There Have Been Government Complaints Against Him For 8 Years.. Sudanese Demands To Take Action Against "United Bank" (documents)
408 policy 2022/11/07 20:45 Baghdad today-Baghdad Over the past few days, a number of sanctions and legal measures have been implemented against many institutions, including controversial banks, while all of these measures have been "abandoned and postponed" for years for unknown reasons.
In conjunction with the issuance of decisions and legal proceedings against 4 banks as well as the director of investigations at the integrity commission, documents issued last October showed that the Companies Registration Department at the Ministry of Commerce made a decision to reserve the shares of the United investment bank, as well as shareholder shares in 14 other companies and banks.
According to the documents obtained by (Baghdad today), there are 37 books and requests for reservations issued by various government agencies since 2014 until this year, which raises the surprise that the bank has continued its work for 8 years and so far despite the indicators and government books demanding to reserve its shares.
Those interested in the Iraqi issue called on the government of Mohammed Shia al-Sudani to hold those in charge of the bank accountable and disclose the files accused of it, which prompted the issuance of these letters by various government agencies to seize its shares over the past 8 years, especially with the measures that have recently begun to be taken against "suspicious" banks, and in application of Sudanese pledges and promises to fight corruption.

Samson: Money laundering inflames the real estate market..the sources of funds are a puzzle in Iraq
7th November, 2022
The phenomenon of money laundering spread after 2003, after the corrupt and chaotic environment created the atmosphere for the looting of public money, and although Iraq succeeded in exiting the European Union’s list of countries with high risks in the fight against money laundering, the phenomenon still continues internally. Extensively, which explains the staggering rise in real estate prices in Baghdad and the provinces, as well as profitable projects such as malls, luxury restaurants, nightclubs, and even some private universities.
The process of money laundering is the transfer of funds resulting from the practice of illegal activities to balances that have a sound legal appearance in terms of their sources.
Representative Mustafa Sanad said in a tweet on Twitter: Dirty money networks mixed with clean money, real estate, malls, hotels, commercial complexes, banking and others. The singer commented on the banks of our heavens, saying that some of those who sold these properties do not know the source of the money, but the majority know well.
In Iraq, the methods of money laundering vary according to its value and the influence of its owner. Influential people whose thefts are commensurate with the value of their positions work to get their money out of the country, while those with less influence and theft work to recycle it at home.
It helps in money laundering operations, the failure and corruption of banking systems, the adoption of undeveloped financial control techniques, and the scarcity of information regarding external transfers of Iraqi funds.
One of the methods of money laundering is the purchase of some banks from the daily auction of the Central Bank by submitting forged documents that prove that the party that buys the dollar has imported goods or services or paid abroad sums for certain things.
Banks are accused of smuggling money on a large scale. Writer Jawad Al-Hindawi says: A person suggested to me two years ago that he register a banking company in my name for $12,000, but after inquiry, it became clear that most companies have names other than their owners and they are just a front.
Economic expert Salam Sumaisem says that there are losing deals in which the launderer enters in order to launder his money, in which the loss reaches 50%.
Kurdish MP Sarwa Abdul Wahed said during a televised interview that the countries (Aisha) are benefiting from money laundering in Iraq.
And journalist Maher Karim tweeted, saying: Money laundering was in the past years in Lebanon and the Emirates, but after the two doors were closed, it turned to Iraq.
The writer Mahdi Al-Safi explained that Iraq is required to conclude security agreements and money laundering crimes with the rest of the countries, especially the incubator of smuggled money from countries such as Jordan, Turkey, Lebanon and the UAE, to recover the stolen money.
In an indication of the alliance of corruption with mismanagement, Parliamentary Integrity revealed regarding the stole trillions scandal that the Money Laundering Office knew and did not act, referring to collusion with those involved or failure to perform their duty. LINK

Samson: Al-Saffar: The 2023 budget is the largest in the history of Iraq... and advice to the Sudanese
06/11/2022 23:35:55
The former decision of the Parliamentary Finance Committee, Ahmed Al-Saffar, described the 2023 budget as "the largest in the history of Iraq."
Al-Saffar said; For the program {Al-Mastra} broadcast by Al-Furat satellite channel this evening: “The budget has rules, principles and assets, and the most important rule in it is the annual and the exceptional, which are less than a year and there are budgets for more than a year to face a state of stagnation or budgeting for economic cycles.”
He added, "The budget is not a financial document, but rather an economic plan that reflects the economic reality of the country, and its preparation should start from the smallest institutions to the top of the pyramid, that is, each department is being budgeted and then gathered in the management of the Ministry of Finance and sent to the Council of Ministers."
Al-Saffar continued, "The budget of goals and programs is consistent with the ministerial curriculum of the Sudanese government and the treatment of poverty and unemployment does not take place in a one-year budget, and a specific amount of the budget can be allocated to implement the five-year plan, as we have more than 6,000 idle and lagging factories." He pointed to "the importance of converting the financial abundance into productive investment plans to get rid of unemployment," referring to the 2023 budget, "the largest in the history of Iraq, and the Sudanese must distance political interference from it, and it needs a will and a competent administration."
Al-Saffar concluded by saying, "The development plan requires capital, a competent administration, and no political interference, and the Sudanese must be given the full opportunity to implement his program." LINK

MilitiaMan: The timing of this is not a coincidence.
The 2023 budget will have loads of support from the new digital electronic ASYCUDA tax collection system. The revenues will likely meet or beat the oil income. The support for the economy is going to be massive.
The transparency it will bring will all but eradicate corruption and graft. Notice they have shut down the investment side of things. The Commission Chief resigned? How timely is that..
The ASYCUDA is not just arriving on scene.. No, it has been a work in progress.. In other words, imo they are already up and running and working.
They'll seamlessly adjust to the new international exchange rate imo.. Going from a debt based budget, they are going to an investment supported budget in and with the private sector.
The money flow is going to be massive. The claw back of stolen monies will also be massive as noted by the crime of the century of 3.7 trillion dinars..
I am surely liking the news we have before us. The investment side of the 2022 budget has yet to be exposed.. Why?
Take a good guess.. It likely has what we are looking for.. imo ~ MM

Otherwise, any Iraqi citizen can He opens a page that he calls “Exposing the Corrupt” so that information and names are poured upon him from all sides, in addition to the fact that the person of Mr. Al-Sudani was one of the responsible persons in the Iraqi state, as he knows very well the extent of corruption and its causes and its supporters.
Corruption in Iraq cannot move unless there is a political will that protects it and leads it towards controlling the country’s resources, bounties and wealth. Otherwise, how can an amount of more than two and a half billion dollars be stolen from tax savings, and in broad daylight unless there is support and cover , for these large gangs, which controlled the capabilities of the state and its resources!
There are important and strategic files that Mr. Al-Sudani can set among his priorities, including the redeployment of the Iraqi army, work to control the borders, and prevent the infiltration of terrorists who have begun to re-activity in different areas of Diyala, north and west, in addition to the need to work quickly in order to confine weapons of all kinds to the hands of Mr. The state, and preventing the authority of clans and parties over the state, and he can restore the state’s prestige, prevent neighboring countries from interfering in Iraqi affairs, prevent any violation of sovereignty, and impose protection and immunity on its airspace, and these are steps he is capable of, especially with remarkable national, regional and international political support , which will allow him to move, especially since Mr. Al-Sudani has the strength, being the Commander-in-Chief of the Armed Forces, and the Prime Minister in practice, which gives him more space to move in protecting the country and imposing the prestige of the state.
The economic file and improving the situation of the Iraqi citizen can be with available measures, the most important of which is activating the private sector and taking care of it, through the reconstruction of factories and major laboratories, in addition to paying attention to the salaries of retirees and social care, but most importantly improving the health status of the citizen, through the enactment of the law In order to ensure the success of the health institution in providing the best health services,
in addition to legislating the investment of the health sector, and in a manner that has the right to the desired advancement, otherwise this sector, which has been dominated by mafias of corruption and whales of theft, will not rise and will not see stability.
A final advice.. We believe that Mr. Al-Sudani should not immerse himself too much in the quagmire of overlapping files such as the file of corruption, and what he really has to do is activate the Integrity Commission, the Parliamentary Integrity Committee and activate the role of the oversight and inspectorate departments in all state institutions, to find by this a huge amount of information that It leads to the sources and hotbeds of corruption, and that the process of returning the funds is easier than the financial specialists imagine.
The funds are known and the external and internal banks are also known to the observer and observer, and the government only has to follow up on officials in the Iraqi state and their properties, they will find an important and dangerous database that leads them to these funds and in a short time . https://almasalah.com/archives/27142

Basra And Kurdistan Ores Are An Alternative To Russian Ural Ore
Economy breaking Kurdistan oil Basra crude Rough Russian 2022-11-05 07:57
The last remaining European buyers of Ural acid crude are looking for Russian-grade alternatives in order to fulfill contracts and ensure the productivity of European refineries, after the EU ban on the fifth of December, which marks a shift in the lists of European refineries.
S&P Global Platts, quoting one of the traders, reported that the crude blend (CPC Kazakh) has seen an increasing demand as a Light grade that can be easily mixed with alternative sour ores to produce an alternative of medium acidity from the Urals,"
indicating that they "bought the Kazakh CPC Blend and the Iraqi Basrah medium Basrah in order to run them together to produce ore similar to the Russian Urals to supply futures buyers to Europe.
The trader added that the test ore of the Kurdish blend and the CPC Blend is also being put into operation together as an alternative to the Urals.
One trader noted that he had heard that the Mediterranean Basra was flowing more to Europe last month, adding"it is an alternative to the Urals".
Kepler's shipping data supports this opinion with 77 thousand barrels per day flowing from the average Basra to Europe in October compared to September.
About 377,000 barrels per day were bound for Europe in October compared to 129,000 barrels per day in December 2021, the last full month of flight data before the war in Ukraine.
This comes at a time when the Iraqi oil marketing company Sumo lowered the official selling price for all its categories in November in a surprise move to claim a larger market share in Europe.
"Iraqi sumo and Saudi Aramco have to make prices acceptable to compete with other regions such as Latin America and other sulphuric acid producers,"said another trader.

Information / Baghdad..MP Alia Nassif on Sunday called on the prime minister and the oil minister to establish an oil monitoring operations room to monitor it from extraction to the moment of export, similar to what the countries of the region are doing, indicating that
the costs of its establishment, no matter how high, the state is the winner because continuous monitoring will end the thefts of oil mafias.
Nassif said in a statement that "this step should have been started many years ago, but several things prevented it from being achieved, including the American occupation, corruption and negligence, and
as a result, the control over oil and its derivatives has become weak to the point that mafias including employees and security officials, including managers and high-ranking officers, smuggle oil in a clear Daytime".
She explained: "the neighboring oil countries have an oil control operations room whose task is to monitor oil from its extraction to its export, and therefore it is necessary to establish this room, which imposes control over all oil fields, wells and pipelines and monitors the routes of Basin tankers moment by moment, and this process is not difficult and the state has the material capabilities to implement it

Parliamentary calls for the government regarding the budget: boost revenues and reduce expenditures
5th November, 2022
A member of the Parliamentary Finance Committee, Nazim Al-Shibli, called on Saturday, the government of Prime Minister Muhammad Shia Al-Sudani to expedite sending the draft budget law for the next year to the House of Representatives.
Al-Shibli said in an interview with "Information", that "the budget for the year 2023 should be a budget for services in which it enhances revenues and reduces expenses."
He added that "there is a tendency by the Parliamentary Finance Committee to establish a special fund for each governorate aimed at activating basic services such as health, education, roads and bridges."
Al-Shibli pointed out that "the budget should include plans to support strategic projects," noting that "the Financial Management Law stipulates that the budget must be submitted in mid-October." He takes his mechanism in voting and approving.” LINK

MilitiaMan: There is clearly a push to get things off the ground now not later. IMO the 2022 budget has to be sorted prior to the 2023. Just as 2003 - 2021 have been. 2022 is no different, except, it has the EFSL that isolated $80 - $150 Billion from the elite poloticians..
Thus, that included the Kurds who are by the away apparently working through that now, as noted by the UN comments and the Kurds themselves.. The HCL is a focus and rightfully so..
The KURDS were not involved with the operational side of the EFSL. The are a part of the investment side..
To the fixed exchange rate based off oil suggests they are further along than some may think. They have numbers to work from now and it allow for the budget to be more as an investment budget. It will be one that enhances revenues and reduces expenses.
They know as well as many do , the private sector is going to alleviate the reliance on just oil. There are many avenues with a market economy to fill the gaps.
The Financial Management Law shows us that the budget must be submitted by mid October... There was work that was on going during the time frame of the care taker government. They didn't quit work. imo..
Now we have a fully seated government. They can not only amend laws they can pass them as well, new or old. I am looking for the exposure for the finality of the 2022, it is the foundation along with the audited budgets bas to 2003..
The reconciliation of 2022 has what the 2023 needs.. imo If there is data to support that this thinking is wrong please provide the data and links to support. I would like to see it..
Peace to you all this fine Sunday.. ~ MM
