Henig:  Việt Nam tackles obstacles to stock market upgrade

The SSC has proposed that the MPI work alongside other relevant ministries and agencies to expand foreign ownership limits in non-essential sectors.

HÀ NỘI – Việt Nam's ambition to elevate its stock market from "frontier" to "emerging" status by 2025 faces two key hurdles, including pre-trade margin requirements for foreign investors and foreign ownership ratios in certain sectors, said Deputy Director of the Securities Market Development Department under the State Securities Commission (SSC) Phạm Thị Thùy Linh.

Despite successfully meeting seven out of the nine established criteria for the upgrade, the two other requirements remain considerable roadblocks.

To tackle the pre-trade margin requirement challenge, Linh said discussions with international rating agencies are being conducted to seek viable solutions. Additionally, the SSC has proposed regulatory amendments to the Ministry of Finance (MoF). These revisions, if implemented, would eliminate the need for a 100% cash margin requirement for foreign institutional investors, provided they can demonstrate a secure payment process.

Regarding the foreign ownership ratios, the SSC is collaborating with the MoF and the Ministry of Planning and Investment (MPI) to conduct a comprehensive review across various industries. The SSC has proposed that the MPI work alongside other relevant ministries and agencies to expand foreign ownership limits in non-essential sectors. This critical information, translated into English, is expected to be publicly available soon.

The SSC is also making efforts to improve information disclosure regulations, specifically for public and large-scale listed companies. The proposed amendments, once approved by the MoF, would mandate English disclosure for both regular and irregular information updates.

 The implementation timeline for these changes would see English disclosures become mandatory for regular information and large-scale company listings starting January 1, 2025. Irregular information disclosures would follow suit by January 1, 2026, with the requirement encompassing all public companies by January 1, 2028.

The World Bank has projected that if Việt Nam's stock market achieves the coveted "emerging" status, it could attract an additional 25 billion USD in fresh investment capital from international investors by 2030. VNA/VNS   LINK

Frank26   [Iraq boots-on-the-ground report]   FIREFLY: The foreign minister already in USA is a prelude to Sudani grand stand that's coming April 1st, our new fiscal year.   FRANK:   So much is now pointing for your 1st quarter.  April the 1st or maybe the first week of April especially with Sudani going to see the President of the United States in Washington DC on the 15th of April.  It seems to me he's going to go see the president with a new exchange rate under his belt...not the weak leadership of a program rate.

Pimpy  Surprise!  I literally just a couple months ago was looking up the steps Iraq has to take in order to get back on the Swift system and it listed everything saying they were in the process.  That's all it said.  Apparently they are beyond the process and they've been through the process since the end of 2022 beginning of 2023.  Great, that's another big accomplishment for Iraq.  We need to make sure restrictions under the currency are lifted.  We need for them to get into the World Trade Organization and we need to see them on the Forex.  Those things have got to be coming soon.  This is exciting new for Iraq....

Tishwash:  Parliamentary Finance: We hope that the 2024 budget schedules will reach Parliament next week

 On Thursday, the Parliamentary Finance Committee clarified the most important priority sectors in the 2024 budget, and while it expressed its hope that the budget tables would be sent to Parliament next week, it clarified the amount of amounts spent by the governorates last year. 

Committee Chairman Atwan Al-Atwani said, reported by the official news agency and viewed by Al-Iqtisad News, that “the Finance Committee and the House of Representatives support the governors, and this was embodied through the necessary financial allocations in the emergency support law and in the 2023 budget, in which the financial allocation to the governorates and the funds for the reconstruction of the liberated areas reached the limits of The 10 trillion,” indicating that “the number of projects reached about 5,500 projects throughout the governorates, with a total cost amounting to 49 trillion dinars.”

He added, "The total spent from the 2023 budget of the 10 trillion is 3 trillion and 300 billion, distributed at a rate of 1 trillion and 300 billion dinars as completed work pieces and 2 trillion and 200 billion to finance projects until the end of 2023," noting that "our last meeting with the governors came “To embody the support of the Finance Committee and the House of Representatives for the governorates to study the obstacles that prevent the completion of these projects.”

He stressed, "The Finance Committee is waiting for the budget schedules from the government, and we expected the government to vote on them at its last meeting last Tuesday." 

He stated, “There are two paths that the budget takes in its approval: its approval by planning and financing by the Ministry of Finance,” pointing out that “the 2024 budget will focus on the health, education, electric energy, and housing sectors in order of priority.”

He stated, “The mechanism for distributing budget amounts between governorates is done through population and poverty ratios,” explaining, “In the 2023 budget, specific amounts were added to all governorates, regardless of the standards approved by the Ministry of Planning, out of our feeling that the governorates need support and allocating sufficient amounts for development.” in the services sector.”

He pointed out that "the tables are what determine the path of spending and allocation in the budget," pointing out that "the House of Representatives has the right to make transfers between ministries according to the budget law."

Al-Atwani expressed his hope that “next week will be the date for sending the budget to the House of Representatives,” explaining, “There are some governorates and ministries that have stopped funding and are waiting for the budget schedules to be approved.”  link

MZ: Bond folks are still looking at early next week for final contracts and receipt of 1% of their funds. I am expecting a Redemption Center check in by tomorrow as to whether they are on call this weekend or not.

Member: What’s your thought on the news/rumors of all the whales being called to Reno?

MZ: Yes a number of them are in Reno

Member: Do you still think we have to sign an NDA?

MZ: Honestly –unless you have Zim or historic cbonds….. I do not think we will have to sign an NDA. That’s the chatter from banking contacts. But to impose an NDA on yourself may be wise for your own protection.

Member: An NDA is a great way to train yourself to stay quiet.

Member: Where will redemption centers be

MZ: I have been told this over and over that the majority of the US -90% of us will have a RC within 50 miles of where we live. The only people who may have a longer drive are those in rural areas….low populations like the Dakotas and Wyo……

MZ: They will not release exact locations before the event starts for security.

Member: Do you still  think  we have 30 days to exchange?

Member: Last we heard we will have 10 days to make appointments and 30 days or more to exchange.

Member: Did you know that the international exchange rate of the KWD (Kuwait Dinar) was never below $2.90 during the crisis. According to IMF exchange rate archives.

MZ: The IMF has done their best to try to cover that one up.

Member: Anyone listen to MM from last night? Wow!

MZ: Yes he did a fabulous job. He does a better job at the news then I could. Be sure to go and watch him . MilitiaMan will be joining us tomorrow morning instead of Mr. C. who has a Dr Appointment.

Frank26   IMO the United States of America has been paid in full...mission accomplished...IMO Iraq and the United States have come to an agreement on many files and the one important file was the sanctions on the banks that needed to be lifted...There is a lot happening.  It is complex.  It is tedious.  It's all concerning the monetary reform.

Frank26   All the contracts that Al-Sudani signed around the world are now being recalculated and being converted into dinars...That takes guts to do that.  Normally a country would simply walk away and say forget you, up yours.  But right now Sudani has so much power, he is in so much control that the world will bow to any of his demands concerning the economic reform of Iraq all because the monetary reform was successful and proven to them.  They all want a piece of Iraq, at whatever cost.

MZ: Got another bank story today. One of our members went into a Wells Fargo and spoke to a manger. She asked if all the recent redecorating was because they were going to be a redemption center. The manager said “As a matter of fact –yes.” Then went on to say that they have to wait for a notifications to start. This branch is in Florida.

MZ: This person also asked about Zim bonds….and was told they would handle them all once they get the notificcations. I thought this was positive as we so rarely get a positive story from WF.

Member: Financial manager and I talked at my credit union and she knew about redemption and gold backed system but didn’t come out and expound a lot.

Member:  Holly on John Dowling today said a bank manager in the SF Bay Area said the RV is real and those who have Zim will be funneled to a "different" location than the regular exchanger...

MZ: I have had more bond folks confirmations that next week looks exceptional as they are dotting I’s and crossing t’s. Things look positive based on all the bond chatter.

MZ: And Joe Lieberman- a longtime US Senator died today . He was 82

MZ: “ Federal Reserve posts record $114.3 billion loss  in 2023after soaring interest rates upended the body’s finances.”  The Fed has been trying to hide the fact that they are hemorrhaging money.  Its untenable….and just a matter of time before a crash.

Member: hey Mark, what are you wearing to the RV? MY wife is making me buy a suit.

MZ: I look at it like they are Mr. Drysdale and we are the Clampetts.

Member: Will the St. Germaine trust open this weekend?

MZ: It’s not that the trust has to open on a Christmas or Easter…It’s just that it’s easier and requires few trustees on those days. That is how it was explained to me by somebody who is a trustee.

Welcome, everybody to the big call tonight. It is Tuesday March 26th and you're listening to the big call. I had to think about that. Get that date right. Thanks for coming in and listening tonight - Tuning in everywhere all over the globe. And I know last week, Tuesday for example we had 18.4 million listeners - that was international listeners. Thanks for listening again - maybe we'll top that tonight  - maybe we won't. The point is you're here - we're looking forward to getting the information out to you.

 We're gonna have a great call tonight. I'm excited about the intel segment, excited to hear what Sue has to say and what Bob has to bring tonight, but before we get too deeply into the call. Let's go ahead and pray it in as we do on every call.

As we move into Intel tonight - I think we're going to be pleasantly surprised by what should be happening this Easter week. You know, this week, Holy Week, really, from last Sunday to this Sunday for most believers, that's when we celebrate. So here's what we're hearing.

First of all, you know, the St. Germain trust is opening on Easter Sunday and that will go to all kinds of global efforts. That is primarily going to be supporting GESARA globally. But that's a good thing - that's happening.

Let's track back to see where we have come from in the last few months and where we are now. Remember the - what we used to call “super whales”. These are really large bondholders that actually finished everything they needed to do about three months ago, but they don't have access to their funds yet until we go.

So they're sort of in limbo, waiting for that “go ahead” that we're looking for. So that portion is done. And then we went into what we call the whales. These are tier three bond holders  that are also quite large bondholders, they finished up last Friday.

So they finish those guys up and they also are waiting for a “go” from their paymasters in the form of email which should be coming out pretty soon, and they will have access to their funds.

And then there's the regular bondholders - those guys and women are looking to get started - Basically, they are going to be finished up  tomorrow afternoon, and the paymasters of the bondholders that we've talked to you today – Said they were doubling up on the emails to go out to those bondholders, some of which we know personally - and that's going to happen for them so that they can finish approximately between three and four o'clock Eastern tomorrow.

That should be complete. And then we who are  tier 4 A&B – the Internet Group. Admiral’s groups, Admiral’s groups plural. And we are the internet group tier 4 B, we are to be notified on the heels of the regular bondholders being completed.

So it looks like that should be for us between let's call it around 3:30 / 4 PM tomorrow, all the way to Thursday morning - this week for notifications that we would get the emails that would contain the toll free number.

That's what we're looking to have happen for us. I'm gonna say from tomorrow, mid to late afternoon, all the way to Thursday morning.

And what's really cool about this is we would set our appointments and we would start exchanges on Charlie Ward's Thursday, I call it that because Charlie's always said it was gonna  happen  on Thursday. we just don't know which one.

So we're just having fun with that. But Thursday is looking very good for us - and what I hope happens is that we do get the emails - we do get started this week before Good Friday

I don't know what they're gonna do about Easter Sunday. Nobody could tell me whether we're going to redemption centers open on Sunday, or not, but I know we should be starting Thursday, we should be going through Friday, should be going through Saturday, and we'll see what they do about Easter Sunday.

Certainly it will be proceed through them whether they go Sunday or not. Certainly they'll continue on through Monday, Tuesday, Wednesday and so on.

So the idea is that we do get started this week before the end of the month and that's a very positive thing. I'm looking forward to this going immediately and I'm looking forward to getting notified tomorrow afternoon, quite possibly setting appointments, or if we don't get them tomorrow -we should get them in the morning on Thursday. Okay, so that is really good news.

I am trying to think if there's anything else that's pertinent to our start. I just think that we've all waited a long time for this. It's taking a lot of faith to stand to stay in there and believe for this to come through for us.  It looks like we're fighting over faith and we're going to be rewarded this week.

The Deep State tried to  thwart this by having a Chinese cargo barge run into the  Francis Scott Key Ridge at 130 in the morning, this morning, which is over near I guess the harbor of Baltimore. And so for those that live in that area that did take out that bridge. So sorry about that, but they didn't get away with it. They're gonna be caught for that and I'm sure they already are And now it's a matter of just the US doing the right thing to repair that and get that fixed

We're so far along on this that whatever the deep state tries to do, will not prevail against it. And we're looking forward to going - going ahead with everything that we've got. I don't have any updated political news. I think that some things would be happening here very soon about political change. can't wait for that to happen. There we go. So I think we just need to get this done and hang in there -

I think I told you guys the first week of April, we're expecting the R & R to kick in restitution reclamation allowance. That'll be big and lump sum for Seniors 62 and older especially those social security,  And then we're also looking forward to increase social security In April. A nice increase when we get that we don't really need it that much if we have currencies but it's good to know that it's there.

I imagine there’s a few other things that I'm not remembering to bring out right now but  the main thing is we get this

Remember, you do want to get a master trust put together with an attorney or through Wells Fargo's attorneys try to set that up for yourself - Within 10 days of the exchange starting that'll be really good.

I  want everybody to enjoy this celebration of resurrection day, The celebration that goes along with Easter. and remember, this is a great time of year  - I’m seeing a lot of things happening in April. Don't be set too far apart by everything that's going to be happening.

We think that USN is going to actually be out around the 15th of April. So we'll see what else will happen then -  I hope NESARA is brought out between now and then it'll tell us everything that's going to change as far as our taxation and the end of income taxes that we've been paying all of that supposed to be out too.

 So a lot of stuff getting ready to happen. but let's do this. I think that's everything you guys need to know – brand  new rates are coming out that we're going to hear about - you won’t hear them – We’ll hear about them on Dong and Dinar around three in the afternoon tomorrow – supposed to hear that that sort of a couple of our bond paymasters, we'll get that information out of Reno. And other than that, we're just moving on. We're gonna have a really good celebration Sunday, but I think we look forward to everything going the way that we know it should .
