The law also formalized a command structure, with the PMC and subordinate brigades answering directly to the Iraqi Prime Minister as Commander in Chief of the Armed Forces under country’s Constitution. While militias benefit greatly from their status, the Government of Iraq bears liability for their illegal actions. International law of state responsibility defers to domestic legislation when determining who or what is an entity of a given State. In this case, Iraq has very clearly elected to incorporate the PMF, and must own their conduct.
"According to Article 7 of the International Law Commission’s Articles on the Responsibility of States for Internationally Wrongful Acts Iraq must remain responsible even when its state organ (e.g. a PMF militia) exceeds its authority or contravenes instructions.
This rule evolved in response to a need to ensure clarity in state relations. Rather than allowing states to avoid responsibility by simply disavowing their organ’s actions, international law supports the proposition (Article 7, paragraph 3 of commentaries, p.45) that “all Governments should always be held responsible for all acts committed by their agents by virtue of their official capacity.” This most certainly extends to the killing and maiming of allied personnel operating in Iraq at Iraq’s request."

If Iran will not rein in its proxies, Iraq should publicly expose the linkages between the militias, their leaders, and the Islamic Revolutionary Guard Corps.

According to the report, in their latest counter-terrorism operation, the popular mobilization forces managed to seize 86 Katyusha missiles in the north of Babil province in southern Iraq.
The missiles were prepared for a large-scale terrorist operation during the holy month of Ramadan, the statement said.

"Today it was reported that the US Secretary of State has said that they will not release Iranian reserves in Korea until Iran returns to the nuclear deal," the CBI governor Abdolnasser Hemmati said.
"It was clear from the beginning that the Korean government had no independent will to solve the problem of Iran's frozen assets," Hemmati wrote in a post on his Instagram account in Persian on Friday.
He referred to his recent meeting with the South Korean ambassador to discuss unfreezing Iranian frozen funds in South Korea under the US sanctions, saying that "The request for negotiations was made by the Korean ambassador and the agreement to pay for Iran's assets was made by the Koreans themselves, and I asked them at the meeting whether they should get the necessary permission from the Americans or not."
The CBI chief added that the central bank does its plannings to meet the country's needs for foreign currencies in the fields of payments for the imports of basic needs such as medicine without taking into account the frozen funds and does not wait for unfreezing its assets in other countries by the US.

Spot gold gained 0.4% to $1,733.46 per ounce by 0546 GMT, after hitting its highest since March 3 at $1,734.55 earlier. U.S. gold futures climbed 0.6% to $1,732.20.
"We got a little bit of a shot in the arm for gold, when the CPI (consumer price index) number came in a little bit softer the dollar surge abated and yields stopped climbing, that's been a positive driver for gold," said IG Market analyst Kyle Rodda.
Benchmark U.S. yields remained subdued, while the dollar eased after the CPI data on Wednesday did not change expectations that inflation will exceed the Federal Reserve's 2% target.
Recent surge in yields has threatened gold's status as a hedge against inflation, since it translates into higher opportunity cost of holding bullion, which pays no return
"Gold's trend is still to the downside. We continue to see real yields pushing higher, driven by the optimism around economic recovery, as well as expectations that at some point…central banks will have to unwind policy support," Rodda cautioned.
Investors are now awaiting a European Central Bank policy meeting later in the day to see if policymakers will take any action to reign in rising yields.
The $1.9 trillion U.S. COVID-19 relief bill was finally approved on Wednesday and is expected to supercharge the economic recovery.
"Sentiment for gold is still being driven by debt markets, in particular the 10-year U.S. yields," said Michael Langford, director at corporate advisory AirGuide, adding there was greater upside in other assets like copper and small-cap equities than in gold in the short term.

The Russian Company LUKOIL has been affected by the Covid-19 Pandemic on different levels including crude oil production cut at the Company's fields in Russia and certain international projects due to the new OPEC+ agreement; gas production cut in Uzbekistan due to temporarily lower demand for Uzbek gas from China; reduction of refinery throughput volumes due to lower refining margins owing to lower demand for refined products; and lower sales volumes of motor fuels through filling stations because of lower demand.
The main impact of the pandemic on the Company's financial performance in 2020 is attributed to decline in prices for oil and refined products as well as lower production volumes.
According to the 2020 report, due to OPEC members and Russia’s agreement that aims to reduce the collective crude oil output by 9.7 million barrels per day starting from May 1, 2020 with subsequent gradual increase, the Company cut its crude oil production in Russia by approximately 310 thousand barrels per day as compared to the average daily production in the first quarter of 2020. By the end of 2020, the Company has gradually increased crude oil production in Russia by approximately 100 thousand barrels per day as compared to the level of May, 2020.

“Gasoline stocks fell... (which) provided the bullish offset and eventually sent oil prices higher on the strong demand for end products, hence an economic recovery,” said Stephen Innes, Chief Global Markets Strategist at Axi.
“Given the powerful signals from the U.S. re-opening narrative, it still suggests that the path of least resistance for oil prices is higher.”
U.S. gasoline stocks fell by 11.9 million barrels in the week to March 5 to 231.6 million barrels, the Energy Information Administration (EIA) said, compared with expectations for a 3.5 million-barrel drop.

butterfly 2021-03-11 13:02 Shafaq News/ After frantic meetings in Baghdad, Beirut and Tehran, Iranian-backed Iraqi paramilitaries have agreed to stop attacks against US forces in Iraq on the condition that Iraqi Prime Minister Mustafa al-Al-Kadhimi formally demands an American withdrawal, officials and faction commanders told Middle East Eye.
Al-Al-Kadhimi must tell Washington that the pullout has to be completed within 12 months, they added. Sources said it is likely that Al-Kadhimi will comply and make the formal request.
On 1 March, the armed factions announced the end of an unofficial armistice with US forces in Iraq that had largely held since October, despite a few violations.
Previously, attacks on US troops and their western allies in the anti-Islamic State (IS) group military coalition had been routine, as the paramilitaries sought to push the United States from Iraq.
However, a rocket attack on a military base in Erbil last month prompted the US to launch air strikes on a position just inside the Syrian border occupied by Kata’ib Hezbollah, the paramilitary group most hostile to Washington, and Kata’ib Sayyid al-Shuhada, a smaller Shia faction.
Although the Iraqi armed factions declared that they had nothing to do with the Erbil attack, which killed a military contractor and wounded nine others, including a US soldier, the Pentagon pointed the finger of blame at Kata’ib Sayyid al-Shuhada.
butterfly The tit-for-tat attacks between the two sides resulted in a 3 March raid on Ain al-Assad, a base in western Anbar province that hosts the largest US presence, with at least 10 short-range BM-21 “Grad” missiles launched at the troops there.
The Iraqi military said the attack did not cause any casualties, but the Pentagon announced the next day that a US contractor had died after suffering a heart attack during the raid.
Al-Kadhimi's embattled government, which has sought to limit the paramilitaries’ power and been targeted by them in return, has attempted to limit the fallout from such skirmishes and buy time for Washington and Tehran to begin negotiations to resume the 2015 nuclear deal, hoping they will calm the region.
This latest de-escalation agreement was made by a group of faction commanders known as the Coordinating Committee for the Resistance Factions, and the Iraqi government, sources said.
It stipulates that all attacks must cease and in return Al-Kadhimi will send a letter to the United Nations Security Council asking for the US-led coalition’s mission in Iraq to end, two of the parties that concluded the agreement told MEE.
Iranian and Lebanese parties, as well as an international organization operating in Iraq, helped bring the sides together, "one acting as a guarantor and another as a negotiator", as an Iraqi official put it.
"Currently, all concerned parties [leaders of the Iranian-backed armed factions and the US forces] have agreed to calm," one of the Iraqi negotiators told MEE.
"If any of these parties violates the agreement, then this means that it is a personal act and the perpetrator is considered outside the consensus, and it is dealt with on this basis."
Middle East Eye has asked the US-led coalition for comment, but received no response by the time of publication.

The Organization of Petroleum Exporting Countries trimmed estimates for the amount of crude it will need to pump in the second quarter by 690,000 barrels a day, amid a weaker picture for demand and stronger growth in rival supply.
“Ongoing lockdown measures, voluntary social distancing and other pandemic-related developments” continue to weigh on economic activity, the group’s Vienna-based research department said in its monthly report. Conditions should improve in the second half of 2020, it added.
The wariness is consistent with last week’s decision by Saudi Arabia and its fellow producers across the Organization of Petroleum Exporting Countries and its allies. The coalition surprised traders and propelled prices to a 14-month high above $70 a barrel by largely refraining from restoring any more of the production halted during the coronavirus.
Crude traders had widely expected OPEC+ to agree to revive about 1.5 million barrels a day at last week’s meeting, and the shock move has divided observers on whether the alliance now risks over-heating global markets.
The report published on Thursday confirms that OPEC doesn’t share those concerns. The cartel reduced its overall forecasts for the volume of crude it will need to provide this year by 250,000 barrels a day, compared to last month’s report, to an average of 27.26 million a day.
butterfly As the group is pumping considerably below this level, it should manage to deplete surplus oil inventories that accumulated during the pandemic.
Output from OPEC’s 13 members plunged by 647,000 barrels a day to 24.848 million a day last month, the report showed, as de facto leader Saudi Arabia implemented extra cutbacks to speed up the market’s rebalancing.
The kingdom said at the group’s last meeting on March 4 that, out of a sense of “caution,” these additional extra curbs will remain in place in April, and be reversed only gradually thereafter.
Still, OPEC expects the demand outlook to brighten in the second half of 2021. It boosted projections for global oil demand in the fourth quarter by 970,000 barrels a day, and requirements for its crude in that period by 400,000 a day.
“By the end of the first half, economic activity is expected to accelerate as the impact of the pandemic is expected to taper off,” the group wrote in its report. This momentum will be “supported by pent-up demand, especially in contact-intensive service sectors such as tourism and travel.”
That could allow OPEC to reverse some of the output restraints, which -- including Riyadh’s additional cuts -- now stand at about 8 million barrels a day, or roughly 8% of global supplies.

In a statement received by Shafaq News Agency, the Ministry of Foreign Affairs said, "Foreign Minister Fuad Hussein presented a hypothetical briefing via video conference technology to the North Atlantic Treaty Organization (NATO), in which he focused on cooperation between NATO and Iraq and the mission of the NATO training mission in Iraq."
The statement added, "NATO Secretary-General Jens Stoltenberg focused on discussions of the long-standing political and military dialogue between NATO and Iraqi officials, including his regular contacts with Prime Minister Mustafa Al-Kadhimi and Foreign Minister Fuad Hussein.
Stoltenberg stressed, according to the statement, that the presence of NATO forces in Iraq is at the request of the Iraqi government in order to strengthen its institutions and security forces in order to be able to achieve stability in Iraq, fight terrorism and prevent the return of ISIS.
He pointed out that "the NATO mission in Iraq will continue to implement its activities in the field of advice, training and capacity building, and within full respect for the sovereignty of Iraq and territorial integrity and with the full approval of the Iraqi government and close coordination with other international actors, including the international coalition, the European Union and the United Nations."
Secretary-General Stoltenberg congratulated Foreign Minister Fuad Hussein on the historic visit of His Holiness Pope Francis to Iraq, Noting that "the ambassadors of NATO member states and the partner countries participated in the meeting, namely Australia, Finland, and Sweden."

Shafaq News/ Egypt’s Minister of Transport Kamel al-Wazir and Jordan’s Ambassador to Cairo Amjad Adaileh met in Cairo on March 1 to discuss bilateral relations. The two officials also stressed the importance of a protocol signed previously between the two countries and Iraq to operate a land route to transport passengers between the three countries.
The route would start in Cairo and continue to Amman and Baghdad at a fare of $130 per passenger, including the ferry service fare between Egypt’s Nuweiba and Jordan’s Aqaba.
The Egyptian Ministry of Transport said in a March 1 statement the deal was signed between Egypt’s Domestic and International Land Transport Regulatory Authority, the Arab Union Superjet Company (a Cairo-based company affiliated with the Egyptian Ministry of Transport), Jordan’s Jett Company, and Iraq's General Company for the Transport of Passengers and Delegations.
This is the first time the protocol is publicly announced. There are no details on when and where it was signed between the three parties, and no information has thus far been revealed about its potential cost or about the start of its implementation. Al-Monitor tried to contact the Ministry of Transport, but it refused to comment.
The ministry added in its statement that the land route aims to facilitate movement between the three countries and the travels of Egyptian workers and students to Jordan and Iraq.
According to the ministry’ statement, the Egyptian and Jordanian sides discussed during the meeting the possibility of supporting trade between the two countries by overcoming all obstacles in both of their ports, in a bid to facilitate the transport of Egyptian products to Amman and from there to neighboring countries, including Syria and Iraq and vice versa. The parties stressed the need

Samir said Egypt could benefit from the landline project, which would pave the way for the return of Egyptian workers to Iraq as was the case prior to 2003 when “nearly 4 million Egyptians worked in Iraq.”
“This would represent a major shift in Egyptian income, which heavily depends on Egyptians’ remittances,” he added.
He said, “If this venture proves to be successful, other countries could come on board in the future, especially since the three countries have the necessary capabilities to form a strong bloc in the political and economic sphere.”
Yaman al-Hamaki, a professor of economics at Ain Sham University in Cairo, told Al-Monitor via phone, “Generally speaking, there are economic and political challenges facing Arab countries, which could only be overcome through solidarity and [securing] common interests.
This could be done by exchanging investments and benefiting from the free trade areas, which would strengthen relations between governments and businessmen in the three countries.”
Commenting on the land route, Hamaki said, “Transport routes are at the basis of trade in addition to supporting the movement of tourists from the three countries,
butterfly She said the land route will contribute to Egypt’s greater exploitation of the Agadir Agreement it had signed with Jordan, Morocco and Tunisia back in May 2001, providing for the establishment of a free trade area between the four countries, which would consolidate integrated cooperation between the signatories and then lead to exports to Europe.
Hamaki said Iraq has enormous investment opportunities for Egypt through the reconstruction projects that can be provided by Egyptian companies, which could bring in hard currency to the country. Iraq, on the other hand, would benefit from the highest efficiency at the lowest cost through cooperation with Egypt in this regard, she added.
Egypt and Jordan, on the other hand, enjoy strong relations. On the political level, the two countries share the same vision on most regional issues. And a large Egyptian community lives in Jordan, estimated at about 800,000 people who make up one of the largest Egyptian communities in the world.
Moreover, the value of Jordanian investments in Egypt stands at about $2 billion in various sectors, while Egypt maintains significant investments in Jordan amounting to about $1 billion, according to the figures on the Jordanian Ministry of Foreign Affairs website.
Egypt also maintains good relations with Iraq. On the political level, the two countries have exchanged many official visits since June 2013.
On the economic level, the volume of trade between the two countries amounted to about $486 million in 2019 — $479 million in Egyptian exports and $7 million in imports from Iraq, according to the government-owned State Information Service website.
Tariq Fahmy, a professor of politics at Cairo University, told Al-Monitor via phone, “The announcement [on the land route] conveys an important message that the alliance between the three countries has entered into implementation through economic projects and is no longer limited to political work only."

H.E. Dr. Abdullah said: "The HRP will complement the Government of Iraq's own initiatives to help the people of Iraq recover from the setbacks they have experienced in recent years.

Iraq continues to face a complex humanitarian situation, despite the ongoing joint efforts of humanitarian partners, the Government of Iraq, and local authorities and communities to improve circumstances.
The post-conflict humanitarian situation in Iraq remains fragile, with approximately 1.3 million IDPs, and deepening socio-economic vulnerabilities brought on by the COVID-19 pandemic.
The 2021 Humanitarian Needs Overview found that 4.1 million Iraqis are in need of humanitarian assistance.
The 2021 HRP focuses on 1.5 million of the most vulnerable IDPs living in camps and in out-of-camp locations, as well as returnees, who continue to face significant humanitarian and protection needs.

Today, Top Mountain announced the names of 15 Iraqi MSMEs selected to be funded through in-kind grants by USAID. In his remarks at the launching, USAID/Iraq Deputy Mission Director Bob Birkenes said:
"USAID is proud to be a part of this worthy initiative that promotes the development of the Iraqi private sector while providing opportunities for young Iraqis to become more competitive in the job market."
These in-kind grants will help support MSMEs in a wide array of areas, including business development, revenue generation, job creation, productivity, and recovery from COVID-19. Businesses applied for the USAID-supported Business Accelerator grant program through an online application.
All selected businesses had to be 100% Iraqi-owned, have been registered in Iraq (including the Kurdistan Region) for at least one year, and have between 2 to 50 employees

World Bank's assessment is flawed: Manufacturing is viable in Iraq!
In late September 2020, the World Bank published a report entitled 'Breaking out of fragility: a country economic memorandum for diversification and growth in Iraq' (henceforth WB 2020).
In October 2020, the Iraqi government published its 'White Paper for Economic Reforms: Vision and Key Objectives.' This was followed in January 2021 by a draft 'White Paper for Economic Reforms: Reform Implementation Plan' - a "plan" covering 'governance' and 64 'projects' (if tasks).
The latter requires 3-5 years to implement, and is said it "enjoys the support of the international community." The two White Papers (henceforth WP-I&II) quote and borrow extensively from WB 2020 report. In drawing a specific direction of travel for Iraq's economy, analogies abound in all these documents.
This note argues that the WB's analysis on which its 'diversification and growth' proposals for Iraq are based is flawed. This is particularly the case in the way Iraq's economy is characterised as one suffering from "the Dutch disease."
There is also a glaring omission of the manufacturing sector, and its role in diversifying the economy. Rather, emphasis is placed on 'agrifood'; a strategy reminiscent of IBRD/WB's economic reform proposals for Iraq back in the early 1950s.
Despite their flaws, however, if the objectives of the WP-I&II are realised even at 70-80 percent rate within 3-5 years, the results will be commendable. They would make a significant contribution to urgently needed institutional reforms that would in turn build foundations for economic reforms in Iraq.

butterfly Egypt, Jordan, and Iraq are to establish a land route linking the countries following the latest development in bilateral relations between the three states.
Last week, Egypt's Minister of Transport Kamel Al-Wazir met with Jordan's Ambassador to Cairo, Amjad Adaileh, where it was announced that a deal was signed between Egypt's Domestic and International Land Transport Regulatory Authority, the Cairo-based Arab Union Superjet Company, Jordan's Jett Company and Iraq's General Company for the Transport of Passengers and Delegations.
The route will start from Cairo via Amman to Baghdad and will cost $130 per passenger, including the ferry price between the Egyptian port of Nuweiba and Jordan's Aqaba.
In addition to discussing ways to boost trade between Egypt and Jordan and the movement of labour and students, the meeting also raised the need to develop the Arab Bridge Maritime Company, which was founded by the governments of the three Arab states in 1985 to establish commercial links between the Asian and African continents.
The three countries have been working to strengthen economic and trade cooperation over the past few years and have held three summits since 2019. The most recent meeting between Egyptian, Jordanian and Iraqi officials was held last month in Cairo where they discussed ways of "pushing forward the frameworks of tripartite cooperation and promoting joint Arab action".

Brent crude for May dropped 62 cents, or 0.92%, to $66.90 a barrel by 0514 GMT, while U.S. West Texas Intermediate crude for April was at $63.51 a barrel, down 49 cents, or 0.77%.
Prices gained support last week from the OPEC+ decision to largely maintain production cuts in April. They then initially jumped on Monday, with Brent rising above $70 a barrel, after attacks by Yemeni Houthis on Saudi's oil heartland, before settling back as the alarm subsided.
"It's a realization that there was no impact on supply from the attack," Virendra Chauhan, a Singapore-based analyst at consultancy Energy Aspects said.
A combination of factors including top importers China and India drawing crude from storage at current high prices and expectations of a return in Iranian supplies have also cooled prices, he added.
In the United States, crude inventories rose by 12.8 million barrels in the week to March 5, according to trading sources, citing data from industry group the American Petroleum Institute. Analysts had expected a build of about 800,000 barrels in a Reuters' poll.
Official figures from the Energy Information Administration (EIA) are expected Wednesday at 10:30 a.m. ET.
Meanwhile, higher prices are expected to bring more U.S. crude supplies back online.
U.S. crude production is still expected to fall by 160,000 barrels per day (bpd) in 2021 to 11.15 million bpd, the EIA said on Tuesday, but that's a smaller decline than its previous monthly forecast for a 290,000-bpd drop.
The OPEC+ grouping - the Organization of the Petroleum Exporting Countries (OPEC) and allied producers - may become the victim of its own success, analysts at EFG bank said, as higher prices resulting from supply restraint could incentivise U.S. oil production.

Al-Jubouri told Shafaq News Agency, "An official order was issued by the Public Investment Authority requiring him to return to his post and perform his duties until the file of the Authority’s administration in Saladin is resolved by the Prime Minister’s office."
He added, "The Investment Authority formally addressed the prime minister to resolve the crisis of managing the Investment Authority in Saladin and take the final and decisive decision."
The governor of Saladin, Ammar Jabr Khalil al-Jubouri, decided last January to dismiss the head of the province's investment authority, Laith Hamid Khalaf, from his post due to his "bad" performance, according to an official document of the governor.

Earlier, the Commander-in-Chief of the Armed Forces, Mustafa Al-Kadhimi ordered to form a "higher" committee to investigate the bloody clashes in Nasiriya, which left dozens of dead and injured.
The Security Media Cell said in a statement “Al-Kadhimi had ordered the formation of a higher committee, headed by Lieutenant General Bassem Al-Ta’i which includes senior officers of the Ministries of Defense, Interior and National Security to investigate the events of the city of Nasiriya.”
Nasiriya demonstrations prompted the Iraqi Prime Minister, Mustafa Al-Kadhimi, to replace the governor of Dhi Qar, Nazem Al-Waeli, with the head of the National Security Agency, Abdul Ghani Al-Asadi, who was rejected by the demonstrators.

Al-Kadhimi said that the idea of starting a national dialogue is inspired by the conclusion of Pope Francis's.

Barzani received Tristan Azbej, Hungary’s State Secretary for the Aid of Persecuted Christians and his delegation in the Kurdistan Region’s capital Erbil, where the two discussed the role of the Region in protecting the Christian and other minorities from the Islamic State group, the recent papal visit, and bilateral relations.

Barzani, in turn, thanked Hungary for its “assistance and support” to the Kurdistan Region within the framework of the international coalition against ISIS, and expressed his satisfaction with multilateral relations with the eastern European country.
The Hungerian envoy in a tweet on Monday said he had been touched by a scene during the Mass when Pope Francis prayed in front of a restored statue of the Virgin Mary that had been desecrated by ISIS militants when they occupied the Nineveh plains between 2014 and 2017.

According to a statement by the Cabinet, Al-Kadhimi said, "The events in Nasiriya were painful, we promised people there to find the perpetrators,…we have concluded very important outcomes."
He added, “starting from this session, all ministers must go to the city of Nasiriya weekly within a schedule by the Prime Minister… every minister should supervise the work in the governorate in order to follow-up the suffering of the people, not only in Nasiriya, but in all governorates."
Earlier, the Commander-in-Chief of the Armed Forces, Mustafa Al-Kadhimi ordered to form a "higher" committee to investigate the bloody clashes in Nasiriya, which left dozens of dead and injured.
The Security Media Cell said in a statement “Al-Kadhimi had ordered the formation of a higher committee, headed by Lieutenant General Bassem Al-Ta’i which includes senior officers of the Ministries of Defense, Interior and National Security to investigate the events of the city of Nasiriya.”
Nasiriya demonstrations prompted the Iraqi Prime Minister, Mustafa Al-Kadhimi, to replace the governor of Dhi Qar, Nazem Al-Waeli, with the head of the National Security Agency, Abdul Ghani Al-Asadi, who was rejected by the demonstrators.

UNEEK A “mouse” was put at the top of a jar filled with grains.
He was so happy to find so much food around him that no longer he felt the need to run around searching for food and now he could happily live his life.
After a few days of enjoying the grains, he reached the bottom of the jar.
Now he was trapped and he couldn't get out of it.
He now has to solely depend upon someone to put grains in the same jar for him to survive.
He also may not get the grain of his choice and he cannot choose either.
Here are a few lessons to learn from this:
1) Short term pleasures can lead to long-term traps (living on benefits/furlough/spoilt by parents perhaps?).
2) If things are coming easy and you are getting comfortable, you are getting trapped into dependency.
3) When you are not using your skills, you will lose more than your skills. You lose your CHOICES and FREEDOM.
4) Freedom does not come easy but can be lost very quickly.
NOTHING comes easily in life and if it comes easily, maybe it is not worth it.

After raising rates to 17% in December, central bank Governor Naci Agbal said on Friday, “We are going to take firm steps” to stabilize double-digit inflation. He added “a paradigm shift” happened in November when he took the bank’s reins.
But while the lira had rallied some 20% since early November, it has given back half those gains in the past two weeks. By 0907 GMT, it was at 7.575 versus the dollar, near its lowest so far this year.
For import-reliant Turkey, which produces virtually none of its energy needs, the sliding lira raises import prices. U.S. crude oil rose to its highest price in more than two years Monday after reports of attacks on Saudi facilities.

A report of the market obtained by Shafaq News agency said, "29 publicly traded companies cast out today of 103 enlisted companies. The equities of 16 companies earned gains, while four companies' equities dropped," indicating, "19 companies were delisted by the Iraqi Securities Commission for violating the disclosure regulations."
1,329,225 equities were traded today at a value of 687,900,000 dinars from 441 deals. ISX60 index ended up at 565.73, yielding 1.22 % from the last session's close," the report added.
Cartoon industry and trade company, followed by Metal and Bikes company, were the top boosts to the index, notching an 10% and 8.9% gain, respectively. In comparison, Agricultural products company and Elaf bank benchmarks index slid as much as -4.11% and -2.17%, respectively.
It is noteworthy that Iraq Stock Exchange installed Central Depository and Electronic Trading Systems in 2009 and currently bolstering efforts to deploy online transaction services. It organizes five weekly sessions and lists 103 public companies from different economic sectors.

Shafaq News Agency correspondent said that the foreign currency auction of the Central Bank of Iraq recorded a 58.18% decrease to 45,655,000 dollars which the bank covered at an exchange rate of 1460 dinars per dollar. He added that the sales operations were in the form of wire transfer and credits.
Last December, Iraq’s central bank increased the sale price of U.S. dollars to banks and currency exchanges to 1,460 dinars, from 1,182 dinars, seeking to compensate for a decline in oil revenue due to low crude prices.
The central bank of Iraq said the key reason behind the dinar’s devaluation was to close the gap of widened 2021 budget inflation after a collapse in global oil prices, a major source of Iraq’s financial resources.

The source told Shafaq News that the Presidency of Parliament and heads of political blocs convened ahead of the parliamentary session today to reach a final agreement regarding the provisions of the tabled Federal Court law.
The Iraqi parliament already voted on 18 articles of the federal court law last week and tabled the voting on the remaining six articles to the next session.
The Federal Court is the highest judicial authority in Iraq, and its quorum is mandatory upon issuing any decision. The court mainly deals with settling disputes between the federal government and the regions and governorates, as well as interpreting the provisions of disputed laws.

"Some MPs withdrew from the session to prevent passing the remaining provisions of the bill for the political disagreements revolving around them," the source added.

butterfly Devaluating the Iraqi currency is devastating, MP says 2021-03-07 05:18 Shafaq News/ The member of the parliamentary Economic Committee, Nada Shakir Jawdat, stressed on Sunday that the devaluation of the Iraqi dinar has detrimental downsides, hinting that the political blocs agreed on increasing the exchange rate of the US dollar.
Jawdat said in a statement to Shafaq News Agency, "the devaluation of the Iraqi currency is very dangerous since our economy is rich in oil and we have many great resources. therefore, Iraq is not in need of this devaluation, especially that the Iraqi economic system is unilateral and built on import which is different from countries with multilateral economy such as Turkey where increasing the foreign exchange rate won't affect citizens."
Jawdat added, "the government must look into the matter carefully and evaluate it correctly, taking into consideration how it will affect the Iraqi citizen."
She also noted that only 32 parliament members attended the special session we requested recently to discuss the reasons behind the drop in the exchange rates and financial policy, which means that political blocs have already agreed and signed the PM Mustafa Al-Kadhimi's decision on increasing the exchange rate of the foreign currency.
The Central Bank Iraq already increased the selling price from 1182 to 1460 Dinars per Dollar in an attempt to mitigate the decline in oil revenues.

Member of Parliament: Parliamentary signatures submitted to restore the dollar’s exchange rate 4,500 Politics 03/07/2021 13:08 am Baghdad today – Baghdad Member of the Parliamentary Finance Committee, Jamal Cougar, confirmed today, Sunday (07 March 2021), that the political movement is still continuing within the House of Representatives, with the presence of parliamentary signatures submitted to the Parliament in order to restore the exchange rate of the dollar against the dinar or reduce the current price.
Cougar said in an interview with (Baghdad Today), "The political movement in this regard is still going on, even there are requests that have been submitted with the signatures of a large number of members of Parliament to the Parliament, for the exchange rate of the dollar."
He added, "Those signatures remained unchanged, because the Finance Committee and Parliament do not have any authority to amend or return the exchange rate of the dollar," stressing that "this matter is exclusively within the authority of the Central Bank."
"It is difficult for the government to go in this direction, because changing the exchange rate or returning it to its previous price needs to be reformulated again," he said.
Last Thursday, the representative of the Saeron Alliance, Riyad Al-Masoudi, confirmed that the Finance Committee in Parliament said that adjusting the exchange rate of the dollar must be done through a request submitted by Parliament to the Iraqi government.

EIA stated in a report, "The United States oil exports recorded 5,174 thousand bpd in fourth week of February."
The top three source countries of U.S. import oil are Canada (3.648 million bpd), Mexico (602 thousand bpd), Saudi Arabia (368 thousand bpd) and Columbia (285 thousand bpd)."
It indicated that "US imports of crude oil from Nigeria 89 thousand bpd and Ecuador 114 thousand bpd."
Iraq is the second–largest crude oil producer in the Organization of the Petroleum Exporting Countries (OPEC) after Saudi Arabia, and it holds the world’s fifth–largest proved crude oil reserves. Most of Iraq’s major known fields–all of which are located onshore–are producing or are in development.

A statement of the Iranian Presidency revealed that president Rouhani said in a phone call with Iraqi PM Mustafa Al-Kadhimi that Iran has millions of dollars unlawfully frozen in Iraqi Banks. However, it received only empty promises from the Iraqi authorities, demanding the immediate release of all the Iranian resources and funds in Iraq.
Rouhani said that the presence of U.S. forces in the region, including Iraq, destabilizes the country, "the sooner the parliamentary decision of the exit of U.S. forces from Iraq is put into action, the sooner peace and security will fall upon Iraq and the region."
A statement issued by Al-Kadhimi's office said that both parties discussed the nature of relationships between the two countries on many levels. He then praised the growth and development of their relation for interest of both the Iranian and Iraqi people.
Rouhani congratulated Iraq on the Pope's visit and praised the efforts which made this historic visit a great success.
According to a statement issued by the Iraqi government, both parties agreed to call upon all actors in the region to enhance tranquility and use wisdom and rationality to solve conflicts.
Both parties also expressed their shared opinion considering dialogue to be the only and most efficient way to solve conflicts in the region.
The Iranian president condemned all the activities which trouble the peace of Iraq since they also do not serve the interests of both countries

The source told Shafaq News Agency that the Federal budget might find its way finally to the Council's agenda with the near resolution of the Federal Budget law, as four out of Six controversial paragraphs in the latter were settled.
The Iraqi parliament held a session earlier today, Saturday, to discuss the tabled articles in the Federal Court Law.
A parliamentary source told Shafaq News Agency that the presidency of the parliament held a meeting with the heads of parliamentary blocs and the legal Committee to discuss the six remaining articles in the Federal Court Law.
The source added the parliament didn't vote on six articles on last Thursday's session.
Parliament sources told Shafaq News Agency that parliamentary blocs agreed on passing the federal budget law in return for voting on the Federal Court Law.

Al-Haddad highlighted in a statement received by Shafaq News Agency the importance of the federal court law and the urgency to solve the Controversy around the remaining six articles of the 24-items law.
He stated, "this law is so important since it's directly related to the political operation and democratic election."
Al-Haddad proceeded, "we don't want the political conflicts to interfere and empty the federal court law of its legal content."
"Political blocs and national forces must work hand in hand to continue the discussions and look into the possible adjustments to pass the remaining articles during the next sessions, and for the agreement on this law to be a start to many others such as the oil and gas law."
The Iraqi parliament already voted on 18 articles of the federal court law last week and tabled the voting on the remaining six articles to the next session.
