chattels   BAGHDAD — There are multiple challenges keeping Mohammed Tawfiq Allawi, recently named Iraq's prime minister-designate, from forming the government of independent technocrats that he pledged. The first major hurdle is that some political blocs want to continue to hold onto their current level of representation in the Cabinet.

chattels   Under the constitution, Allawi is required within 30 days to form a government and go to parliament to obtain a vote of confidence with an absolute majority of at least 165 out of 329 parliament members.

chattels   The Fatah and Sairoon Shiite blocs are the only ones supporting Allawi. They have 47 and 51 parliament members, respectively. Based on that, the new government needs a minimum of 67 additional votes to win a vote of confidence. 

Such a number can only be secured with the participation of the Kurdish and Sunni blocs. This is true particularly since some of the Shiite blocs, such as former Prime Minister Haider al-Abadi's al-Nasr bloc, refused to name Allawi to form a government.

I have addressed this issue in the past but you appear to be chasing an answer that does not exist. The question is invalid as there is no set definition for an international currency.

The term is based on a vague set of parameters mainly about convertibility and how much is us used in international trade, very few currencies are considered to be international in that respect.

Article 8 makes a currency internationally recognised, something completely different. The terms of Article 8 ensure that a country must guarantee redemption of that currency and international banks are reluctant to handle a currency without that guarantee.

Article 8 does not prohibit a bank from dealing in an art 14 currency, there are a few in this area and the local banks deal with them. Neither is Art 8 a restriction on a country changing the value of it's currency, I think it was 2014 when the Myanmar currency went from about 6 to the USD to around 900 to the USD. The largest official change in the value of a currency ever seen.

If you want to see the dinar appreciate in value it's going to take a long time not because I say so, because that's how monetary policy works, gradually over time.

But before that could ever happen they need to create the conditions for a market economy and encourage a substantial amount of foreign investment to come in, thus creating pressure on the financial system.

Only then can the CBI appreciate the dinar using its monetary tools and getting off the Peg and moving to a float. That's not me telling you that's the IMF. Go read it

I personally know of 7 firemen who who left the FFD because of the chance they took on Kuwaitis dinar. The rest of that crew including a number of HFD then invested in the Iraqi dinar. Those from the FFD incorporated and became builders.

There is no dispute that some profited from the situation in Kuwait, but not from anything the CBK did. During the occupation the IQD became the national currency of Kuwait and the KWD lost all value, profit came from speculation.
