Saturday 10 July 2021 15:06........The Judicial Development Institute organized, today, Saturday, a workshop attended by a number of media outlets, civil society organizations and heads of a number of unions.

A statement by the Media Center of the Supreme Judicial Council stated, "The workshop, which was attended by the President of the Supreme Judicial Council, Judge Faiq Zaidan, discussed several axes, the most important of which is the amendment of Article 57 of the Personal Status Law and freedom of expression, in addition to the issue of domestic violence."

He added, "Judge Faiq Zeidan made a number of observations during the workshop regarding the axes that were raised, especially with regard to the rights of the demonstrators," pointing out that "the judiciary attaches the utmost importance to this file."

Zaidan confirmed, "The issuance of judicial rulings against those who assaulted demonstrators and civil activists."

The administration said in a report that “the average US imports of crude oil during the past week from seven countries amounted to 5.251 million barrels per day, an increase of 12 thousand barrels per day from the previous week, which amounted to 5.239 million barrels .”

She added that America imported crude oil from Iraq at a rate of 229,000 barrels per day, up from 142,000 barrels in the previous week .

She pointed out that “most of America’s oil revenues during the past week came from Canada, at a rate of 3.744 million barrels per day, followed by Mexico, whose imports amounted to 408,000 barrels per day, followed by Saudi Arabia, whose imports amounted to 316,000 barrels per day, and then Russia, with an amount of 316 thousand barrels per day. At a rate of 258,000 barrels per day .

According to the administration, the amount of US imports of crude oil from Colombia amounted to 154 thousand barrels per day, followed by Nigeria, which imports amounted to 142,000 barrels per day.

Decades of conflict in Iraq coupled with the COVID-19 outbreak have severely affected human capital, intensified poverty, and undermined individuals' ability to find decent and sustainable jobs.

The consequences of conflicts are especially severe for vulnerable returnees, internally displaced persons (IDPs) and host communities who continue to need access to livelihoods opportunities and recovery initiatives.

The Korea International Cooperation Agency (KOICA) will extend its support to the International Organization for Migration (IOM) through a USD 5 million grant; with this funding from KOICA,

IOM Iraq will contribute to local economic recovery and community resilience in Iraq through increasing access to sustainable and decent work. The overall objective of the project is to support job creation, entrepreneurship and the growth of small to medium sized enterprises (SMEs), as well as to encourage productive employment, including for women.

"During the ISIL crisis, millions were displaced and local economies were destroyed; the loss of livelihood opportunities and the lack of vital services in areas of origin are clear obstacles to return for those who remain in displacement across Iraq," said IOM Iraq Chief of Mission Gerard Waite. "This partnership with KOICA will reinforce IOM's efforts to address protracted displacement and create the conditions for sustainable returns."

"Since the COVID-19 pandemic struck the globe, youth unemployment has become more serious than before. Especially in Iraq, the ISIL crisis and COVID-19 have had a catastrophic impact on society," said KOICA Chief Director Mr. LEE Dong Hyun. "We hope this project will contribute to recovery from the socioeconomic damage done to Iraq's vulnerable populations."

butterfly   The project's interventions will target the most vulnerable sections of the population in Baghdad, Ninewa and Kirkuk, with a focus on durable solutions for IDPs, specifically access to livelihoods and employment. The grant will also go towards helping businesses in conflict-affected areas recover from the damage suffered, re-start their operations, and offer much needed jobs to the local community.

To facilitate the creation of sustainable job opportunities, IOM Iraq will offer vocational training; farmer training; on-the-job training; and support for the establishment or expansion of micro-businesses through business support packages.

Sustainable job opportunities will be created by supporting SMEs with grants through the Enterprise Development Fund (EDF). In addition, IOM Iraq will utilize a referral system to match individuals who are identified and trained in the individual livelihood assistance (ILA) component of the project with employment opportunities created via the businesses supported under the EDF.

IOM's approach includes a strong element of community participation, especially in initial engagements with the community, to determine livelihood needs and priorities. The project will also ensure that women are supported to meaningfully engage in mainstream economic recovery and development in Iraq.

Under the project, IOM will work closely with the Government of Iraq as well as with local authorities, community, religious and tribal leaders, the private sector, and other relevant stakeholders to mitigate challenges related to limited economic opportunities and limited access to essential services in the targeted areas.   (Source: UN)

A statement by the authority clarified that: The orange level that was announced due to the air temperature rising to 7 degrees or more above its average, indicates the risk of natural disasters and material damage.

Forecasts indicate that the daily temperature may rise from 33 degrees on Sunday and next Monday to 36 degrees next Friday.

Butterfly   2021-07-09 04:03   Shafaq News/ Oil prices rose for a second day on Friday as data showed a draw in U.S. inventories, but were headed for a weekly loss amid uncertainty about global supplies fuelled by an OPEC+ impasse.

Brent crude oil futures were up 27 cents, or 0.4%, at $74.39 a barrel by 0644 GMT. U.S. West Texas Intermediate futures were up 39 cents, or 0.5%, at $73.33 a barrel.

Prices on both sides of the Atlantic were on track for a weekly loss of more than 2%, dragged by the collapse of output talks between the Organization of the Petroleum Exporting Countries and allies including Russia, or OPEC+.

"The drop in stockpiles reinforced views that demand was picking up as the U.S. driving season has begun," said Hiroyuki Kikukawa, general manager of research at Nissan Securities.

"Since there's no major lift in the U.S. shale output, some investors are bullish despite the OPEC+ spat," he said.

U.S. crude and gasoline stocks fell and gasoline demand reached its highest since 2019, the U.S. Energy Information Administration said on Thursday, signalling increasing strength in the economy.

Crude inventories (USOILC=ECI) fell by 6.9 million barrels in the week to July 2 to 445.5 million barrels, the lowest since February 2020, and more than the expected 4 million-barrel drop estimated in a Reuters poll.

Gasoline stocks (USOILG=ECI) fell by 6.1 million barrels, exceeding expectations for a 2.2 million-barrel drop.

Even with oil prices rising toward $75 a barrel, U.S. shale firms are keeping their pledges to keep production flat, a departure from previous boom cycles.

U.S. production peaked near 13 million barrels per day (bpd) in late 2019, and then fell amid COVID-19. Output rebounded to about 11 million bpd in mid-2020, but has stagnated since.

OPEC+ IMPASSE, COVID-19 CAP GAINS

butterfly   However, gains in oil prices were capped by worries that members of the OPEC+ group could be tempted to abandon output limits that they have followed during the pandemic due to the breakdown in discussions between major oil producers Saudi Arabia and the United Arab Emirates.

The two Gulf OPEC allies are at odds over a proposed deal that would have brought more oil to the market.

Russia was trying to mediate to help strike a deal to raise output, OPEC+ sources said on Wednesday. The United States had high level conversations with officials in Saudi Arabia and the UAE, the White House said on Tuesday.

The global spread of the Delta coronavirus variant and worries it could stall a worldwide economic recovery also weighed on oil prices.

"A draw in the U.S. crude inventories was a positive factor, but it could be a temporary phenomena given a resurgence in the COVID-19 pandemic in the U.S. and elsewhere," said Chiyoki Chen, chief analyst at Sunward Trading.

Fresh COVID-19 lockdowns could slow a recovery in air travel and demand for jet fuels, he added.

In Japan, the Olympics will take place without spectators in host city Tokyo, as a resurgent COVID-19 forced the government to declare a state of emergency in the capital that will run throughout the Games.

COVID-19 cases in the United States are rising, almost entirely among people who have not been vaccinated.

Market dealers said the Lebanese pound was trading at around 19,400 to the dollar, losing more than 90% of what it was worth in late 2019, when Lebanon's economic and financial crisis erupted.

Last Tuesday, Lebanon’s caretaker Prime Minister Hassan Diab warned of the situation saying the Country is a few days away from a social explosion, and calling on the international community to save a country in deep economic crisis which the World Bank has called one of the worst depressions of modern history.

Diab also said only a new cabinet could re-start talks with the International Monetary Fund (IMF).

"This government does not have the right to resume negotiations with the IMF to implement the recovery plan set by the cabinet, for this entails obligations on the next government that it may not endorse," he said.

Haitham al-Jubouri, head of the Finance Committee, said, “The committee does not have data on the volume of imports carried out by the Ministry of Trade or the Ministry of Planning, but the Central Bank is responsible for those transactions that are submitted to it,” according to the Iraqi News Agency (INA).

He stressed that “the committee demanded that there be an electronic customs and tax link with the Central Bank in order to be sure that the goods for which dollars are given will enter actual goods through the ports in return for them.”

He added that “the currency auction is an offer and a request, and so far the price is appropriate, and the banks in the remittances did not make a large profit, but that a part of them is exposed to loss if the operating budget that you make is taken.”

Butterfly  Moody's affirms Iraq Credit Ratings............. 9th July 2021 in Investment, Iraq Banking & Finance News, Politics..............Moody's Investors Service has affirmed the Iraqi Government's long-term issuer and foreign currency senior unsecured ratings at Caa1, and maintained the stable outlook.

It notes Iraq's exceptionally high reliance on oil, and "very weak institutions and governance", while adding that ongoing discussions with the IMF indicate a possibility of a supported adjustment program.

A statement by the bank stated that: The increase includes (1) trillion dinars for the real estate bank and about (900) billion dinars for the Housing Fund, to raise their ability to make the initiative funds available to the largest number of beneficiaries.   This brings the total amounts allocated to the Real Estate Bank and the Housing Fund to more than (3.6) trillion dinars.

Brent crude oil futures edged lower by 7 cents to $73.33 a barrel by 0507 GMT after earlier falling to as low as $72.93. U.S. West Texas Intermediate futures were down 23 cents, or 0.32%, at $71.79 a barrel.

Brent prices have fallen nearly 5% since Monday's close after talks between the Organization of the Petroleum Exporting Countries and its allies, including Russia, known as OPEC+, fell apart when de facto leader Saudi Arabia refused demands from the United Arab Emirates to raise its output under the group's supply cut agreement.

"The oil market is looking beyond the oil supply deficit in August and expecting the OPEC+ agreement to fall apart well before April 2022 when the agreement expires as other member countries will ask for further concessions to secure more market share," said Edward Moya, senior market analyst at OANDA.

OPEC+ has restrained supply for more than a year since demand crashed during the coronavirus pandemic.

U.S. oil production declines this year are expected to lessen with the Energy Information Administration (EIA) saying on Wednesday that output will be 11.10 million bpd in 2021, down by 210,000 bpd from 2020, versus its previous forecast for a drop of 230,000 bpd.

Concerns over the coronavirus, however, weighed on prices, with Japan, the world's fourth-largest oil user, set to declare a state of emergency for the Tokyo area through Aug. 22 amid a new wave of infections and South Korea reporting its highest ever daily COVID-19 cases.

Butterfly   New Program to Counteract Financial Crime in Iraq..........8th July 2021 in Iraq Banking & Finance News, Security.....................The United Nations Development Programme (UNDP) in Iraq, in partnership with the United States Government and the Supreme Judicial Council of Iraq has launched a multi-year training initiative today, to strengthen and improve complex organized and financial crime investigations in Iraq.

The training program, called Organized and Financial Crime Investigations: An Integrated Approach, focuses on the skills, expertise, techniques, and procedures necessary for Iraqi judges and other professionals to effectively investigate complex financial crime cases.

It also makes recommendations to improve policies and procedures for the investigation and prosecution of complex organised and financial crimes and establishes a roadmap for implementing those policies.

As part of the initiative, UNDP will work with judges, prosecutors and financial crime investigators to conduct workshops for various Iraqi government institutions on organized and financial crimes, and to oversee the development of a handbook on leading and conducting complex financial crime investigations.

Chief Justice of the Supreme Judicial Council of Iraq, the Honorable Judge Faiq Zaidan, emphasised that the goal of the program is "to strengthen the procedures and tactics of investigative judges on approaching and leading complex financial crime investigations, in close collaboration with the colleagues from the investigative agencies" of the Commission of Integrity, the Board of Supreme Audit, the Anti-Money Laundering and Countering the Financing of Terrorism Office of the Central Bank, and the specialised investigation directorates of the Ministry of the Interior.

Ms Zena Ali-Ahmad, UNDP Resident Representative stated "This program and accompanying paper acknowledges how complex, organised financial crimes such as corruption, money laundering, and illicit accumulation of wealth are contributing to an atmosphere of privilege and injustice.

These crimes are a major impediment to Iraq's economic recovery, stability, and development. UNDP stands ready to work alongside the Supreme Judicial Council of Iraq and other institutions to help put an end to these crimes and is extremely grateful to the U.S. Department of State for funding this important initiative."

The Iraqi Council of Ministers held its regular session on Tuesday, chaired by Prime Minister Mustafa Al-Kadhimi.

Regarding the housing crisis, the Prime Minister clarified that the government plans to distribute 550,000 plots of residential land to citizens in a first phase of allocation.

He added:

"Every Iraqi family has the right to own a decent house. The website for distributing lands to citizens will be launched soon."

A cabinet statement said that the government has completed the identification of lands for 17 new cities in all governorates (except for KRG). It said "lands for eight cities are technically complete and ready for distribution, amounting to more than 338.000 housing units".

Brent crude was up 3 cents at $74.56 a barrel by 0515 GMT, after slumping more than 3% on Tuesday. U.S. oil was up 7 cents at $73.44 a barrel, having declined by more than 2% in the previous session.

Energy ministers from OPEC+, a grouping that includes the Organization of the Petroleum Exporting Countries (OPEC) along with Russia and other oil producing countries, ended talks on supply policy on Monday.

Divisions between Saudi Arabia, the biggest OPEC producer, and the United Arab Emirates (UAE), which opposed extending supply constraints designed to support prices after the fall in demand from the pandemic, were the main reason behind the failure of the discussions.

"There is a possibility of an OPEC+ rebellion that could bring unregulated output back to the market," Rystad Energy oil markets analyst Louise Dickson said in a note.

Nonetheless, "the market is getting too tight for consumers, especially in the U.S., where oil is becoming uncomfortably expensive for consumers and industry," Dickson added.

OPEC voted on Friday to raise production by about 2 million barrels per day from August to December and to extend the remaining output reductions to the end of next year, but UAE resistance scuppered an agreement.

The breakdown of talks initially sent oil prices higher with U.S. oil hitting the highest since 2014.

Goldman Sachs said the failure of the discussions has clouded OPEC's production policy, although the bank reiterated its expectation that Brent would rise $80 per barrel early next year.   Source: Reuters

It will also advise on strengthening the KRG's alliance with the United States, tracking and monitoring legislation in Congress, advising on US policy and informing on matters that impact the KRG's interests in the Middle East.

The agreement, which commenced in April of this year, is based on a flat fee of $20,000 per month for all services.

At the end of April, the firm announced the addition of public international law Partner David Tafuri, Senior Advisor Richard Griffiths, and Associate Jasmine Zaki.

Tafuri, the founder and President of the US-Kurdistan Business Council (USKBC), previously represented the KRG in the US on behalf of Dentons. The KRG's agreement with Dentons ended on 31st March 2021. He has also been involved with the KRG on behalf of Patton Boggs, and has worked in Iraq for the US State Department.

Khanjar said in a statement that the city’s project “includes dimensions that seek to bring about demographic change in the west of the capital,” as the areas in the west of Baghdad are predominantly Sunni and extend toward the Sunni province of Anbar as well. Former parliament Speaker Mahmoud al-Mashhadani, a Sunni, told Al-Fallujah TV channel, “The Al-Rafeel project raises Sunni sectarian fears, and the prime minister should stay away from issues that cause political and social differences.”

Slums massively spread after 2003, thus causing enormous pressure on old and dilapidated infrastructures.

The bottom line is that steps are being taken to turn a long-held dream for the administrative capital project into reality.

It remains unknown whether the next government will continue to work on the project or will cave into political pressure. It all may depend on the results of the early general elections scheduled for October.

He explained that: Prices are constantly rising, and the price of a barrel may reach $100 during the first half of next year.

Over the past few days, oil prices witnessed a continuous rise, reaching nearly $78 a barrel, due to the non-agreement of the OPEC Plus countries on a specific formula for production and export that meets the needs of producers and consumers.

In April, the news that Iraq was mediating between longtime rivals Saudi Arabia and Iran captivated Middle East watchers.

Iraq's new role as a Saudi-Iran intermediary comes as the Saudis have taken concrete steps in recent years to build a meaningful relationship with their northern neighbor, such as reopening their border last November for the first time since 1990.

Yet while the new Saudi-Iraq relationship is indeed noteworthy, Iraq has simultaneously been forging a regional partnership with two other Arab states: Egypt and Jordan. Indeed, Baghdad hosted a summit in late June attended by Egyptian President Abdel-Fattah el-Sissi and King Abdullah II of Jordan.

It was the fourth time leaders of the three countries have met together since March 2019, and the first time on Iraqi soil. It was also the first visit by an Egyptian president to Iraq in more than 30 years.

butterfly   2021-07-06 06:23   Shafaq News / Iraqi Oil Minister Ihsan Abdul Jabbar stated that British Petroleum (BP) and Lukoil want to pull out of Iraqi energy projects because of the current investment environment, as OPEC's second-largest producer faces a mass exodus of global oil companies that want to exit unappealing contracts.

"Investing in oil licensing rounds is useless for international companies because the profits they make are very low compared to the services they provide," said Hamza al-Jawahiri, an oil expert, "the campaign against licensing rounds by some politicians is just a media hype intended to blackmail the ministry of oil."

"Companies operating in the oil fields do not get lucrative profits as they get an overall rate of 1 dollar and 8 cents for every barrel extracted. Thus, these international companies are not convinced of these figures because they want higher revenues," al-Jawahiri added.

The oil expert continued, "the companies were charging for production, development, and some expenses. However, now that charges are fixed, they can not manipulate them anymore. Therefore, their profits became less. That's why licensing contracts are 90% fair for Iraq and 10% for the companies."

"These companies' departure is better for Iraq because we now have the personnel that can replace the foreign workforce, and acquired the technology, training, and the work systems. So we are in a very good position now."

"The investment environment depends on many elements such as security, legislative stability, and the economic and banking ground, most of which are not available," said Mohammed Saleh al-Jawad, a professor of Petroleum Engineering at the Baghdad University.

"Foreign companies want to achieve a semi-peak production. However, given Iraq's unwillingness to raise the production to the point sought by foreign investors, what these companies obtain does not meet their ambitions."

BP and Lukoil will join ExxonMobil, which is seeking to sell its stake in the southern oil field West Qurna/1.

BP is the main contractor in the Rumaila oil field, holding 38% of the shares along with CNPC's 37% stake. The rest is jointly owned between the state-owned Basra Oil Company, the General Petroleum Marketing Corporation, and its partners in a technical services contract ending in 2034.

The Rumaila Oil Field is the largest in the country, with about 1.5 million bpd of the country's production capacity of 5 million bpd and an estimated 17 billion barrels of remaining extractable oil.

Lukoil owns 75% of the shares of the huge West Qurna/2 field in the South. The remaining is owned by the state-owned North Oil Company.

In Iraq, international oil companies operate some of the largest fields in the country, for a fee per barrel pegged to production.

Brent crude hit a session high of $77.84, a level not seen since October 2018, before losing momentum and easing to trade 25 cents, or 0.3% lower, at $76.91 a barrel by 1149 GMT.

U.S. West Texas Intermediate (WTI) crude futures traded up 75 cents, or 1%, at $76.91, after reaching $76.98 earlier in the session, the highest since November 2014.

Ministers from OPEC+, which groups producers from the Organization of the Petroleum Exporting Countries (OPEC) with Russia and others, abandoned talks on Monday as negotiations failed to close divisions within the group.

No date for further talks has been announced.

The United Arab Emirates said it would go along with output increases but rejected a separate proposal to extend curbs to end-2022 from an existing April deadline.

Some OPEC+ sources said they still believed OPEC+ would resume discussions this month and agree to pump more from August while others said current curbs might stay in place.

Goldman Sachs said the collapse of the talks has introduced uncertainty into the group's production path, while maintaining its view of an $80 per barrel Brent price and gradual increase in output early next year.

"The differences between both parties seem surmountable as they agree on ramping-up production into year-end with the still high uncertainty for 2022 oil balances making a pledge to any long-term commitment unnecessary today," the bank said.

The Biden administration is pushing for a compromise solution in the talks, a White House spokesperson said on Monday.

"We are not a party to these talks, but administration officials have been engaged with relevant capitals to urge a compromise solution that will allow proposed production increases to move forward," the spokesperson said.

Committee member Ahmed Al-Hajj Rashid told Shafaq News Agency, "Oil prices in global markets recorded their highest rates in years after the OPEC group agreement and the recent increase in demand for oil."

"The rise in the dollar exchange rate affected citizens with limited income, and this caused a rise in the prices of real estate, food, construction and all commercial goods and merchandise."

Rashid indicated, "The rise in oil prices will contribute to stabilizing the dollar exchange rate against the Iraqi dinar through the central bank pumping the currency into the market."

Oil prices continued to surge today, following the cancellation of production talks for OPEC + countries, but fears that members may begin to increase production limited the gains.

After the Iraqi government’s decision to reduce the value of the Iraqi dinar against the dollar in late 2020, the exchange rate of every $100 reached 145,000 dinars, which led to a significant increase in prices in the Iraqi market.
