chattels   BAGHDAD — There are multiple challenges keeping Mohammed Tawfiq Allawi, recently named Iraq's prime minister-designate, from forming the government of independent technocrats that he pledged. The first major hurdle is that some political blocs want to continue to hold onto their current level of representation in the Cabinet.

chattels   Under the constitution, Allawi is required within 30 days to form a government and go to parliament to obtain a vote of confidence with an absolute majority of at least 165 out of 329 parliament members.

chattels   The Fatah and Sairoon Shiite blocs are the only ones supporting Allawi. They have 47 and 51 parliament members, respectively. Based on that, the new government needs a minimum of 67 additional votes to win a vote of confidence. 

Such a number can only be secured with the participation of the Kurdish and Sunni blocs. This is true particularly since some of the Shiite blocs, such as former Prime Minister Haider al-Abadi's al-Nasr bloc, refused to name Allawi to form a government.

All this could mean that Allawi won't be able to effect reforms or even that he will fail to form a government, in which case Abdul Mahdi would continue as prime minister.

Zero. What they can do is build a market economy/private sector and create laws and encourage billions of dollars in private investment to come and rebuild Iraq. And as a result the CBI could get off the peg and float the dinar allowing it to appreciate in value (as the IMF described in 2013).

And at the same time, reducing the money supply from trillions to billions gradually as the dinar appreciates. That is what I hope for and wish happens. I do not want to see a LOP. And yes, if Iraq LOP's it will be because they failed to build the private sector they have been trying to transition to and diversify revenue.

And at the same time, reducing the money supply from trillions to billions gradually as the dinar appreciates. That is what I hope for and wish happens. I do not want to see a LOP. And yes, if Iraq LOP's it will be because they failed to build the private sector they have been trying to transition to and diversify revenue.

I have addressed this issue in the past but you appear to be chasing an answer that does not exist. The question is invalid as there is no set definition for an international currency.

The term is based on a vague set of parameters mainly about convertibility and how much is us used in international trade, very few currencies are considered to be international in that respect.

Article 8 makes a currency internationally recognised, something completely different. The terms of Article 8 ensure that a country must guarantee redemption of that currency and international banks are reluctant to handle a currency without that guarantee.

Article 8 does not prohibit a bank from dealing in an art 14 currency, there are a few in this area and the local banks deal with them. Neither is Art 8 a restriction on a country changing the value of it's currency, I think it was 2014 when the Myanmar currency went from about 6 to the USD to around 900 to the USD. The largest official change in the value of a currency ever seen.

Wilder   Sam I Am @Dave Kuwait's central bank never changed the value of their currency.......Whether they changed the value of their dinar or not. I personally know of 7 firemen who who left the FFD because of the chance they took on Kuwaitis dinar. The rest of that crew including a number of HFD then invested in the Iraqi dinar. Those from the FFD incorporated and became builders.

Jul 19, 2013  When Iraq invaded Kuwait in August of 1990, the value of the Kuwaiti dinar dropped to about 5 cents. In other words, it took 20 Kuwaiti dinars to buy one dollar.

In February of 1991 Iraq was expelled from Kuwait, and a month later, the banks revalued their currency to $3.47, the highest valued currency in the world. When this occurred, the New York Times reported the event on March 25, 1991.

It still has no water and little electricity or food, but Kuwait revived its banking system today, introducing a new currency.

Banks reopened for the first time since Iraqi occupation forces shut them down in December. Thousands of people lined up to exchange their old Kuwaiti dinars for crisp new ones and to withdraw a limited amount of money....

All other old dinars can be exchanged for new ones on a one-to-one rate until May 7, when the old dinars become invalid. The new official exchange rate is 3.47 American dollars for one new Kuwaiti dinar.

At the same time, the UN put Iraq under trade sanctions, crashing the value of the Iraqi dinar (IQD) from $3.22 to about 4000 to the dollar. Their currency could only be spent in Iraq itself, and people had to carry around wads of 25,000 dinar notes to buy groceries.

Then in 2003 coalition forces invaded Iraq and overthrew Saddam Hussein. By 2004 we gave them a new currency without Saddam's picture on it. The value soon doubled and went up to 2000 to the dollar. A few years ago the Central Bank of Iraq managed to stabilize the value at 1166 per dollar.

On June 27, 2013 the UN removed Iraq from Chapter VII sanctions, allowing Iraq to regain control of close to $80 Billion in frozen funds that had been sitting in western banks since 1990. Kaperoni   I believe that is true, but it is vague in how it happened

Kaperoni   From what I remember, Shabibi went off the peg sometime from 2004-2005 timeframe and allowed the dinar to appreciate. which it did. Then once it got to about 1166 or so he went back on the peg this process took 6 months if I remember correctly
