CBI Protects Pre-Devaluation Import Transfers

2026-10-10 Shafaq News- Baghdad    Iraqi traders should not be charged exchange-rate differences on import-financing transfers due for execution before October 7 that were purchased and covered at the old rate, the Central Bank of Iraq (CBI) said on Saturday.

The CBI urged companies and traders to check with their banks and confirm the transfers had been executed. It has already provided banks with the funds needed to cover those transfers and was monitoring any delays and compliance with “applicable instructions and regulations.”

Traders facing delays or demands for additional payments can file complaints through the CBI’s official complaints platform for follow-up with the banks concerned.

The CBI is also working with banks and electronic payment companies to introduce special foreign-trade cards for small traders to facilitate import financing under mechanisms and regulations set by the bank.

Iraq’s new exchange-rate structure took effect on October 7. Under the new structure, the CBI buys dollars from the Finance Ministry at 1,500 dinars, sells them to banks at 1,510, and sells cash dollars to the public at 1,520, while the previous end-user rate was 1,320 dinars per dollar. The bank said at the time that its foreign reserves guaranteed full and immediate coverage of external transfers used to finance trade, bank-card settlements, and cash dollar sales to travelers without restrictions.

Carlyle Ends Pursuit Of Lukoil’s Overseas Assets

2026-10-10  Shafaq News- Washington   US investment firm Carlyle has stopped “actively pursuing” the acquisition of Russian oil giant Lukoil’s international assets after their agreement expired, S&P Global Energy’s Platts reported on October 9, citing a Carlyle spokesperson.

According to a document Lukoil submitted to Austrian authorities on September 30, the agreement signed in January 2026 expired at the end of July after failing to secure approval from the US Treasury Department’s Office of Foreign Assets Control (OFAC).

Lukoil, meanwhile, disclosed that it was engaged in intensive negotiations with other potential buyers for its international subsidiary, which holds most of its overseas assets.

The proposed sale followed US sanctions imposed on Lukoil in October 2025, which complicated its international operations. OFAC said on September 18 that it renewed its sanctions general license until October 22 to allow Lukoil to continue negotiating and enter contingent agreements for the sale of its international assets. Any actual sale, disposition, or transfer would still require separate OFAC authorization.

Lukoil’s international portfolio includes stakes in three European refineries with a combined processing capacity of 400,000 barrels per day, fuel retail networks across Central and Eastern Europe, and oil and gas projects in Azerbaijan, Iraq, and several other countries.

In Iraq, its assets include the West Qurna 2 oilfield, which accounts for approximately 10% of the country's crude production and 0.5% of global oil supply. In July, Basra Oil Company Director General Bassem Abdul Karim told Shafaq News that negotiations with US energy company Chevron over the field’s development had made progress, with no major obstacles remaining to a final agreement. He explained that the state-owned company would manage West Qurna 2 temporarily for six months following Lukoil’s withdrawal while talks with Chevron continued.

Iraqi Economists Downplay Broad Price Surge After Dollar Hike

2026-10-10 Shafaq News- Baghdad   Prices of goods in Iraq could decline if the dollar stabilizes between 1,600 and 1,630 dinars, an Iraqi economist told Shafaq News on Saturday, after the dollar fell to around 1,630 dinars in the local market.

Nabil Al-Marsoumi said the decline could have a positive effect on local prices, noting that traders had priced many goods at around 1,600 dinars to the dollar even before the exchange-rate adjustment.

Manar Al-Obaidi, head of the Iraq Future Foundation for Economic Studies and Consultations, cautioned against drawing early conclusions about the impact of the government’s decision. He cited Iraq’s 2021 experience, when the official dollar rate rose from 1,190 to 1,460 dinars —a 22.7% increase— while food prices rose by about 5% during the year, according to World Bank figures. Al-Obaidi said the figures show that changes in the exchange rate do not necessarily translate into equivalent increases across all goods.

Al-Obaidi called for monitoring prices over the coming weeks and reviewing inflation data over the next several months before assessing the impact on purchasing power and household finances.

He attributed some of the criticism of the decision to a lack of clear communication about its economic objectives and expected results, adding that speculation before the announcement had already heightened public concern.

Prime Minister Ali Al-Zaidi addressed parliament over the exchange-rate decision. He said the government had faced three alternatives: compulsory savings that would leave employees waiting for future payment, paying salaries every 45 days or borrowing more despite the country’s existing debt burden.

The cabinet approved the exchange-rate adjustment following an emergency recommendation from the finance minister and the Central Bank governor. Under the new rates, the dollar is priced at 1,500 dinars for purchases from the Finance Ministry, 1,510 for banks and 1,520 for the public.

Dr. Scott Young: Is the US Treasury in Trouble? Gold and Trump’s Financial Plans

10-10-2026

Why is the Treasury about to sink? Are we about to lose all our money? When does the gold rise? Is the Gold a currency? What is happening to the Dinar? What does Trump know about the asset of the nation and what is he doing about it?

In recent financial discussions, few topics have sparked as much debate as the stability of the global monetary framework. A recent video featuring Dr. Scott Young brings these concerns to the forefront, offering a stark assessment of the current condition of the U.S. Treasury and the Federal Reserve.

According to Dr. Young, the modern fiat currency system is facing unprecedented fragility, driven heavily by a noticeable decline in public trust and a deteriorating bond market.

For generations, traditional Treasury bonds have been marketed as the ultimate safe-haven asset for conservative investors seeking stability. However, Dr. Young points out that despite this longstanding reputation, Treasury bonds are currently delivering historically poor real returns.

This underperformance is directly tied to the gradual weakening of the fiat currency, which erodes purchasing power over time and leaves traditional fixed-income portfolios vulnerable to systemic shifts.

To better understand the magnitude of these financial challenges, Dr. Young utilizes historical data to compare the long-term performance of traditional equities against gold. While the stock market has experienced periods of substantial growth, it remains susceptible to market corrections and systemic volatility.

In contrast, gold has consistently maintained its purchasing power, serving as a reliable safe haven during periods of economic downturn. Beyond the performance of currency and commodities, the video highlights several troubling macroeconomic indicators that suggest broader financial distress.

Specifically, Dr. Young draws attention to declining trends in mortgage applications, rising delinquency rates across consumer loans, and widespread credit rating downgrades. When viewed together, these indicators paint a picture of an economy under severe pressure, raising important questions about the sustainability of current financial policies.

Given these mounting pressures, Dr. Young strongly advocates for a strategic shift in how individuals approach asset protection. He encourages investors to consider allocating a portion of their portfolios to physical gold and silver as a practical hedge against potential instability within the fiat system.

Furthermore, he anticipates a future monetary reset that could lead to a transition toward a gold-backed currency model.

In his view, preparing for this potential shift requires proactive decision-making rather than waiting for a crisis to fully materialize. By taking timely steps to safeguard their hard-earned assets, individuals can position themselves more securely amidst ongoing financial evolution.

UNCTAD Expects Global Trade To Grow By About 4% This Year

Money and business    Economy News - Follow-up   The United Nations Conference on Trade and Development (UNCTAD) on Friday revealed that global trade continued to grow in 2026 after setting records in the previous year.

The World Trade in Goods and Services (GSO) is expected to grow by about 4 percent in 2026, although this growth primarily reflects a rise in prices rather than volumes of trade.

Trade volume rose by 4.7% in 2025 to reach a record high of $35 trillion.

While trade between China and the United States has fallen by more than 20 percent since 2024, East Asia has expanded its trade with both China and North America, highlighting the changing trade landscape.

The agency also expects global growth of 2.6 percent this year, compared to 2.9 percent in 2025.

Products associated with artificial intelligence are the main driver of this business.

From 2020 to 2025, advanced economies accounted for nearly 70% of the value of foreign investment projects announced in strategic high-value-added sectors, particularly in the fields of semiconductor, energy transition technologies and artificial intelligence infrastructure.

In terms of high-value-added sectors, developing economies are only at the forefront of the field in the areas of biometals and strategic materials, accounting for 60% of new foreign direct investment in these areas.

The energy crises caused by the war in the Middle East have particularly affected import-dependent developing economies, as well as on the poorest households.

The agency also highlighted expectations that development assistance, a vital source of financing for least developed countries and small island States, would decline by nearly 7% in 2026, marking a third consecutive year of decline

GLOBAL ENERGY RESET WATCH: IRAN EXPANDS TANKER THREATS BEYOND HORMUZ AS SHIPPING RISKS GROW

Good Afternoon Dinar Recaps,

GLOBAL ENERGY RESET WATCH: IRAN EXPANDS TANKER THREATS BEYOND HORMUZ AS SHIPPING RISKS GROW

New attacks and warnings across Gulf shipping routes are raising concerns about energy supplies, tanker costs and the economic consequences of prolonged instability, even as diplomatic efforts continue.

 OVERVIEW

  • Tanker attacks are extending the shipping threat beyond the Strait of Hormuz, raising risks for vessels operating across the wider Gulf region.

  • A tanker fire and additional maritime incidents were reported on October 10, adding to concerns about crew safety, oil transportation and the security of commercial shipping.

  • Energy-market uncertainty is intensifying, as governments and businesses weigh the risk of supply disruptions against efforts to restore oil flows and contain prices.

KEY DEVELOPMENTS

1. Tanker Threats Spread Beyond the Strait of Hormuz

A report published by the Financial Times on October 9 described attacks on oil tankers beyond the Strait of Hormuz, including incidents near Qatar and the United Arab Emirates.

The report said Iran's Islamic Revolutionary Guard Corps (IRGC) was seeking to enforce its control over regional shipping routes and deter vessels from using routes Tehran considers unauthorized.

These developments are significant because the Strait of Hormuz is not the only maritime corridor supporting Gulf energy exports. Tankers must also navigate surrounding waters, ports and approaches where security risks can affect shipping decisions.

The broader concern is that commercial vessels may face elevated risks even when they are outside the strait itself. That can influence route selection, insurance availability, crew safety and the cost of moving energy to international buyers.

2. New Maritime Incidents Add to Shipping Uncertainty

On October 10, the Associated Press reported that the United Arab Emirates had rescued 22 crew members from an oil tanker fire in the Persian Gulf. The cause was described as a possible naval mine, rather than a confirmed Iranian attack.

Separately, Iranian state media reported that the IRGC had struck a large liquefied petroleum gas carrier attempting to transit the Strait of Hormuz along what Tehran described as an unauthorized route.

These incidents underscore the difficulty facing shipping companies: vessels must assess not only direct attacks but also the possibility of mines, misidentification, navigation restrictions and other hazards in an active conflict zone.

The distinction between confirmed facts and allegations remains important. Not every incident has an established cause, and reports from parties to the conflict require careful assessment.

Nevertheless, the accumulation of maritime incidents is increasing uncertainty for shipowners, energy traders and the countries that rely on Gulf supplies.

3. Oil Markets Face Competing Pressures

Oil prices settled higher on Friday, October 9, as Hurricane Isaias threatened U.S. Gulf of America production and the market continued to assess the conflict-related risks to Middle Eastern supply.

Reuters reporting carried by The Daily Star put Brent crude's settlement at $104.72 per barrel, up 44 cents, or 0.42%, on the day.

Prices had earlier come under pressure after President Donald Trump described discussions with Iran as productive. This illustrates the competing forces affecting energy markets: the prospect of diplomacy can ease supply fears, while shipping attacks and production disruptions can push prices higher.

For importing economies, sustained increases in oil and transportation costs can feed into inflation, weaken trade balances and increase demand for foreign currency to pay energy suppliers.

For producers, higher prices may improve revenue, but security risks can limit their ability to export safely and reliably.

WHY IT MATTERS

The energy system depends on more than the availability of oil in the ground. It also depends on the ability to transport that oil safely, insure vessels, finance cargoes and deliver fuel to buyers on schedule.

When maritime risks rise, the effects can spread well beyond the immediate conflict zone. Shipping companies may charge more, insurers may reassess coverage, delivery times can become less predictable, and import-dependent economies may face higher costs.

If these pressures persist, they can complicate central-bank decisions. Higher energy prices can sustain inflation even when policymakers want to reduce interest rates, while weaker growth and more expensive borrowing can place additional strain on governments and businesses.

Diplomatic progress could reverse some of these pressures, but a lasting improvement would require more than statements of intent. Shipping companies need credible security conditions and confidence that routes will remain accessible.

WHY IT MATTERS TO FOREIGN CURRENCY HOLDERS

For foreign currency holders following the Global Financial Reset, this story connects energy security with exchange rates, inflation and international trade.

Countries that import large quantities of oil may need more foreign currency when energy prices rise. That can put pressure on their trade balances and currencies, particularly when investors are already concerned about economic growth or financial stability.

Oil-exporting countries may benefit from higher prices, but the advantage depends on their ability to produce, transport and sell energy. Conflict-related disruptions can offset some of the gains.

These developments do not guarantee a currency revaluation. They show how geopolitical events can influence the economic conditions that shape exchange rates and investor confidence.

For currency holders, the most useful indicators are actual oil prices, export volumes, foreign-exchange policy, reserve trends and evidence of sustained improvements in trade and settlement systems—not predictions of sudden gains.

IMPLICATIONS FOR THE GLOBAL RESET

  • Pillar 1: Energy

Reliable energy supplies remain fundamental to economic stability. Disruptions to Gulf shipping can affect fuel availability, production costs and government revenue across multiple regions.

  • Pillar 2: Trade

Maritime chokepoints connect producers to international markets. Higher shipping costs and security risks can ripple through supply chains, affecting goods well beyond the energy sector.

  • Pillar 3: Debt and Inflation

Persistent energy-price increases can make inflation harder to control and borrowing more expensive. Governments and businesses may face greater pressure if fuel costs remain elevated while financing conditions tighten.

  • Pillar 4: Financial Infrastructure

International trade depends on dependable shipping, insurance, banking, payments and settlement arrangements. When physical routes become less reliable, the importance of resilient financial and logistical networks becomes even clearer.

THE BOTTOM LINE

Iran-related shipping threats are increasing uncertainty across a region central to global energy trade. The immediate outlook will depend on the frequency of maritime incidents, the safety of commercial vessels, oil-export volumes and whether diplomacy can produce conditions that shipping operators trust.

The wider lesson is that the global financial system cannot be separated from the physical networks that sustain it: the future of global finance will be shaped not only by digital innovation and monetary policy, but also by whether the world's essential trade routes remain secure and dependable.

Tishwash:  Iraqi PM to visit Saudi Arabia, Kuwait

Tishwash:  An economist explains why it's not possible to pay employee salaries in dollars.

Economic expert Nabil Al-Marsoumi explained on Friday (October 9, 2026) the reasons why it is not possible to pay employee salaries in Iraq in dollars, noting that this step may deplete foreign reserves and limit the Central Bank’s ability to manage monetary policy.

Al-Marsoumi stated in a clarification followed by “Baghdad Today”, that foreign reserves are not free funds at the disposal of the Ministry of Finance, nor do they represent a financial allocation within the budget, but rather they are external assets managed by the Central Bank to achieve the objectives of monetary policy, foremost among which are price and exchange rate stability, ensuring the financing of imports and external payments, and enhancing confidence in the dinar and the financial system.

He added that the adequacy of reserves is usually measured by their ability to cover imports and external obligations, not by the number of months during which salaries can be funded.

He pointed out that paying salaries in dollars could, in his estimation, deplete the central bank’s cash reserves, estimated at about $76 billion, in just eight months, explaining that financing imports and paying salaries in dollars could require about $10 billion per month.

Al-Marsoumi explained that this step may limit the Central Bank’s ability to control monetary policy and the money supply, as well as it does not guarantee a decrease in demand for the dollar in the currency auction, with continued speculation to achieve quick profits, which may lead to a widening of the gap between the official exchange rate and the parallel rate.

He added that among the possible repercussions are the loss of part of the independence of monetary policy, the impact on one of the symbols of national identity and sovereignty, in addition to the problem of the inconsistency of the currency used in evaluating the assets and liabilities of economic units.

He pointed out that adopting the dollar for paying salaries will entail administrative and technical costs, including readjusting accounting records and converting prices, as well as losing part of the proceeds from issuing currency, and reducing the central bank’s ability to perform the function of lender of last resort for banks.  link

Tishwash:  The Association of Islamic Banks: We support the reform steps adopted by monetary and governmental institutions.

The Iraqi Association of Islamic Banks announced on Thursday its full support for the decisions and reform measures adopted by monetary and governmental institutions.

A statement issued by the association and received by the Iraqi News Agency (INA) stated that "within the framework of the commitment of the Central Bank of Iraq and the Federal Government to achieving sustainable economic stability and ensuring comprehensive development, and based on joint coordination with the Council of Ministers, the Iraqi Association of Islamic Banks announces its full support for the decisions and reform steps adopted by the monetary and governmental institutions."

The association affirmed that "these qualitative economic and banking reforms represent a fundamental pillar for opening new and tangible horizons that directly serve the national economy; this is achieved by supporting national products and local industry, facilitating fair competition for Iraqi goods in the markets against imported products, as well as encouraging the expansion of national factories and companies, and providing an attractive and stimulating investment environment for non-oil productive sectors."

She continued: “These trends also contribute to creating new job opportunities that open the way for small and medium enterprises to expand, thus achieving the desired national goals and reducing unemployment rates,” stressing her firm commitment to continuing the diligent efforts and effective measures and ensuring the safety and stability of its financial system.

The member banks called on all of them to continue their leading and active role in the success of the comprehensive reform plans and to strengthen the process of construction and development. link

Tishwash:  The dollar rises first... Baghdad is keeping the date for currency replacement secret for fear of a move by "big players".

Raising the price of the dollar to more than 1500 dinars may not be the last surprise that Baghdad has in store .

As Iraqi markets began to deal with the new dollar exchange rate, the government is preparing for a more sensitive step, which is replacing the currency and removing zeros from it. The process may begin within a few months, perhaps at the beginning of next year, but should not exceed the first quarter of 2027, according to Al-Mada newspaper .

The newspaper, in a report seen by Al-Sa’a Network, quoted its sources as saying that “replacing the currency could help to lock up at least $200 billion believed to be in the hands of corrupt individuals, and therefore the procedure is being kept secret until now .”

She added that “talking too early about changing the currency may give those with illicit funds time to act. They can buy dollars, real estate, or convert the money into assets that are difficult to link to the cash they will be asked to exchange later,” indicating that “Baghdad wants the money to reach the moment of exchange before the news reaches it .”

She pointed out that "real reform requires strict measures and decisions that the big players will not accept," adding that "the easiest option is to reduce the value of the dinar and hold the public responsible for the government's financial and administrative failures ."

The report noted that "this dispute places the dollar decision within a broader economic plan that Prime Minister Ali al-Zaidi had presented as a reform plan for the economic system," indicating that "it was supposed to be carried out in agreement with the US administration, and to include the entry of US investments in exchange for ending the arms issue, a path that is now faltering ."

He explained that "the initial figures for the 2027 budget reveal the extent of the pressure, and according to the Finance Committee and experts, the budget amounts to about 218 trillion Iraqi dinars," indicating that "oil revenues amount to about 144 trillion and 720 billion dinars ."

He added that “public expenditures amount to 217 trillion and 239 billion dinars, including 47 trillion and 897 billion dinars for investment expenditures, and 169 trillion and 342 billion dinars for operational expenditures,” noting that “the salaries of employees on the permanent staff amount to 68 trillion and 125 billion dinars, an increase of 8 trillion and 951 billion dinars .”

He explained that "the details of the new draft budget confirm that the Iraqi government has not done much to overcome the painful repercussions of the war on Iran, and that it aims to burden the people with a large part of the pain that they do not deserve   link

Tishwash:  Faihan: Parliament supports any measure that achieves reform and serves the interests of the economy and protects the interests of citizens.

The First Deputy Speaker of Parliament, Adnan Faihan, affirmed that Parliament supports any measure that achieves reform and serves the interests of the economy and protects the interests of citizens.

A statement issued by the office of the First Deputy Speaker of Parliament, received by the Iraqi News Agency (INA), said: “During the expanded meeting with the Prime Minister, the Minister of Finance, and the Governor of the Central Bank, the First Deputy Speaker of Parliament affirmed that the government’s decision to raise the exchange rate of the dollar, taken within the framework of addressing the economic situation, directly impacts the lives of citizens and their standard of living, in addition to its repercussions on the overall economic reality.

He called on the government to clarify the procedures and measures it has taken to mitigate its effects on vulnerable and marginalized groups and various social segments, and to work on strengthening its control and oversight of the market to regulate prices, thus preventing citizens from bearing the burdens and economic and social costs of this decision.”

According to the statement, Faihan stressed this during the expanded meeting held by the Presidency of Parliament on Thursday in the Martyr Abu Mahdi al-Muhandis Hall at the Parliament building, with the Speaker of Parliament. Ministers Ali Al-Zidi, the Minister of Finance, and the Governor of the Central Bank, in the presence of the heads of the political blocs, stressed the importance of the government proceeding with taking additional reform steps and measures to address the economic challenges and enhance financial stability,” stressing that “the House of Representatives will support every serious and responsible measure that will achieve reform, serve the national economy, protect the interests of citizens, and serve the people.”   link

Tishwash:  The Central Bank prohibits importers from bearing the burden of exchange rate changes and opens the door for complaints.

The Central Bank directed companies, traders and import financiers on Saturday (October 10, 2026) to review their banks and ensure that the transfers due before October 7 are completed without charging them any exchange rate differences, warning non-compliant banks and providing a postal platform to receive complaints against those who are late, while announcing coordination to launch payment cards to facilitate their foreign trade.

The Central Bank stated in a statement received by 964 Network that it “is monitoring banking operations carried out before and after the exchange rate adjustment and is verifying that banks are complying with the applicable instructions and controls in order to ensure the protection of the rights of traders and customers.”

The bank called on “companies and traders whose import financing transfers were due for execution before 7/10/2026 to review their banks and ensure their execution, especially since the Central Bank had previously strengthened the banks’ accounts to cover those transfers, stressing that it would follow up on any delays and verify that traders were not charged exchange rate differences for transfers that had been proven to have been purchased and covered at the previous rate.”

He added that “in case of delay in implementation or demand for additional amounts, a complaint can be submitted through (the complaints platform of the Central Bank of Iraq) or an email can be sent to the email address (media.office@cbi.iq) to follow up with the bank concerned.”

He added, “The Central Bank is also working in coordination with banks and electronic payment companies to launch special foreign trade cards for small traders to facilitate the financing of their imports, according to the mechanisms and controls determined by the bank.”  link

Clare: 1 News-One News

Economic experts to "One News": The White Paper was not just a plan to save Iraq from the 2020 crisis, but a strategic project that could have saved the country from its current financial crisis.

Economic experts told "One News" that the White Paper for economic reform, launched by the former Prime Minister Mustafa al-Kazemi's government in 2020, was not just a temporary response to the financial crisis Iraq faced at the time, but represented a comprehensive strategic project to restructure the national economy and address the accumulated imbalances in the management of public resources and expenditures.

The experts explained that Iraq faced one of its most severe financial crises in 2020, due to the collapse of oil prices and a decline in public revenues, which put the government in the face of major challenges in securing salaries and financial commitments, before the following years witnessed a noticeable improvement in the financial situation and an increase in cash reserves.

They pointed out that the Kazemi government's era witnessed Iraq's transition from a severe financial crisis to recording large financial profits, with estimates suggesting that the financial surplus could reach around 150 trillion dinars, in addition to the improvement in the Central Bank's reserves of foreign currency and gold, confirming that the assessment of these results requires taking into account the rise in global oil prices during that period.

Experts noted that the true importance of the white paper was not limited to addressing the current crisis, but rather represented a long-term reform approach, which included diversifying non-oil revenue sources, reducing reliance on oil exports, reforming the banking sector and the financial system, supporting the private sector, and improving the investment environment, in addition to addressing the situations of losing government companies and reforming pension and retirement systems, and enhancing governance and financial management.

They added that the full implementation of these reforms, in conjunction with investing financial surpluses in productive and developmental projects, could enhance Iraq's ability to face oil price fluctuations, limit the pressures on the general budget, and reduce the need to take financial measures that affect the purchasing power of citizens.

The experts also pointed out that the current economic crisis raises questions about the fate of the reforms guaranteed by the white paper, and the extent to which successive governments are committed to implementing them, especially in terms of restructuring public spending and enhancing non-oil revenues and stimulating productive sectors.

They stressed that Iraq's large financial resources alone are not enough to achieve economic stability, unless accompanied by sustainable institutional reforms and financial policies capable of transforming oil revenues into long-term growth sources.

Experts concluded that the white paper represented an opportunity to bring about a structural transformation in the Iraqi economy, and that implementing its goals in a comprehensive manner was intended to enhance financial stability and prepare the country to become an economically and investmentally significant center in the region, instead of continuing to face crises with every decline in oil revenues

Stephen  They're not going to tell us everything. If the revaluation/reinstatement is going to be this massive wealth event for the country of Iraq and anyone that holds their currency, do you think it's going be out in the open as far as what they're doing?  Or do you think there's going to be confusion, which is what we're seeing?  Most likely it's going to seem like things are not going to change or get better, which is what we're seeing...

Jeff   Notice how at the same time as the cabinet is ready to go to vote, which allows them to revalue, they quickly created a dinar vacuum to suck in the last remaining notes, implement misdirection, confusion and so forth.  Perfect timing to bring this all together and wrap this up within the next few weeks...

Mnt Goat  Remember we are dealing with Iraq and so things could change suddenly. There is also much more progress than what we read in the news. We don’t need a ‘perfect’ Iraq to have a reinstatement. Only to follow ‘the plan’ and get enough security and stability to attract investors to grow the economy. I firmly believe statements I hear from the IMF and the CBI that Iraq is to be the ‘financial center’ for the middle east... Do you see now why President Trump is paying so much attention to the country?

Iraq Economic News and Points To Ponder Saturday Morning 10-10-26

The Government Chose The Fastest Route, Not The Best One," Masoud Haider criticizes the exchange rate change, asserting that reforming the customs and tax system can generate double the revenue

Baghdad - One News   Former Deputy Minister of Finance, Masoud Haider, criticized the Iraqi government's decision to change the dollar exchange rate, considering that resorting to reducing the value of the dinar is the fastest measure to provide financial liquidity and ensure the continued operation of state institutions, but it is not the best economic option, given the existence of alternatives capable of generating greater revenues without imposing additional burdens on citizens.

Haider said that addressing the financial crisis requires a comprehensive review of the external import file, revealing the amount of money that government agencies and the private sector spend annually on imported goods and merchandise, as well as determining the value of customs exemptions granted to companies and institutions linked to the government sector.

He questioned why the government was not moving towards controlling border crossings, canceling unnecessary customs exemptions, and activating tax collection on companies, stressing that these measures could provide revenues up to double the amounts expected to be achieved from changing the exchange rate.

He explained that the government, according to his estimates, seeks to save about 14 trillion dinars as a result of adjusting the dollar exchange rate, questioning whether the concerned authorities have conducted economic studies of alternatives capable of generating greater financial resources, instead of relying on reducing the value of the national currency.

Haider pointed out that changing the exchange rate does not lead to an increase in the volume of oil revenues in dollars, but rather raises their accounting value when converted to dinars, considering that the volume of foreign currency flowing into Iraq remains linked to the quantities of oil exported and its prices in global markets.

He warned of the social and economic repercussions of the decision, noting that, according to his estimates, low-income earners constitute about 80 percent of Iraqis, and predicting a decline in their purchasing power of up to 15 percent, in addition to rising prices of goods and commodities in local markets.

He explained that Iraq’s extensive reliance on imports, and the lack of sufficient local alternatives for many products, make the decline in the value of the dinar an additional factor in increasing the cost of living, especially for low- and middle-income families.

The former Deputy Minister of Finance called on the government to raise customs duties on most imported food items that represent the basic daily needs of citizens, with the aim of reducing price increases and alleviating the living pressures resulting from the change in the exchange rate.

He pointed out that reducing tariffs on basic goods would in turn reduce customs revenues, considering that this paradox reflects the need for a more in-depth study of the financial and social repercussions before making broad monetary decisions.

Haider stressed that adjusting the exchange rate may provide the government with additional resources in dinars to help it finance public expenditures, but it does not address the structural imbalances in the Iraqi economy, nor does it represent a substitute for reforming the tax and customs systems and enhancing non-oil revenues.

He stressed the need for the decision to be followed by an integrated economic program that includes supporting national products, encouraging local industries, regulating imports, activating economic laws, and providing a suitable environment for investment and production.

Haider concluded that managing the financial crisis should not rely solely on changing the dollar exchange rate, but requires reforms that address the root causes of weak revenues and curb waste, stressing that the quickest way to secure funds is not necessarily the best course of action for the economy and citizens. https://1news-iq.net/الحكومة-اختارت-الطريق-الأسرع-لا-الأف/

Economic Experts Told One News: The White Paper Was Not Just A Plan To Save Iraq From The 2020 Crisis, But A Strategic Project That Could Have Spared The Country Its Current Financial Crisis

Baghdad - One News   Economic experts confirmed to “One News” that the White Paper for Economic Reform, launched by the government of former Prime Minister Mustafa Al-Kadhimi in 2020, was not merely a temporary response to the financial crisis that Iraq faced at that time, but rather represented a comprehensive strategic project to restructure the national economy and address the accumulated imbalances in the management of resources and public expenditures.

Experts explained that Iraq faced one of its most severe financial crises during 2020, as a result of the collapse of oil prices and the decline in public revenues, which put the government in front of major challenges in securing salaries and financial obligations, before the following years witnessed a remarkable improvement in the financial situation and an increase in cash reserves.

They pointed out that during the Al-Kadhimi government phase, Iraq moved from a severe financial crisis to recording large financial surpluses, with estimates circulating regarding the financial surplus reaching about 150 trillion dinars, in addition to the improvement in the Central Bank’s reserves of foreign currency and gold, stressing that evaluating these results requires taking into account the rise in global oil prices during that phase.

The experts explained that the real importance of the White Paper was not limited to addressing the immediate crisis, but was represented in setting long-term reform paths, which included diversifying non-oil revenue sources, reducing dependence on oil exports, reforming the banking sector and the financial system, supporting the private sector, improving the investment environment, as well as addressing the situation of loss-making government companies, reforming salary and pension systems, and strengthening governance and financial management.

They added that the full implementation of these reforms, in conjunction with investing financial surpluses in productive and developmental projects, could have enhanced Iraq’s ability to cope with fluctuations in oil prices, reduced pressures on the general budget, and lessened the need to take financial measures that affect the purchasing power of citizens.

Experts pointed out that the current economic crisis raises questions again about the fate of the reforms included in the White Paper, and the extent to which successive governments have committed to implementing them, especially with regard to restructuring public spending, maximizing non-oil revenues, and revitalizing productive sectors.

They stressed that Iraq’s possession of large financial resources is not enough on its own to achieve economic stability, unless it is coupled with sustainable institutional reforms and fiscal policies capable of transforming oil revenues into sources of long-term growth.

The experts concluded that the White Paper represented an opportunity to bring about a structural transformation in the Iraqi economy, and that the full implementation of its objectives would have enhanced financial stability and prepared the country to become an important economic and investment hub in the region, instead of continuing to be exposed to crises with every decline in oil revenues.   https://1news-iq.net/خبراء-اقتصاديون-لـوان-نيوز-الورقة-ا/

INDIA RESET WATCH: RBI TAKES NEW STEPS TO DEFEND THE RUPEE AS DOLLAR PRESSURE MOUNTS

India’s central bank is redirecting major oil companies’ dollar purchases and tightening foreign-exchange rules as rising energy costs and global financial pressures push the rupee toward record lows.

Good Morning Dinar Recaps,

INDIA RESET WATCH: RBI TAKES NEW STEPS TO DEFEND THE RUPEE AS DOLLAR PRESSURE MOUNTS

India’s central bank is redirecting major oil companies’ dollar purchases and tightening foreign-exchange rules as rising energy costs and global financial pressures push the rupee toward record lows.

OVERVIEW

  • The Reserve Bank of India (RBI) announced a special dollar-supply facility for three state-owned oil companies to reduce their demand for dollars in the open currency market.

  • New restrictions target excessive foreign-exchange speculation and hedging, including a sharp reduction in the transaction threshold for certain derivatives without proof of underlying exposure.

  • The rupee remains under pressure from elevated oil prices, capital-flow concerns and rising global bond yields, demonstrating the challenges facing countries dependent on imported energy.

KEY DEVELOPMENTS

1. RBI Opens a Special Dollar Window for Oil Companies

On October 10, the Reserve Bank of India announced a special facility to meet the daily dollar requirements of three state-owned oil marketing companies: Indian Oil Corporation, Hindustan Petroleum and Bharat Petroleum.

The arrangement is scheduled to begin October 12 and will remain in place until further notice.

Under the facility, the RBI will supply dollars through designated banks, allowing the companies to obtain the foreign currency they need without making all those purchases in the open spot market.

This matters because India imports most of its crude oil, creating substantial demand for dollars. When oil prices rise, importers generally need more dollars to pay suppliers, potentially adding pressure to the rupee.

By redirecting this demand, the RBI hopes to reduce market volatility. However, supplying dollars directly from foreign-exchange reserves can also put additional pressure on those reserves.

2. New Rules Target Foreign-Exchange Speculation

The RBI also announced tighter rules for rupee-linked foreign-exchange derivatives.

Among the measures, it reduced the threshold for certain derivative transactions that can be undertaken without establishing an underlying exposure from $100 million to $5 million.

The central bank also introduced a foreign-exchange risk reserve requirement for eligible derivative contracts exceeding $2 million that hedge specified current-account exposures. Authorized dealers must maintain a reserve equivalent to 20% of the transaction’s notional amount under the applicable rules.

The measures are intended to discourage excessive positions, strengthen documentation and limit activity that could intensify one-way pressure on the rupee.

These steps do not eliminate legitimate demand for foreign currency. Instead, they seek to make certain transactions more costly and ensure that derivative activity is supported by appropriate exposure and risk management.

3. Currency Pressure Reflects Broader Economic Forces

The rupee has depreciated more than 7% against the U.S. dollar in 2026, according to Reuters, and remains near record lows despite earlier central-bank intervention and a recent interest-rate increase.

Several pressures are contributing to the situation:

  • Energy costs: Higher oil prices increase India's dollar requirements for imports.

  • Capital flows: Foreign investment movements can influence demand for rupees and dollars.

  • Global interest rates: Higher yields abroad can make dollar-denominated investments more attractive relative to some emerging-market assets.

  • Market expectations: Importers and investors seeking protection against further currency weakness can add to demand for dollars.

The RBI’s latest measures may moderate volatility, but they cannot independently resolve these underlying pressures.

The coming days will provide an important test of whether the new arrangements can ease dollar demand without placing excessive strain on India's foreign-exchange reserves.

WHY IT MATTERS

India’s response illustrates how central banks can use more than interest rates to manage currency instability.

They can also intervene in foreign-exchange markets, adjust derivatives rules, redirect large importers’ dollar purchases and influence how financial institutions manage currency exposure.

These tools are particularly important when a country faces several pressures at once, such as higher energy costs, capital outflows and a strong U.S. dollar.

The broader lesson is that currency stability depends on the interaction of monetary policy, international trade, capital flows and market confidence. No single policy measure can guarantee a lasting recovery.

WHY IT MATTERS TO FOREIGN CURRENCY HOLDERS

For foreign currency holders following the Global Financial Reset, India’s actions offer a practical example of how governments and central banks respond when their currencies face sustained pressure.

The measures demonstrate that exchange-rate management can involve changes to market structure and financial rules—not simply interest-rate decisions.

They also highlight an important distinction: supporting a currency during a period of weakness is not the same as announcing a revaluation or guaranteeing a higher future exchange rate.

For holders of foreign banknotes, the value of a currency will continue to depend on its actual exchange rate, convertibility, applicable restrictions, economic fundamentals and the availability of legitimate exchange channels.

The useful signal is the policy response itself—not a promise of an imminent currency windfall.

IMPLICATIONS FOR THE GLOBAL RESET

  • Pillar 1: Currency Stability

Central banks may introduce targeted measures to reduce volatility when exchange rates come under pressure. The effectiveness of those measures depends on whether the underlying economic conditions improve.

  • Pillar 2: Energy

Countries that depend heavily on imported oil remain exposed to international energy prices and the cost of obtaining dollars. Energy security and currency stability are closely connected.

  • Pillar 3: Trade

Importers require reliable access to foreign currency to pay international suppliers. Changes to dollar allocation and foreign-exchange rules can affect how these transactions are financed and settled.

  • Pillar 4: Financial Infrastructure

Tighter derivatives rules show how regulators can change the way currency risk is managed. Over time, stronger documentation, more disciplined markets and reliable settlement systems can contribute to a more resilient international financial structure.

THE BOTTOM LINE

India’s latest measures are an active effort to manage currency pressure by changing how major dollar purchases are supplied and how foreign-exchange risks are traded. Their success will depend on oil prices, capital flows, reserve levels and investor confidence—not simply on the announcement itself.

For global financial reset watchers, the larger lesson is that the evolution of the international financial system is unfolding through real policy decisions, changing market rules and the continuing effort to make cross-border finance more resilient.

Notes From the Field By James Hickman (Simon Black / Sovereign Man)  October 8, 2026

It all started because the students wanted better quality education... and more teachers. Many schools in France are overcrowded. Some lack teachers. Buildings are crumbing.

So, two weeks ago, students at a high school outside Paris blocked the entrance to their own school to protest these conditions. And the movement caught on; students at hundreds of other schools did the same.

By last week the protests had turned violent, when students (and then a bunch of people who clearly didn’t look like students) began setting fires and fighting riot police.

More than 5,000 people have been arrested so far, most of them teenagers, and 24 schools have been burned or ransacked.

Sure, this is a country where torching cars and burning down buildings is a national sport.

But it’s worth pointing out that France spends 57% of its ENTIRE economy on government. The average for rich countries is about 43%, and only Finland spends more.

So here's a question the French might want to ask: what do you get for all that government?

For that kind of money, you'd expect the basics to be covered... like teachers. But France actually cut 3,000 teaching jobs this year, and plans to cut more next year.

At one high school in a poor suburb north of Paris, math, English, humanities, and gym classes have been canceled since the school year began because there's nobody to teach them.

One student complained of being forced to take exams required for graduation without having had a teacher in the subject!

Yet the government spending 57% of GDP doesn’t buy proper education. Nor does it buy law and order. A protest by high school kids turned into nationwide riots, and the French state couldn't stop it. Hundreds of students, school staff, and police officers have been hurt.

France has been here before. France's 2005 riots began in a poor region just north of Paris, after two teenagers hiding from police were electrocuted in a power substation. The suburbs burned for weeks.

The same suburbs rioted again in 2023— and they were among the first places the school protests spread this fall.

Nearly a third of the people who live in that county are immigrants, the highest share anywhere in mainland France, and three times the national average.

France spent decades importing immigrants by the million and never bothered to integrate them. Twenty-one years after the 2005 riots, NOTHING has been fixed.

What’s crazy is that French people are demanding even MORE government to fix these problems that haven’t been fixed by their already gargantuan government.

How do they plan to pay for any of it? The French are already the second-most-taxed people in the developed world, at about 44% of GDP. Yet even that doesn't cover the spending, so the government borrows the rest. France's national debt is now 119% of GDP.

On October 1, in the middle of the riots, the government presented next year's budget. It expects interest on the debt to cost more than €90 billion. That's far more than the €65 billion it plans to spend on schools, and more than it spends on its entire military.

In other words, France now pays more to its lenders than it spends on its schools OR its soldiers… and the interest bill is still growing.

Naturally, with multiple crises hitting at once, the hard left is ready to exploit the chaos.

Jean-Luc Mélenchon is a hard-left politician and one of the top three candidates in the polls for next April's presidential election. As the protests turned violent, Mélenchon declared that the students were harmless and said the police response had "an obvious racist aftertaste."

Mélenchon's answer to France's problems is MORE government. He wants to raise the minimum wage and lower the retirement age to 60.

(Remember, France already tried to fix its bankrupt pensions by raising it from 62 to 64. That caused riots too, so the plan was suspended.)

And his plan for the national debt is to simply cancel the part that France's central bank holds.

Bottom line, France pays for more government than almost any country, and it barely even seems like an exaggeration to say its society is collapsing in real time.

France has done everything wrong, from borrowing to immigration, and now it can't even do the basics.

But while France may be a more aggravated case, the similarities to the US are hard to ignore.

The US government owes more than $40 trillion, roughly 123% of GDP— worse than France. Interest on the debt is already larger than the defense budget.

America gets away with it, for now, because the dollar is still the world's reserve currency. Foreign central banks hold a lot of their strategic financial reserves in US Treasury bonds, so Congress has always had a line of foreigners waiting to lend it money no matter how large the deficit.

But that line of foreigners is now getting shorter.

At peak (in 2011), foreigners owned nearly half of all marketable US Treasury bonds. Now their share is down to about 30%.

China in particular has cut its Treasury holdings in half since 2013, and they're now at their lowest level since 2008.

When the foreign buyers stop showing up, America finds itself with France's problem: lenders charge more, interest eats up more of the budget every year, and there's less money left over for the basics.

France shows how quickly a society can devolve. And that's exactly why it makes sense to have a Plan B.

GLOBAL FINANCIAL INFRASTRUCTURE RESET: WALL STREET MOVES TOWARD TOKENIZED SECURITIES AS IMF WARNS OF NEW RISKS

Blockchain-based securities are moving closer to mainstream financial markets, while new warnings from the International Monetary Fund highlight why secure settlement, clear rules and investor protection will be essential to the next phase of digital finance.

 OVERVIEW

  • Wall Street is advancing blockchain-based securities trading, with major financial institutions preparing systems that could make certain transactions faster and easier to transfer.

  • The IMF has warned that tokenization can introduce new risks, including liquidity pressures, operational failures and the possibility that automated trading could amplify market disruptions.

  • The global financial system is evolving through infrastructure changes, but adoption will depend on regulation, interoperability and confidence in the assets backing digital tokens.

KEY DEVELOPMENTS

1. Wall Street Pushes Blockchain Closer to Mainstream Markets

Financial firms are developing ways to represent traditional assets—including stocks, bonds and investment funds—as digital tokens recorded on blockchain networks.

A report published by Barron’s on October 9 describes efforts by major institutions to bring tokenization deeper into securities trading. The Depository Trust & Clearing Corporation (DTCC), a central part of U.S. securities-market infrastructure, is preparing a tokenization initiative, while firms including JPMorgan, Goldman Sachs and Nasdaq are participating in broader efforts to develop blockchain-based markets.

The potential benefits include faster transfers, more flexible trading hours and less capital tied up in separate settlement processes. However, the degree of improvement will depend on how the systems are implemented and connected to existing markets.

The important distinction: Tokenizing a stock does not automatically increase its value. It changes how the asset may be represented, transferred or settled—not the underlying company's financial performance.

2. The IMF Highlights Both Efficiency and Risk

The International Monetary Fund's October financial-stability analysis examines the opportunities and risks associated with tokenized financial assets.

Tokenization could reduce transaction costs and shorten settlement times. But the IMF has also highlighted vulnerabilities involving operational systems, smart contracts, liquidity, collateral and connections between different digital networks.

If automated transactions or liquidations occur rapidly during market stress, losses could spread more quickly. Unclear ownership rights, weak oversight or uncertainty about the asset backing a token could also undermine confidence.

The IMF's analysis does not suggest that tokenization must fail. Rather, it emphasizes that new technology does not eliminate traditional financial risks; it can change how those risks develop and spread.

3. The Settlement Question Becomes Central

One of the most important questions in digital finance is what money should be used to settle a tokenized transaction.

Some systems may use stablecoins—digital tokens designed to maintain a stable value, often by being linked to a national currency. Other approaches seek to settle transactions using central-bank money or tokenized commercial-bank deposits.

These are not interchangeable arrangements. Stablecoins depend on their issuers, reserves and redemption mechanisms, while central-bank money represents a direct claim on a central bank. Tokenized bank deposits remain claims on commercial banks.

The choice affects settlement confidence, liquidity and the way risks can move between financial institutions.

For global markets, interoperability and reliable settlement may matter as much as the blockchain technology itself.

WHY IT MATTERS

The modernization of financial infrastructure is an important development because the global economy depends on systems that move money, securities and collateral between institutions and countries.

If tokenization becomes widely adopted, it could reshape how securities are issued, transferred and settled. Transactions that once required several intermediaries and separate records could eventually be processed through more integrated digital systems.

But progress will not be measured simply by how many assets become tokens. Markets will also need enforceable ownership rights, reliable technology, clear regulatory standards and safeguards against fraud and instability.

The transition is likely to be gradual and uneven. Some applications may gain traction quickly, while others may remain limited by legal, technical or commercial barriers.

WHY IT MATTERS TO FOREIGN CURRENCY HOLDERS

For foreign currency holders following the Global Financial Reset, these developments are worth watching because the infrastructure supporting international finance is changing.

Tokenized assets, digital payments and new settlement systems could influence how institutions transfer funds and manage liquidity across borders. These changes may eventually affect access to financial services and the way different currencies are used in particular transactions.

However, blockchain adoption does not guarantee that any country's currency will appreciate or be revalued. A currency's value continues to depend on economic fundamentals, monetary policy, inflation, confidence, market liquidity and other factors.

The constructive takeaway is that real financial modernization can be tracked through implemented systems, published rules, completed transactions and measurable adoption—not through predictions of sudden currency windfalls.

IMPLICATIONS FOR THE GLOBAL RESET

  • Pillar 1: Payments

Digital infrastructure may make some transfers faster and more efficient. The key test will be whether new networks can connect safely with existing domestic and cross-border payment systems.

  • Pillar 2: Assets

Tokenization could change how securities and other financial assets are recorded and transferred. The underlying legal rights and economic value of those assets still matter.

  • Pillar 3: Technology

Blockchain and smart contracts may automate parts of financial processing, but reliable cybersecurity, governance and operational controls will be essential.

  • Pillar 4: Regulation and Trust

Common standards, enforceable rules and dependable settlement assets will help determine whether tokenized markets can expand without creating unacceptable risks.

THE BOTTOM LINE

The movement toward tokenized securities is evidence of a serious effort to modernize financial-market infrastructure, not proof of a predetermined global currency reset. The strongest signs of progress will be systems that work in real transactions, protect participants and connect securely across institutions and borders.

The next phase of global finance will be shaped not simply by new digital assets, but by the trusted infrastructure that makes them usable.
