Experts: Iraq Loses 2.5 Billion Dollars A Month Due To Holidays

He pointed out that "economists estimated the losses of a vacation for an entire month by more than two and a half billion dollars, if the employee's salary rate is calculated at least 500 dollars per month depending on the number of employees in Iraq, 5 million employees in various sectors of the state, according to the readings of some competent research institutions.

He explained that  "the abundance of official and unofficial religious holidays and events affects not only the economy, but affects all life facilities, especially study and scientific sobriety,

"assuming 52 weeks a year," including two days of each week off, so the total holidays on Fridays and Saturdays are 104 days a year, in addition to 18 official events, equivalent to 36 days off a year, counting the dropout of employees and students a day before or after the holiday.  Al-Hasu pointed out that

"there is a system followed by Iraqis (between the two holidays) that is within the 18 days, and on this basis we are talking about more than (176) days off, knowing that they are holidays that do not include personal permits for illness, travel or childbirth, and apart from the days of religious events and others known as consensual, as the government declares the Eid holiday a full week to align with the two communities and their vision of the Crescent".

Al Rasheed Bank Announces The Launch Of The Electronic Insured Documents System

Shafaq News / the British Financial Times newspaper published an article by the writer ريا Chalabi in which she talked about the fate and developments of the case of the theft of 2.5 billion dollars in Iraq, and  the investigations into the incident, which is the largest of its kind to be announced in the country, while hinting at the involvement of "Iraqi factions" in the theft.

According to the Ministry of Finance,
armored vehicles carrying 2.5 billion dollars belonging to the Iraqi tax authority disappeared between September 2021 and August 2022, a scandal that has sparked widespread controversy within the corridors of power since its discovery last month.

 She adds that  trucks loaded with tax money left the state-owned Rafidain Bank and took their usual route to disappear in broad daylight in what is known in Iraq as the "theft of the century".

He had unveiled the merits of this scandal days before the swearing-in of the government of the new prime minister Mohammed Shiaa al-Sudani, and pledged to give priority to the fight against corruption that spread in all parts of the state and its institutions, as the Sudanese launched a public purge of aides to former prime minister Mustafa al-kadhimi, according to the author.
Sudanese responsibility
Al-Sudani, who appears to be an independent politician and enjoys the support of some factions allegedly involved in the scandal, may have difficulty holding senior members of the political establishment accountable, noting that
"the responsibility for this scandal lies with those at the top of the hierarchy of power, and many high - level players are involved, including current and former ministerscivil servants and businessmen".
It said "rampant corruption" in Iraq had eroded state institutions endorsed by the political class that has ruled the country since the overthrow of late President Saddam Hussein in 2003.

Instead of promoting power-sharing, the author adds,
"the sectarian Iraqi system has contributed to the establishment of a quota system between factions competing for senior government positions and feeding patronage within ministries".

Involvement of influential parties
Some sources claim - according to the article-that  this latest fraudulent scheme involves many powerful and dissonant political factions, especially those who agreed on the appointment of al-Sudani,
while the new government is dominated by political blocs linked to Iran known as the "coordination framework", which disagreed with loyalists of rival Shiite cleric Muqtada al-Sadr on the formation of the government.
The author, in the course of her article, emphasizes that 5 people familiar with the investigation noted that the latest scandal casts doubt on both sides that have been fighting for power for a long time.

Theft detection

In a public statement after the disclosure of the embezzlement, former finance minister Ali Allawi-who resigned from the kadhimi government in August 2022 - stated that he informed Kazemi's office about the scheme in November 2021, and ordered to stop payments from the accounts without his consent,

but the payments continued, according to Allawi, at a time when an adviser to the former prime minister said that Kazemi's office had not received "official correspondence" from Allawi about the embezzlement.

According to the Ministry of finance, the companies in question claimed to be working for larger companies, including many international oil companies, but according to 4 people familiar with the investigation, 3 companies had been founded just one month before the embezzlement was carried out, according to the author.

The Ministry of Finance had revealed that 3.7 trillion Iraqi dinars (2.5 billion dollars) had been withdrawn from the accounts of Rafidain Bank, which is equivalent to 2.81% of the country's budget for 2021, and then some of these funds were used to buy dollars from the Central Bank of Iraq.
Suspicions
The author, speaking about the suspicions surrounding the embezzlement process, confirmed in her report that according to 3 people familiar with the Iraqi banking sector,
it is certain that the central bank and the Rafidain Bank are aware of the operation, as the
slight increase in dollars purchased at the auction was higher than usual, as well as the amounts withdrawn were very large،

The same sources explained that "the amount of money transported daily in Baghdad required armored trucks, and this indicates the involvement of the security services".

She added that the judiciary issued a travel ban against 9 suspects, including 5 high-ranking civil servants at the tax authority and the Ministry of Finance and company managers, and
one of them, Nour Zuhair Jassim, was arrested at the tarmac of Baghdad International Airport while trying to leave the capital on a private plane.

The article continued that - according to the same sources familiar with the investigation-

Jassim is the main suspect, and that the judiciary is investigating his relationship with kadhimi's aides, the Sadrists and the  leaders of the coordination framework,
including former prime minister Nuri al-Maliki and the leader of the "FatahAlliance Hadi al-Amiri, and
the judiciary summoned one of kadhimi's advisers for questioning.
Settling accounts

While analysts doubt that the investigation is being used as a tool to settle scores, Renad Mansour, director of the Iraq initiative Project at Chatham House, confirms that

"the corrupt and the powerful succeed in using their power to target the weaker groups,
anti-corruption mechanisms are often used as a tool for political liquidation".

Analysts emphasize that in a system where corruption reigns and special interests dominate, the investigation is likely to be disrupted.

"It is expected that some heads will fly out of the banks, and then the issue will be quietly forgotten,
most likely this is what the political elite is planning, which seems to have returned to its old practices," said Sajjad giad, a fellow resident of the Century Center.

The article concluded that many of the competing political factions in Iraq that are suspected of involvement in this embezzlement, which was described as "great", have shown their willingness to ally with each other for financial gain, which Mansour comments

The International Labor Organization (ILO) issued, on Monday, a list of countries with the lowest working hours per week, including Iraq for the current year.

According to the list seen by Shafaq News Agency, it is shown that worldwide, the average working week can range from less than 40 hours to nearly 50 hours.

High-income or developed countries that place a cultural emphasis on work-life balance, leisure time, and family generally have shorter official work weeks (some as low as four days) and more days off.

Countries with longer operating weeks, fewer worker protections, and fewer amenities are often classified as "hard working countries," but they also tend to have less happy and possibly burnout publics.

According to the report of the International Labor Organization, there are 36 countries that are among the countries that have the shortest working weeks in hours, which are set between 29 hours to 36 hours, and Australia came with the least country in the world in the number of working hours per week, reaching only 29 hours per week, followed by Iraq and the Netherlands And Micronesia (consisting of islands in the Pacific Ocean) with 30 hours per week, followed by Somalia, Rwanda and Kazakhstan with 31 hours per week, Djibouti with 32 hours per week, and Norway, the United Kingdom and Austria with 33 hours per week.

Al-Dulaimi told Shafaq News agency, "The general budget law, according to the Financial Management Law, is sent in mid-October to the Parliament, and the Parliament and the Parliamentary Finance Committee can make amendments to the law and approve it within a maximum period of two months."

And she emphasized that "the draft budget law has been studied in the Ministry of Finance, but it has not yet been presented to the Council of Ministers, which in turn sends it to the House of Representatives for a vote."

And she indicated that "the price of a barrel of oil currently ranges between 85 to 87 dollars, but we do not know the exact price in the budget law, and that the real price of a barrel of oil will be determined when the draft budget law reaches the House of Representatives, and through previous experiences we usually set the lowest prices for a barrel of oil despite from the continued rise in global oil prices.

Al-Dulaimi expected that "the draft budget law will be presented to the Council of Ministers within 15 days, after which it will be sent to the House of Representatives, and the budget may be approved in Parliament during January of the year 2023."

It also suggested that "the total amount of the budget law will range between 128 to 130 trillion dinars, and the deficit rate we believe is less than 25% of the total amount."

It is noteworthy that the financial budget for the current year 2022 was not approved by the Council of Ministers and the House of Representatives due to the turmoil that Iraq witnessed after the early elections in October 2021, which escalated to dangerous levels that ended with the events of the Green Zone, with armed confrontations between supporters of the Sadrist movement and the security forces, which claimed lives. The Iraqi Foreign Ministry stated, in a statement that Mawazine News received a copy of, that "its minister met with an American delegation that included Barbara A. Leaf, Assistant Secretary of State for Near Eastern Affairs, Colin Kahl, Undersecretary of the Ministry of Defense, and Brett McGurk, White House Coordinator for the Middle East and North Africa.

Gershom Sachs, Policy Adviser to the National Security Council, Roland McKay, Director of Gulf Affairs at the National Security Council, and David Maher, Political Officer at the US Embassy in Manama, on the sidelines of the Manama Dialogue 18 meetings, which are taking place in the Bahraini capital, Manama.

She added, "During the meeting, the importance of strengthening relations between Iraq and the United States of America and developing them in various fields was emphasized, and the two sides discussed mutual commitment to the strategic framework agreement between the two countries and common interests in preserving Iraq's security, stability and sovereignty."

The minister stressed, "Iraq is moving towards openness to all countries, especially to the countries of the Gulf Cooperation Council, and the conclusion of balanced relations based on achieving common interests, preserving sovereignty, and non-interference in internal affairs," adding that there are mutual visit meetings, and we invited them to attend the "conference." The Fund For The Recovery Of Funds Is Talking About The Return Of About 200 Million Dollars From Abroad

Deputy Reveals The Reason For The Decline In Sales Of The Central Bank

The Iraqi oil revenues from the crude oil that was exported during the ten months of the current year 2022 amounted to about $100 billion.

According to the statistics of "SOMO" company, seen by Shafaq News agency, "the revenues of the Iraqi oil source during the first ten months of the current year 2022 amounted to 99 billion 646 million 786 thousand 336 dollars, at a monthly rate of 9 billion 964 million 678 million 633 dollars."

And she added, "These revenues increased from last year 2021 by 65 percent, as the financial revenues amounted to 60 billion, 648 million, 11 thousand, 368 dollars, at a rate of 6 billion, 64 million, 801 thousand and 136 dollars."

And she indicated that "the month of May of the current year 2022 witnessed the highest financial revenue from oil sales, amounting to 11 billion, 477 million, 514 thousand and 4 dollars, while the month of January was the lowest month in terms of revenues, as it amounted to 8 billion and 322 million 679 thousand and 526 dollars." .

Iraq relies 96 percent on oil revenues in its general budget, and the previous government was subjected to great pressures with its inability to pay employee salaries and other operating expenses as a result of the drop in oil prices below $30 a barrel at the beginning of 2020 with the spread of Covid-19 disease before it returned. Samson:  Parliamentary Finance: The 2023 budget will amount to 130 trillion dinars, with a deficit of about 25%

Member of the Parliamentary Finance Committee, Ikhlas Al-Dulaimi, suggested on Monday that the Iraqi government will send the draft budget law for the year 2023 within the next two weeks, noting that the budget ceiling may reach 130 trillion dinars, with a deficit rate of less than 25%.

Al-Dulaimi told Shafaq News agency, "The general budget law, according to the Financial Management Law, is sent in mid-October to the Parliament, and the Parliament and the Parliamentary Finance Committee can make amendments to the law and approve it within a maximum period of two months."

And she emphasized that "the draft budget law has been studied in the Ministry of Finance, but it has not yet been presented to the Council of Ministers, which in turn sends it to the House of Representatives for a vote."

And she indicated that "the price of a barrel of oil currently ranges between 85 to 87 dollars, but we do not know the exact price in the budget law, and that the real price of a barrel of oil will be determined when the draft budget law reaches the House of Representatives, and through previous experiences we usually set the lowest prices for a barrel of oil despite from the continued rise in global oil prices.

Al-Dulaimi expected that "the draft budget law will be presented to the Council of Ministers within 15 days, after which it will be sent to the House of Representatives, and the budget may be approved in Parliament during January of the year 2023."

It also suggested that "the total amount of the budget law will range between 128 to 130 trillion dinars, and the deficit rate we believe is less than 25% of the total amount."

It is noteworthy that the financial budget for the current year 2022 was not approved by the Council of Ministers and the House of Representatives due to the turmoil that Iraq witnessed after the early elections in October 2021, which escalated to dangerous levels that ended with the events of the Green Zone, with armed confrontations between supporters of the Sadrist movement and the security forces, which claimed lives. The delegation has not yet set a date for its visit to the capital, Baghdad, which is supposed to discuss the share of the Kurdistan region in the 2023 budget, the entitlements of the Peshmerga, Article 140 of the Constitution, and the Sinjar Agreement.

The representative of the Kurdistan Democratic Party, Sherif Suleiman, says, "The Kurdish delegation has not set a date for its visit to the capital, Baghdad, until now, and it is still waiting for the necessary arrangements to be made."

Suleiman added, "The Kurdish delegation will discuss many files, the most important of which is what was included in the ministerial curriculum of the head of the federal government, Muhammad Shia'a al-Sudani."

Samson:  A parliamentarian accuses private banks of smuggling currency and money laundering

Saturday, the deputy of the State of Law coalition, Jassem Atwan, accused private banks of smuggling currency and money laundering in the previous period, calling on the new government to control the doors of currency smuggling out of Iraq.

The rumors and fabricated news currently circulating from some social networks and some satellite channels whose orientations are well known and intended to deliberately offend the national economy and national economic institutions that have clear success experiences and work with national Iraqi cadres, and that these parties are driven by special interests and projections.

They target our national economy and its institutions that have achieved clear achievements. During the economic and security shocks that Iraq went through after mid-2014 until the present time, it contributed to achieving economic resilience and supported our national economy. Their posts and press and media reports have preoccupied us these days by targeting our banks

And involving it in organizational, administrative and technical problems and exploiting leaks to amplify fabricated information that has not been audited and verified. Its aim is to blackmail and cover up the achievements made during the years of crisis. So why target?

The reason, as I see it, is that the Central Bank insists that all banks for which it is responsible for supervision and control and related financial institutions do their daily work, internally and externally, to adhere to the instructions, controls and regulations in accordance with its objectives contained in its law, which maintain economic stability in the country.

Although I respect the other opinion issued by non-specialists or those who specialize in the economy and monetary policy in particular, but I may disagree with the opinion that tries to harm the reputation of the Iraqi banking sector

And the reflection of reputational risks on our international banking dealings. Therefore, I call on the media to look, even for once, at preserving the reputation of the Iraqi economy internally and externally, because it is illogical for us to allow the targeting of our economic institutions that are directly responsible for achieving steadfastness and economic stability.

Because directing accusations against our banking sector is an insult to Iraq's economic reputation internationally without scrutiny and investigation of the leaked information.

These authorities know before others, through evidence, facts, and business results, that banks are the first basic link in the economy, and without a sound banking sector, it is not possible to build a sound economic sector.

To implement the controls and instructions issued by the Central Bank, to give due diligence to all internal and external banking operations, and to operate openly under the spotlight of the internal and external supervisory authorities, in order to preserve the reputation of our national economy and the achievements of the Central Bank during the past twenty years.

Al-Sudani From Diwaniyah: Economic Reform Cannot Be Delayed

Sweeteners   Economy News – Baghdad On Saturday, Prime Minister Mohamed Shia Al-Sudani affirmed that the fight against administrative and financial corruption is a top priority for the government, while noting that the issue of social protection is a priority.

The media office of the Prime Minister said in a statement that the latter "chaired a meeting in the Diwaniyah governorate building devoted to discussing the service situation in the governorate," noting that "the meeting was attended by the ministers of health and agriculture, and the governor of Diwaniyah, in addition to a number of undersecretaries of the relevant ministries and officials in the departments." SOA".

Al-Sudani confirmed during the meeting a number of points and axes, the most important of which is his visit to Diwaniyah Governorate, which is an affirmation of the government's message to adopt its priorities that were announced in the ministerial curriculum, and it will be included in the government program, and therefore it is the government's action plan for this period.

He added, "Our priorities are clear, and they stem from diagnosing the most important problems and obstacles facing our people in all governorates, which have led to an increase in the suffering of citizens at various levels of living and services."

He pointed out that "this accompanies the government's vision towards economic reform, which must be, and cannot be delayed in light of the deterioration and ineffectiveness of the various sectors driving the economy represented by industry, agriculture and tourism. We cannot continue with the policy of relying on oil as a major source of the budget."

Al-Sudani stressed that "combating administrative and financial corruption is a top priority for us, because this phenomenon poses a serious threat to all plans, programs and policies implemented by any government, whether the federal government or local governments."

He continued, "According to this vision, we found it appropriate to start from Diwaniyah, this governorate that leads the governorates in terms of poverty and unemployment rates, and in the weakness of economic activity at various levels, which greatly affected the service and living conditions of all the people of the governorate."

Al-Sudani stressed that "this province gave and sacrificed, and offered offerings of martyrs and wounded in the various stations that passed through the country, the last of which was the war on ISIS. Put the martyrs in front of you in every joint, in every movement and position, and in every decision, the nation that does not recognize or immortalize its martyrs, inanimate nation.

He continued, "The visit to Diwaniyah Governorate is not a cursory visit within the Prime Minister's program. All our visits are working visits, in which we review problems, develop solutions, and listen if there are initiatives, support them, and come up with an outcome of recommendations."

He noted that "there is a team that follows up the recommendations, and on the basis of follow-up, all concerned are evaluated, starting with the governor and ending with managers and heads of administrative units and all departments."

And he continued: "We have projects lagging behind in the service side, and the ministers and agents present must stand on these projects, follow up on the reality of the work of the departments, and put solutions and go to the governorate's allocations to see where they were allocated, and the sectors benefiting from them."

He pointed out that "starting with it, we must prioritize and choose the project that achieves the greatest service and benefit for the citizen, especially when it comes to working with a governorate budget, which is directed to serve the people of the governorate first, by providing basic services."

Al-Sudani stressed that "the government took the initiative, urgently, to form an engineering and service effort, and this effort is to serve all the provinces. It is true that we started in Baghdad, but we will go to the provinces, so we are looking for priority projects."

And he continued: "We hear about the ways of death, which took many of our citizens into traffic accidents, and this is a situation that must end, and the existence of this term ends. These projects may have priority, or any projects that you find that serve the largest segment of citizens."

He added, "The issue of social protection has priority, as the state pays attention to this program, according to an internationally approved scientific methodology that contributes to poverty alleviation. I do not mean only pension income, but we target multidimensional poverty, which includes education, health and housing services."

And he indicated that "every governor and every governorate must draw their service projects according to the poverty map that the Ministry of Planning provides you with. Today we are concerned with directing the budget at the governorate level to infrastructure projects."
