A member of the Finance Committee, Representative Jamal Cougar revealed two conditions for the International Monetary Fund to support Iraq with important loans and projects.

Cougar said in a press statement, followed by "People", (August 24, 2020) that "the meeting that the Iraqi Prime Minister, Mustafa Al-Kazemi, during his visit to Washington, with the Director General of the International Monetary Fund, Kristalina Georgieva, is very important to the Iraqi state."

He explained that "the meeting held between Al-Kazemi and the International Monetary Fund is very important, in general, because when there is direct interaction from such institutions and the World Bank, it means that the situation is stable, which prompts these institutions to encourage countries that have relations with them to support Iraq with projects, loans or Charitable investments or projects such as donations. "

And Cougar stated, "We hope that Al-Kazemi has been able to persuade these institutions to support Iraq and obtain infrastructure projects from them, noting that the International Monetary Fund announced a while ago that it was ready to support Iraq with an amount of about $ 2.2 billion."

He added, "But so far, the financial amount from the International Monetary Fund to support Iraq has not been determined."

A member of the Finance Committee revealed two conditions for the International Monetary Fund to support Iraq, namely:

"The first is for that money to go to infrastructure projects, not to salaries and the operating budget, and the second is for the atmosphere to be appropriate for the establishment of those projects, meaning providing an appropriate security and investment environment."

UNEEK  sheila sounds great to me - I am sooooo ready!! I really wonder (all the time) what is the REAL linchpin to the RV - and now if things are being manipulated to prolong it because of the election or another reason - knowing that some really do not want it to happen at all - it seems to be a constant battle going on right? Today, Monday (August 24, 2020), a member of the Kurdistan Regional Parliament, Sherzad Hassan, confirmed that Baghdad and Erbil have reached a comprehensive agreement, stressing that what remains to declare it is the final touches, and then it will be implemented.

Hassan said in an interview with (Baghdad Today) that "the agreement will be in effect until the end of 2020 and will be related to salaries and sending money in exchange for implementing the conditions of the federal government in terms of controlling border crossings and the rest of the files."

He added that "other agreements on oil will be within the 2021 budget, which will be the prerogative of the Kurdish representatives in the government and parliament in order to obtain the rights of the region and install them in the budget law."

He indicated that "a delegation from the regional government had intended to visit Baghdad, and the visit was postponed due to Al-Kazemi's travel to Washington, and it is most likely at the beginning of next week that the delegation will be in Baghdad to complete all files and sign a comprehensive agreement until the end of 2020."

And the Minister of the Kurdistan Region for Negotiations with Baghdad, Khaled Shawani, announced on (August 16, 2020) that an agreement had been reached between Baghdad and Erbil, valid until the 2021 budget was approved, and included financial dues, outlets and a set of pending files.

Shwani said in a statement, that after a series of visits by the delegation of the Kurdistan region, headed by Qubad Talabani, with the aim of obtaining financial dues for the Kurdistan region and the salaries of employees, and after a number of meetings, and changing the proposals and notes for 12 times, the agreement was announced between the two parties.

xyz  He added, "The negotiations witnessed a lot of ebb and flow, and the process was difficult and complicated, and our efforts were seeking to secure the financial rights of the region’s employees and protect the constitutional rights of the Kurdistan region. The agreement will be in effect until the 2021 budget law is approved, starting a new phase of negotiations on the 2021 budget."

He explained that the agreement includes sending 320 billion dinars per month to the Kurdistan region, and it deals with a set of other files such as monitoring, auditing, a mechanism for handling many financial and economic files, and a mechanism for dealing with the revenues of border crossings under the Federal Financial Management Law No. 6 of 2019.

An amount of 320 billion dinars sent from Baghdad to Erbil is scheduled to arrive today, Monday, according to an agreement reached by the Iraqi Prime Minister, Mustafa Al-Kazemi, and the Prime Minister of the Kurdistan Region, Masrour Barzani, in a phone call yesterday, to disburse the salaries of the Kurdistan Region employees. August 24, 2020 2:04 PM  Mubasher: Today, Monday, the Iraqi Minister of Planning, Khaled Battal Al-Najm, chaired a meeting that included the technical and administrative secretaries, the general directors of government sectors and investment directorates, economic and financial policies and the legal department. To discuss the draft instructions for implementing the Financial Management Law.

The Minister stressed, during the meeting that was devoted to discussing the draft instructions for implementing the Financial Management Law in light of the amendments witnessed by the law, that the Financial Resources Law should have been applied at the beginning of this year, but as a result of the circumstances that the country went through, its implementation was delayed.

Al-Najm said that the Financial Management Law gives the Ministry of Planning a good space in drawing up and directing the financial policy in Iraq.

The minister stressed the need to develop the operational policy into the concept of projects and components, in order to benefit from this concept in the maintenance of fixed assets of state institutions, which suffer from the absence or lack of financial allocations, which led to the exposure of those assets, which include buildings, furniture, etc., to a lot of Damage and out of service .

Al-Najm pointed out that the Ministry of Planning is working to ensure that the instructions for implementing the Financial Management Law are commensurate with the Ministry's mission of development by granting it broader powers regarding the file of government investment projects.

He added that the government is working to correct the course of the Iraqi economy by focusing on two main axes, the first is to implement an integrated reform program that includes all economic aspects, the second is to combat corruption and enhance transparency, explaining that Iraq's problems are the control of the government sector, dependence on oil, high unemployment rates, low growth rates and Iraqi income.

He indicated that the government is seeking to implement real reform measures that may be painful in the short term, but they are very necessary in advancing the economy.

He pointed out that the reform program depends on diversifying the economy and revitalizing non-oil economic sectors such as agriculture, industry and services, and moving towards a market economy by moving away from government control over the economy, pointing out that the development of infrastructure will be with the participation of the private sector.

Al-Kazemi revealed that the government is conducting talks with a number of international legal institutions to track down corruption and corruption deals and hold anyone responsible for tampering with state funds, explaining that the government is working to reconsider legislation to fill the loopholes that allow the corrupt to exploit them.

This came in a press conference with Iraqi Foreign Minister Fuad Hussein in Washington.

Pompeo said, "We urged Baghdad to solve the problems with the Kurdistan Region and release its budget, and we promised to provide $ 200 million in aid to Iraq."

Al-Shabaki told Al-Ikhbariya, “Al-Kazemi’s visit to Washington should be an opportunity to increase economic, cultural, scientific and health cooperation, especially with the Corona crisis.”

He added, "Al-Kazemi is required to implement his government approach through developing the health, service and security sectors and investment, and to consolidate this in his visit to Washington to put forward several files, most notably the security cooperation between the two countries within understandable and clear frameworks."

Al-Shabaki indicated that "Iraq cannot be part of an axis at the expense of hostility or loyalty to another axis, as it is the only loser from the politics of the axes in the Middle East."

The Parliamentary Finance Committee announced today, Sunday, that the salaries of employees will be delayed "for a few days" only because of "technical" issues.

A statement by a member of the committee, MP Ahmad Hama Rashid, reported by the correspondent of the Iraqi Media News Agency, stated that "salaries may be delayed, but the government cannot cut them because it is the citizen's sustenance," stressing that "the government is obligated to pay it, whether by borrowing or withdrawing from Reserve cash or anything else. ”

Rashid explained that "the central bank promised to pay salaries for the coming months," explaining that "the government needs 6 billion dollars a month to cover its expenses, of which more than 3 billion are paid in salaries and therefore there is a deficit of about two billion dollars."

Rashid pointed out that "it is possible that the salaries for the current month of August will be delayed for a few days because the state does not have revenues in the federal treasury, because the oil revenues and other other revenues do not arrive in a timely manner that leads to their delay," stressing that "the delay is due to technical issues.

Friday, the Chinese Ministry of Commerce said that China will test the digital renminbi in some selected regions across the country.

According to a circular posted on the ministry's website, the digital renminbi will be piloted in the Beijing region, Tianjin and Hebei, the Yangtze River deltas, the Guangdong Bay region, Hong Kong and Macao, and some locations in central and western China.

The People's Bank of China, the country's central bank, will work out relevant policies and procedures.

The circular said the cities of Shenzhen, Chengdu and Suzhou, as well as the Xiongan New District, will assist in the trial operation, which will be expanded, as appropriate, to other regions in China.

Missouri just became the sixth red state where voters decided to provide greater health care coverage to the poor by expanding Medicaid, despite Republicans’ resistance to the Obamacare program.

On Tuesday, voters in the Republican-controlled state approved a ballot initiative by 53% that adds the program into the state’s constitution. The change ensures care for as many as 231,000 adults who might’ve otherwise gone without health insurance, which can be prohibitively expensive.

In states without Medicaid expansion, like Texas, it can be virtually impossible to qualify for the program unless you’re pregnant, an extremely low-income parent, or deeply ill and disabled. In Missouri, childless, non-disabled adults can’t qualify for Medicaid, regardless of their income level.

The House of Representatives held its last session on (June 24, 2020), in which it voted on a draft law on domestic and external borrowing to finance the fiscal deficit for the year 2020, and it is the first session after the official announcement of the registration of Corona injuries among the deputies.

Twig said in a press statement followed by Al-Mustaqilla today, Saturday, that “the procedures of the currency window are sometimes not commensurate with the need of the Iraqi economy and with the reduction in the size of the Iraqi economy’s activity, it was necessary for audits through the currency window commensurate with the contraction of the local and international economy.

Cash reserves in this month from 83 trillion dinars to 80 trillion dinars is a setback for monetary policy. Therefore, it is time to replace the currency window with more reasonable, rational and controlling methods of controlling international monetary reserves at the Central Bank of Iraq.

The economic expert also called for a change in the board of directors of the Central Bank to bring about radical changes in the management of the Central Bank of Iraq and to overcome the current crisis by introducing new and more specialized competencies to update the monetary policies of the Central Bank of Iraq, especially after the European Union sanctions against Iraq on charges of money laundering.

No statement was issued from the Central Bank of Iraq explaining the size of the cash reserve, and the extent of the impact of the Corona pandemic and the drop in oil prices on the size of the cash reserve in Iraq.

August 30, 2016 Iraq123 News  On Monday, the Central Bank of Iraq issued a statement and defended its daily auction sales of foreign currency. A number of financial experts advised to stop foreign currency auction sales at CBI and criticized it as a door of corruption and loss of state funds. Iraqi Central Bank stressed that the foreign currency sales auction means to stabilize the Iraqi dinar exchange rate against the U.S dollar in Iraqi domestic markets.

CBI further added in the statement that the process of the auction sales of currency is a way to make certain stability of Iraqi dinar exchange rate in order to meet the requirements of Iraqi economy by providing foreign currency covering Iraqi imports of goods and services for Iraqi private sector.

Kaperoni   This paper’s aims are to adequately measure a foreign exchange market pressure index that can be used to discover pressures in the Iraqi foreign exchange market early on, and to examine the effect of monetary policy intervention in the Iraqi foreign exchange market. The modelling approach used is Autoregressive Distributed Lag (ARDL), with monthly time series data spanning 2013-2017.

The index used in this paper was able to identify different periods of pressure in the Iraqi foreign exchange market. In addition, the econometric analysis found that the traditional proxies for monetary policy intervention in the foreign exchange market, such as domestic credit and money multiplier, were ineffective in the case of Iraq.

The results show that the Central Bank of Iraq (CBI) relied extensively on foreign reserves to mitigate pressures in the foreign exchange market. Due to the nature of the Iraqi economy and where the main source of foreign currency is oil exports, the CBI adopted a fixed exchange rate regime to control inflationary expectations and stabilize the foreign exchange market.
