Samson:  US, China to resume trade talks next week

Samson:   Iraq's most important agreement with China revealed

A source close to the government, on Tuesday, revealed the most important agreement concluded by Iraq with China during the recent visit of Prime Minister Adel Abdul Mahdi at the head of a large delegation to the Chinese Republic, which lasted five days.

Oil prices fell on Tuesday as weak manufacturing data in Europe and Japan focused market attention on a bleak outlook for demand and kept it out of the uncertainty surrounding supply disruptions in Saudi Arabia.

By 06:24 GMT, Brent crude futures were down 40 cents at $ 64.37 a barrel, while US West Texas Intermediate crude futures were at $ 58.31, down 33 cents. "The demand side of the equation is back into focus," said Michael McCarthy, chief market analyst at CMC Markets in Sydney, citing faltering manufacturing figures in major economies in Europe as well as Japan. "That's why we're seeing a little bit more [downward] pressure on Brent than West Texas right now," he said. However, oil prices remain at relatively high levels since the start of the year following a September 14 attack on Saudi Arabia's largest oil processing plant, which halved production by the world's largest exporter.

Saudi Arabia has recovered more than 75 percent of its crude production losses after attacks on two of its facilities and will return to full quantities by early next week, Reuters reported. But the Wall Street Journal reported on Monday that reforms at the two facilities could take longer than expected in months. Mike Tran, a commodities expert at RBC Capital Markets, said in a note that increased US oil exports to Asia to replace Saudi crude and lower US imports from Iraq meant US oil inventories could fall short of expectations.   LINK

For the sake of the Central Bank of Iraq to clarify the instructions and regulations for the
declaration of funds entering and leaving across the Iraqi border.

 The Central Bank of Iraq / the Council for Combating Money Laundering and Financing of
Terrorism, would like to announce the first amendment to the rules for the declaration of
funds when they are entered or taken out across the Iraqi borders, published in the Iraqi
Fact Sheet No. 4551 dated 19/8/2019, before they enter into force on February 2020, to
spare citizens and travelers legal accountability for the irregularities stipulated in those
controls during the transfer of funds across the border .

Regulations on the declaration of funds upon entry and exit across the Iraqi border No. (1) for the year ۲۰۱۷. Mali shall be added to the continent (5) of the controls, and item (c) shall have: That the funds
being transferred are illicit funds;

(E) Amount allowed to be dissolved or removed from and into the territory of the Republic of Iraq, including  or the amount below (۱۰۰۰۰) (ten thousand US dollars or its equivalent in other currencies.

Color declared by amounts more than (۱۰۰۰۰) (ten thousand US dollars) to twenty
thousand US dollars) subject to the declaration, with the need to show what the
purpose of the introduction or absent these amounts, and in the absence of supporting
documents, the traveler will make a commitment to bring those documents after (8)
days from the date of the declaration

OlLar:  I like the change in Language, it seems before these restrictions gave an amount in USD and an amount in other currencies including the IQD, now it's, USD and an EQUIVALENT amount in other currencies, that leaves the door wide open for any rate change. IMO

An official source revealed that since 2003, there are 6,000 imaginary projects in Iraq, indicating that 30% of them are sponsored by the United States.

The source said that "the number of fake projects in Iraq since 2003 (after the US-British entry), and up to this year, more than 6,000 projects," noting that "the amounts incurred by Iraq because of this amount to about 200 trillion Iraqi dinars (about 178 Billion dollars) over the past 16 years."

He added that "30% of the fake projects were sponsored by the Americans, and there are officers and various American rings involved with them," adding that "70% of these projects were in the time of successive governments after the departure of Americans."

 He added that "among these projects, residential and tourist compounds and other services laid the foundation stone for them, but ended up unknown and did not see the light, although the amounts were spent from the public budget."

On whether the current government has the ability to open this file, the source said, "It will be a very dangerous file, because many political leaders are involved in it."

He stressed that "the government to hold accountable spoilers and recover the money looted from the state treasury because of those projects that did not have a reality on the ground."
