The insurgents almost halted their operations as a result. If the group’s goal is to overthrow the government, they were not going to act when the people were threatening it.

Any large attack might have distracted people’s attention away from Baghdad. When protests ended, IS went right back to attacks in the second week of the month.

The information on the background was quite significant and 2 points in particular, the rate at the introduction of the new Dinar being 1955/USD and how that rate had come about.

"TANT: Yes. The original currency of the country was called the Swiss dinar. The Kurdish area up in the north is where they used that: north of the no-fly zone line. They mainly continued to operate in the Swiss dinar, the original currency.That currency was not replaced,recycled, if you will, and it had a lot more value than the Saddam dinar.

There were some negotiations that went on about how to exchange this currency, and at what rate,for the new dinar. The rate ended up being 150 to one. In other words, in the Kurdish area, when they turned in Swiss dinars to one of the operating banks used during the exchange (and there were about 243 banks used during the exchange), they would get 150 of the new dinar for one of the Swiss dinar. The Swiss dinar basically had three denominations.

But, in the great majority of the country, they had the Saddam dinar with Saddam's face on it. There were basically only two denominations of that: there was a 10,000-dinar note, which was worth about $5, and there was a 250-dinar note, which was worth about 12.5 cents, 12 cents.

The reason its value had dropped so low was because of Saddam’s inflationary monetary policy.

In comparison, back in the '80s, before the Saddam dinar came about, the rate of exchange was about $3 to one dinar. But because of Saddam there was now a total upside-down situation where one dollar was worth about 2,300 dinar."

There is simply no more money to hire Iraq’s newly graduating cohorts, let alone public sector work for them to do. The formula that has worked — kind of — for 15 years is simply no longer viable. Even petrodollars can only take you so far.

Hi Seck, glad to see you are still out and about, I am getting a bit too old these days for it all. Thanks for bringing the General Tant interview up, I did some time ago and it was rubbished. Some would rather shoot the messenger than consider the facts.

As for Kuwait, there was never any revaluation, during the occupation the KWD was removed as the national currency and then reinstated.

During that time the Central Bank of Kuwait still operated in exile and they never changed anything, a revaluation can only come from the Central Bank, anything else is speculation. This is how the reinstated value came about.

" The banks were instructed to set their accounts at their August 1, 1990 levels, and to pay interest on savings and fixed deposit accounts for the entire period of the occupation."

Sadr Joins Protests While Govt Continues With Promises And Crackdown

October 25 is supposed to be the start of a new round of protests in Iraq. In the meantime, Moqtada al-Sadr has thrown in his hat with the demonstrations. On the other hand, the government continues to arrest activists and journalists, while promising reforms. chattels   Facing another round of possible disturbances the government is desperately trying to carry out reforms. Prime Minister Abdul Mahdi issued a statement offering more civil service jobs and training to graduates. There are two investigations underway as well into the violence used against the protests that are supposed to report soon.

The problem is that the killing of demonstrators enraged people so much that they went from the traditional demands for ending corruption and better governance to having the premier step down, and then revolution.

The promises of jobs and commissions are simply not enough to appease anyone anymore. The government for example, is incapable of providing enough employment, which was one of the causes of the unrest to begin with.

chattels   October 25 could be a real turning point in recent Iraqi history. If people come out in numbers again and are faced with bullets the country could face an existential crisis. Because of its oil wealth, the Iraqi elite have never felt accountable to the public.

Now that they are finally being asked to do so they face a real dilemma because they are incapable of carrying out real change since the status quo enriches them. Some are bolstered by Iran who wants to keep things as they are as well.

The anger amongst the youth is real, and passed the tipping point of being appeased by Baghdad’s empty promises of better governance. The state violence unleashed as a result was unprecedented. Nothing similar had been seen since the days of Saddam Hussein. It poses a real question for how Iraq can call itself a democracy if it’s only real response to its people is an iron fist.

Economy News _ Baghdad   On Sunday, Al-Rasheed Bank directed to promote citizens' transactions for small business loans.

"The director general of Al-Rasheed Bank, Rashad Khudhair Wahid, is holding continuous meetings to implement the reform package called by the government in the light of the directives of the supreme religious authority," the bank said in a statement.

The bank called on investors wishing to build all residential complexes to "review the branches to give them loans for construction".

He called on "the owners of the stalled industrial plants, farmers and traders of all kinds to submit their applications to give them all the banking facilities to develop and restart the factories in order to accommodate the largest number of unemployed."

"The directors of the departments and branches directed to receive citizens and promote their requests for small business loans for the unemployed, widows, divorcees, construction loans and all citizens, which amount to 50 million dinars, as well as loans for health professionals and the advances of employees and retirees," he said. Sergio   Hello everyone. I have a UN update. I just got off the phone with the person who heads the communication with IRAQ. Call went like this. Hello a lady answered the phone, hello my name is seck and i have a question on Iraq Chapter 7 and their currency.

She then asked me what organization i was calling from? I said i was a private individual who is looking for some information. She said we do not answer questions to private person, she then paused and said hold on let me see if i can get the person to help you, i thanked her for the help she was giving me, she came back on the line as asked if i could hold on he was on a call with someone from Iraq. i said yes i will hold.

then with in mins a man came on and asked was i such in such a persons name who had emailed him on the 8 th i said i have emailed 4 times in the past month LOL told him my name he said wrong person lol anyway he ask what can i do for you.

I said i wanted to know if Iraq has t come out of chapter 7 before the can have a tradable Currency? He said NO!! i then told him i was told from a person in the UN before that they would have to come out of Chapter 7 he said the person gave me the wrong answer and he will email me with docs that pertain to iraq and what ever else he could give me, I said thank you for all you help he then gave me his email address, said goodbye .

The only reason i did a play by play is because i always do as per any contact i have with the Banks WTO IMF and UN . will will post his email docs as soon as he sends them to me.

Sergio   My Conversation with the WTO :  Hello all, Sorry i was not able to record my conversation with the WTO the person said they would not be able to do that.  I was able to ask some questions on Iraq .

1 Question: Does the WTO have anything to do with the exchange rate of Iraq?

Answer: No the WTO facilitates the trade of goods and services between countries.

2 Question: What is the hold up of Iraq becoming a full member of the WTO?

Answer: hold on let me check on what Iraq stats. ( put on hold ) back The stats on Iraq is that they still have not provided a service and goods assessment.

3 Question : Do you know anything that if Iraq becomes a full member of the WTO that Iraq's exchange rate would go up.

Answer: I can not say with any type of authority or knowledge that that will happen, our main position as i said before is to facilitate Trade. I then said thank you for you time and it was most helpful.

But now the situation is completely different. The government of Iraq has given special authorities to the governor of the province to sign any oil and other business contracts without prior permission of the government.

All of these soft conditions are to ensure the foreign investment in the country. These special authorities have attracted many of the international investors to the country to make heavy investments in different sectors of the country.

The cottage industry of Iraq is also improving with the heavy investments in the domestic industry of Iraq. This is one of the biggest point and addition in the latest Iraq news that cottage industry of the country is also improving very fast.

The Managing Director of the International Monetary Fund (IMF) approved a Staff-Monitored Program (SMP) 1for Iraq covering the period of November 2015-December, 2016, on which the authorities and staff had reached ad-referendum agreement in November 2015 (see Press Release No. 15/509).

Iraq is facing a double shock arising from ISIS attacks and the sharp drop in global oil prices. The conflict is hurting the non-oil economy through destruction of infrastructure and assets, disruptions in trade, and deterioration of investor confidence.

The impact of the oil price decline—already felt in 2014—intensified in 2015, affecting the budget, the external sector, and medium-term growth potential. The authorities are responding to the crisis with a mix of fiscal adjustment and financing.

To help address the present and urgent balance of payments and budget needs triggered by the ISIS attacks and the collapse in oil prices, the authorities have also requested an SMP to establish a track record of policy credibility to pave the way to a possible Fund financing arrangement.

Under the SMP, the authorities will implement fiscal consolidation that will contain public expenditure in line with available revenue and financing, and aim to reduce the non-oil primary deficit by US$20 billion or 12 percent of non-oil GDP between 2013 and 2016.

Under the SMP, agreement has also been reached on measures to strengthen public financial management, anti-money laundering and countering the financing of terrorism (AML/CFT), and financial sector stability.

The IMF has assisted Iraq in strengthening economic institutions and in providing advice to the government on economic policies and reforms for more than a decade. 14-05-2014   The World Bank warned the Iraqi Government against the monetary policy currently pursued by the Central Bank of Iraq.

The World Bank demanded in a letter addressed to the Government of Iraq to put pressure on the management of the Central Bank of Iraq to change its policy and without a deal, the Central Bank's current policy would lead to the collapse of Iraq's economy, where the Bank has no internal or external policy challenges.

Hugh Tant III:   The new Iraqi currency's rate is currently stands at 1,955 Dinar to one US dollar. A 10,000 Dinar note is worth approximately $5 US. To give you an idea of what 10,000 Dinar can buy, here are a few examples.

Iraqis can buy a pair of child's shoes for 10,000 Dinar, 2 pounds of bananas for $.75 (1500 Dinar), a can of Coca Cola from the market costs $.25 (500 Dinar) and the Iraqi equivalent of a sandwich lunch (pita bread with meat and salad) for about $0.63 (1250 Dinar).

Hugh Tant III:   The Iraqi exchange is confined to Iraq and the currency is being well received by the citizens. The exchange program runs from October 15 of this year to January 15 of 2004.

We have completed almost 5 weeks and 67% of the expected amount to be converted has already been accomplished. I have spoken with numerous Iraqi citizens and each one has said they are very happy to finally have one currency that is secure and stable for the entire country.

Hugh Tant III:   The Central Bank of Iraq decided on what the new currency would look like. They decided that it would resemble the old "Swiss" Dinar that the entire country used prior to Saddam printing notes with his picture on them, in the early 1990s, after the first Gulf War.

These new notes have many historical and cultural characters and places that are unique and important to the people of Iraq.

Sergio   Hugh Tant III:   Thanks for your question. The conversion period is from October 15 of this year to January 15 of 2004. During this period, Iraq will work in the two old currencies that exist and the new currency.

The old currencies are the "Swiss" Dinar primarily used in the Kurdish north and the other, the "Print" or "Saddam" Dinar, used in the central and southern parts of Iraq.

However, after January 15, only the new Dinar will have value and be used by the Iraqi people.

Hugh Tant III:   The Central Bank of Iraq decided on what the new currency would look like. De La Rue based in England was the company chosen to print the new Dinar.

This company printed the Dinar used by Iraq prior to the Saddam Dinar and actually still had some of the old printing plates which were updated for the new money.

De La Rue used 5 factories around the world to print the new Dinar - in England, Sri Lanka, Kenya, Malta and Germany. The Spanish Government generously donated resources too - printing the 250 Dinar denomination notes at its print works in Spain.

A part of the fund has been transferred to Baghdad and Iraq, and the DFI-Baghdad account was opened at the Central Bank of Iraq "for cash payment requirements". [1]

The fund also eventually received money (US$1.724 billion) from seized and "vested" Iraqi bank accounts and funds seized by coalition forces ($926.7 million). ($650 million) of this amount belongs to Uday Saddam Hussein, the older son of the former Iraqi president.[2]

(This money was also used during the transition period before the DFI was set up.) The DFI have been disbursed mainly for "the wheat purchase program, the currency exchange program, the electricity and oil infrastructure programs, equipment for Iraqis security forces, and for Iraqi civil service salaries and ministry budget operations".[3]

The DFI was put under the control of the Coalition Provisional Authority and the administrative arm of the US-UK occupation forces. International Advisory and Monitoring Board (IAMB) was created in United Nations Security Council Resolution 1483 (2003).

IAMB is an independent oversight body for DFI and its principal role is to ensure transparency and financial accountability of the DFI. The IAMB was operated from the establishment of the DFI on May 22, 2003 until the dissolution of the CPA on June 28, 2004.[4]

In October 2004, the audits conducted by IAMB and KPMG revealed the CPA’s inadequate accounting system. IAMB failed its oversight process for several months because of procedural disputes and US manipulation.

During this time illegal export of petroleum was conducted secretly from Iraq, and a large amount of funds for DFI were disbursed without accountability. According to the audits conducted by the Special Inspector General for Iraq Reco

Funny how this law comes up whenever we are in a period of time when we think that perhaps the project to delete the zeros might take off soon and be completed. :laugh

 As you look at this chart look at September 8th 2003 and then September 22 of 2004 their rate as of the 8th was $2.53 the range from 1985 3.24 to what we have now. But for the most case its range was in the 2 buck range before the war.

You are misinterpreting the word "reserves", that figure along with the capital would be the "equity" which is used to balance the statement. It is seen as debt because it would normally be funds that would be owed to the owners/investors.
