life support equipment were secured; 4,370 diagnostic tests were carried out; contact tracing was instigated after each suspected and confirmed COVID-19 case, and wellbeing initiatives were introduced.
butterfly Operationally, the field had to adapt to major disruptions to the way everyday work was delivered. Field staff had to contend with working fewer, yet longer shifts patterns; movement was restricted at Rumaila headquarters which is staffed by a limited number of Iraqi and international colleagues who all adhered to strict quarantining protocols on arrival; hundreds of Iraqi and expatriate staff adapted to working from home.
A new IT terminal server enabled staff working remotely in Basra and around the world to securely access emails, files and industry applications, while the number of videoconferencing users increased 960%.
ROO Deputy General Manager, Hussein Abdul Khadim Hussein, said:
"With the virus making its way to Iraq, we knew we had to do everything we could to keep our people as safe as possible while at work. We also had to move quickly, to ensure that the day-to-day operation of the entire field could be maintained, so that Rumaila could continue to deliver for Iraq. The human cost of COVID-19 has been felt by everyone at Rumaila; to everyone affected, we extend our deepest sympathies."

This is because the exigencies on the ground in developing oil-exporting countries do not support the mechanism described under the Dutch Disease; therefore, the phenomenon cannot be used as a directive for policy measures in these countries.
UNEEK For example, given the exchange rate, and, because of unemployment and disguised unemployment, movements of production factors are neither constrained nor do they produce the effects postulated under the Dutch Disease in these countries.
Second, Iraq’s economic failure is caused by a combination of external and internal factors; including war damages caused by ISSIS, irrigation water problems, fall in oil prices, lack of foreign investment, economic mismanagement, corruption, socio-political instability, and a bloated public sector chronically pursing ineffective economic policy.
These problems cannot be dealt with by manipulating the country’s exchange rate.
They call for stability, sound economic policies, suitable and effective development strategy that can engage the country’s institutions and production forces in creating wealth and generating taxes.

Negative news over the past week has dampened sentiment for bitcoin.
On May 12, Tesla CEO Elon Musk said the electric carmaker had suspended vehicle purchases using bitcoin, citing environmental concerns over the so-called computational “mining” process. This is where high-powered computers are used to solve complex mathematical puzzles to enable transactions using bitcoin.

Noting that "the parliament has the power to present requests to lift immunity during the sessions of the ongoing legislative season and vote on them or not."
He explained, "There are some exceptions related to requests to lift immunity during the legislative holiday of the House of Representatives, whereby the Speaker of Parliament has the authority to send the letter of lifting the immunity of the representative concerned to the judiciary to record his testimony."

The Director General of the Ministry's Public Health Department, Riyadh Abdel-Amir Al-Halfi, said in a press statement today, Tuesday: "The infection rates have begun to be waived and we expect to continue in the next two weeks, but the third wave is the next challenge, and the matter in preventing it depends on the average number of recipients of anti-virus vaccines."
He pointed out that "the Ministry of Health has contracted large quantities of the Pfizer vaccine, and the American company’s supply to Iraq will double in July by 10 times what we currently receive, and perhaps there will be a shortage of vaccines in the month of June."
He continued, "Our arrival to vaccinate 14 million people, as it represents 60% of those targeted in the people, and we aspire to vaccinate 24 million," stressing that "no dangerous side effects were recorded among the recipients of the vaccine."

Economists who studied the reasons for the low per capita growth of GDP in developing countries that rely on revenues from abundant natural resources, (called 'resource curse'), found it was actually caused not by high exchange rates, but by wrongly conceived economic policies over a long period of time.
We will visit this point again at the end of the paper. Meanwhile, and until recently, monetary economists in Iraq explained the fall in the Dinar exchange rate against the Dollar (a change within the expected norm) as a passing event caused by falling oil prices, and trepidation in the markets in the wake of COVID-19.
This explanation whilst went some way toward dampening the need for currency devaluation for a while, it didn't help the Iraqi Government to raise the cash it needed to meet its obligations. Recently, the Government had to reduce the Dinar exchange rate against the Dollar considerably to increase the Dinars it receives from the Central Bank in exchange for the Dollar it receives mainly from oil exports. Six years passed since the Iraqi government launched its Private Sector Development Strategy 2014-2030, aiming to reform regulatory frames and market conditions towards private sector-led growth. Several international partners (including UNDP, World Bank, GIZ, and USAID) also attempted to help realize some goals of the strategy.
Along with the strategy, Iraqi leaders have always been advised to diversify the rentier economy to cope with their challenges of unemployment (at 13 per cent) and poverty (at 31.7 per cent), but things are not moving forward.
The economy is still heavily state-dominated and crude oil-dependent, whereby oil revenues constitute more than 98 per cent of exports, 63 - 67 per cent of GDP, and up to 93 per cent of Federal Budget revenues.
What has hindered the private sector development (PSD) strategy remains as a set of institutional challenges. Although most of the challenges are technical, they can be addressed once a reformist political leadership is in charge.
This article is an attempt to find out how the institutional challenges hindered the PSD strategy, assuming that institutions enforcing laws and regulating the private sector matter for economic growth. It also suggests some policy recommendations that could help to tackle the challenges given the current potentials and political constraints. butterfly KRG Invests in Major Wheat Industry Project........18th May 2021........As part of its efforts to transform the Kurdistan Region into a competitive producer, the Kurdistan Regional Government has invested in strategic projects to strengthen and expand the region's agricultural sector and food industry.
One of these landmark projects is the Wheat Marketing Project, which Prime Minister Masrour Barzani launched on Nov. 1, 2020 as the first step toward a self-sufficient and sustainable economy.
This major industrial project will begin to meet half of the Kurdistan Region's domestic demand for flour and other food products, including all of the Erbil Governorate's flour demand. The sophisticated network of factories, silos, and packaging plants will create an estimated 3,500 new sustainable jobs, including opportunities in automation and technological advanced laboratories.
Six months after being launched, the project is now 70 percent completed. It has also already provided jobs for more than 450 people, who are mostly local.
The Kurdistan Regional Government will continue to support the Kurdistan Region's farmers and ensure they are provided every opportunity to thrive in a competitive market.
The project covers 1200 dunam and it includes the construction of:
40 silos each can take 5000-ton grain, 16 silos have already been built and can receive grain;
2 flour factories, with the capacity to process 1000 tons of grain per day each;
A post-harvest factory for cleaning, sorting, and packaging wheat for farmers;
A bulgur and couscous factory;
A macaroni factory;
A fodder factory;
A biscuit and instant cereal factory;

The CBI did not say anything about increasing the purchasing power of the IQD, they said increase the purchasing power of the dinar. Two different things, the "Dinar" is the monetary unit and the IQD is the currency that represents the monetary unit.
In a redenomination a new currency will represent the monetary unit and the IQD will no longer be the national currency, or recognised outside Iraq. Both currencies will be used in country for a period of time and then the superseded currency will only be redeemed at banks.

Private Sector Development: Iraq's Long-lost Solution
Six years passed since the Iraqi government launched its Private Sector Development Strategy 2014-2030, aiming to reform regulatory frames and market conditions towards private sector-led growth. Several international partners (including UNDP, World Bank, GIZ, and USAID) also attempted to help realize some goals of the strategy.
Along with the strategy, Iraqi leaders have always been advised to diversify the rentier economy to cope with their challenges of unemployment (at 13 per cent) and poverty (at 31.7 per cent), but things are not moving forward.
The economy is still heavily state-dominated and crude oil-dependent, whereby oil revenues constitute more than 98 per cent of exports, 63 - 67 per cent of GDP, and up to 93 per cent of Federal Budget revenues.

Iraq has been talking about redenomination from around 2006 but it is a very difficult thing to get through any parliament, it has been stalled in Indonesia for many years. Once the Bill is approved takes about 2 years to implement so certainly not going to happen any time soon.

Where I went in Laos, they would take lao Kip, Thai Baht or USD, If USD was used the change would either be Kip or Thai baht. Cambodia is even more of a dual currency country, ATMs that take foreign cards dispense USD, you can only get local currency with a local card.

The theory behind the "RV" is that when the US DOLLAR is trashed and people lose half to 80% of the value of their money in this country, it will be offset by gains in the value of other world currencies. So, you are being told to invest in the currencies of other countries, because once "the RV" occurs, their gains will more than offset your losses.
In theory.
Of course, putting all your money in other currencies weakens the US DOLLAR and so, you are stupidly participating in the demise of the currency you have been using and investing in all these years, albeit under the force of Legal Tender Laws--- which is another story you can chalk up to the U.S. Military.
butterfly Some of these foreign currencies, in theory, stand to gain much more value than others, because the countries involved have assets (like minerals or archeological sites) that have been discovered or developed in the years since 1941 --- the last time that an RV-like event and worldwide asset accounting process occurred.
Those responsible for trashing the US DOLLAR --- mainly military officials who are supposed to be guarding our nation's money for us --- have been promoting the RV as an "answer" for their own gross mismanagement ever since 1863 when Lincoln appointed them to be responsible for our money.
Refer to the very first Executive Order ever issued --- General Order 100, also known as the Lieber Code, issued in March of 1863, one day prior to Lincoln declaring the Northern State-of-State organizations bankrupt. The U.S. Army took over as the Territorial Government at that point and has been in control of the money ever since.
It has been under their auspices and on their watch that so much terrible fraud and theft and abuse of the people of this country has occurred, so don't for a moment think that our military can escape this debacle with clean hands. They have had their paws in our cookie jar since 1863 and much of what we and the rest of the world have suffered is directly related to them and what they have done or failed to do.
The proposed ArVee is no different.

And it is just as criminal as all that has come before it.
The U.S. Military and their crony pals working the storefront in Washington, DC, have the most powerful commodity rigging scheme in place that anyone has ever attempted: The Exchange Stabilization Fund.
Using this mammoth stockpile of foreign currencies, they can undermine any economy and "blow out" any currency worldwide, at will.
They have been using this tool to conduct Economic Warfare since the inception of this scheme, and the ArVee is just the latest bit of their self-interested criminality on display, despite all the "secrecy" and elbow-jabbing associated with it.
Obviously, with the world currency markets rigged to the teeth, there is no actual value in any of the currencies. They are all arbitrary. Some jackass sitting in a leather club chair in London and his buddies sit down over a glass of Scotch and out of thin air, decide the exchange rates of world currencies, and whether or not people in Nigeria starve this winter.
It has nothing whatsoever to do with value or abundance of commodities or anything else. It's just digits and stockpiles and petty little men playing "god".
