Clare:  Central Bank of Iraq: Important transformations in external transfer mechanisms

His Excellency the Governor of the Central Bank of Iraq, Mr. Ali Mohsen Al-Alaq, announced that the bank will proceed to dispense with external transfers “next year” and that banks licensed in Iraq will rely on correspondent banks in external transfer operations, as transfers through correspondent banks reached 60% of the total transfers ( outside the Central Bank’s electronic platform), while the implementation rate of verified transfers reached more than 95%.

This came after an agreement between the Central Bank of Iraq and the US Federal Bank, similar to countries around the world, where central banks do not perform executive duties, and their role is focused on supervision and control.

His Excellency confirmed, during the meeting with the heads of the boards and authorized directors of the banks licensed in Iraq, that the Central Bank’s endeavor to open direct channels of communication for Iraqi banks with their foreign counterparts in correspondence, commercial exchange, etc. came in intensive stages, while what is currently underway is opening transfer channels in various currencies, including ( UAE Dirham, Turkish Lira, Indian Rupee, Euro).

His Excellency stressed that the coming year will witness the restriction of all internal commercial and other transactions to the Iraqi dinar instead of the dollar, except for those delivered to travelers.

He pointed out that the entry of most merchants into the official transfer channels and the provision of the dollar at a price of (1320) dinars was a direct reason for controlling the general level of prices and lowering the inflation rate, which is a basic indicator of the effectiveness of monetary policy, and that the black market price is not suitable as an “indicator” because it It relates to cash dollars for non-fundamental transactions, and is not intended for legitimate trade purposes.

Al-Alaq pointed out that the new system of external transfer and sale of the dollar provides protection from risks for all parties of operations, enjoys international acceptance and praise, is consistent with the law on combating money laundering and terrorist financing, and achieves an important initiative for direct relations between Iraqi banks and accredited international banks.

The meeting reviewed the mechanism for establishing “Riyadah Bank” and the societal importance that the bank will have, especially since it is consistent with the directives and vision of the honorable Prime Minister. Discussions were raised on this topic, including the banks’ contributions to establishing “Riyadah” and the working mechanisms of this bank, which will be effective for those wishing to open projects.

On Saturday, Iraqi Prime Minister Muhammad Shiaa Al-Sudani concluded his visit to New York, after participating in the meetings of the United Nations General Assembly in its seventy-eighth session.

This was mentioned by the Sudanese Media Office in a brief statement received by Shafaq News Agency.

Before that, Al-Sudani met with the Secretary-General of the United Nations, Antonio Guterres, at the organization’s headquarters in New York.

According to a statement issued by his office, received by Shafaq News Agency, during the meeting, Iraq’s relations with the United Nations and its institutions were reviewed in various fields, and its efforts were strengthened regarding many priority issues and files, and mechanisms for continuous coordination with international institutions in implementing Development and humanitarian programs and projects in a number of Iraqi cities.

Al-Sudani praised the role of the United Nations and its institutions in supporting Iraq, and its efforts to promote stability and societal peace, referring to the visit made by the Secretary-General of the United Nations to Baghdad last March, which constituted a turning point towards raising the level of cooperation, and an opportunity to stimulate international work in Iraq.

He also stressed the constructive cooperation with the organization to implement the priorities of the government program, with regard to programs to combat poverty, and to find solutions to confront drought and desertification and mitigate their effects.

For his part, the Secretary-General of the United Nations affirmed his support for the government’s efforts in implementing its development programs and plans, pointing to Iraq’s pivotal role, and its adoption of a policy of dialogue and bringing different points of view closer together, as a bridge for communication and rapprochement between the countries of the region. He also expressed the support of the United Nations and its sharing of Iraq’s call for For international cooperation to confront serious environmental challenges and the effects of drought and climate change that the region and the world are witnessing.

At the conclusion of his visit to New York, Al-Sudani also met with British Deputy Prime Minister Oliver James Dowden.

The meeting witnessed, according to a statement issued by his office and received by Shafaq News Agency, a review of the overall bilateral relations between Iraq and Britain, and ways to strengthen them in all fields, for the benefit of the two friendly peoples.

Al-Sudani stressed the government's openness to expanding the partnership with Britain in various fields, stressing that Iraq has many promising investment opportunities that British companies can invest in, with the expertise these companies possess that all sectors in Iraq need.

He also indicated the government's intention to reorganize the relationship with the international coalition to fight ISIS, praising the United Kingdom's contribution to the NATO mission operating in Iraq, and its efforts in providing advice in the field of training.

For his part, Dowden conveyed the greetings of British Prime Minister Rishi Sunak, and expressed his country’s desire to continue communicating and working to develop relations between the two countries in various fields, according to a statement from Al-Sudani’s office. 

Yesterday, Friday, Al-Sudani delivered a speech during the 78th session of the United Nations General Assembly, in which he declared Iraq’s commitment to all international agreements, calling on neighboring countries not to interfere.

Suzie:  Just MY opinion, but I would like to think this "Jolly Farm's" ride is about to come to an end soon.  With all the meetings with the UST, WTO, AMF, travels back and forth between countries, contracts being signed, countries pouring in to do business, Iraq to be the leader in the middle east and so on and so forth, this cannot drag out to the "best Christmas ever" like we've had so many times past, or Sudani and Alaq and all this information coming forth would prove to be fraudulent and leave them in a position they DO NOT want to be in and would destroy any credibility we've had in Iraq and information provided, not to mention what this would do to them internally, so I'm personally looking for this soon, not months down the road, as international business, if all true, won't stand for it.  Just My opinion!

The investigation team was formed to enhance accountability for crimes committed by ISIS in 2017, in accordance with UN Security Council Resolution 2379 and at the request of the Iraqi government.

The development road aims to link the port of Al-Faw in southern Iraq, which is rich in oil, with Turkey, turning the country into a transit center by shortening travel time between Asia and Europe in an attempt to compete with the Suez Canal.

The Iraqi government envisions high-speed trains transporting goods and passengers at speeds of up to 300 kilometers per hour, in addition to extending lines to local industrial and energy centers, which could include oil and gas pipelines.

Hassan told "Baghdad Today", "Crude oil mafias exist in the country, especially the southern governorates, and they are basically arms of powerful parties that steal oil by bypassing the main pipelines, but they are not able to drill any well and steal crude oil because the well-drilling mechanism is complex and requires huge resources." It can only be provided through the Ministry of Oil and international investment companies.”

He added, "The theft of oil takes place in the remote areas through which crude oil pipelines pass and is monitored from time to time," pointing out that "the Ministry of Interior dismantled, months ago, the largest network in the history of Iraq for stealing and smuggling oil in which senior officers were involved," noting that “The network revealed many secrets.”

He continued: "There are wells in northern Iraq being drilled by specialized companies, and oil is being smuggled away from the Iraqi Marketing Company (SOMO), and there are important parties involved in this act and they are monitored and known by those concerned." 

He pointed out that "Iraq's problem is smuggling, which represents a huge waste of the country's wealth, as it is sold for up to 40% less than its real price, and the money goes into the pockets of corrupt people, mafias, and the economic arms of certain parties."

Observers indicate that due to the weakness of government oversight and the difference in fuel prices between the provinces of the region compared to other provinces and neighboring countries, oil smuggling operations are carried out by creating holes in the main transport pipelines by connecting high-pressure pipes to withdraw and smuggle the oil .

Prime Minister Muhammad Shiaa Al-Sudani announced on November 2, 2022, “the dismantling of the largest oil smuggling network in Basra Governorate, at a time when the National Security Service revealed the involvement of senior officers and employees, directors in the Energy Police and a number of associates in Basra Governorate, and the confiscation of 49 tanks.” With wheels prepared for smuggling, 93 dens and 496 tanks violating controls were found, in addition to the closure of 11 stations violating controls as well, while the smuggled quantities were estimated at 75 million barrels per month. 

By calculating the minimum return on sales from the smuggling network. If the value of one barrel is estimated at $50, the revenues generated from selling 75 million barrels would be approximately four billion dollars per month.

Iraqi Oil Minister Hayyan Abdul Ghani stressed on Sunday the need for the country to stop importing gas by investing in projects in this field, revealing that Iraq's oil reserves have risen to 6 billion barrels.

This came in a speech delivered during the launch of the activities of the first Iraq Conference and Exhibition for Oil Projects and licensing rounds in the field of oil and gas, which lasts 3 days in the capital, Baghdad.

Abdul Ghani said in his speech, which was attended by the correspondent of the Shafaq News Agency, that in dedication to the leading role of the Ministry of Oil in providing the necessary and basic resources to finance the Iraqi state budget, and supporting these resources with strategic projects that double the financial return and provide various opportunities in all sectors

This vital ministry has gone to sponsor and support exhibitions and conferences that are in the interest of the Iraqi economy, and the establishment of these exhibitions to promote the necessary economic projects to support the national economy and provide large financial resources to support the state budget Iraqis directly and indirectly and provide areas for the development of local industry in the field of oil, petrochemicals, refineries and other necessary projects.

Shafaq News / Iraq Stock Exchange announced on Sunday the trading of 67 billion shares with a financial value of more than 39 billion dinars during the month of August.

The market said in a report seen by Shafaq News Agency, that "the number of companies traded shares during August amounted to 72 joint stock companies, out of 103 companies, while the shares of 26 companies were not traded due to the difference in prices offered from those required by investors, while 5 companies continue to stop for not submitting disclosure."

He added that "the number of traded shares amounted to 67 billion and 578 million and 9 thousand shares with a financial value of 39 billion and 455 million dinars through the implementation of 22983,60 transactions," noting that "the index of traded prices ISX809 closed at 15 points, recording an increase of <>% from the opening of the market."

He pointed out that "the number of shares purchased from non-Iraqi investors for the month of August amounted to 1.522 billion shares with a financial value of 3.582 billion dinars through the trading of 17 joint stock companies, while the number of shares sold by non-Iraqi investors reached 742 million shares with a financial value of 1.582 billion dinars through the trading of 17 joint stock companies."

It is noteworthy that the Iraq Stock Exchange organizes five trading sessions a week from Sunday to Thursday, and listed 103 Iraqi joint stock companies representing the sectors of banking, communications, industry, agriculture, insurance, financial investment, tourism and hotels.    LINK

Turkish President Recep Tayyip Erdogan has announced a major trade corridor project linking Turkey with Saudi Arabia and the United Arab Emirates via Iraq.

Erdogan said in a press statement today at the end of the G20 summit meetings in the Indian capital, New Delhi, that Turkey is discussing with Saudi Arabia, the UAE, and Iraq in order to establish this trade corridor, which is a global trade artery that enhances economic and trade ties between various countries of the world.

Erdogan pointed out that the trade corridor will start from Saudi Arabia and the United Arab Emirates, then Basra and through Iraqi territory to Turkey, and that this project aims to enhance trade exchange between countries and facilitate the movement of goods and commodities between them.
