Tishwash:  An agreement to set a date for passing the 2021 budget bill

Today, Sunday, an informed parliamentary source said that there is a preliminary agreement between the political forces to pass the 2021 budget bill next Saturday.

The source told "Yes Iraq", that "the political forces have agreed in principle to pass the 2021 budget bill, next Saturday."

He added, "The agreement came after reaching an agreement and consensus with the Kurdish forces regarding the region's share of the budget during the next two days."

The Presidency of the Council of Representatives announced earlier today that Al-Kazemi attended a meeting of the Parliamentary Finance Committee to discuss the draft budget law.

The council’s media department stated in a statement that “the Finance Committee is discussing the draft 2021 budget law in the presence of the Prime Minister and the ministers of finance, planning, oil, housing, reconstruction, municipalities, works, and the Secretary General of the Council of Ministers.”

On Sunday, the House of Representatives announced the most prominent contents of the parliamentary finance meeting, with Prime Minister Mustafa Al-Kazemi, regarding the draft 2021 budget.

"The committee has rewritten the budget strategy according to a comprehensive economic vision, after what came from the government with a financial vision only," said a statement by the council’s media department.

He added, "The committee handed over a copy of the amendments it had made to the government’s budget," noting that "compressing expenditures and maximizing revenues was scientifically thoughtful and came after a meeting with most of the government ministers and more than 302 hosting of various state institutions."

The statement emphasized that "the meeting dealt with supporting the private sector and taking bold steps to address it and support industrial, agricultural and real estate banks to achieve comprehensive development in these sectors."

He pointed out that "the meeting exchanged views between the legislative and executive authorities to come up with a unified vision that is in the public interest," indicating that "the Finance Committee will directly supervise the implementation of the budget to ensure the implementation of its vision."

The statement pointed out that "the meeting discussed thinking outside the fund and with technical economic dimensions to convert ministries from consumers who burden the public treasury to productive ones."  link

Tishwash:  Al-Kazemi: The need to adopt the principle of justice in the distribution of wealth among all regions of Iraq

Prime Minister Mustafa Al-Kazemi stressed, on Sunday, the need to adopt the principle of justice in the distribution of wealth among all regions of Iraq.

A statement by the Cabinet Media Office received by Al-Eqtisad News stated, “The Prime Minister emphasized that the financial budget that the government had previously sent its draft is aimed at financial and economic reform and supporting vital sectors, which would address a large part of the problems of the Iraqi economy. That has been plaguing them for decades. "   

According to the statement, Al-Kazemi pointed to "the importance of investing in the recent rise in oil prices in a way that contributes to easing the burden on the citizen in the budget copy that is submitted to the vote in Parliament." 
 
He stressed the need to activate the mechanisms of automation and digital dealing, and also to activate the role of the Federal Service Council, in the course of economic reform, according to the statement.  

The statement continued, "Al-Kazemi warned," the necessity of adopting the principle of justice in distributing wealth among all regions of Iraq, in accordance with the principles of the constitution, and not involving political disputes in the citizen's food file and the level of services provided to him.   

Al-Kazemi indicated that the country is currently facing many challenges, and we are working hard to reform the current situation and put the Iraqi economy on the right track, and it comes as an implementation of the government program that was voted by the House of Representatives and also included in the government white paper, according to the statement.   

The statement indicated that "it was agreed to intensify the holding of sessions between the executive and legislative authorities, to ensure the approval of a reform budget that preserves the rights of the citizen, and as soon as possible, and that the work of the legislative and executive authorities is complementary, and in the spirit of one team, seeking to advance the historical responsibility, to get the country out of the current situation."   link

Allawi said in a television interview, “We have sufficient evidence that the currency auction of the Central Bank was previously an important part in spreading corruption, and there are large political blocs involved in it and take the names and personalities participating in the auction as a front for it.”

Regarding the possibility of naming these blocs, Allawi said, “I do not have judicial immunity, and even legal protection measures are not sufficient to reveal the names.”

He added, “Corruption has decreased a lot because of the lack of financial resources for appointments and other things, but it remains rooted due to the accumulations of past years.”

Allawi stressed, “A political bloc has never nominated me for the current position, and I was assigned exclusively by Prime Minister Mustafa Al-Kazemi, with whom I have an old friendship since the 1990s,” noting that “the prime minister offered me at the beginning of the formation of the government the Ministry of Oil instead of the Ministry of Finance, and my nomination to the ministry was done from him.” Exclusively “.

He pointed out that “the Iraqi constitution gives the legislative body {Parliament} great power in front of the authority of the executive authority, and this means that there is no balance in the process.” 

Allawi ruled out “the existence of an external solution, as happened in changing the previous regime, just as the Iraqi cannot accept that a neighboring country imposes its will on his country by force, and reform and the democratic path remains the only alternative.”

It is noteworthy that the House of Representatives intends to question the Governor of the Central Bank of Iraq, Mustafa Ghaleb, fearsome by the head of the parliamentary wisdom bloc, Faleh Al-Sari, in several files, including the corruption of the currency auction.

The interrogation was scheduled to take place on the 30th of last month, but it was announced that the interrogation session would be lifted to another notice because of the lack of a quorum.

The representative of the Nasr Bloc, Hoda Sajjad, said to the Euphrates that a parliamentary bloc came to question the head of the Media and Communications Commission in absentia and evaded the attendance of the questioning session of the bank governor.

While the representative of the Al-Fateh bloc, Sanaa Al-Mousawi, said that “political agreements are behind the postponement of the questioning of the bank governor,” noting that “the failure of many MPs to attend the interrogation session is a disappointment in the stifling economic conditions in Iraq,” as she said.
