What Is The 2008 Agreement Signed Between Washington And Baghdad?

The Iraqi negotiating delegation is conducting a new round of negotiations with the American side in Washington, DC, in preparation for the upcoming dialogue, next Monday, between the Iraqi Prime Minister, Mustafa Al-Kazemi, and US President Joe Biden, and observers expected that the agreement signed between the two countries in 2008 will top the agenda.

The fourth round of the strategic dialogue between Baghdad and Washington.    What is the 2008 agreement signed between the United States and Iraq?

The agreement signed between Baghdad and Washington in 2008 bears the name “The Law of the Security Agreement between the United States and Iraq and the Law of the Strategic Framework Agreement for the Work of American Forces in Iraq.”

The following is a reminder of some of the main provisions of this agreement during the period until the end of 2011:

US forces should withdraw from Iraqi towns by mid-2009 and leave the country completely by December 31, 2011.

US contractors are subject to Iraqi law and may be tried in Iraqi courts. US soldiers and civilians working for the US Department of Defense are subject to US military law. But the agreement sets out a mechanism that allows them to be tried before Iraqi courts in the event of intentionally serious crimes committed outside their bases and outside their assigned duties.

All fixed buildings used by US forces become the property of Iraq. All US military bases are handed over to Iraq when US forces withdraw from them.

All military operations must be approved by a joint US-Iraqi committee. US forces may not search Iraqi homes without an Iraqi permit.

As for the American forces that remained in Iraq after the end of 2011, their main tasks are to train Iraqi forces, not to participate in combat missions. It is obliged to stay outside the kasbahs and cities in places and rules agreed upon between the two parties.

Either of the two parties may terminate the agreement after one year from the receipt by one of the parties from the other party a written notification in this regard.   LINK

A statement of the coalition, a copy of which was received by Mawazine News, stated that "with the approach of the fourth and final round of the "strategic dialogue" between Iraq and the United States of America, the "Victory Coalition" demands the Iraqi negotiating delegation to be free from pressures and the current crisis moment, and to adopt wise and courageous strategic positions that are achieved Iraqi interests are far from any other interests.

The victory coalition confirmed, according to the statement, that "the ten-axis "Iraqi Sovereignty" initiative, which was proposed by Haider al-Abadi on July 19, 2021, represents a comprehensive road map that preserves national interests and sovereignty, consolidates the unity of the state and the prestige of its institutions, and avoids Iraq from the dangers of international regional conflict."

Adviser To The Prime Minister: China Consumes 44 Percent Of Iraqi Oil Exports

Energy    Economy News _ Baghdad   Adviser to the Prime Minister for Financial Affairs, Mazhar Muhammad Salih, announced on Thursday that China consumes 44 percent of Iraqi oil exports.

Saleh said in a press interview, "China is the first market in Iraqi oil exports, and it alone consumes about 40-44 percent of Iraqi oil exports, with about 800,000 barrels of oil per day."

Oil Falls With The Increase In Corona Injuries

Economie| 09:03 - 07/22/2021   Follow - Mawazine News  Oil prices fell Thursday, after an unexpected rise in US crude oil inventories and with the increase in Covid-19 infections threatening demand, but prices maintained most of their gains from the previous session amid expectations that supplies will continue to be short until the end of the year.

Brent crude fell 40 cents, or 0.58 percent, to $71.81 a barrel at 0510 GMT, after rising 4.2 percent in the previous session. US West Texas Intermediate crude fell 36 cents, or 0.51 percent, to $69.94 a barrel, after rising 4.6 percent on Wednesday.

“Energy volatility remains elevated as traders grapple with weak demand in the short term due to variable delta concerns and expectations that the crude oil deficit will continue through the end of the year,” said Edward Moya, chief analyst at OANDA.

US Energy Information Administration data showed crude inventories in the United States, the world's largest oil consumer, unexpectedly rose by 2.1 million barrels last week to 439.7 million barrels, for the first time since May.

However, gasoline and distillates recorded withdrawals of 121,000 barrels and 1.3 million barrels, respectively, indicating higher demand due to the summer driving season.

Analysts from Citi said that with OPEC+, which includes the Organization of the Petroleum Exporting Countries and allies such as Russia, unlikely to reach the market soon and Iran negotiations postponed, the most significant risk to market fundamentals remains deteriorating demand due to the new virus restrictions.

Al-Kazemi’s Advisor Expects To Provide 20 Million Iraqis To The Housing Initiative

The Basra Marsh Recovery Center Announces The Launch Of A Plan To Confront Drought

Money  and business   Economy News _ Baghdad   Today, Thursday, the Center for the Revitalization of Marshes and Wetlands in Basra Governorate announced the initiation of a plan to confront drought and restore the marshes, indicating that the plan included 5 important measures.

The director of the center, Jamil Sultan Badr, said in an interview with the Iraqi News Agency, and followed by "Economy News", that "the center prepared a plan to revive the reality of the marshes and treat drought, as it focuses on purifying and improving water, not in general, but in some places in the marshes of the province," noting that "the plan was direct." Badr added, "Our plan includes a large purification of the marsh waters, maintenance of the regulators, and the installation of floating pumps on the general estuary to withdraw salt water in Al-Shafi," noting that "at the same time, we cut off the salty water that reaches Al-Shafi to improve the water."
