The new changes, according to Escobar, will unleash Iran's hand in Iraq and the region, and give it the ability to "challenge the United States" directly after obtaining "enough financial independence" from the trade area controlled by Washington, and depriving Tehran of being part of it, as he put it. link

Tishwash: Indonesia central bank launches white paper on planned digital currency
Indonesia's central bank on Wednesday unveiled plans for a digital rupiah currency that will use blockchain technology, as the country sees a boom in digital transactions.
The move follows that of many central banks around the world that are developing so-called central bank digital currencies (CBDCs), either in the form of retail tokens to be used directly by consumers or wholesale tokens to be used by banks within the financial system.
The digital rupiah will underline Bank Indonesia's (BI) role as the sole authority to issue legal tender, including a digital currency, Governor Perry Warjiyo said at an event where he also laid out the central bank's policy guidance for 2023.
Indonesia currently bans the use of cryptocurrencies as a means of payment, but allows transactions of the digital assets in the commodity futures market for investment purposes.
"Digital rupiah will be implemented in stages, starting from wholesale CBDC for issuance, elimination and transfer between banks," he said.
The next stage will be to develop the digital rupiah's business model for monetary operations and money market, and eventually a retail CBDC will be developed for everyday use, Warijyo said, without elaborating on a timeline.
BI said in a statement on Wednesday that developing CBDC in Southeast Asia's biggest economy still needs support from other stakeholders and the central bank has to conduct trial runs.
Indonesia has seen double-digit growth in digital banking transactions in the past few years with transactions in 2022 set to grow 30% to 53,144 trillion rupiah ($3.38 trillion), according to BI's data.
There has also been an exponential rise in cryptocurrency investment during the pandemic.

Iraqi Sovereignty Is Scattered Between Turkish Operations, Iranian Missiles, And Kuwaiti Transgressions

Perhaps one of the most important factors that contributed to the increase in the severity of the abuses that the Iraqi lands are exposed to in the north and south is represented in the "dispersion of the Iraqi interior," according to a member of the House of Representatives, Haider al-Salami.
Al-Salami sees this dispersion as "a negative reflection on the government's performance and contributes to the weakness of its measures to protect national sovereignty, and this prompts the outside to take any steps without thinking about the consequences resulting from the reaction," during his speech to the Agency. Alsumaria News.
The Iraqi parliamentarian believes that "the pretexts put forward by the violating countries are flimsy," noting that "there are diplomatic methods that can be used to solve any existing problem."
As for the solution to confronting these violations - and I speak peacefully - lies in the unity of the interior and the presence of a strong government.
* Parliament as much as possible, and in a session devoid of any government representation, the House of Representatives tried, on November 22, to find solutions leading to qualitative results regarding foreign transgressions, but it failed to do so, as the session did not include only discussions and deliberations among members.
And about the scenes of that session, a member of the House of Representatives, Iman Abdel-Razzaq, said during an interview with Al-Sumaria, that she "witnessed deliberations, interventions and proposals between the representatives about the sovereignty ofIraqwhich are subject to Turkish, Iranian and Kuwaiti violations,” noting that “the need to find radical diplomatic and economic solutions that put an end to these violations was emphasized.”
In turn, the deputy points out Rafik Salihi, to the formation of specialized committees to handle the issue of stopping the violations of sovereignty.
Al-Salihi explains, to Alsumaria News [/url] , that "Parliament, during the session to preserve sovereignty, decided to form parliamentary-governmental committees that bear the responsibility of going to the bypassed countries to put points on the letters."

From Wikipedia
After World War I and the dissolution of the Ottoman Empire, Iraq's monetary system was administered by the British Mandate of Mesopotamia until 1931, when the Iraq Currency Board was established in London to issue the new Iraqi dinar and maintain its reserves.
I don’t have enough room to post my own studies on this over the years, yet IMHO these old British/London/EU banking powers via crossover trusts etc., are the one’s that really own all these “Central Banks” of this category including the Fed Reserve, BIS, IMF, and World Bank.
I also point to The Vatican as well because they got in bed with the Bank of England a few centuries ago, and they are all tied into this structure as well. Personally, I think those two are at the top of this interconnected food chain.
They may say “State Bank,” in regards to Iraq, but these are merely words.
This is one of the reasons why I got into this investment and stayed with it for 12 years. These immensely powerful people who are also a very influential part of the “Industrial/Military Complex” of the USA, and give a bazillion dollars for President’s to run for office, are not going to get punked by thieving Iranian sects forever through a multicurrency system.
This is about power and money, and the best way to control what is really their money is to go back to a single, convertble currency, and change up that currency auction to adapt or disappear from the processes.
Have you noticed, it has been The IMF/World Bank/USA/UN that come in there to set up the monetary reform, and depose politicians that aren’t on the agenda now? It’s because…They are one and the same. Blessings.

Toyvp: Foreign trade may hit record of US$780 billion in 2022
December, 01/2022 - 08:32
Surmounting difficulties to boost economic recovery, Việt Nam is expected to post a foreign trade record of US$780 billion in 2022.
HÀ NỘI — Surmounting difficulties to boost economic recovery, Việt Nam is expected to post a foreign trade record of US$780 billion in 2022.
Economic experts described the export and import panorama as highly positive, as two more groups of commodities – transport vehicles and spare parts, and fishery products – have seen 11-month export value of over $10 billion, while imports of materials for manufacturing have also surged.
By the end of November, exports and imports totalled $673.82 billion, higher than the $668.54 billion for the whole 2021. Trade surplus stood at $10.6 billion, compared to the $0.6 billion in the same period last year, according to the General Statistics Office.
The Ministry of Agriculture and Rural Development said China’s rice imports have shifted from low to high volume in the year-end period. Some EU countries also tend to import more rice to replace the wheat supply decline caused by the Russia - Ukraine conflict.
This has helped raise Vietnamese rice prices to $480 per tonne, $13 - 28 higher than Thai rice and $60 - 65 higher than the Indian grain, thus substantially contributing to this year’s export growth.
Besides, products of the processing and manufacturing industry have also enjoyed growth of 6 - 39.9 per cent in overseas shipments, helping turn export into a “bright spot” of the economy in 2022.
Assoc. Prof. and Dr. Nguyễn Thường Lạng from the Hà Nội-based National Economics University predicted that although export growth has slowed down slightly compared to the whole-year pace, foreign trade turnover will hit a record of about $780 billion in 2022.
This is a stepping stone for Việt Nam to achieve $1 trillion in trade revenue by 2025, he added.
Vũ Tuấn Anh, President of the Junior Chamber International Việt Nam, held that foreign direct investment remains the key driver of foreign trade. Meanwhile, processed and manufactured items are still key commodities, aside from textile-garment and agro-forestry-fishery products, of which timber, wood items, seafood, coffee, rubber, cassava, rice, vegetables, and fruit have generated a high trade surplus.
$10.6 billion trade surplus in 11 months
Việt Nam recorded a trade surplus of $10.6 billion in the January-November period, the General Statistics Office announced on Tuesday.
In November, the import-export turnover is estimated at $57.58 billion, down 1.2 per cent month-on-month and 7.8 per cent year-on-year, bringing the total value in the first 11 months to $673.8 billion, up 11.8 per cent year-on-year.
In the period under review, the export revenue is estimated at $342.2 billion, up 13.4 per cent y-o-y, and import at $331.6 billion, up 10.1 per cent.
Thirty-five commodities report an export turnover of more than $1 billion each, with eight surpassing the $10-billion- mark, accounting for 93.7 per cent and 70.1 per cent of the total, respectively.
Forty-five products saw an import value of over $1 billion, and six over $10 billion, making up 93.2 per cent and 52.3 per cent of the total, respectively.
The US is Việt Nam’s biggest importer in the period, with a turnover estimated at $101.5 billion, while China is the country’s largest exporter, with $109.9 billion.
In the period, Việt Nam also recorded a trade surplus of $29.4 billion with the European Union, and a trade deficit of $56.9 billion with China.
To promote exports, Deputy Minister of Industry and Trade Đỗ Thắng Hải said that in the last month, the ministry will focus on supporting businesses in finding alternative suppliers of raw materials with suitable prices to ensure sufficient raw materials and fuel for production and consumption, and to make good use of signed free trade agreements to speed up production and export.
The facilitation of administrative procedures for enterprises will be further promoted through the application of digitalisation, typically in tax refunds, import and export customs, and issuance of the Certificate of Origin. — VNS

Representatives: The Legislative Recess Postpones Approving The Budget To Next March
Posted On2022-12-01 By Sotaliraq Baghdad / Firas Adnan ]Representatives affirmed that the legislative recess will prompt parliament to postpone discussing the budget law, expecting to vote on it and approve it in the first quarter of next year, ruling out major disagreements regarding it, noting that the most important paragraphs were settled according to the agreement document on which the government of Muhammad Shia al-Sudani was formed.
It is hoped that the House of Representatives will go into a legislative recess that begins on the ninth of this month for a period of thirty days.
Representative Abbas Al-Zamili stated, "The government is determined to complete the budget law as soon as possible in order to send it to the House of Representatives."
And Al-Zamili added, "Parliament will enter during the next month a legislative recess that extends to thirty days, but the committees will continue their work on all the laws that they are studying at the present time."
He pointed out, "Expectations are that the government will send the law at the beginning of next year, for Parliament to consider it after the end of its legislative recess."
And Al-Zamili went on to indicate that “there is a desire among the political blocs for this file to be completed and to vote on the budget law in the first quarter of next year, so that it can take its path to implementation.”
For his part, Representative Jamal Cougar stated, "All that is presented in the media about the budget law is just speculation, and there are no real numbers, as Parliament has not seen its amounts."
Cougar added, "Oil prices left Iraq with large resources during the past period, and therefore the size of the budget will be large compared to those approved in 2021."
And he stressed, "Parliament does not know when the budget will reach it, but its role after it is referred to it by the government is determined according to the constitution, so it may reduce its amounts or transfer between the doors."
And Cougar continues, “If the representatives want to increase the amounts, then this is based on real necessities and after taking the opinion of the Council of Ministers.”
It is not expected, that “there will be disagreements between the Council of Ministers and the House of Representatives over the law,” and he attributed this to “the control of the forces that formed the government over the House of Representatives, and therefore the opinion will be unified and those balancing forces will pass without major problems.”
Cougar concluded, "The document of the political agreement on which the government was formed included many points, most notably the demands of the political forces regarding the budget, which will be included in the law for its approval."
On a related note, Representative Zainab Al-Moussawi said, "The draft budget for next year includes in its sections basic priorities, including financial allocations for the services file, the implementation of strategic projects, job grades, and confirmation of contracts."
And she expected that "the size of the financial budget for Iraq for the year 2023 will reach 88.75 billion dollars," noting that "it is hoped that the Iraqi parliament will vote on it at the beginning of next year."
And Representative Moein Al-Kazemi had stated in statements to (Al-Mada), yesterday, that “the Ministries of Planning and Finance have almost completed preparing the draft budget for next year.”
And Al-Kadhimi continued, "These two ministries are currently putting the final touches on the law by the relevant officials and under the supervision of Prime Minister Muhammad Shia'a Al-Sudani."
He pointed out, “Prior political agreements within the state administration coalition will be implemented regarding the budget without harming the public interest.”
Al-Kazemi agrees with Al-Zamili, that "the budget law will be voted on in parliament next March, that is, before the end of the first quarter of the year."
In addition, economic researcher Nasser Al-Kinani stated, "The state's financial position for the current year has been calculated on the basis of last year's budget."
Al-Kinani added, "The size of that budget is 132 trillion dinars, the total of which was spent is 116 trillion dinars, while the rest has been recycled."
And he pointed out, “This year, 25 trillion dinars were added to this amount, and it was mentioned in the emergency support law for food security, and 17 trillion and 800 billion dinars were spent from it, and 8 trillion and 200 billion dinars may remain.”
Al-Kinani confirmed, "The remaining amount of the emergency support law for food security will be added to the next year's budget."
He explained, "Calculating the price of a barrel of oil on the basis of 75 dollars, this will generate revenue of 127 billion dollars, and if we add to it the remainder of the food security law with other non-oil revenues, the amount will be 160 billion dollars."
Al-Kinani said, "This year is supposed to be good for Iraq, and these sums are supposed to be taken advantage of."
And he talked about "a government approach to support the operational budget with amounts of money that are the highest in Iraq," and it is expected that "important projects will proceed to serve the Iraqis."
Al-Kinani added, "The current political situation gives indications that the budget will pass without major differences between the blocs present in the House of Representatives."
The House of Representatives had extended its legislative term for a month, hoping that the draft budget law would be returned by the government, which has not been able, until now, to vote on it. LINK
Political Consensus To Pass The Oil And Gas Law During The Current Session
Posted On2022-12-01 By Sotaliraq Baghdad / Hussein Hatem New developments have occurred in the oil and gas law, which is still awaiting legislation inside the parliament dome since 2005. Yesterday, Wednesday, joint technical committees were formed to consider outstanding issues between Baghdad and Erbil, including the draft oil and gas law.
The Oil and Gas Law stipulates that the responsibility for managing the oil fields in the country must be entrusted to a national oil company, and it is supervised by a federal council specialized in this issue. However, since 2003, Baghdad and Erbil have disagreed on the issue of managing the region's oil fields.
And the Ministry of Planning stated in a statement, yesterday, Wednesday, that “Diwani Order Committee 22151 for the year 2022 headed by the Deputy Prime Minister - Minister of Planning, Muhammad Ali Tamim, and charged with resolving outstanding issues with the Kurdistan Region, held its first meeting in Baghdad, in the presence of a delegation from the Kurdistan Region of Iraq.”
Headed by the Minister of Planning in the region, Dara Rashid Mahmoud,” noting that “during the meeting, which prevailed in a positive atmosphere, outstanding issues were raised between the two sides, especially the oil and gas law, the budget, and other issues.”
He added, "It was agreed that the outstanding issues be dealt with, in accordance with what was stipulated in the Iraqi constitution, and the ministerial platform of the government of Prime Minister Muhammad Shia' al-Sudani, which was voted on by the House of Representatives,"
noting that "the meeting resulted in the formation of joint technical committees to consider the overall The issues that the committee will discuss, provided that meetings and joint meetings continue during the coming days, to reach radical solutions to all these issues.
Dhurgham al-Maliki, a member of the Parliamentary Oil and Gas Committee, says, “The draft oil and gas law is one of the most prominent projects that the committee is working on preparing and approving,” noting that “many of the problems facing the oil and gas sector in Iraq will be resolved with its approval.”
Al-Maliki added that "there are drafts of the oil and gas law that include all the details, but it has not been agreed upon finally," explaining that "the committee will review these projects to complete a good draft law, in order to shorten the time."
He pointed out, "The Parliamentary Oil and Gas Committee will seek to pass a draft law that preserves the rights of all parties, and is a factor in strengthening the unity of Iraqis."
Al-Maliki pointed out that “the draft law was not abolished, but was postponed and may be presented in the next legislative term,” adding, “The paragraphs of the law cannot be divided, but it is possible to amend and add paragraphs to it or delete paragraphs, but it will be fully approved.” In turn, Jamal Kujar, a representative of the Kurdistan Islamic Union, says, "The draft oil and gas law has not been legislated for decades, due to its connection to political matters that impede its legislation."
He added, "Iraq is an oil country and its main economy depends on oil, and it has no law." Cougar indicated, "The prime minister talks a lot about the enactment of this law, and we hope that it will be legislated despite its difficulty." And last April, the Federal Court ruled that the Kurdistan Oil Law, which has been in effect since 2007, is “unconstitutional.”
After the court's decision, the Ministry of Oil appointed the international law firm Cleary Gottlieb Stein and Hamilton to communicate with some oil and gas companies operating in the Kurdistan region "to start discussions to bring their operations in line with applicable Iraqi law," according to Reuters.
The efforts apparently led to the withdrawal of the "Schlumberger" oil field services company from the Kurdistan region, in compliance with the Federal Court's decision.
Earlier last month, Prime Minister Muhammad Shia al-Sudani said in a press conference, “There is a serious desire that we have felt from the Kurdistan region, and this matter is also available to the government and political parties to confront these files professionally and with solutions that guarantee justice for all parties, especially Baghdad and Erbil agree on the ceiling of the constitution to regulate this relationship.
With regard to the draft oil and gas law, he explained that, “One of the most important solutions in this file (the relationship between Baghdad and Erbil), and our deliberations are continuing with the Ministry of Oil to prepare a draft law that will be subject to preliminary discussion with the regional government before it is presented to the Council of Ministers, and then sent to the House of Representatives.
He pointed out that “the budget file and its draft law entail obligations, and just as the Kurdistan region calls for rights, it has obligations, and these must be applied in accordance with the law and the constitution so that Baghdad can fulfill its financial obligations, whether they are in the budget law or in the rest of the entitlements.” LINK

He added, "It is possible for oil prices to range between 90-100 dollars a barrel during the next year, so that there will be stability in the revenues of Iraq and other major oil producers."

Parliament Without Legislation Since The Withdrawal Of The Sadrists And Is Preparing To Enter A New Recess
Posted On2022-11-30 By Sotaliraq Baghdad / Firas Adnan
Parliament is currently preoccupied with deciding the presidencies of its committees before going to a new legislative recess on the ninth of next month, while it is indicated that no law has been enacted since the withdrawal of the Sadrist bloc in the middle of this year.
Parliament had suspended its work for about three months as a result of the storming of its building by Sadrist demonstrators, before it held its sessions again at the end of last September, while most of the Sadrist seats went to substitutes from the coordination framework.
“Parliament had extended its legislative term for a month, and this period is nearing its end, and it is not permissible, according to the constitution, to repeat the extension again,” said Thaer Makhaif, in an interview with Al-Mada.
He added, "The legislative recess will begin on the ninth of December, and will continue until the same day of the following month, after which Parliament will resume its work." He pointed out, "There are laws prepared by the parliamentary committees, some of which have passed the stage of the first reading and the other passed the second reading, and we are working to submit them to a vote."
And Makhaif stressed, "The committees will continue to perform their work during the legislative recess in order to end discussions on laws and draft them so that they are ready to be presented to Parliament when its sessions resume."
Regarding the reason why no law has been legislated since the Sadrist movement withdrew from Parliament, Makhaif replied, “Enacting laws is not an easy process, and there are objections to some paragraphs and discussions, in addition to the government withdrawing a number of projects that are not consistent with the ministerial curriculum.”
And he added, “The law, in order to be legislated, must be mature, and therefore we must remember that Parliament was paralyzed for months and was unable to exercise its role in legislation and oversight.” And Makhaif continues, “The real beginning of the parliament came with the formation of the government of Muhammad Shia al-Sudani on the 27th of last October.”
In his view, “the election of committee chairs did not affect the legislative process in parliament, given that the committees are currently managed by the oldest member.”
He concluded, "The coming period will witness an understanding between the political forces that formed the government in order to resolve the committees' file, and this will not be delayed for a longer period."
For his part, Representative Hussein Arab stated, "There is more than one meeting that was held at the headquarters of the First Deputy Speaker of Parliament, Mohsen Al-Mandalawi, regarding the committees." Arab continued, "There is almost agreement on resolving the distribution of presidencies, but some committees need time for discussion and discussion between the political blocs."
He expressed his belief that “the coming days will resolve these committees, especially the important ones such as the Security and Defense Committee, the Finance Committee and the Integrity Committee.”
And Arab finds, "The agreement on the presidencies of these three committees means that we are moving towards completing the rest of the committees in just one day."
And he stressed, “Parliament is determined to completely end this file before the end of the current legislative term, so that we can prepare to receive the budget law.”
And Arab continues, “There are other important laws awaiting parliament that have been included in the ministerial curriculum to be approved within a certain period not exceeding 6 months, such as the oil and gas laws, the Federal Supreme Court, and local and parliamentary elections.”
And he added, “Without the completion of committee presidencies and the status of their work, the process of passing laws in general will be difficult, especially with regard to controversial issues.”
Arab concluded, "Some of the laws are important and related to the political agreement. They need a role for the concerned committees, and not to name their presidencies, because the process of passing them is very difficult."
It is noteworthy that the parliament in its current session succeeded in passing two laws before the withdrawal of the Sadrists, namely the law criminalizing normalization with the Zionist entity and the law of emergency support for food security and development. LINK
The "Forces Of Change" Criticize The Ministerial Platform Of The Sudanese Government And File Complaints Against The Killers Of The Demonstrators
2022-11-30 05:54 Shafaq News/ The Forces for Democratic Change in Iraq criticized, on Wednesday, the ministerial platform of the federal government headed by Muhammad Shia' al-Sudani, the Prime Minister, revealing at the same time that legal complaints had been filed against the killers of the demonstrators of the October 2019 protests.
This came in a press conference held by the Forces for Change today, in which the Secretary-General of the Iraqi Communist Party, Raed Fahmy, read a statement issued by those forces.
Fahmy renewed during the conference, "The position of opposition to the quota approach according to which this government was formed, and is being enshrined in all state institutions, not according to competence, integrity, and specialization, but according to partisan loyalties and political favoritism. An Expected Clash With The Factions Because Of The “Article 140 Committee” And The Possibility Of Replacing Its Head, Al-Amiri
Posted On2022-11-30 By Sotaliraq Baghdad / Tamim Al-Hassan On the eve of the departure of Prime Minister Muhammad al-Sudani to Tehran, the political forces reached advanced understandings on 3 sensitive files, some of which have been pending for 15 years, in addition to the Iranian threats on the borders.
In the presence of all parties to the State Administration Coalition, which formed the last government, there was almost agreement on the mechanism for holding local elections, completing the cabinet, and activating Article 140.
The last item may spark a political crisis, especially with the Turkmen objection to “not including them in the understandings,” and an expected clash with the factions that control the “disputed areas.”
A statement issued by the State Administration Coalition said on Monday evening that the meeting: "revealed high-level dialogues and meetings to prevent the violation of Iraqi sovereignty from any external party."
The coalition stressed, according to the statement, Iraq's serious work to prevent the use of its lands as a springboard to destabilize the security of neighboring countries.
And the statement continued, “The meeting decided to complete the cabinet and name the ministers of environment, housing and construction.” The coalition also listened to a comprehensive report on “the provincial elections law and the House of Representatives, while the details of the law were discussed from the political and technical sides.”
Meanwhile, the Prime Minister stressed, yesterday, not to allow the use of Iraqi lands to threaten Iran's security.
Al-Sudani said in a press conference he held with Iranian President Ibrahim Raisi in Tehran, shortly after his arrival in the Islamic Republic, that "Iraq does not forget Tehran's support for it since 2003 and the war against ISIS terrorist gangs."
According to leaks, Tehran had given Iraq until early December to control what it says are Kurdish militants attacking Iran from Kurdistan before the Islamic Republic carries out a ground attack on opposition headquarters.
And Shiite parties considered that Tehran's provocation of the problem of the Kurdish opposition at this time and the implementation of missile attacks and marches is a pretext to put pressure on the new government, which has shown rapprochement with Washington.
Those parties also indicated that Tehran or its affiliates in Iraq were behind the assassination of the American citizen Stephen Troll more than two weeks ago in the center of Karrada at the hands of unknown persons, while Al-Sudani had considered the incident “intentional.”
Al-Sudani stressed from Tehran that “the government is committed to implementing the constitution and not allowing the use of Iraqi lands to disturb security against Iran,” noting that “we depend in our foreign relations according to the principle of mutual respect and non-interference in internal affairs.”
Al-Sudani had attended the expanded meeting that took place on Monday evening, at the house of the late President Jalal Talabani in Baghdad, along with Muhammad al-Halbousi, Speaker of Parliament, Nuri al-Maliki, leader of the State of Law, and the rest of the leaders of the blocs.
According to informed sources who spoke to (Al-Mada), “the meeting discussed the activation of the Article 140 Committee, and touched on holding the referendum in the regions outside the region in the Nineveh Plain, Kirkuk, and Khanaqin.”
The source familiar with what happened in the meeting confirmed that “the leaders of the political forces differed over the implementation of the referendum in the areas of Jassan and Badra in Kut and some other areas in Diyala.”
After the meeting, Minister of Justice Khaled Shawani, who was present at the meeting, said that “by a decision of the Prime Minister, it was decided to form the Supreme Committee for the implementation of Article 140, which was suspended in 2014.”
He added on his Facebook page that “the committee will meet within ten days, to prepare an estimated budget to compensate those covered by the article, and to submit it to the Council of Ministers for inclusion in the general budget.”
Shawani said that the decision to activate Article 140 “was taken based on what was stated in the ministerial platform within the framework of the political agreement concluded by the political leaders to form the government.”
Article 140 of the constitution states:
First: The Executive Authority shall take the necessary steps to complete the implementation of the requirements of Article (58) of the Law of Administration for the Iraqi State for the Transitional Period, with all its paragraphs.
Second: The responsibility placed on the executive authority in the transitional government, stipulated in Article (58) of the Law of Administration for the Iraqi State for the Transitional Period, extends and continues to the executive authority elected under this constitution, provided that it is fully accomplished (normalization, census, and ends with a referendum in Kirkuk and other disputed areas to determine the will of its citizens) within a maximum period of the thirty-first of December of the year two thousand and seven.
And the sources confirm that “holding a referendum in the disputed areas will certainly lead to a clash with the factions that have controlled those lands since 2016, because the activation of the article will threaten their presence there.”
The sources suggested that "the committee that will work to implement the provisions of Article 140 will choose a new president to replace the current president, Hadi al-Amiri (leader of the Fatah Alliance)."
The Committee for the Implementation of Article 140 is defined as the one that was subjected to demographic change and Arabization policy at the hands of Saddam Hussein's regime, during the period from 1968 to 2003.
The last article provided for three phases: the first is normalization, which means restoring the conditions of the population to what was before the era of the Baath Party, the second is the population census, and the last is the referendum on joining the region.
Committees were formed to implement the provisions of Article 140, under the government of Ibrahim al-Jaafari. The chairmanship of the committee was entrusted to Hamid Majid Musa, and when Nuri al-Maliki took over the government, another committee was formed headed by former Minister of Justice Hashem al-Shibli, but he resigned from his position, then was replaced by Raed Fahmy in 2007.
The presidency of the committee, which was reconstituted in 2011, was entrusted to Hadi al-Amiri, then Minister of Transport in the Maliki government, but the Arab parties in Kirkuk had objected to al-Amiri's appointment.
On the other hand, the Turkmen objected to the activation of Article 140, and the Turkmen Front, which is the political umbrella for the component, confirmed in a statement, “its rejection of any step taken in the absence of the component’s representatives.”
And she added, "Since the first day of the negotiations to form the state administration coalition, there has been a political will to absent and weaken the role of the Turkmen component."
The front called on: “The leaders of the blocs who hold their meetings in the absence of the Turkmen component should not forget the pure and pure blood that the Turkmen offered throughout the history of the Iraqi state to preserve the unity of Iraq.”
Regarding the Kurdish issue, Harim Agha, head of the Patriotic Union of Kurdistan bloc, said in an interview with (Al-Mada) that "the meeting witnessed the completion of the rest of the vacant ministries in the government."
And Agha said, "The Ministry of Construction, Housing and Municipalities has gone to the Kurdistan Democratic Party, in exchange for the National Union obtaining the Ministry of Environment."
According to leaks, the Minister of Construction is the former Minister Benkin Rikani, and the Minister of Environment is Nizar Amidi, while it is likely that the candidates will be presented to Parliament during the next two days.
In the last meeting, the sources who attended the meeting revealed that “the leaders of the political forces have agreed to adopt the St. Lego system in the provincial council elections expected to be held in October 2023, and the possibility of using the same system in the event of an agreement to hold early legislative elections.”
And “St. Lego” as amended had been withdrawn in the last elections (Legislative 2021) in favor of the multiple constituency law.
This system depends on dividing the votes of the winners by 1.9, which leads to crushing the results of the small powers that aspire to win. LINK

A New High In Oil Prices
Economie| 08:44 - 11/30/2022 Follow-up - Mawazine News Oil prices rose in early Asian trading, on Wednesday, with a decrease in US crude stocks, but fears that OPEC + will keep production policy unchanged at its next meeting limited the gains.
Brent crude futures rose 95 cents, or 1.14%, to $83.98 a barrel by 04:22 GMT, while US West Texas Intermediate crude futures rose 80 cents, or 1.2%, to $79 a barrel.
The decline in US crude oil inventories by about 7.9 million barrels in the week ending, while gasoline stocks increased by about 2.9 million barrels, helped boost prices, while distillate stocks increased by about 4.0 million barrels.
The market is also watching the upcoming meeting of the Organization of the Petroleum Exporting Countries (OPEC) and allies including Russia, known as OPEC+.
Five OPEC+ sources said the group was likely to keep oil production policy unchanged at Sunday's meeting, although two sources said additional output cuts to support prices were also likely to be considered.
The group meets as slowing economies and Chinese coronavirus lockdowns have hit demand for oil, while the imminent European Union ban on Russian crude imports and a G7 ceiling on Russian crude have raised questions about supplies. https://www.mawazin.net/Details.aspx?jimare=212802

Expert On Falling Oil Prices: The Current Situation Will Not Last For Long
Economie| 01:09 - 11/30/2022 Baghdad - Mawazine News, oil expert Hamza Al-Jawahiri said today, Wednesday, that OPEC's decision to reduce production did not affect Iraq's exports, but rather reduced domestic production, stressing Iraq's commitment to the organization's decisions because they are "fair and aim at stabilizing oil markets."
Al-Jawahiry added, in an interview with the official newspaper, that "compliance with (OPEC) decisions is expected to make price levels range between 83-93 dollars per barrel," adding that "the increase in prices by about 10 dollars or more compensates for the decrease, which amounts to about 220 thousand." Barrels, and profit may increase due to price stability.”
Al-Jawahiry attributed the decline in oil prices to two main reasons, “the first is the complete closure in China of some provinces after the spread of Covid 19 again, in addition to the Russian-Ukrainian war that is putting pressure on prices, not to mention the American pressures and its attempt to compensate for the Russian oil and gas exported to Europe, as well as setting a ceiling My price ranges between 60-65 dollars per barrel, although stocks of oil and derivatives have decreased very significantly in recent weeks.
He noted that "the current situation will not last for a long time, especially with regard to pumping American oil into the markets, which has become very large, and this is what we notice through the difference between the price of Brent and West Texas, which reaches more than 7 dollars per barrel."
And he considered, "This is a large and clear indication that prices have fallen, but they will not continue because the strategic storage of oil and derivatives in America is declining dramatically, and therefore it must be compensated from the markets themselves, from the oil offered in the global markets."
Al-Jawahiri pointed out that "OPEC is coherent and cannot be dismantled, because if things are left without a clear policy, prices will collapse to irreversible levels." Ended 29/N33

Toyvp: Việt Nam a focus for Korean technology enterprises
November, 29/2022 - 16:58
Việt Nam is a potential young market and we will certainly promote development here in the near future, said Jun Kwon, Director of Meta Planet Company.
HÀ NỘI — Việt Nam is a potential young market and we will certainly promote development here in the near future, said Jun Kwon, Director of Meta Planet Company.
He made the statement at the “Technological Investment Co-operation between Việt Nam and South Korea” held in Hà Nội on Monday.
As one of the businesses of the Korea NFT Content Association coming to Việt Nam to seek cooperation and investment opportunities, he has seen many attractive opportunities in this market. With the advantage of developing NFT and metaverse-related projects, Meta Planet is ready to conquer and expand investment to Việt Nam.
“I guess the blockchain investment policy in Việt Nam will also be a bit more difficult than in South Korea, but through the Việt Nam Blockchain Association, we have had the opportunity to better understand the market, learn from the experience of other investors to have good preparation before actually entering," he added.
Choi Kang-Yong, currently chairman of NBN, the No 1 Blockchain news channel in South Korea, said that not only in Korea or Viet Nam but there was a global event going on, which was the transition towards Digital Assets. "With the 4th industrial revolution, blockchain technology is now under heavy focus and is the centre of the business revolution."
The cryptocurrency market in South Korea is valued at US$23 billion with more than 7 million users trading every day. The global market is now at the level of $900 billion.
“There is a strong need to rethink today’s capital market and approach the digital asset market with a wider perspective and an aim to cope with the current global recession, inflation, and increase of interest in the capital market,” he said.
He added that under this global environment, the seminar was not just an economics discussion, but an event to promote and foster global partnerships between Việt Nam and South Korea and incubate the Digital Asset Economy and Metaverse World beyond the two countries. "The financial market will continue to see changes; thus we hope that the cooperation will create a premise for solid ties in the future."
“We will continue to strengthen our cooperation with Việt Nam in order to turn this partnership and coalition into a global leading team in this revolutionary moment we are living in,” he added.
Mark Hwang, Director of Korea NFT Content Association (KONCA) Việt Nam, said: “I personally believe NFTs have big potential and very big possibility, not only in South Korea.”
“The biggest potential in Việt Nam I would say is population. More than 100 million people with a huge number between 20 and 30, these are suitable users. Therefore, our market application in Việt Nam would have very strong prospects, there will be a lot of opportunities to come, not only in entertainment but also in other fields as well.”
Phan Đức Trung, Standing Vice chairman of Việt Nam Blockchain Association (VBA), said: “Blockchain is becoming a pioneering technology that is widely applied in many fields to create new business models. Blockchain technology is developing strongly and is considered a step forward. Blockchain started in the financial market and is being moved to many other areas. Currently, many large corporations and companies in the fields of banking, healthcare, energy, insurance, tourism, real estate, science and education have all applied blockchain.”
He said the biggest thing expected from the discussion between VBA and Korean partners was experience in two issues of training and law. South Korea had a blockchain boom and NFT applications were heavily promoted in the entertainment sector and art applications which Việt Nam could study.
Hoàng Văn Huây, VBA’s chairman, said: “Since its official public launch, the association has carried out a series of activities towards the widespread and effective application of blockchain technology into Việt Nam's socio-economic development. This includes supporting and encouraging businesses to apply this technology. However, blockchain is still a new technology in Việt Nam, so the association also set a plan to disseminate this knowledge to businesses and people.”
The event was co-organised by VBA, KONCA and NBN Korean TV Channel. The signing ceremony of a memorandum of understanding (MoU) between the VBA and KONCA, as well as one between the VBA and NBN Korean TV Channel, took place within the framework of the event. — VNS

An Expected Decision For OPEC + After The Meeting Of Iraq And Saudi Arabia
Energy Economy News _ Baghdad Sources in OPEC + suggested, today, Wednesday, that the organization will keep the oil production policy unchanged in the meeting next Sunday, after the meeting of the Saudi and Iraqi energy ministers at the end of last week, who stressed the importance of adhering to production cuts that will continue until the end of 2023.
According to OPEC sources, additional production cuts are also likely to be considered to boost prices, which have fallen due to fears of an economic slowdown.
The Organization of the Petroleum Exporting Countries (OPEC) and its allies, including Russia, known as OPEC+, meet as demand faces headwinds from slowing economies and China's COVID-19 lockdown, while an EU ban on Russian crude imports looms. A ceiling on G7 prices for Russian oil places is a question mark on supply.
Oil prices, after nearing an all-time high of $147 a barrel in March, were pushed lower by the conflict in Ukraine.
In October, OPEC+ agreed to cut production by 2 million barrels per day - equivalent to 2% of global supply - causing one of its biggest clashes with the West as the US administration called the abrupt decision short-sighted.
Saudi Arabia, OPEC's largest exporter, said on November 21 that OPEC+ was committed to production cuts and could take further measures to balance the market.
Saudi Energy Minister Abdulaziz bin Salman, Saudi Energy Minister Prince Abdulaziz bin Salman, said: “The current cut of two million barrels per day by OPEC + will continue until the end of 2023, and if further measures are needed through production cuts to balance supply and demand, We are always ready to step in."
The official Saudi Press Agency quoted the Saudi Press Agency as saying on November 21.
And the Saudi Ministry of Energy had said in a statement on Friday that the Saudi and Iraqi energy ministers met on Thursday and stressed the importance of adhering to the OPEC + production cuts, which will continue until the end of 2023.
