He explained: The aim of holding the elections is to restore confidence in this democratic process and keep the spoilers out of the political process.   Early elections are scheduled to take place on the tenth of next October.

Mosul women seek to erase their painful memories of IS by holding various activities for women.

butterfly  April 26, 2021  A bike marathon for women was held in Mosul April 12, with the participation of over 300 young women from the city. It is the second women's bike marathon after the first was organized by women’s organizations, with the same number of participants, on March 13, 2018, about eight months after Mosul was liberated on July 10, 2017.

After the Islamic State (IS) seized the city, the women of Ninevah governorate faced violence and persecution, since freedom of opinion and expression was restricted, and they could not move freely from one place to another on their own. They lost all their freedoms and rights and were denied access to health care and education.

The Hisbah (morality police) office’s first decisions targeted women, forcing them to wear the niqab. Muslim women wear this piece of cloth, which covers the face and is often black, with the abaya to completely conceal the features of a woman’s body except for the eyes. In addition, clothing considered indecent and cosmetics were banned.

Once the city was liberated from IS, the women of Mosul were able to participate in youth competitions and events and hold art exhibitions to express the painful memories of the IS control of the city.

Saja Sabah, a 21-year-old woman participating in the marathon, told Al-Monitor that by organizing and participating in such events, the women of Mosul are trying to send a clear message to IS that they are not afraid of practicing their hobbies and have the strength to eradicate extremism.

Sabah said that these kinds of activities for women motivate them to embrace freedom and peace, away from IS’ beliefs.

Estimates indicate that Mosul had over 7,000 widows after IS was expelled, in addition to a large number of women who had lost the breadwinner of their family during the military operations in the city.

butterfly  Social researcher Siham al-Shujairi told Al-Monitor that the activities in Ninevah are the “first space” for Mosul women to regain their freedoms after being liberated from the harsh life during IS' control.

She said, “Mosul women love life. They are giving and creative, and do not think about the extremist ideas that IS believes in. Through these activities, the women of Mosul will seek to solve the psychological complexes that the group had implanted in them, and rebuild their personalities with innovation and creativity, as well as participate in sports and arts activities at various levels.”

Shujairi noted that holding these activities in the future will motivate the women of Mosul and make them stronger and bolder to eliminate extremism, and to assure the world that they are against terrorism and have triumphed over the dark era that IS had brought upon them.

Ayad al-Tawafan, military expert and retired brigadier general in the Iraqi army, told Al-Monitor that the participation in activities such as bike marathons or art exhibitions confirms the love for life of the women in Ninevah governorate. “They have sent a clear message to IS that they will fight extremism, terrorism and intellectual intolerance, contrary to what it [IS] wants,” he said, describing the bike marathon event as a “great achievement” and the first step to leaving IS’ ideology behind and getting rid of it altogether.

He called for an increase in such activities in the future, especially arts, music and literature events, to eradicate IS intellectually, now that its presence has been eliminated militarily.

At the same time, Tawafan proposed to eradicate extremist ideology and raising awareness among the youth by emphasizing civil urbanization, humanitarian work and youth activities, especially those related to women who were viewed by IS as second-class citizens.

butterfly  Speaking to Al-Monitor, Faten al-Ali, a presenter at a TV channel in Mosul who started working after IS was eliminated, echoed Tawafan’s belief that women have greater freedom now than during IS' control of the city between 2014 and 2017, and even prior to 2014.

She complained about the lack of government support for youth activities, especially those related to women, calling on the Iraqi government as well as the local authorities to support women to continue organizing and taking part in sports, arts and music events.

Ali called for the need of establishing feminist associations and unions concerned with women's issues, their activities, their intellectual creativity and their talents in order to continue such social activities that stimulate female creativity.

Alaa al-Azzawi, a civil activist and head of the gender department at Oxfam, a British organization, in Ninevah, told Al-Monitor these activities are clear and direct messages to IS from the women of Mosul that they have overcome extremism and are fighting it intellectually with activities that the group was rejecting.

Azzawi criticized government agencies for not supporting women to hold social activities, noting that these activities are organized exclusively with the diligence of women and with the support and encouragement of civil society organizations that have contributed to changing many extremist ideas in Mosul, especially with regard to women's rights.

“Between cartels of corrupt political officials, businessmen, and militia who distribute state-destined funds amongst themselves as well as a recent ruling from the International Center for Settlement of Investment Disputes (ICSID) which only serves to implicitly endorse the status quo and entrench venality even further, the situation is hardly confidence-inspiring. Among the international investment community, whose help is sorely needed to help rebuild the country's crumbling economy, and is increasing the pressure on a PM elected on a platform of anti-corruption promises.”

Between 2004 and 2016, those on the payroll of the state ballooned from 850,000 to between seven and nine million, with all the top-ranking jobs doled out to the well-connected elite.

“It's not just in government that jobs are dished out unfairly or sold to the highest bidder, either. The crooked customs setup is so profitable that, according to the AFP report, minor clerks will pay bribes of up to $100,000 to station themselves in lucrative outposts, in turn accepting their own bungs to falsify documents, under-declaring quantities, and misrepresenting cargo loads.

To place the scale of the subterfuge in some sort of context, the Iraqi government collected $818 million in duties in 2019, which was itself lauded as a significant improvement on the $768 million gathered the year prior. The actual figure that should be paid in customs is closer to the $7 billion mark.” Devdiscourse said.

“Unsurprisingly, this has had a significant knock-on effect on the country's population, with unemployment at 31.7% and poverty reaching 40% last year. And people are angry – a recent poll found 82% of Iraqis are concerned or very concerned about top-level corruption, and mass protests have become a regular occurrence.

That volatility is an unattractive prospect for potential overseas investors in the first place. But when the government's own machinations are taken into account, Iraq becomes a no-fly zone for FDI interests altogether.”

“The Agility case has garnered lots of international attention since it first began and is the main factor in explaining why Iraq has recorded falling FDI inflow for eight years running. With foreign investors in fear of arbitrary seizure of their assets, it's easy to see why Iraq was placed at 172nd out of 190 countries on the Doing Business rankings in 2020.”

On the role of the Prime Minister Mustafa Al-Kadhimi, the Platform pointed out that “the damage to investor confidence threatens to hurt the Iraqi economy even further, at a time when its unhealthy dependence on the oil industry has already been shaken by plummeting prices and a coronavirus-related drop in demand. Indeed, PM Mustafa al-Kadhimi is now fighting fires on several fronts, though the corruption saga remains the common denominator in all of them and the biggest priority on his agenda given his strong stance on the subject before his election.”

Shortly after taking office in May last year, he set up a committee to address corruption throughout the political system, with no fewer than seven officials arrested in the first three weeks of its operation. Two months later, one of his own inner circle was also detained, demonstrating his integrity, even-handedness, and determination on the matter.

However, although his most recent string of arrest warrants is another escalation in the anti-corruption fight, individual arrests are akin to trying to quench an inferno with a water pistol. What's really required is comprehensive systemic reform, which even his own senior advisors have admitted may well be beyond the beleaguered PM.”

“Whether or not that pessimistic prognosis will turn out to be accurate, al-Kadhimi has his work cut out for him. Iraq is the 20th most corrupt country in the world, loses billions of dollars in unpaid taxes to bent lawmakers and lawless gangs, hosts up to 40,000 armed men who harbor more allegiance to neighboring Iran than they do to Baghdad and it regularly witnesses violent civilian unrest. A tall order is an understatement.” Devdiscourse said.

“Nonetheless, al-Kadhimi must somehow plot a route through the chaos. Doing so will involve the apprehension and removal of rotten apples in the political system as he has already instigated, but it will also demand greater engagement with civil societies dedicated to fighting corruption and the creation of a stronger, confident state that will quieted the concerns of the international investment community. The road ahead is a perilous and protracted one, but al-Kadhimi must now step up and show that he is the right man to lead the Iraqi people along with it. “

butterfly   2021-04-26 15:26   Shafaq News/ Abdel Halim Khaddam’s political career witnessed a major part of the story of Syria in recent decades.

The late Khaddam, who was known as Abu Jamal, occupied several positions and witnessed major events in Syria and the region, since the Baath Party took over power in 1963 until he left the country and announced his defection from the regime in 2005.

During decades of political work, Abu Jamal assumed different responsibilities. He was governor of Hama at the moment of the conflict with the Muslim Brotherhood in the early 1960s and governor of Quneitra when it fell at the end of that decade.

He was minister of Foreign Affairs, then Vice President during Syria’s expansion in its neighboring country, to the extent that he was called “the ruler of Lebanon.” The Lebanese file remained in Khaddam’s custody until 1998, when Assad transferred it to his son, Dr. Bashar, who had returned from London after the death of Bassel, his older brother, in 1994. Neither Khaddam, nor his allies in Lebanon, were comfortable with the new decision.

With the decline of his political role in Damascus, Khaddam resigned from his position as vice president but remained member of the Baath Party’s central leadership. After that, he went to Lebanon on his way to exile in Paris, where he lived until his death last year.

butterfly   Following the assassination of former Lebanese Prime Minister Rafik Hariri in February 2005, Damascus was subjected to a regional and international isolation. On Sept. 30, Khaddam announced his defection, accusing the Syrian regime of “killing a friend, the Lebanese prime minister.”

In his exile, he formed with the Muslim Brotherhood led by Sadreddine al-Bayanouni, the Salvation Front coalition to oppose the regime. In Damascus, he was accused of high treason and his property was confiscated.

Khaddam did not play a prominent political role after the 2011 uprising, as he devoted his time to writing his memoirs. In 2003, he published a book on his political views and position on democracy and freedom, entitled: “The Contemporary Arab System.”

Asharq Al-Awsat went through Khaddam’s papers and documents and will begin on Monday publishing chapters from his memoirs, in a series of episodes on key stages of Syria’s history.

Khaddam recounts that after the death of President Hafez al-Assad, his son, Bashar, assumed power and focused on relations with Iraq. Syria exerted efforts on the Arab and international scenes to defend the Iraqi regime against the aggressive acts committed by the United States.

During that period, Bashar received a number of Iraqi leaders, including those who were the most hostile to the regime in Syria and Iran, mainly Ali Hassan al-Majid and Taha Yassin Ramadan. Thus, Syria moved from working to topple the Iraqi regime, to defending it in Arab and international forums, at a time when Iran, through its allies in the Iraqi opposition, sought to get rid of Saddam Hussein.

butterfly   An Iraqi opposition conference was held in London under Iranian and US sponsorship. The Iranian side was represented by a senior intelligence official with an accompanying delegation, and the US side comprised three members of the Central Intelligence Agency (CIA). The two delegations worked for the success of the conference, which took a set of decisions that America used to cover its war.

With the intensification of the US campaign, the mobilization of forces in the region, and the inability of Washington to persuade the Security Council to adopt a resolution supporting its action against Iraq, it became clear that war was inevitable, which raised concern in Syria about the conflict spreading to its territories.

Consequently, Bashar went to Tehran, accompanied by Khaddam, to discuss the situation with the Iranian leadership and work to unify the stance in the face of the mounting tension.

“We went to Tehran on March 16, 2003. Upon our arrival, we held talks with President Muhammad Khatami, and then the Iranian supreme leader Ali Khamenei,” Khaddam says.

The following are excerpts from the minutes of meetings in Tehran:

butterfly   “What can we do shortly before the war? And what will we do in the event of a war that will last for a long time, and perhaps for years?” Bashar asked.

Khatami replied: “These are correct and timely questions… Let me explain it to you. I held two meetings: the first was with Russian Foreign Minister Igor Ivanov, and the second was with French President Jacques Chirac. Mr. Chirac initiated, and the call lasted for half an hour. The two men are worried that Iraq will be attacked, but their concern was greater than that, and both of them expressed that the war would break out soon.”

The Iranian president continued: “The decisive victory that America can get is to shorten the period of war and claim victory in a short time. However, if the period is prolonged, America will lose. It is sufficient for the bodies of American soldiers to return to America for the US public opinion to turn against President George W. Bush. So I don’t think America will be able to end this war.”

Khatami told the Syrian officials that the other issue he raised with Chirac was that the war would increase the wave of violence in the world.

“America in Afghanistan did not achieve its goal of eliminating the former (al-Qaeda) leader Osama bin Laden, rather it made him a hero. Now, it is producing another hero named Saddam, and the wave of extremism will increase. Chirac agreed with me, but he said that the Americans were not people from this region,” Khaddam quoted Khatami as saying.

Bashar returned to the conversation, saying: “We are the country that stands the most with Saddam, but he merely coordinates with us. It is a strange system that lives in another world.”

butterfly   “As Syrians and Iranians, how can we deal with the Iraqi opposition? The opposition abroad must be absorbed, but it cannot have a role. We need a wider relationship inside Iraq. For us in Syria, the relationship is weak due to lack of trust between our two regimes,” he remarked.

Kamal Kharrazi interjected in the conversation: “President Khatami proposed the national reconciliation.” Khatami replied: “The problem is that no one liked this idea.”

Bashar noted: “We can give it [the opposition] fake promises, according to the American way. Nevertheless, the issue can be raised with the Iraqi foreign minister. The first problem in the war is Saddam himself.”

The Iranian president added: “All the opposition today is against the US. We must try to push the Shiites and Sunnis to overcome their differences… Turkey has a big role at this stage. Despite Turkey’s commitments to America, I note that the governing group tends to work with us and with the Islamic world. We must be wary of the establishment of a Kurdish state, and the idea that the Kurds of Iran are Iranians, the Iraqi Kurds are Iraqi, and the Turkish Kurds are Turkish. In this regard, the Turks must be reassured and their fears dispelled.”

Following the meeting with Khatami, the two Syrian officials met with supreme leader Khamenei, “who started the conversation, welcoming us, hoping that the visit would be beneficial to both countries.”

Bashar replied: “Our conversation today reflected the similarity of views between our two countries. We discussed the issue of Iraq extensively, and there are many analyses. The vision is dark, but the light side is our alliance, our stance and our history.”

"1,000,160,000 equities were traded today at a value of 795,808,000 dinars. ISX60 index ended up at 593.16, 0.62% less than last session's close," the report added.

Iraqiya for dates company, followed by Metal and Bikes company, were the top boosts to the index, notching a 3.77% and 1.72% gain, respectively. In comparison, Iraq's Baghdad for Transportation and al-Ahliya for agricultural products benchmarks index slid as much as -4.99% and -4.76%, respectively.

However, other experts believe that the financial reality prevents the currency float due to the nature of the rentier economy, the lack of diversity of financing sources, as well as the Central Bank's active role in supporting the Iraqi Dinar.

Floating the currency is a complete liberalization of the currency exchange rate, with no interference by the Government or the Central Bank, but is automatically excreted in the currency market through the supply and mechanism's demand that allows the national currency' exchange rate to be determined against foreign currencies.

"The current price of Iraq's currency against the U.S. dollar after its devaluation will continue for a long time, and a full currency float may occur in the future", Finance Minister Ali Allawi stated.

"The Central Bank will work to maintain the current exchange rate level for as long as possible", he said.

The Central Bank is selling the dollar at its daily auction to finance foreign trade, which currently stands at about 200 million dollars, increasing or decreasing on demand.

The International Monetary Fund (IMF) reported that Iraq's economy contracted by 11% in 2020, reflecting a slowdown in economic activities.

The IMF expects Iraq's GDP to return to pre-COVİD-19 pandemic level by 2024.

"It is not permissible to float the currency in Iraq because the market will collapse in this case. He also added, "If the government withdraws, supply will stop, and demand will increase, so the market will collapse. Currency floating is in economies where supply and demand come from the market, and the state intervenes to sell and buy to balance the price with its reserves".

Salih further elaborated, "The problem in Iraq is that the market is asking and that the state is offering. If the Central Bank does not sell the dollar, the whole supply stops, and there would be no other offer, and even if there is another offer, it will not be enough to meet the demand, so prices will rise because demand will be more than supply".

"We don't have free currency trading because there is no real cycle of capital as the state is rentier. The foreign currency in the market's only source is oil sales, and the state's main source of dinars to finance the budget is the sale of the dollar", economist Dhurgham Mohammed Ali told Shafaq News agency.

butterfly  "The talk of floating the currency is unrealistic, and the finance minister is not concerned with managing the country's monetary policy because it is the prerogative of the Central Bank. The real value of the Iraqi currency based on its monetary cover can reach 1,000 dinars per dollar, so putting forward the float issue is unrealistic", he continued.

He also warned, "The formal float of the currency will put it in the hands of party brokers and their banks to manipulate its prices based on their interests".

For his part, Abdul Rahman Al-Mashhadani, a professor of political economics at the Iraqi University, told Shafaq News agency, "If Iraq decides to float the exchange rate of the dinar, for the time being, it will fall to 3,000 dinars per dollar".

"The float policy will not work for Iraq because it lacks both industrial and agricultural bases", he added.

The Central Bank of Iraq has decided to raise the sale price of the dollar to banks and exchange companies to 1,460 dinars - from 1,182 dinars per dollar - to offset the decline in oil revenues caused by the decline in oil prices.

"The Supreme Court will look into the government's appeals, as Article 62 of the constitution grants parliament the power to transfer budget funds and reduce them and not increase them, and the constitution prohibits parliament from manipulating imports and expenditures and limiting its authority to transfer," the source told Al-Furat News.

He added, "The Supreme Court has never responded to a governmental appeal against a parliamentary financial decision," stressing that "the court's decision is binding and will raise the amendments, correct the budget path, return it to the cabinet and apply it, and it does not require a vote by the House of Representatives regarding any amendment to the budget."

He added, "The Supreme Court has never responded to a governmental appeal against a parliamentary financial decision," stressing that "the court's decision is binding and will raise the amendments, correct the budget path, return it to the cabinet and apply it, and it does not require a vote by the House of Representatives regarding any amendment to the budget."

The source expected that "the Federal Court will give priority in considering appeals, and it is not permissible to be slow with them, which is easy to consider and does not need much time to clarify the constitutionality and unconstitutionality of the articles challenged."

The Council of Ministers, during its session held last Tuesday, authorized Prime Minister Mustafa Al-Kazemi to file an appeal with the Federal Court regarding some provisions of the fiscal budget for the year 2021.

Fed Chairman Jerome Powell is likely to repeat Lagarde's message that talk of tapering is premature, which would put downward pressure on Treasury yields and cap the dollar's gains against most currencies.

"Powell has to reiterate the continuation of easy monetary policy just like Lagarde," said Masafumi Yamamoto, chief currency strategist at Mizuho Securities.

"As a result, the dollar is likely to fall against the yen, but the larger trend for the dollar is still mixed. The dollar can still rise against commodity currencies if commodity prices start falling again."

He added in a televised statement that Iraq needs the US forces and the international coalition in order to fight ISIS, pointing out that some groups want to embarrass Iraq and this escalation by targeting Erbil airport with a drone plane does not serve Iraq in general.

He stressed that the previous bombing had arrested the perpetrators in Baghdad and Erbil, and there was good cooperation between Baghdad and Erbil in this regard, and that investigations were continuing in the two operations.

Correcting America's Grand Strategic Failures in Iraq

Press reports indicate that the U.S. is soon to have yet another meeting with Iraq on establishing some kind of future strategic relationship.

Unless this meeting makes a dramatic break with the past, it will be a dismal failure and do more to empower Iraq's divisions and Iranian influence than to serve U.S. and Iraqi interests or to help bring any kind of security and stability to the MENA region.

There are twelve reasons why the U.S. may fail, and all of them are issues that the U.S. has so far failed to address at the grand strategic level.

21st April 2021 in Healthcare The United Kingdom has committed GBP 3 million (approximately US$ 4.1 million) to support the Government of Iraq's response to the coronavirus disease (COVID-19) pandemic, in partnership with the United Nations Development Programme (UNDP).

With this contribution, the United Kingdom joins 12 international partners in supporting UNDP's COVID-19 rapid health emergency response in Iraq. UNDP's response aims to strengthen Iraq's health sector in response to the pandemic, improve access to isolation wards and medical equipment, increase public awareness of COVID-19 symptoms and prevention measures, and provide personal protective equipment to healthcare workers.

Since launching its response in March 2020, UNDP has established 13 purpose-built COVID-19 isolation wards in Anbar (Fallujah and Ramadi), Babil, Basra, Dhi Qar, Diyala, Dohuk, Karbala, Kirkuk, Missan, Najaf, Ninewa and Salah al-Din governorates. Additional wards are being built in Diwaniya, Erbil, Muthanna and Wasit, bringing the total number of supported medical facilities to 17.

UNDP Resident Representative Zena Ali Ahmad, said:

"Containing the coronavirus outbreak is the Government of Iraq's top priority, particularly with the second wave of infections country-wide. UNDP is on the front line, supporting Iraq's national healthcare system to tackle the outbreak. The United Kingdom's generous contribution enables us to boost our support even further as we collectively fight this pandemic."

butterfly  Chinese Company to Develop Iraq's Mansuriyah Gas Field 21st April 2021 in Iraq Oil & Gas News The Chinese company Sinopec (China Petroleum & Chemical Corporation) has won a contract to develop the Mansuriyah gas field in Diyala.

The field, near the Iranian border, is expected to produce 300 million standard cubic feet (Mmscf) per day of gas, which will be used for electricity generation.

In 2010, an agreement had been signed for the field to be developed by Turkish Petroleum (TPAO) (37.5%), Iraqi Oil Exploration Company (25%), Kuwait Energy (KEC) (22.5%), and Kogas (15%). This consortium stopped development in 2014 due to security concerns, and the agreement was reportedly cancelled in 2020.

Under the new 25-year deal agreed on Tuesday, Sinopec will have a 49-percent interest in the field, with Iraq's state-owned Midland [Middle, Central] Oil Company having 51 percent.

The contract may be extended for an additional five years.

According to the Ministry of Oil, Sinopec's bid was he lowest submitted.

The top commander of US forces in the Middle East told lawmakers that he does not foresee a full US withdrawal from Iraq amid continued dialogue with officials in Baghdad.

“That move is not contemplated,” head of US Central Command Gen. Kenneth “Frank” McKenzie told members of the House Armed Services Committee during a hearing on Tuesday.

“I don’t see us withdrawing completely from Iraq in the future,” he said.

McKenzie’s response was prompted by a question posed by Rep. Scott DesJarlais (R-TN) about the potential consequences of removing the roughly 2,500 US troops who remain in Iraq as the core of the multinational campaign against the Islamic State.

The administration of President Joe Biden has moved to reduce the US military's presence in the Middle East as it seeks to counter China’s rise in East Asia. All US and NATO forces, in addition to military contractors, have been ordered to leave Afghanistan by Sept. 11, 2021.

Defense Secretary Lloyd Austin is also leading an internal Pentagon review of the wider distribution of US forces across the globe. The inquiry is scheduled to be completed by this summer.

The Biden administration held the latest round of so-called strategic dialogue with Iraqi officials earlier this month but has thus far avoided publicly stating any clear decision about the future of US troops in the country.

butterfly   A joint statement released by the two governments on April 7 said only that the US-led coalition’s pivot to an advisory role in Iraq has enabled the eventual “redeployment of any remaining combat forces” out of the country. The timing of that move is to be determined in future bilateral discussions, the statement read.

But the US-led coalition has long insisted its mission is strictly advisory. Thousands of American military personnel departed Iraq last year as the coalition pulled out of eight bases around the country in order to focus on mentoring Iraqi commanders at headquarters in Anbar, Baghdad and Erbil.

With the exception of US infantry units conducting on-base security and elite JSOC operators in Iraq’s Kurdistan region, there are almost no American troops left in the country who could be characterized as “combat forces,” according one current and one former official familiar with the matter.

Moreover, the expansion of NATO’s advisory mission in Iraq is likely to require additional US logistical and security support, according to the former official. The US military “will contribute its fair share” to the expansion of NATO’s mission, Pentagon spokesperson Jessica McNulty told Al-Monitor via email in February.

At least some of the mixed messaging out of Washington appears to be aimed at relieving pressure on Prime Minister Mustafa al-Kadhimi ahead of Iraq's October elections. Kadhimi is warding off increased hostility from pro-Iran militias who have sought the expulsion of US forces from the country.

“He’s under death threat. His family is under death threat,” said the former US official, who discussed the matter on condition of anonymity.

butterfly  A convoy of Shiite militiamen armed with automatic weapons and RPGs paraded through central Baghdad ahead of this month's round of strategic dialogue, openly threatening to cut off Kadhimi's ear.

So far, the assurance of further US troop reductions appears to have found at least some audience among pro-Iran factions in Baghdad.

“Provided that their numbers, missions and whereabouts are known, there is no objection to the presence of advisers for training and development purposes,” said Mahmoud al-Rubai, spokesperson for a political wing of the pro-Iran Asaib Ahl al-Haq militia, in a statement earlier this month.

“We leave the matter to be determined by the competent authorities,” said al-Rubai.

“The militias seem to be taking the win,” said Michael Knights, a senior fellow at the Washington Institute for Near East Policy.

“They don’t actually want a fight with the US, nor does Iran,” Knights told Al-Monitor.

Biden administration officials are in no hurry to pull US forces from Iraq, a risky move that could destabilize the country amid continued coalition pressure on IS and international negotiations with Iran, according to two former officials familiar with recent discussions.

“They’re very hesitant to fully draw down,” the first former official said.

The return of Barack Obama-era veterans of the campaign against IS such as Brett McGurk, now Middle East coordinator at the National Security Council, and Christopher Maier, now the Pentagon’s acting top civilian official overseeing special operations, is likely to help bolster that stance, the former official said.

butterfly  Meanwhile, projectile attacks on coalition positions in Iraq have continued in recent months. Last week an unmanned drone laden with explosives damaged a warehouse at Erbil Air Base, but no injuries were reported.

Two foreign contractors and three Iraqi personnel were wounded on Sunday when rockets hit Balad Air Base, home to Iraq's F-16 fleet.

On Tuesday McKenzie attributed the recent attacks to Iran’s failure to rally political pressure to expel US forces from Iraq following the Donald Trump administration's killing of Iranian Maj. Gen. Qasem Soleimani in Baghdad last year.

“They failed in doing that,” McKenzie said.

“As a result, we’re beginning to see attacks from their Shia groups in the region ramp up, and I think that’s going to continue," the commander predicted.

Al-Kadhimi embarked today, Wednesday, on a visit to the Commission of Investment to keep tabs upon the hurdles constraining the investment sector in the country.

A statement of al-Kadhimi's office to the Prime Minister instructed the Commission to revoke the licenses of any project with a completion rate less than 35%, which amounts to 1128 projects.

Al-Kadhimi instructed the Commission to send warnings to the lagging projects in accordance with the provisions of Article 28 of the Iraqi Investment law.

A committee member, Ali Al-Ghanimi, told Shafaq News agency, "unfortunately, the third round of the strategic dialogue between Iraq and the United States of America did not address the issue of scheduling the American withdrawal from Iraqi lands."

Nor can it afford to allow regional hostilities to play out within its borders. Yet, the Iraqi state remains vulnerable to the whims of its patrons and partners, particularly the United States and Iran.”

Additionally, the report revealed the Trump administration often viewed Iraq through the prism of its rising tensions with Iran. That approach is destined to failure, as it misconstrues Iraqi interests and makes unrealistic demands of the Iraqi political class. It also increases the incentives for Iran to play the spoiler.

While Iran continues to see a stable and non-threatening Iraq as in its long-term interests, it has long been willing to risk short-term instability to pursue more pressing priorities in its competition with the United States.

Iraq, as by the author, has the potential to help bridge current regional divides and establish a functional model of equilibrium. It is where the regional order was shattered, but because of its centrality, its demography an
