Sheila   Zig And since all wars are banker's wars, it would stand to reason, other countries might want to get in on the revaluation and reset their currency based on updated inventory of resources. Metals, oil, gas, rare earth minerals, etc... And it would stand to reason that many countries with these updated resource inventories would want to sit at the adults table. So this perfect storm would be a GCR?

The source informed Shafaq News Agency that Mohammed was stabbed with a knife in front of his home in al-Sulaymaniyah today, and his condition is critical.

Meanwhile, Gorran Parliamentary Bloc said in a statement, "after several threats against the Gorran bloc in the Iraqi parliament, and after information from the federal government security agencies, especially the National Intelligence Service, about assassination attempts against us, we notified the presidencies and other security agencies."

The statement added, "as the cowards and the tails of corrupt parties usually do, treacherous, sinful hands this evening Friday, February 26, 2021, attacked MP Dr. Ghaleb Muhammad Ali with white weapons near his house, causing several injuries and wounds, especially in the face and head," indicating, "he is currently in the intensive care unit."

The Minister, Ihsan Abdul-Jabbar, said in a statement to Shafaq News Agency, "many countries started reducing or casting away reliance on fossil oil because of its low economic feasibility," indicating, "gas and fossil oil will abundant in Iraq in the coming periods."

"Oil demand will drop with the diminishing production capacities of other countries. However, Iraq and some other countries will retain this ability because we have plenty of low-cost oil."

He continued, "this spurs us to invest in the highly-demanded low-cost oil and abandon high-cost fields."

"However, this does not mean we can maintain high reliance on oil revenues to fund the state's budget," he explained, "for instance, a 2.5% population growth means another million citizens, which corresponds to a 7% rise in power requirements. Therefore, it is unreasonable to rely solely on oil. We must seek other resources, like investing in petrochemicals."

Iraqi lawmakers, on November 12, 2020, passed an emergency spending bill to allow the cash-strapped government to borrow as the economy reels from low oil prices.

butterfly  ERBIL, Kurdistan Region — The Iraqi Central Bank announced on Sunday that it has given permission for a “first of its kind” electronic banking service to be rolled out in Iraq over the next few years. The new service seeks to revolutionize the way Iraqis spend money by providing an alternative to the cash economy currently prevalent across the country, including the Kurdistan Region, its founder tells Rudaw English.

Established by Iraqi entrepreneur Kawa Rekani six months ago, First Iraqi Bank is the sole bank to get permission to operate such a service, allowing customers to perform financial transactions online or through their mobile device with ease rather than through cash payments.

Unlike Qi Card, a service that has been touted as Iraq’s first step toward electronic banking, customers will not have to retrieve cash at any point.

“This is not just a bank; it is a new financial system for the whole of Iraq and will change the Iraqi economy,” Rekani told Rudaw English via WhatsApp from Dubai on Saturday. “In Iraq everything is in cash, we aim to work in a way that from now until the next three years, there would be an 80% of the population that rely on electronic payment. So the money transfer would be from phone to phone.”

First Iraqi Bank’s service is based on an application that acts as a mobile wallet and can be downloaded by customers on both IOS and android devices, allowing to transfer money from one mobile phone to another 24 hours a day. The application will be in app stores in mid-March.

Only 23 percent of Iraqi households have access to an account at a financial institution, one of the lowest levels in the Arab world, according to data from the World Bank. Most companies in Iraq still operate in cash, with only 26 percent using the formal banking system. Roughly 98% of employers pay in hard currency and nearly half pay their suppliers that way.

He added, "Iraq has signed an agreement with Pfizer BioNTech and is awaiting the parliament approval…we also has contracted with the Chinese company Sinopharm, and the vaccine will be delivered soon.”

Al-Badr affirmed that the Ministry will make deals with other companies adding that it is “committed to vaccinating all focus groups."   So far, Iraq recorded 684,362 cases and 13,351 fatalities.

According to Reuters, Brent crude futures for April, which expire on Friday, fell 99 cents, or 1.4%, to $65.89 a barrel by 1203 GMT. The more actively traded May contract slipped by $1.19 to $64.92.

U.S. West Texas Intermediate (WTI) crude futures dropped $1.27, or 2%, to $62.26.

A sell-off in bond markets lifted the U.S. dollar, making dollar-priced oil more expensive for holders of other currencies.

Friday’s gains also reflect profit-taking after both Brent and WTI headed towards monthly gains of about 20% on supply disruptions in the United States and optimism over demand recovery on the back of COVID-19 vaccination programs.

Investors are betting that next week’s meeting of the Organization of the Petroleum Exporting Countries (OPEC) and allies, a group known as OPEC+, will result in more supply returning to the market.

“Oil prices have gone too far and too fast. Brent is above pre-pandemic levels even though global oil demand is still playing catch-up,” PVM analysts said.

For all the talk of tightening fundamentals, the demand side of the market is nowhere near warranting current oil price levels, they added.

U.S. crude prices also face pressure from the loss of refinery demand after several Gulf Coast facilities were shuttered during the winter storm last week.

Refining capacity of about 4 million barrels per day (bpd) is still shut and it could take until March 5 for all shut capacity to resume, though there is risk of delays, analysts at J.P. Morgan said in a note this week.

In 2017, Iraq declared final victory over ISIS after Iraqi forces drove its last remnants from the country, three years after the militant group captured about a third of Iraq’s territory.

Yet, ISIS still has sleeper cells in several Iraqi Governorates.

butterfly   LONDON: As the 30th anniversary of the end of the Gulf War approaches, much interesting historical detail and context can be found by reviewing official UK government documents that were only made public in the past few years.

For example, former British Prime Minister Margaret Thatcher compared Saddam Hussein to Nazi leader Adolf Hitler when Iraq invaded Kuwait. She also described him as a “selfish, despotic dictator” who engaged in “psychological warfare,” according to papers that were declassified and released in 2017.

Feb. 28 marks 30 years since the end of the Gulf War. It concluded when US-led coalition forces liberated Kuwait from the Iraqi dictator’s invasion and occupation that began in August the previous year.

One of Thatcher’s aides sent a memo to a Foreign Office colleague detailing a conversation between the prime minister and Douglas Hurd, who was the UK foreign secretary at the time.

The memo said: “Both the prime minister and the foreign secretary agreed that it now seemed highly likely that foreign nationals would be detained at key installations.

“Saddam Hussein was behaving like Hitler and using psychological warfare. His aim might well be to provoke hostile action. The prime minister stressed the importance of the UK studying his psychological warfare tactics carefully and responding in a suitable way.”

The note also said Thatcher and Hurd, in reference to the eight-year Iran-Iraq War in the 1980s during which hundreds of thousands of people died, described Saddam as “a selfish, despotic dictator.”

Iraq invaded small, but oil-rich, neighbor Kuwait in 1990, two years after the conclusion of the economically devastating Iran-Iraq War. Not only did the invasion provide a much-needed financial boost to Iraq’s oil supplies, it also posed a serious and imminent military threat to Saudi Arabia and its smaller Gulf neighbors.

Further, foreign currency translation impact – mainly due to a 16% currency devaluation in Sudan – cost the group USD110 million in revenue, USD50 million in EBITDA and USD16 million in net income. Zain Group invested USD1.4 billion in CAPEX (26% of revenues), predominantly in 5G rollouts in Kuwait and Saudi Arabia, 4G upgrades and new network sites across Iraq and Jordan, expansion of fibre-to-the-home (FTTH) infrastructure and spectrum licence fees.

In operational terms, Zain Group reported a consolidated customer base of 47.8 million at 31 December 2020, down 3.4% y-o-y. In Kuwait subscribers decreased 7.0% y-o-y to 2.6 million, while the Saudi Arabian unit served 7.6 million subscribers (down from 7.0 million in Q4 2019). Zain Sudan’s subscriber base stood at 16.6 million at 30 December 2020, up 4% y-o-y. Zain Iraq, meanwhile, saw its customer base increase 3.2% y-o-y to serve 16.2 million users at end-December 2020, while the user base in Jordan contracted by 2.8% to 3.5 million.

This study examines progress toward gender equality by measuring the laws and regulations that restrict women’s economic inclusion in 190 economies.

It also presents compelling findings on gender-sensitive government responses to COVID-19, as well as pilot research on both childcare and enhancing women’s access to justice.

According to the report, discriminatory laws across the world continue to threaten not only women’s fundamental human rights, but also their economic security.

Women face these challenges in even the most developed economies. Worldwide they have, on average, just three-quarter of the rights of men.

Iraqi women scored 25 out of 100 points in freedom of movement, while they scored 100 out of 100 on the level of laws that affect women's decisions to work, scoring 50 percent for spending, and 20 percent for laws that affect women's work after childbearing.

As for restrictions related to marriage, Iraq scored zero, and for ownership of assets, it scored 40 percent, while it scored 75 points in entrepreneurship, and 50 in laws related to retirement.

Ten economies—Belgium, Canada, Denmark, France, Iceland, Ireland, Latvia, Luxembourg, Portugal, and Sweden—score 100 on the Women, Business and the Law index.

Since 2019, 27 economies from all regions have enacted reforms increasing gender equality.

Most reforms introduced or amended laws affecting pay and parenthood.

There were no reforms addressing gender differences in property and inheritance as measured by the Assets indicator.

In comments at a Tuesday meeting of the Administration’s Economic Coordination Headquarters, Rouhani pointed to a report from the governor of the Central Bank of Iran about the agreements reached with South Korea, Japan, Iraq and Oman on the release of the Iranian currency assets, saying the promising signs of the enemy’s failure in its economic war on Iran are beginning to emerge.

The futility of sanctions on Iran is becoming clearer, the president noted, saying the Iranian people’s maximum resistance against the full-blown economic war imposed by the enemy is yielding results.

“One of the outcomes is the release of the Iranian currency resources blocked illegally and unjustly,” he added, stressing that the unfreezing of the assets will give fresh impetus to the country’s economy.

After a Monday meeting in Tehran, the governor of the Central Bank of Iran and South Korea’s ambassador reached an agreement on how to release and spend part of Iran’s assets blocked in South Korea.

The two sides have come to an agreement on transferring the Iranian financial resources to certain destinations, as South Korea has been informed about the CBI’s decisions about the volume of the transactions and the destination banks.

The South Korean ambassador has reportedly expressed Seoul’s readiness to take whatever measures necessary to use all of Iran’s financial resources in South Korea “without any limits”.

butterfly  The United Nations Compensation Commission (UNCC), which was established to pay compensation for losses and damage as a direct result of Iraq's unlawful invasion of Kuwait in 1990, has made available $230 million to the Government of Kuwait towards the Commission's remaining claim with an outstanding award balance.

With this payment, the Commission has paid out $50 billion of the $52.4 billion in awarded compensation, leaving approximately $2.4 billion to be paid to the only claim with an outstanding award balance.

The Commission had been on track to pay the outstanding compensation award in 2021. In light of the effects of the pandemic, the Council noted that the timeline for the completion of the Compensation Commission's mandate is now expected to extend into 2022.

Funds to pay compensation are drawn from the United Nations Compensation Fund, which currently receives 3 per cent of the proceeds generated by the export sales of Iraqi petroleum and petroleum products.\

At a webinar hosted by the Iraq Britain Business Council (IBBC) yesterday, a team of experts presented and discussed their insights on the Iraqi government's recent White Paper, and on the challenges and opportunities facing the country.

On the subject of the Iraqi currency, Frank Gunter, Professor of Economics at Lehigh University, commented:

"As the international reserves of Iraq decrease ... this is going to put pressure for a depreciation or loss of value of the dinar ... and that might be a good thing.

"The dinar was deliberately appreciated, increased in value, by almost 20 percent. It has made exports from Iraq uncompetitive; it has led to a huge amount of imports into Iraq because the foreign products are so cheap.

"Maybe a possible reaction to the fiscal constraint is to devalue the dinar, so that every dollar of oil sales will buy more dinar, which will allow payment of the salaries and pensions and the infrastructure."

While agreeing that the dinar was overvalued, Hadi Al Damirji, of MIT's Sloan School of Management, urged some caution, in case a devaluation would lead to a further run on the dinar:

"I totally agree with the philosophy of keeping the dinar lower, but when is the right time to move it?

Suggesting a conrolled devaluation, in combination with incentives to reduce public sector salary commitments, Shwan Aziz, former Chief of staff to the Iraqi Deputy Prime Minister, said:

"[We must] protect those groups that have dinars in the banks, or those contractors who have not been paid for so many years ... [but] controlled devaluation, it seems, is unavoidable."

Butterfly  ERBIL, Kurdistan Region – Fear of the US-led global coalition is keeping the Islamic State (ISIS) from recapturing cities it invaded in 2014, the Kurdistan Region’s Vice President Sheikh Jaafar Sheikh Mustafa has told Rudaw, adding that the terror group is "very strong" in Iraq.

“I believe that Daesh [ISIS] can even recontrol cities if it was not for fear of the coalition. Daesh is currently very strong … in terms of quantity, quality, weapons and everything,” Mustafa told Rudaw’s Sangar Abdulrahman during an interview aired on Wednesday.

“For example, now they have a kind of weapon with night vision and thermal binoculars with which they can easily kill and martyr those [Iraqi] soldiers or Peshmerga forces one by one from a long distance. They previously did not have these weapons. Therefore, Daesh is very strong now in all aspects,” added the vice president, a former Peshmerga commander.

ISIS took control of swathes of Iraq and Syria in summer 2014. It was announced territorially defeated in Iraq in December 2017. However, the terror group ISIS remains active across the country, especially in areas disputed between Erbil and Baghdad.

The vice president also said that ISIS is “very strong” in the vicinity of cities it used to control, warning they are regrouping there and receiving more fighters from Syria.

“They have tunnels and huge military bases on Mount Hamrin and they have a large number of forces on Mount Qarachogh” he said, referring to disputed territories near Erbil.

A lack of coordination between security forces has created a security vacuum in the disputed territories, exploited by ISIS, where it carries out regular ambushes and attacks.

“The lack of coordination between Peshmerga forces and Iraqi army has caused a great security vacuum where Daesh carries out its activities as per its desire. It also regroups in there, especially behind Iraqi army. This vacuum is small in areas located between us and Iraqi army,” acknowledged Sheikh Musta

During the call, the Prime Minister thanked Foreign Minister Le Drian for France’s prompt condemnation of the attack. He said that new information has been learned from the joint investigation with the federal government in Baghdad. Both agreed to stay in close contact in this regard.

On regional developments, Prime Minister Barzani and Foreign Minister Le Drian agreed that ISIS remains a serious threat to regional security and called for stronger cooperation between the Kurdistan Region, Iraq and the Global Coalition.

They also reaffirmed the strong friendship between the peoples of the Kurdistan Region and France.

butterfly  Erbil, Kurdistan Region, Iraq (GOV.KRD) – Prime Minister Masrour Barzani today headed a meeting of the Council of Ministers to discuss recent developments with Iraq and ongoing efforts by the Kurdistan Regional Government.

Deputy Prime Minister Qubad Talabani, heading the delegation leading negotiations with Baghdad, updated the cabinet on the latest progress in talks with the federal government regarding the 2021 federal budget and the Kurdistan Region’s financial entitlements. He also affirmed the delegation will continue pursuing discussions to find a sustainable solution based on the constitution.

As part of the Kurdistan Regional Government’s agenda, the Minister of Finance and Economy, Awat Janab, and the Minister of Planning, Dara Rashid, discussed preparations for the Kurdistan Region’s 2021 budget bill, noting that collected data from most of ministries will help draft a transparent and realistic budget.

During the meeting, Minister Rashid also presented a draft for the Kurdistan Region’s private-public partnership initiative, which was approved following deliberation among the cabinet. The Council also approved a draft law presented by Electricity Minister Kamal Mohammed Salih.

On the subject of the government’s response to the pandemic, Health Minister Saman Barzinji presented a report on the new strand of coronavirus arriving to the Kurdistan Region and the ministry’s plans to curb the spread.

Minister Education Alan Hama Saeed also assured the school year would continue, with strict health measures being taken into account to protect the safety and lives of students, teachers, and school staff.

The Council of Ministers thanked the Ministry of Health and other relevant ministries for their dedication to the health and safety of the people, and urged ministries and government offices to continue following official health guidelines, as well as asked citizens to cooperate with the Kurdistan Regional Government’s measures and guidelines to prevent the spread of the new coronavirus variant.

Basra Light Oil for Asia rose to $ 66.47 a barrel or 3.42%, while Basra Heavy Oil prices rose 1.38% to 61.90$ per barrel which is the highest price compared to other OPEC oil.

On the other hand; Saudi Arabian Light oil stead at 63.34 dollars per barrel, Emirati Murban mixture recorded 63.10 dollars per barrel, Algerian Saharan mixture scored 65.70 dollars per barrel, while Nigerian Bonny Light oil scored 65.36 dollars.

International oil prices have risen recently, Brent crude scored $ 66.65, while West Texas crude at $ 63.61.

Baghdad operations command forms a committee for electoral security

The Commander of Baghdad Operations, Major General Ahmed Salim Bahjat, held a security conference to discuss ways to secure protection for electoral centers.

The command said in a statement that the committee's first meeting resulted in the formation of sub-committees to follow up on the election process: a field committee, an intelligence committee, an administrative committee, and a media committee.

US ambassador meets with President Barzani and top KRG officials

butterfly  ERBIL, Kurdistan Region — The United States ambassador to Iraq met with top Kurdistan Region officials on Wednesday to offer support in the aftermath of the rocket attacks on Erbil earlier in the month.

US Ambassador Matthew Tueller held meetings with Kurdistan Region President Nechirvan Barzani, Prime Minister Masrour Barzani, and Interior Minister Rebar Ahmad on Wednesday.

“The meetings covered a range of issues, including US support to the KRG and federal Iraqi government in the wake of the February 15 rocket attacks in Erbil,” reads a statement from the US Consulate General in Erbil.

“Ambassador Tueller also emphasized the importance of freedom of expression and the press, noting that the US remains committed to working with the KRG and civil society on the issue and in ensuring a strong relationship with the Biden administration,” it added.

Fourteen rockets were fired at the Kurdistan Region capital of Erbil on February 15. One civilian contractor was killed in the attack, and another died of their wounds on Monday.

A comparatively unknown militant group by the name of Saraya Awlia al-Dam (Guardians of Blood Brigades) claimed responsibility for the Erbil attack.

US and Iraqi officials have told AFP they believe such factions to be “smokescreen” entities for more prominent pro-Iran groups including Kataib Hezbollah and Asaib Ahl al-Haq.

The meetings covered a variety of other topics, such as the Shingal (Sinjar) agreement, the return of IDPs to their homes, and budget negotiations with the federal government.

“The President reiterated that the Kurdistan Region is willing to maintain a strong and active relation with the Federal Government of Iraq and expressed readiness to resolve the disputes in accordance with the spirit and letter of the country’s constitution,” reads a statement from the President’s office.

Discussions focused on the latest security and political developments in Iraq, the recent attacks on Erbil, Balad and Baghdad, and the need for coordination among relevant authorities in Iraq and the Kurdistan Region to confront security threats, the importance of the continuing support from the international coalition to fight terrorism and preserve peace and stability.

Ambassador Tueller reaffirmed the U.S. commitment to continue Iraq-U.S. strategic dialogue as President Nechirvan Barzani described the strategic dialogue as an important framework for further strengthening of the U.S. relations with Iraq and the Kurdistan Region.

The President reiterated that the Kurdistan Region is willing to maintain a strong and active relation with the Federal Government of Iraq and expressed readiness to resolve the disputes in accordance with the spirit and letter of the country’s constitution.

Other topics of discussion included the developments in the Kurdistan Region and the importance of unity among parties, the coronavirus pandemic and efforts to secure vaccines, upcoming Iraq elections, the United Nations and the international communities’ election observation and support.

The agreement between the Kurdistan Regional Government and the Federal Government on the status of Shingal district, the status of the Nineveh Plains and other topics of mutual interest were highlighted.

Barzani said in a speech on the inauguration of a compartment of the "150 meters Road" project, "we had preliminary information on the parties behind Erbil attack," indicating, "investigations have reached an advanced stage, but I cannot go through details for it is still an ongoing investigation."

butterfly  BAGHDAD -- Explosive-laden drones that targeted Saudi Arabia's royal palace in the kingdom's capital last month were launched from inside Iraq, a senior Iran-backed militia official in Baghdad and a U.S. official said.

Speaking to The Associated Press this week, the militia official said three drones were launched from Iraqi-Saudi border areas by a relatively unknown Iran-backed faction in Iraq and crashed into the royal complex in Riyadh on Jan. 23, exacerbating regional tensions.

Attacks on the Saudi capital have been sporadic amid the kingdom's yearslong war against neighboring Yemen's Houthi rebels. Earlier this month, the rebels targeted an airport in southwestern Saudi Arabia with bomb-laden drones, causing a civilian plane on the tarmac to catch fire.

The Iran-aligned Houthi rebels, however, denied carrying out the attack that targeted Saudi Arabia's Yamama Palace on Jan. 23.

The comments by the senior Iraqi militia official mark the first time an Iran-backed group has acknowledged that Iraq was the origin of the attack, and points to the challenge Baghdad faces in halting attacks by Iranian-backed militia factions in Iraq.

It followed a claim of responsibility allegedly issued by a little-known group called Awliya Wa’ad al-Haq, or “The True Promise Brigades,” that circulated on social media, calling it retaliation for a suicide bombing claimed by the Islamic State group in a Baghdad shopping district on Jan. 21.

The militia official, speaking on condition of anonymity because he was not authorized to speak publicly about the attack, said the drones came “in parts from Iran and were assembled in Iraq, and were launched from Iraq.” He did not disclose where along the border the drones were launched and did not provide more details about the group claiming the attack.

A coincidence prevented a massacre in Erbil

butterfly   2021-02-25 07:48  Shafaq News / Mustafa from Kobane and Nawaf from Saladin did not predict that their usual evening on Erbil city's outskirts is their last after Kurdistan's capital was bombarded on February 15th. A foreign contractor was killed in the initial toll, and seven people were injured, including an American soldier, and Mustafa and Nawaf.

Since last September, this is the second attack when unknown assailants targeted the airport with six rockets without casualties. Erbil, at the time, accused factions of the Popular Mobilization Forces (PMF) of launching the attack – as the rockets were fired from Nineveh Plains, where they are deployed.

In this attack, Kurdish officials accused factions under the PMF's umbrella of carrying out the shelling.

However, the PMF denied responsibility for the bombings.

Nawaf's death

During this report's preparation, Erbil's Health Directorate was informed that one of the injured by the rocket attack died due to his wounds.

He was identified as Nawaf Rashid who fled from his home city, Saladin, to Erbil where he was injured when a rocket landed near a livestock market.

Nawaf Rashid was in a coma due to a hemorrhage in his head, a tissue tear, and many fractures. He died on Monday, February 22nd, 2021.

He and his family fled to Erbil after ISIS invaded several areas of Iraq in 2014.

Erbil was bombarded on February 15th, 2021 by several missiles, two of which landed in its international airport, and the rest in residential neighborhoods and near diplomatic missions.

According to Erbil Health Directorate, Mustafa Qadir (17 years old), from Kobane in northeastern Syria, was injured.

He came with two of his brothers to work in Kurdistan, where he, Nawaf Rashid, and others settled to work in the livestock market.

In December 2020, Iraq’s cabinet approved a 2021 draft budget of 150 trillion Iraqi dinars ($103 billion) as the country wrestles with an economic and financial crisis due to low crude prices.

The draft 2021 budget is based on a world oil price of $42 a barrel and expected oil exports of 3.25 million barrels per day (bpd), including 250,000 bpd from the Kurdish region.

So far, KRG delegation met with the federal Government officials many times to settle this issue without any firm decision.

A spokesman for the bloc, MP Bahaa al-Din al-Nuri, said in a statement to Shafaq News Agency, "there are no final agreements between the political blocs and the Kurdish delegation regarding oil, financial revenues, and border-crossings in the Kurdistan region." "The talk about scheduling a session to vote on the budget law is inaccurate because there is no final agreement between the Central government, the region, and the political blocs regarding the region’s share of the budget."

Al-Nouri added that negotiations are underway to resolve those issues noting, "an agreement on the region’s share might be reached next week." Al-Nouri stressed, "there will not be a vote without the Kurds."

The representative of the Kurdistan Regional Government in Baghdad, Faris Issa, revealed yesterday, Tuesday, that the negotiating delegation of the Kurdistan Regional Government had postponed its visit, scheduled yesterday, to the Iraqi capital until further notice.

"It seems we're back to last year," a senior US military official in Iraq told AFP, referring to several months in 2020 when rockets rained down on American sites once a week or more.

On Monday, two rockets hit near the US embassy in Baghdad, days after a volley hit an airbase further north where a US military contractor is maintaining F-16 fighter-jets purchased from Washington.

"All indications are it's the same style of attacks," said the US official, speaking on condition of anonymity. "And intelligence shared with us says there are more to come."

Both local and international dynamics may have prompted the resumed attacks.

The US military official said that, in talks with Washington, "we've provided options, including striking inside and outside of Iraq, but we haven't heard yet from the new administration".

Rockets also hit a military complex in the Kurdish region's capital Erbil on February 15, killing a civilian and a foreign contractor working with US-led troops.

The Pentagon said the Rockets used in the Erbil attack are of Iranian origin.

New electronic banking service seeks to move Iraq away from cash economy

butterfly   ERBIL, Kurdistan Region — The Iraqi Central Bank announced on Sunday that it has given permission for a “first of its kind” electronic banking service to be rolled out in Iraq over the next few years. The new service seeks to revolutionize the way Iraqis spend money by providing an alternative to the cash economy currently prevalent across the country, including the Kurdistan Region, its founder tells Rudaw English.

Established by Iraqi entrepreneur Kawa Rekani six months ago, First Iraqi Bank is the sole bank to get permission to operate such a service, allowing customers to perform financial transactions online or through their mobile device with ease rather than through cash payments.

Unlike Qi Card, a service that has been touted as Iraq’s first step toward electronic banking, customers will not have to retrieve cash at any point.

“This is not just a bank; it is a new financial system for the whole of Iraq and will change the Iraqi economy,” Rekani told Rudaw English via WhatsApp from Dubai on Saturday. “In Iraq everything is in cash, we aim to work in a way that from now until the next three years, there would be an 80% of the population that rely on electronic payment. So the money transfer would be from phone to phone.”

First Iraqi Bank’s service is based on an application that acts as a mobile wallet and can be downloaded by customers on both IOS and android devices, allowing to transfer money from one mobile phone to another 24 hours a day. The application will be in app stores in mid-March.

Only 23 percent of Iraqi households have access to an account at a financial institution, one of the lowest levels in the Arab world, according to data from the World Bank. Most companies in Iraq still operate in cash, with only 26 percent using the formal banking system. Roughly 98% of employers pay in hard currency and nearly half pay their suppliers that way.

In a statement, Al-Furat News Agency received a copy of it, Abdul-Jabbar affirmed that “this copy will be referred to the Council of Ministers for approval after completion of its review by the concerned authorities in the ministry, and then the Council of Ministers will review this copy, and in turn refer it to the House of Representatives for the sake of Enacting this law."

butterfly Iraq will cooperate with the NATO forces to benefit from their experience in its fight against Daesh, National Security Adviser, Qasim Al-Araji, announced yesterday. "Iraq is not part of any regional problem, but rather part of the solution," Al-Araji told reporters after his meeting with the commander of the NATO mission in Iraq, Pierre Olsen.

Olsen explained that the mission had come "based on a request by the Iraqi government," adding that any military expansion would be "in coordination with Baghdad."

Though the Iraqi government in Baghdad declared victory over Daesh in December 2017, sleeper cells continue to operate across the country. The attacks have raised fears that the group could regroup and recover posing a severe threat to the country once again.

In the context, a source in Kurdistan Democratic Bloc revealed that a Kurdish delegation will head to Baghdad within the next 24 hours to settle the issue of Kurdistan Region's share in the 2021 budget.

The Prime Ministry of Kurdistan Region said in a statement received by Shafaq News Agency, that the Prime Minister, Masrour Barzani, held today, Tuesday, an online meeting with the chairs of the provincial councils in the governorates of the region in the presence of the Deputy Prime Minister, Qubad Talabani. The meeting discussed the administrative obstacles facing the governorates and the government's projects for the current year.

The Prime Minister indicated, according to the statement, that the regional government is sparing no effort to secure salaries, which is a priority for the government, stressing, "We are conducting discussions with the federal government to secure financial dues for the Kurdistan Region."

The statement quoted the Prime Minister, "However, the service projects in all governorates of the region will be implemented with the revenues available within the region's budget for 2021."

The statement indicated that during the meeting, the regional government approved plans to implement local development projects in the municipal, energy, health, agriculture, education, and infrastructure sectors. The projects will be implemented by the resources available to the regional government and a total amount of 349.702billion dinars, distributed as follows:

"We haven't cut [in January and February]," Ali al-Shatari said in a recent interview. "Actually, the Indian market is a very important market for us and our customers there are really relying on Iraqi crude oil heavily, so we are not going to cut from them unless we are forced to."

OPEC's second largest producer had a 25% market share of India's crude imports in 2020, with shipments rising 9.4% to 50.17 million with 351.19 barrels, shipping data showed.

Due to sanctions, Iraqi crude has in the past few years unseated Iranian crude exports to India, which fell to zero in 2020 for the first time. Saudi Arabia was the second largest crude supplier, but its shipments declined by 11% in 2020.

"The Asia market [has] the priority in our allocation -- it is a market that every single producer is targeting and we are doing the same," Shatari said. "It is a market where the competitiveness is very high, we are not going to [carry out] actions that may let us lose our market share or the footprint in our market or the trust of our customers in that market. As for the European market and the Americas, the market share we have there is much less than what we have in the Far East."

India, China and South Korea are Asia's top three importers of Iraqi crude.

Iraq was China's No. 3 oil supplier in 2020, exporting 60.12 million mt of crude last year, with an 11.1% market share in the world's second largest oil consumer.

SOMO has added new customers in China and India, Shatari said, without disclosing the names of the companies. More than 60% of Iraq's Asian exports go to India and China, he added.

Earlier today, the Parliamentary Finance Committee said in a statement that it sent a letter to the Presidency of the Council of Representatives on February 15. The committee said it had completed a nearly final draft of the 2021 budget bill, and the only unresolved point is the provisions related to Kurdistan Region, which was detailed in Article 11 of the bill.

In an interview with Shafaq News agency, Issa said that the regional government delegation to negotiate with the federal government will not return to Baghdad until the draft general budget bill is submitted to be voted upon in the council of representatives.

He added that the delegation informed the Iraqi Parliament of its position through several proposals that actually represent the Baghdad-Erbil agreement.

Last December, Baghdad, and Erbil reached an agreement on the financial budget, stipulating that the region should hand over 250 thousand barrels of oil per day, and half of the border crossings revenues (and other non-oil revenues) to the federal government, in exchange for a share in the budget of 12.6%.

The agreement was included in the draft budget, but political blocs in Parliament reject the agreement, which impedes its passage in Parliament.

As by Issa, the Kurdish delegation presented everything it had during the negotiations conducted in Baghdad, adding, "Erbil is satisfied with the text sent by the federal government as part of the agreement between the two governments. There is no alternative for it."

He expressed the need of joint action between Erbil and Baghdad and the US-led coalition to eliminate the groups that “target airports and diplomatic missions in Iraq.”

The Region's Interior Minister said a joint committee was formed between the Kurdish Prime Minister Masrour Barzani and the Iraqi Prime Minister Mustafa Al-Kadhimi, as well as another committee affiliated to the Federal Government conducted the investigation into Erbil attack, stressing that KRG is awaiting the implementation of the decisions of this committee, and the arrest of those who found guilty.

On February 15, 2021, A rocket attack in Kurdistan ’Erbil killed a civilian contractor and injured others including a U.S. service member.

According to initial reports, the U.S. coalition in Iraq said the rockets targeted a U.S.-led military base.

It was the most deadly attack to hit U.S.-led forces for almost a year in Iraq, where tensions have escalated between U.S. forces and Iran.   International and national parties condemned the attack.

The organization announced it would dramatically scale up its mission in Iraq from 500 personnel to 4,000.

Iraq's National Security Adviser Qasim al-Araji said: "Iraq is keen to cooperate with the international community. Iraqi forces have great experiences gained through combat," noting that "exchanging experiences is crucial to confront terrorism and extremism."

This came during a meeting between Araji and the commander of the NATO mission in Iraq, Pierre Olsen.

Araji said that his country is not part of any regional problem, but rather part of the solution.

Iraq will work to benefit from the experiences of NATO because ISIS is still a threat so far, he explained.

For his part, Olsen said: “The NATO mission in Iraq continues at the request of the Iraqi leadership, and the expansion of the staff may be at the request of this country.”

Riad Al-Masoudi, a deputy in the Iraqi parliament for the "Sairoun" coalition, stated that Washington has become aware of the Iraqi pressures towards the US withdrawal of forces from Iraq. Therefore, it is attempting to return to the country through NATO.

Fatah coalition spokesman Abbas al-Zamili commented saying that no foreign force can enter the country without a prior agreement with the Iraqi government, which gets should get the parliament’s approval first.

Iraq is a sovereign country that doesn’t need a foreign presence on its territories, he stressed.

A source in the committee told Shafaq News, "The Finance Committee handed over the Presidency of the Council of Representatives the 2021 budget bill without resolving or settling the Kurdistan region's share."

"The Presidency of Parliament shall schedule a session to vote on the budget law," he continued, "most likely next Thursday."

Negotiations over the Kurdistan Region's share of the Federal 2021 budget continue amid Shiite tenacity, member of the Parliamentary Finance Committee stated yesterday, Sunday.

Committee member, Jamal Kocher, said in a statement to Shafaq News Agency, "the Parliamentary Finance Committee was able to resolve all problems and disputes related to the General Budget Law for 2021, except for the share of Kurdistan Region."

He added, "the Shiite blocs still refuse to settle the region's share of the budget. Moreover, it did not develop a new formula that replaces the formula stipulated in the budget bill."

"The political dialogues and negotiations are proceeding between the blocs and the Kurdish delegation. We hope to resolve the issue this week."

Iraq, the second-biggest producer in the Organization of Petroleum Exporting Countries, is seeking to generate 20% of its total power production capacity from renewable sources to help ease the pressure on the country’s hydrocarbon-powered electricity plants. Iraqis continue to experience several hours of power outages every day.

Iraq is in discussions with international companies such as Total SA and some Norwegian developers to build more renewable energy projects in the country, Abdul Jabbar said. Total has expressed readiness to work on renewable energy projects in Iraq, according to the statement.

2021-02-21 08:42   Shafaq News/ COVID-19 vaccination rollouts will include half a million immigrant and internally displaced persons, the Ministry of Displacement and Migration stated today, Sunday.

In a statement received by Shafaq News Agency, Minister Evan Faeq Jabro said, "the displaced and refugees in displacement camps will receive the novel Coronavirus vaccine."

The Minister added that nearly 500,000 IDP residents would be eligible to receive the vaccine, hoping that the upcoming batches can cover the largest population possible.

The Minister expressed her gratitude for the efforts of the Ministry of Health and the White Army, "which made the displaced and their safety among its major concerns and never failed to provide health care to the Ministry's care categories."   The Iraqi Ministry of Health and Environment announced earlier today, Sunday, that the COVID-19 vaccine should arrive in the country at the end of this month, February.

According to the statement, the Dutch ambassador expressed his country's readiness to develop prospects for cooperation with the Kurdistan Region and stressed the need to continue training and support the Peshmerga forces in the war against terrorism.

The Prime Minister thanked the Netherlands for its continuous support and shed light on the reforms being undertaken by the government, especially in the field of diversification of sources of income and the development of the industrial and agricultural sectors, indicating that there is a window of opportunity for the Kurdistan Region to benefit from the experiences of the Netherlands in this field.

The meeting highlighted the importance of implementing the Sinjar agreement in a way that guarantees security and stability in the region, according to the statement.

Butterfly   An agreement signed during the Iranian judiciary chief’s recent visit to Iraq entails setting up specialized courts with jurisdiction over economic and trade disputes involving the nationals of the two countries, an official said.

Speaking at a televised interview on Saturday, Head of the Iranian Judiciary’s High Council for Human Rights Ali Baqeri highlighted the results of the recent visit by Judiciary Chief Ebrahim Raeisi to Iraq, Tasnim News Agency reported.

He said a memorandum of understanding signed during the trip stresses the need for programs to inform the nationals and business people of the two countries about the trade regulations to prevent legal cases from turning into judicial files.

Under the MoU, Iran and Iraq have agreed to form specialized courts in the capitals and in border provinces to work on the economic and trade issues, Baqeri noted, adding that the new decision would have positive impacts on the work of economic activists.

Following the top Iranian judge’s visit, Iraq made arrangements to reopen several border crossings for the shipment of Iranian commodities by land freight.

Iran and Iraq have set a target to increase the value of annual bilateral trade exchanges to $20 billion.

Sam I Am  "Iraq is very clearly walking in Kuwait's footsteps" what a crock. Kuwait was occupied by Saddam for a couple of months and then liberated. Their currency was replaced by the Iraqi dinar and then restored once liberated. There was no RV. Iraq has had a new currency for 17 years.

Alkesh Sharma  February 12, 2021  Iraq’s economy, which shrank by almost 11 per cent last year due to the Covid-19 pandemic and a sharp decline in oil revenues, is projected to return to its pre-pandemic level by 2024, the International Monetary Fund said.

The slowdown in the real gross domestic product reflects a drop in non-oil activity and reductions in oil output as a result of Opec+ decisions, the fund said.

“Large fiscal and external current account deficits of 20 per cent and 16 per cent of the GDP, respectively, constrained the government’s ability to mount an effective fiscal response to the crisis,” the IMF said.

The IMF has stressed up on the importance of reducing corruption in key public institutions and restructuring of large state-owned banks to foster financial stability and developing the private sector.

The Iraqi authorities have started taking much-needed steps towards ensuring future economic stability. To help safeguard foreign exchange reserves and reduce the external imbalance, the Central Bank of Iraq has announced a devaluation of the exchange rate. Iraq devalued its currency by about 23 per cent against the US dollar on December 20. This adjustment would help reduce external imbalances and preserve foreign exchange reserves, the fund said.

butterfly   The draft 2021 budget aims to reduce the fiscal deficit through various measures to contain the unsustainable expansion of government wage, pension bills and to raise non-oil revenues, the IMF added.

Owing to the efforts, Iraqi economy is expected to gradually recover this year. It is expected to grow 1.2 per cent and 3.9 per cent in 2021 and 2022, respectively, according to the IMF forecast. The economy grew 4.5 per cent in 2019.

The fiscal and external current account deficits are projected to decline over the medium term. Government debt is expected to peak in 2023 and decline gradually thereafter, the fund said.

Iraq, Opec’s second-largest oil producer, is highly reliant on oil revenue to foot 90 per cent of government expenditure, including $5 billion spent on salaries for public servants each month.

The IMF also cautioned that political constraints ahead of the parliamentary elections and renewed bouts of social unrest could undermine the reform efforts.

Furthermore, pandemic‑related risks and oil market uncertainties could further complicate the economic situation, it added.

Shafaq News agency's reporter toured these neighborhoods and documented through his lens the dire situation, where there is no infrastructure, no sewers, and no paved roads that save the people from mud whenever it rains. He also met with several residents who expressed strong dissatisfaction with the neglect of successive local governments, while some complained about the officials' regional discrimination.

"No one remembers us"

"Do not be surprised by what you see here. Officials only remember us on election days. Many promised us and all of them lied, and we do not know whom to complain to. Whenever we visit the relevant departments, they promise us services, and so far, nothing has changed", said Ahmed, a resident of The Rajim Hadid area.

Skin diseases

Um Ammar reveals another problem that threatens these neighborhoods' residents' health - especially children - saying, "We are tired of our lives, the houses in which we live have become more like ruins because there are no sewers, no paved roads, and we rarely see the municipality's wheels".

She noted that skin diseases have begun to spread among children, "from time to time, we visit dermatologists' clinics due to the diseases that our children are getting".

Um Ammar added, "We received this land deservedly because my husband was a deputy officer in the Iraqi army. But despite all of my husband's sacrifices, we live in this humiliating situation in areas that are not suitable for humans".

Modeling by medical experts suggests there will be a significant dip in the number of people dying of coronavirus next month as mass immunity begins to develop.

Reductions in hospital admissions will come later, dropping by two thirds by the second half of March, with intensive care admissions falling by 36 per cent.

Benefits of vaccination may already be reducing the death toll by as much as 10 per cent, the researchers suggested, but this is difficult to see in data because lockdown is also bringing the numbers down.

The impact of vaccines will affect age groups in reverse order – the same order they are vaccinated in – which dictates the data that will show changes first.

The average age of people dying from Covid is 83, the team said, while hospital patients are 73, on average, and intensive care patients 61.

When everyone over 60 has had a vaccine, deaths could be reduced by a staggering 96 per cent, with hospitalizations down 80 per cent.

A total of 13.5million people had received at least one dose of a Covid vaccine by today and the NHS looks on track for its target of reaching 15million by Monday.

A vast majority of people in the four most vulnerable groups – over-80s, NHS staff, care workers and the extremely vulnerable – are set to have been immunized by February 15, meaning they should be protected from Covid-19 by the start of March.

It will then take a further three to five weeks for the remainder of people in those groups who catch coronavirus before protection kicks in to die and be reported.

If the vaccines work as well as expected – almost total protection against death – deaths in those four groups should plummet from the middle of March onwards, the scientists suggest, and stay low.

butterfly Iraq’s economy, which shrank by almost 11 per cent last year due to the Covid-19 pandemic and a sharp decline in oil revenues, is projected to return to its pre-pandemic level by 2024, the International Monetary Fund said.

The slowdown in the real gross domestic product reflects a drop in non-oil activity and reductions in oil output as a result of Opec+ decisions, the fund said.

“Large fiscal and external current account deficits of 20 per cent and 16 per cent of the GDP, respectively, constrained the government’s ability to mount an effective fiscal response to the crisis,” the IMF said.

The IMF has stressed up on the importance of reducing corruption in key public institutions and restructuring of large state-owned banks to foster financial stability and developing the private sector.

The Iraqi authorities have started taking much-needed steps towards ensuring future economic stability. To help safeguard foreign exchange reserves and reduce the external imbalance, the Central Bank of Iraq has announced a devaluation of the exchange rate. Iraq devalued its currency by about 23 per cent against the US dollar on December 20. This adjustment would help reduce external imbalances and preserve foreign exchange reserves, the fund said.

butterfly   The draft 2021 budget aims to reduce the fiscal deficit through various measures to contain the unsustainable expansion of government wage, pension bills and to raise non-oil revenues, the IMF added.

Owing to the efforts, Iraqi economy is expected to gradually recover this year. It is expected to grow 1.2 per cent and 3.9 per cent in 2021 and 2022, respectively, according to the IMF forecast. The economy grew 4.5 per cent in 2019.

The fiscal and external current account deficits are projected to decline over the medium term. Government debt is expected to peak in 2023 and decline gradually thereafter, the fund said.

Iraq, Opec’s second-largest oil producer, is highly reliant on oil revenue to foot 90 per cent of government expenditure, including $5 billion spent on salaries for public servants each month.

The IMF also cautioned that political constraints ahead of the parliamentary elections and renewed bouts of social unrest could undermine the reform efforts.

Furthermore, pandemic‑related risks and oil market uncertainties could further complicate the economic situation, it added.

“The U.S. violated Iraq’s sovereignty, dominance, and laws by assassinating Martyrs Qassem Soleimani and Abu Mahdi Muhandis. We insist that the case should reach a deserving conclusion as soon as possible with Iran and Iraq’s cooperation,” the chief of Iran’s Judiciary said during a Tuesday meeting with the Iraqi prime minister.

Ayatollah Raisi also called for a due punishment of those implicated in the assassination of General Soleimani.

He said due punishment of the perpetrators and others, who provided a criminal contribution to the atrocities, would preempt the potential repeat of such atrocities in the future.

The office of the Iraqi prime minister issued a statement following al-Kadhimi’s meeting with Ayatollah Raisi.

“The two sides discussed joint bilateral relations, enhancing cooperation in the judicial and legal fields between the two countries, as well as discussing a number of other issues,” the statement said.

He told the correspondent of the Iraqi National News Agency (NINA) today that removing the zeros from the Iraqi currency needs a strong economy and a hard currency in order to be able to re-evaluate the price of the dinar, and this is unlikely in light of a collapsed economy,
