The Culture, Media and Tourism Committee of Basra Provincial Council announced that "the Ministry of Foreign Affairs will organize an exploratory trip to Basra Governorate, starting tomorrow, Wednesday, for three days. To view the achievements of major strategic and development projects.

The head of the committee, Aqil Al-Furaiji, said in a statement: "The trip will witness a wide diplomatic presence, as invitations were extended to about 146 official figures, including ambassadors, chargés d'affaires and representatives of international organizations such as the United Nations, the European Union and the World Bank.

He indicated that "Basra has today become a prominent destination at all levels due to its tangible successes in various fields, noting that the visit is an opportunity to acquaint diplomatic missions with the extent of the achievements and developments witnessed by the city."

He pointed out that: "The Ministers of Foreign Affairs and Transport will be part of the visiting delegation, and the guests will be received by the Governor of Basra. The local government has also prepared a comprehensive program that includes field trips to view the achievements of the major strategic and development projects that the governorate has recently witnessed.

Al-Furaiji said that: "These achievements have contributed to restoring Basra's historical luster and true identity, which has made it the focus of attention of countries, investors, international and Arab companies, intellectuals and visitors.  LINK

Clare:  Iraq Development Fund announces imminent launch of 4 basic projects

Chairman of the Iraq Development Fund, Mohammed Al-Najjar, revealed today, Tuesday, the fund's future plans, while confirming the imminent launch of 4 basic projects.

Al-Najjar said in a statement to the Iraqi News Agency (INA): "The fund has spent the first year of its work arranging and organizing its affairs, given that it is a completely new experience in Iraq, and has no local backgrounds," noting that "international companies and institutions were hired to support it in this field."

He added, "During the second year, the focus was on 4 main projects that will be launched soon through (Ejr w Tamlik), and now we are ready to start the projects that we promised the public."

He pointed out that "during the coming period, new projects will be announced, approximately every month, with a new announcement," noting that "each project goes through preparation and study stages that may take from 6 to 7 months in order to reach convictions that these projects are good and serve citizens by preparing correct partners and financing because we work extensively with the private sector." 

He continued: "Soon, many projects will appear on the ground."   LINK

Clare:  Bahr Al-Uloom: The government has allocated $100 billion to support major projects over three years

Undersecretary of the Ministry of Foreign Affairs for Bilateral Relations, Mohammed Hussein Bahr Al-Ulum, stressed today, Monday, the importance of strengthening bilateral relations between Iraq and Greece, and while confirming that the government is proceeding with the development road project, he revealed that it has allocated a budget estimated at 100 billion dollars to support major strategic projects over 3 years.

"I am honored to welcome you to this Iraqi-Greek forum, which represents a milestone in the course of relations between our two friendly countries," Bahr al-Uloom said during his speech at the Iraqi-Greek forum in the capital Baghdad, attended by the correspondent of the Iraqi News Agency (INA), indicating that "organizing this forum reflects our joint commitment to strengthening the bonds of friendship and cooperation, and provides a valuable opportunity to exchange ideas and explore new horizons for a fruitful partnership that serves the interests of the two peoples."

He pointed out that "Iraqi-Greek relations are not new, but rather date back to the thirties of the last century, when Greek companies played an important role in the renaissance of Iraq, especially in the fields of infrastructure." 
Bahr al-Uloom stressed that "in light of the security and economic improvement that Iraq is witnessing today, we are ready to support a strong return of Greek companies to invest in the promising Iraqi market, which is full of diverse opportunities."

He explained that "the visit of the Greek delegation is a prominent station to strengthen bilateral relations in the economic field," noting that "during this visit, in-depth discussions were held with Iraqi officials on vital files, and promising understandings were reached that we hope will soon be translated into tangible projects that benefit both countries."

Bahr Al-Uloom stressed that "Iraq believes in the importance of real partnerships that are built on the basis of common interests, and we look forward to benefiting from the expertise of Greek companies and their pioneering trade."

Bahr Al-Uloom highlighted the ambitious vision of the Iraqi government, led by Prime Minister Mohammed Shia Al-Sudani, which aims to develop the Iraqi economy by supporting the private sector and stimulating foreign investment. He explained that “the government has launched initiatives, including the Iraqi Development Fund to attract foreign investments in cooperation with prestigious international funds, in addition to providing sovereign guarantees to support the private sector in implementing these projects.”

He pointed out that “the government has allocated a budget estimated at $100 billion over three years to implement major infrastructure projects, and this is a suitable ground for the participation of Greek companies,” noting that “the government is proceeding with the strategic development road project that links the East and West at the lowest cost and establishes new economic cities in Iraq.”

Bahr Al-Uloom explained that “the government plans to build one million new housing units, which provides wide areas for international companies, in addition to opportunities in the energy sector, as Iraq produces 4 million barrels of oil per day and ranks third in production. It also has large gas reserves, and aims to develop its production in this field over the next five years.”

Clare: Al-Bandawi: Our borders with Syria are secure and what happened in 2014 will never happen again

 Member of the Parliamentary Security and Defense Committee, Ali Al Bandawi, confirmed that the Iraqi border with the Syrian side is “secure and cannot be penetrated.”

Al-Bandawi told Al-Furat News Agency: "The Iraqi-Syrian border is 100% secure. We visited the Border Guard Forces Command and met with the security leaders in the presence of the Minister of Interior. We were assured of the border situation thanks to the deployment of security forces, the procedures of placing concrete, digging a trench 4 meters wide and 3 meters deep, distributing barbed wire, watchtowers, thermal cameras, drones and intelligence efforts."
He added, "Behind these procedures are the Ministry of Defense forces from various army formations and then the Popular Mobilization Forces."

Al-Bandawi pointed out that "the border is secure and we assure the Iraqi people that the border is solid and there will be no entry of any ISIS terrorist element or other terrorist groups as happened in 2014 and that this event will never be repeated."

Prime Minister Mohammed Shia Al-Sudani confirmed today, Monday, that Victory Day is a day when all Iraqis are proud of what they achieved 7 years ago in a resounding victory over the defeated ISIS gangs, stressing that Victory Day has become a milestone in the path of our people.  

The Prime Minister said in a speech on the occasion of Victory Day - followed by the Iraqi News Agency (INA): "We remember a day when all Iraqis are proud of what they achieved 7 years ago in a resounding victory over the defeated ISIS gangs," indicating that "Victory Day has become a milestone in the journey of our people."

The Prime Minister added that "the first thing we remember on this day is that victory has become a reality that we boast about throughout history thanks to the sacrifices of the martyrs and the wounded and supported by the supreme authority with its blessed fatwa," explaining that "friends and brothers stood with us in the face of terrorism; because the Iraqis fought on behalf of the world."

The Prime Minister stressed that "the victory of the Iraqis is the victory of humanity in the face of the threat that terrified the region and the world," adding that "terrorism no longer has a foothold on the land of Iraq today and its remnants have nothing but defeat and flight before our armed forces."

He explained that "our forces crush terrorists wherever they find them," indicating that "there are still those who are waiting for opportunities, delusional, to breathe life into the remaining terrorists."
The Prime Minister continued, "We must continue to confront alien ideas and everything that destroys our social and cultural values," explaining, "We must address all the gaps that enabled terrorism to infiltrate in 2014."

The Prime Minister stressed that "our Iraq emerged strong, healthy, victorious and determined to build, reconstruct and develop," adding, "We have continued to support and extend the power of law, achieve justice, reconstruct liberated areas, support their people and return all their residents to their land."

He pointed out that "the victory of the Iraqis over the defeated ISIS gangs is a confirmation of the importance of the unity of our people," stressing the need to "warn against the danger of suspicious calls that aim to obstruct the wheel of life that the heroes of victory created with their sacrifices."
The Prime Minister explained that "Iraqi cities have become a workshop for reconstruction and progress," warning against the consequences of "fueling conflicts that produce more destruction and causes of wars."

The Prime Minister continued, "Today, we are following the events in neighboring Syria and we are hopeful that the countries of the region and the world will assume responsibility to preserve the security and sovereignty of Syria," stressing, "the necessity of leaving the choice to the Syrian people and respecting their free will, along with the international responsibility to preserve the unity of Syrian territory and protect diversity."

The Prime Minister concluded his speech, "Terrorism came to Iraq across the border and we defeated it with great sacrifices."  LINK

Members of the Iraqi Parliament decided on Sunday to leave the parliament building in protest against the delay in holding sessions.

A parliamentary source told Shafaq News Agency that a number of members of the House of Representatives expressed their dissatisfaction with the presidency of the House of Representatives and began to leave the building of the House of Representatives due to the delay of the session by four hours from its scheduled time.

He pointed out that all the representatives decided to leave the parliament building without waiting.  LINK

Opinion:

SThomas:  The BRICS have been talking about establishing a currency for a long time, essentially Biden’s entire term, but it has yet to materialize. The trade bloc represents half the world population and almost half its GDP, yet rather than moving forward with implementing a new currency they just continue to tease the world with the concept while demonstrating the viability of other options to exclude the USD from international trade settlement. Why?

Perhaps bc the plan was never to move forward with replacing the USD via a new world reserve currency, but rather to demonstrate its vulnerability against emerging technologies (crypto) and, more importantly, precious metal and asset backed currencies.

The whole de-dollarization movement is not designed to crush the USD, but rather to force its backing with tangible assets and to demonstrate the futility of using fiat-based sanctions as a weapon on the geopolitical stage against nations who actually back their monetary system with precious metals.

 It’s also been about showing the world that our entire debt-based system crumbles in on itself once foreign nations refuse to monetize it.

Remember that this is a movie and Trump has been working directly with the BRICS leaders all along. Imo …This is red meat for his base: coming out strong against de-dollarization and declaring the USD king. Do you really expect anything less?

Trump is once again demonstrating (albeit in the context of the movie) the art of the deal. He is establishing the terms of negotiations which will undoubtedly unfold once he is sworn in. But watch him pivot to the need for PM backed currency in the process.

He is not defending the fiat system folks; that’s why he is going to audit the FED and the IRS, why he has embraced the SBR, which will force the FED to fund the purchase of bitcoin to pay off the debt and, in the process, redistribute the real wealth the cabal has stolen from the people. This is the tool the WH chose to use in order to put the cabal’s assets into circulation for the benefit of humanity.

We all know that if the Fiat debt prison isn’t dissolved then we can never have a golden age, but there’s a reason Trump told us to get ready for one. Don’t be fooled by his rhetoric…it’s all part of the movie. He will go to the negotiating table and a new US monetary policy will emerge. IMO

The Central Bank of Iraq directed banks to stop incoming and outgoing financial transactions for TikTok agents inside Iraq.

On March 25, 2024, the Ministry of Communications announced that it had submitted a request to the Council of Ministers to block the TikTok application, noting that the application had contributed to the "disintegration" of the Iraqi social fabric and that it had no scientific or educational benefit and was merely an entertainment application.

It pointed out that "many countries had blocked TikTok, most notably the United States of America, in addition to Canada and other countries."  LINK

On the sidelines of the participation of the Governor of the Central Bank in the opening of the activities of the Arab Sustainable Development Week Forum in its fifth edition, which was held in the Egyptian capital, Cairo, this week, he confirmed that the monetary situation in Iraq is very excellent through the achieved indicators and basic goals on which the monetary policy is based in supporting the government’s orientations to diversify, stimulate and strengthen the national economy, and exit the circle of the rentier economy dependent on oil revenues, which constitutes a major flaw in the structure of the economy.

When there is no diversified production base in the important productive economic sectors, namely agriculture and industry, this cannot be achieved without a strong, solid, and developed banking sector capable of forming the main financing and investment link in financing, qualifying, and developing projects with a productive dimension and increasing the revenues of the general budget by rates exceeding 30% during the years of the National Development Plan 2024-2028.

This requires the necessity of activating the banking sector and stabilizing the pillars of the monetary position, which is in building “foreign reserves, which amounted to more than 100 billion dollars and 153 tons of gold, and constitute an adequacy ratio of 140% to enable the Central Bank to cover and support the defense of the exchange rate, achieve monetary stability, and cover imports, despite the difficult and complex circumstances surrounding the countries of the geographical region.

This enabled the Central Bank to control the general level of prices and inflation, which decreased from 7.5% in January 2023 to 3.8% currently, which is the lowest rate compared to inflation rates in Arab and regional countries, as the Central Bank continues to provide dollars for trade at the official price. It achieved a qualitative shift to regulate foreign trade financing.

New channels have also been opened for transfers using other currencies, such as Turkey, India and China, in addition to European countries. This will make the process of foreign transfers more flexible, streamlined, transparent, controlled and compliant with international standards that enhance confidence and credibility in the operations we carry out.” This means that the Central Bank is moving steadily towards achieving the objectives of monetary policy and achieving economic stability in accordance with Law No. 56 of 2004.  LINK

Clare:  Parliamentary Integrity Committee accuses former Iraqi Central Bank employee of being behind US sanctions

The Parliamentary Integrity Committee accused, on Sunday, a former employee of the Central Bank of being behind the banking sanctions imposed on some Iraqi banks by the US Federal Reserve. 

The number of banks sanctioned is 32 out of 72 banks operating in Iraq. 

Member of the Parliamentary Integrity Committee, Vian Dakhil, said in a statement received by Shafak News Agency, that a former employee of the Central Bank hid emails received from the Federal Bank, JP Morgan and Citibank to inquire about some topics related to the bank's work. 

She added that failure to respond to these issues led to some banks being punished, stressing that most banks do not know the reason for the penalties imposed on them. 

On the other hand, economic expert Mustafa Akram Hantoush told Shafak News Agency that the statements of the members of the Parliamentary Integrity Committee are closer to reality than the statements of the Central Bank of Iraq. 

He added that the collapse of the Iraqi banking system and the punishment of 32 Iraqi banks without any clear charges during a period of (a year and a half) is not normal and from the banking work perspective this may be the first incident of this kind in the world.

Hantoush pointed out that the worst thing is the lack of serious solutions by the Central Bank of Iraq to this situation, but rather the move towards cancelling the (Fitr) platform by the end of 2024 and handing over the dollar file to banks affiliated with foreign investors and banks (Jordanian and Gulf). 

Hantoush wondered whether the Central Bank of Iraq knows that by not finding solutions for the Iraqi banking sector, it will fire the mercy bullet at the entire Iraqi banking system and it will be punished as a whole, which will lay off nearly (100) thousand workers in the Iraqi private banking sector for the benefit of Jordan and the Gulf States, and why are Iraqi banks not guaranteed to open an account for them in the correspondent banks in dollars (Citibank / JP Morgan) like the countries of the region did.

He continued, "Why has the mechanism for cooperation and auditing with Ernst & Young regarding transfers in currencies other than the dollar not yet been determined and announced?"   LINK

 Finance: Salaries may be funded after census holiday

An informed source confirmed, today, Sunday, that the Accounting and Budget Department in the Ministry of Finance is currently working to complete the process of financing the salaries of employees in government institutions.

The source told Al Furat News Agency that "if the work is completed, salaries will be released tomorrow, but it is most likely that this will be done after the census holiday, with work continuing on Fridays and Saturdays as usual during the salary funding release periods."

Clare:  Iraq census curfew begins

The curfew for the population census begins in Iraq.

The spokesman for the Ministry of Interior, Brigadier General Muqdad al-Moussawi, announced that the comprehensive curfew, as part of the general preparation process for the population and housing, will begin at midnight (12:00) on the 19th and end at midnight (12:00) on the 21st of this month.

The Supreme Security Committee for the Population Census also confirmed that the curfew will take effect at midnight on the 19th and 20th of November at 2:400, i.e. 12 midnight, and will continue until 2:400 on the 21st and 22nd of November, including the governorates of the Kurdistan Region.

It indicated that the movement of citizens, vehicles and trains will be restricted when the curfew enters into effect between governorates, districts and sub-districts, between urban and rural areas, and between sub-districts and sub-districts and vice versa, except for humanitarian cases, extreme necessity, and what is imposed by security, natural and climatic conditions.    LINK

Clare:  Prime Minister's Advisor: National development plans depend on census results

The Prime Minister's Financial Advisor, Mazhar Mohammed Saleh, confirmed today, Wednesday, that the population census data will direct government investments to improve infrastructure and services, while indicating that national development plans will depend on the census results.

The Prime Minister's Advisor, Mazhar Mohammed Salih, said in an interview with the Iraqi News Agency, which was followed by "Al-Eqtisad News", that "the population census represents a basic strategic tool for achieving sustainable economic growth in Iraq."

He stressed that "the data resulting from this census will contribute to improving government administration, enhancing governance levels, as well as supporting investment and increasing the efficiency of resource use to achieve comprehensive economic development."

Saleh pointed out that “the comprehensive population census provides many essential axes that contribute to achieving these goals, the most prominent of which are:

1. The census helps identify areas that suffer from a lack of services and infrastructure, which directs government investments to improve these sectors, as these investments include water services, roads, electricity, schools, hospitals, and banks.

2. The census provides a detailed database for drawing up effective housing policies.

3. Through detailed data on the workforce, the government can develop policies to support employment, train workers, and stimulate productive sectors to serve the national economy.

4. The comprehensive population census allows for the collection of accurate information on the population size, its geographical distribution, age groups, and educational level, in addition to its contribution to helping the government and the private sector plan better, and determine economic priorities and optimal policies within national development plans, especially the 2024-2028 development plan.   LINK

The Parliament Presidency set, today, Friday, the date for resuming sessions next week after the completion of the population census operations in the country.

The media department of the House of Representatives stated in a statement received by {Euphrates News} that "the Presidency of the House of Representatives affirms its full support for conducting the general population and housing census 2024, and urges the representatives to direct and encourage citizens in their areas to cooperate with the field teams affiliated with the Ministry of Planning to accomplish their tasks with the aim of making the census operations that will be conducted on the 20th and 21st of this month a success." 

The statement confirmed, "Given the presence of representatives in their governorates and the importance of the census, it was decided to resume the sessions next week after the completion of the population census operations in the country."   LINK

Clare: Al-Sudani approves 35 new service projects to be attached to 2024 projects

Iraqi Prime Minister Mohammed Shia al-Sudani approved, on Saturday, adding dozens of new service projects to the 2024 projects in the capital, Baghdad, and other governorates.

This came during his chairmanship of the periodic meeting of the service and engineering effort team, according to a statement issued by Al-Sudani's media office.

The statement said that the meeting witnessed a review of the progress of the projects being implemented by the effort team, and the rates of achievement achieved in them. Approval was also given to 35 new service projects attached to the 2024 projects, which will begin implementation within 10 days in Baghdad and a number of governorates.

The Prime Minister stressed the need to complete the 2024 projects before the end of the year, noting that these projects must be implemented according to high standard technical specifications, in order to provide services to citizens in a qualitative and distinctive manner.  LINK

The Ministry of Industry and Minerals announced today, Wednesday, the launch of 256 investment opportunities through three conferences, while confirming the success of signing 4 investment contracts in strategic industries. 

The ministry's spokesperson, Dhuha Al-Jubouri, said in a statement received by "Mawazine News": "The Ministry of Industry held three conferences: the first was the Mineral Investment Conference in Baghdad under the patronage and attendance of the Prime Minister, during which 31 investment opportunities were launched. The second was the Industrial Partnerships Forum in the presence of the Prime Minister, during which 90 investment opportunities were launched. The third was the Baghdad International Forum for Industry and Mining, which was held a month ago, during which 135 investment opportunities were launched. 

" She added, "The ministry's vision regarding conferences is to present private investment opportunities in a transparent manner to the media in the presence of investors, businessmen and investment companies, in order to review all investment opportunities related to the Ministry of Industry and Minerals."

She added, "The submission of offers for these industrial opportunities is by investors, businessmen and investing companies, and the best is chosen after studying the offers," noting that "the ministry succeeded in signing a number of participation contracts on the basis of these conferences that it held in previous periods, and a number of participation contracts were signed for important strategic industries in the presence of the Prime Minister

 Including a contract to establish, rehabilitate and develop a refined sulfur production line in Nineveh Governorate for the Mishraq 1 field with a capacity of one and a half million tons annually of refined sulfur production, and a contract to produce the fertilizer project in Baiji and also Abu Al-Khaseeb fertilizers in Basra Governorate was signed, and a contract was signed for the glass and refractories construction project in Ramadi and the sodium carbonate production project, the foundation stone of which was laid this year with the expansion of the sodium and chlorine plant project in Al-Musayyab district in Babylon."

The Times of Central Asia reported on Saturday that Turkmenistan has signed what it described as a “binding agreement” for gas shipments to Iraq via Iran, after obtaining Iraq’s approval for an “advance payment plan and tax concessions.”

The newspaper pointed out in a report translated by Shafaq News Agency, the importance that Turkmenistan attaches to the agreement with Iraq, the "new and rare customer" that will import large quantities of gas from this country, which has the fourth largest gas reserves in the world.

The New York-based newspaper's report explained that Turkmenistan is reshaping its options for exporting natural gas, noting that despite its current ranking of 4th in the world, it is currently exporting a smaller quantity of gas than it did 16 years ago.

Mega projects

The report pointed out that the huge gas pipeline projects that were envisioned about 30 years ago, including the pipeline across Afghanistan to supply gas to Pakistan and India, and the pipeline across the Caspian Sea to transport gas to Europe, remain unfeasible for political reasons.

The report added that Russia was previously a major customer of Turkmen gas for most of the past three decades, but Moscow is now competing for some of the same potential buyers as Turkmenistan.

The report said that after Turkmenistan stumbled in its quest to find new markets, it now intends to sell gas to Iraq, by arranging a swap deal with Iran that includes bringing Iranian companies to Turkmenistan to build a new pipeline.

The report pointed out that while Turkmenistan was looking for new customers for gas, Iraq was not a potential buyer of gas until recently, noting that the Nabucco gas pipeline project, which has been stalled for about 15 years, had envisioned Iraq as a potential source of gas to Europe.

Interesting deal

The report described Turkmenistan's deal with Iraq as "interesting, and the only deal available for verification at the present time.

The report explained that since the two countries are not connected by any pipelines, Turkmenistan will ship up to 10 billion cubic meters of gas to Iran, which will in turn ship 10 billion cubic meters of Iranian gas to Iraq.

The report added that Turkmenistan signed what was described as a "binding agreement" for these gas shipments, after obtaining Iraq's approval for "an advance payment plan and tax concessions."

The report stated that about 40% of Iraq's gas imports in recent years came from Iran, indicating that the gas industry in Iraq is still in the recovery phase after years of war, and it needs imported gas to operate power plants in the country, noting that the sanctions imposed on Iran have made it difficult for Iraq to pay financial payments for this Iranian gas.

The report pointed out that there are two pipelines linking the gas fields in Turkmenistan to northern Iran. The first is the 200-kilometre-long Korbeji-Kordkuy pipeline, which was launched in 1997, and the second is the Dowlatabad-Sarakhs-Khanjiran pipeline, which was launched in January 2010.

However, the report explained that Turkmenistan was unable to ship the necessary quantity in the two lines, which have a combined capacity of 20 billion cubic meters. Its exports ranged between 6-8 billion cubic meters annually for years, while Tehran was paying for Turkmen gas through barter, exporting a range of goods, including food and engineering services to Turkmenistan.

The report stated that a dispute arose between the two countries in late 2016, as Turkmenistan claimed that Iran owed it about $2 billion for gas it received in the winter of 2007-2008, while Iran responded by saying that Turkmenistan was working to inflate the price.

The report explained that the winter of that year was extremely cold, which caused a severe shortage of gas in 20 Iranian provinces. Iranian media reported in December 2016 that “Turkmenistan exploited this situation to demand a 9-fold increase in the price, which led to the price rising to $360 from $40 per 1,000 cubic meters of gas.”

The report added that on January 1, 2017, Turkmenistan stopped gas supplies to Iran, and the two countries resorted to international arbitration, a case that was eventually settled in Turkmenistan's favor in June 2020.

The report indicated that Iranian and Turkmen officials are holding talks on gas, but after about 8 years, Turkmen gas exports to Iran have not resumed.

The report pointed out that shipping 10 billion cubic meters of gas from Turkmenistan to Iran requires maintenance and repair operations for the two damaged pipelines linking the two countries.

He added that officials from the two countries held a meeting in July 2024 to sign a gas transportation contract, an agreement that stipulates that “Iranian companies will establish a new 125-kilometer gas pipeline along with three gas pressure booster stations in Turkmenistan with the aim of increasing annual gas shipments to Iran to 40 billion cubic meters.”

According to the report, the Iranian companies participating in the project have not been identified, but this represents an exceptional step by Turkmenistan to allow foreign companies to implement such a project.

The report noted that increasing gas shipments to Iran to 40 billion cubic meters would require the construction of a new pipeline with a capacity of 20 billion cubic meters of gas, which would double the current total capacity of the two existing pipelines. It noted that another unclear issue is that only 10 billion cubic meters of this gas will go to Iraq, while the final destination of the remaining 30 billion cubic meters that Iran plans to import is not clear.

The report concluded that Turkmenistan is trying to sell gas to anyone interested, noting that among the countries mentioned by Turkmen officials as potential customers are Azerbaijan, Turkey, Afghanistan, Pakistan, India, Kazakhstan, and the European Union, but in a vague manner, adding that China is currently the main buyer of Turkmenistan's gas, supplying it with about 35 billion cubic meters of gas.

He pointed out that Russia has significantly reduced its imports of Turkmen gas since 2009, and Russia has also become Turkmenistan's main competitor for regional customers, including Kazakhstan and Uzbekistan, which are neighboring countries of Turkmenistan.

Afghanistan’s gas exports are also unlikely for now due to the lack of foreign investors. Turkmenistan also lacks the infrastructure to export its gas to Europe via Türkiye and Azerbaijan.

The report continued by saying that the 40 billion cubic meters referred to in the recent Iranian-Turkmen agreement could indicate that Iran will buy Turkmen gas again in the future, and in larger quantities than before, adding that the most secure deal that Turkmenistan can reach at the present time to increase its gas exports is the agreement with Iraq.

"It remains to be seen whether this swap arrangement, which includes Iran, can achieve the promised 10 billion cubic meters," he added.   LINK

Clare:  Al-Alaq: 90% of Iraqi housing projects are funded by the Central Bank with 13 trillion dinar

The Governor of the Central Bank of Iraq, Ali Al-Alaq, confirmed on Saturday that 90% of housing projects in Iraq are financed by the bank, and have led to the activation of economic activity in the country, noting that the financing of housing, commercial and investment loans has reached 13 trillion dinars.

Al-Alaq said during his speech at the conference held by Al-Baidar Center for Studies under the title "Transition towards a flexible economy in Iraq", which was attended by Shafaq News Agency correspondent, that "there must be a comprehensive strategy that focuses on policies that create a real partnership between the public and private sectors and move to mobilize economic tools, whether in financial or economic policy."

He pointed out that "one of these tools is the state's general budget, which constitutes a fundamental pillar in determining the paths of the economy and growth and represents a real confrontation with the challenge," indicating that "the absence of planning has become a kind of challenge represented by the fact that flexibility in the spending aspect is limited, and this requires that there be an ability to cover actual and real spending."

He explained that "restructuring the budget is necessary because the state's public spending determines many paths and the shape of the different economic trends and confronts the changes that occur in this framework."

Al-Alaq pointed out that "the recent call by Prime Minister Mohammed Shia al-Sudani to restructure the state ministries and their laws is aimed at addressing the role of the government and ministries and participation in the public and economic sector."

He stressed that "there is talk about resources that could generate revenues for the state, if there was real efficiency and effectiveness in generating revenues, and that there are many sources and opportunities to enhance those revenues," indicating that "the intensification with the change that occurs in oil prices leads to a decrease in the state's general budget revenues, and is reflected in the investment budget, and considering that the other part is represented by salaries and wages, the decrease in oil prices affects investments."

He explained that "monetary and fiscal policy constitute economic policy and there must be effective coordination between the two policies to reach acceptable results," stressing that "the preparation of the general budget must be a basic partner in shaping its features, and this matter is largely related to the function of the bank. For example, the size of the deficit has a direct impact on monetary policy and this must be studied directly."

Al-Alaq concluded by saying, “Supporting private sector financing should be a key partner with the government to implement the economic program in many sectors, and the Central Bank launched the initiative to finance residential, commercial and investment loans, and this number reached 13 trillion dinars to finance projects, as 90% of housing projects in Iraq are financed by the Central Bank and have led to the activation of economic activity in the country.”  LINK
